DP REVIEW TERMS OF REFERENCE


1. To address the competency requirements of DPOs on completion of their training, taking into account the operational characteristics of different ship types and the operations they are required to undertake. 2. From the requirements in 1, consider and set out the training tasks required to be undertaken to produce the necessary DPO competencies for each ship type or group of ship types. 3. From the requirements in 1 and 2 consider and set the requirements for the training centres including the qualifications of instructors, the training equipment and other aspects assessed in the accreditation process. 4. Assess and define the time to be devoted to each phase of the tasks set out in 2 above and recommend how this should be recorded.

5. Assess and define the educational and professional entry levels for the scheme, taking into account ship type and flag state requirements as appropriate.

6. Carry out a gap analysis of the above requirements against the existing scheme so as to recommend the necessary changes to DPTEG and the Institutes Executive Board.
7. Consider and make recommendations for the revalidation of existing certificates to DPTEG and the Institutes Executive Board, taking into account the requirements of the revised scheme.

TRAINING MODEL FOR OFFSHORE INDUSTRY

ALL tasks in the task book to be completed within 60 days DP sea time before the simulator course.

Induction and simulator courses cannot be done back to back.


Simulator course and Sea Time Reduction can be done back to back.

The total of up to 25% (or 30 days DP sea time) on passive mode can be allocated through the training scheme according to the need of the training. The maximum allowed to be used on passive mode after these courses will be 15 days.

One sea day can be counted if the Trainee DPO is involved with Active or Passive DP training for a minimum of two (2) hours per day claimed. Dates on DP: are the dates the A maximum of 25% sea days vessel is actively engaged in can be Passive sea days. DP operations and trainee is on DP watch.

NOTE 2: THE DEFINITION OF ACTIVE AND PASSIVE DP SEA TIME DOES NOT APPLY FOR SHUTTLE TANKER SCHEME.

Marine Vocational Qualification:


The NI define as Marine Vocational qualification as a non-STCW Certificate of Competency issued by a white list Maritime Administration for use in the administrations local waters only. Due to the fact that there are countries that have certificate of proficiency instead of competence and that covers training for non-STCW people, the Institute will print all DP certificates with the following sentence: Certificate valid for use in accordance with the privileges of the holders Certificate of Competence or Certificate of Proficiency.

Reasons for limitation:


1. Generally only one year sea time requirement for STCW OOW training during which task book and 6 months watchkeeping experience must be completed. 2. Trainee DPO requires knowledge and experience to make the best use of DP training.

SHUTTLE TANKER REVALIDATION CRITERIA


Revalidation of a Shuttle Tanker DPO certificate to require participation in at least 18 offshore loading operations and one set of Annual trials (or FMEA) within a five year period. If less than 18 offshore loading operations but more than 6, re-start the above process again at level 9 of the training, but specify Training Course (B) prior to the 24 days time on board shuttle tanker.

If less than 6 offshore loading operations in five year period, the DPO should re-start the above process at the simulator course (level 3)
Revalidation of Unlimited DPO certificates for those DPOs now serving only on Shuttle Tankers: 30 days of DP Sea time on a DP2/3 vessel is required, plus meeting the additional revalidation requirements of the unlimited DPO Certificate. For those who have been issued with an Unlimited certificate by the Nautical Institute and that wish to revalidate to the Shuttle Tanker certificate, then 12 offshore loading operations and one set of Annual Trials or FMEA within the last five years shall be the minimum requirements. Where these revalidation requirements specify participation in Annual Trials or an FMEA test within a five year period, in exceptional circumstances this requirement may be fulfilled by participation in an additional simulator course (such as Offshore Loading Ph3) in lieu of the Trials, completed during this five year period.

REVALIDATION OF CERTIFICATES FOR OFFSHORE INDUSTRY


1.If more than 150 days DP sea service is done within a period of 5 years, then the person needs to re-send the documents to the NI to replace the certificate with a new validity date. 2. If the DPO has less than 150 days of DP sea service within the preceding 5 years, then the person needs to do an advanced course and a minimum of 30 days DP sea service. 3. if no DP sea service is obtained within the period of the last 5 years, then the person would have to undertake an advanced course and do a minimum of 60 days DP sea time on a DP vessel to have his/her license re-validated. 4. If the DP professional has been engaged in an occupation The Nautical Institute considers being equivalent to the sea service (i.e. DP Lecturer /instructor, DP surveyor, DP consultant, DP auditor, DP superintendent, DP supervisor), it will be required for revalidation of his/her DP certificate a minimum of 150 days in the activity claimed of the preceding 5 years.

REVALIDATION OF CERTIFICATES FOR OFFSHORE INDUSTRY


The number of days is cumulative over the 5 years. The entries to prove the activity shall be done on NI or IMCA logbook and signed by the accredited training centre (in case of DP lecturer), vessels operations manager (in case of DP superintendent, DP consultant, or DP supervisor) where the person has performed the work/activity or by the Nautical Institutes authorized person (in case of DP auditor). If the person decides to apply with a mix of experience that involves criterion d and criterion a or b, then the sea time obtained during the last 5 years shall be counted towards the required cumulative 150 days. Example: 15 days as DP lecturer and 15 days DP sea service, totalling 30 days.

HOW TO UPGRADE FROM SHUTTLE TANKER TO OFFSHORE CERTIFICATE


Applicants to complete 60 days of DP sea time on board of a DP 2/3 vessel, plus satisfactory completion of any remaining Task Book entries, section F sign off and company assessment.
