2002

2/6/02 - Jimmy Ray Madeley, 49, shot to death by Montgomery County and Chambers County
sheriff’s deputies and state troopers at a crowded Sonic restaurant as they swarmed over his car, breaking
out windows with their batons before shooting him. Madeley was suspected of armed robbery. A civilian
witness said everyone (police) had guns drawn and were yelling freeze and that he saw a pistol in Madeley’s
hand. He was shot as he attempted to drive around officers’ and civilian cars; one bullet struck the hood of
the witness’s pickup.

2001

5/19/01 - Unidentified man shot and killed by Angleton police officer Curtis Adams as he was cutting
on his 3-year-old daughter’s head, allegedly trying to scalp her. The child survived and was hospitalized.

5/28/01 - Martha Wolf, 46, killed by a Brazoria County Sheriff’s Dept. car driven by Sgt. Michael
DeJongh, who claims she stepped in front of his car.

8/10/01 - Michael Wayne Hamm, 39, killed by Texas City SWAT officers Dick Young, David Fairchild,
and Joe Stanton after a one-hour standoff. Hamm was inside a bar with a gun after having “forced”
customers to leave. Police claim that when they threw a tear gas canister inside the bar, Hamm came out
shooting and they returned fire, killing Hamm. The three officers were wounded, none seriously; all were
wearing bullet-proof vests. About 60 spent shell casings were found outside the bar. The reason for
Hamm’s behavior is unknown.

8/26/01 - Donald R.Scales, 49, found hanged in the Texas City jail after being arrested for stealing a
car and misdemeanor marijuana possession. Police claim suicide.

10/11/01 - Aubrey Hardcastle, under age 6, died from blunt trauma to the head while in the care of
Mark A. Parmer, 28, a Fort Bend County sheriff’s deputy for only one year. Her injuries were consistent with
shaken baby syndrome. Parmer was fired and charged with capital murder.

11/3/01 - Unidentified man, 35, collides head-on with a pickup and is killed while fleeing from a Fort
Bend County sheriff’s officer who tried to stop him for running a red light. The other driver survived.

2000

6/1/00 - Emily Thorson, 18, shot in the head and killed by Norman Kenneth Saxer, 31, a state
corrections officer. Thorson was a friend of Saxer's wife; no motive for the killing was stated.

7/14/00 - Timothy Cooper, 24, shot "numerous times" and killed by League City police officers Kevin
Schroeder, 27, and Clifford Woitena, 26, who claimed Cooper pointed a pistol at them when he was caught
burglarizing a pickup. Cooper had a lengthy non-violent criminal record. The officers had been with the
force 4 and 14 months, respectively; they were no-billed.

7/2/00 - Jamiah Marquis Milo, 21, shot three times in the upper body and once in each leg and killed
by Conroe police officer Eddie Hernandez, 23, a one-year veteran of CPD. Milo, who was a passenger in a
car Hernandez stopped for a traffic violation, allegedly ran and shot at Hernandez during a foot chase.
Hernandez was hit once in the chest, but his bulletproof vest stopped the bullet.

10/6/00 - Harold Connett, III, 25, killed when he crashed his car during chase by Manvel police
officer who suspected him of drunken driving.
1999

4/17/99 - Reginald Lavergne, 18, died while in prison in Palestine. He had "several unusual wounds"
on his body, holes on the bottom of his feet, and bruises on his shoulders and chest, and was emaciated.
Prison officials suggested he committed suicide by eating his mattress. Lavergne had been imprisoned since
age 15.

1998

4/21/98 - Louis Seibert Willett, 54, fishing with three friends, shot and killed by Lakeview police
officer Steve King, 41. Police say the men shoved officer Jason Smith, 25, into the lake after he told them
they were trespassing. Smith called for backup, and King responded. Police claim Willett pointed a gun at
them, and King shot him. King was no-billed.

5/5/98 - Unidentified person killed when the car he/she is driving crashes while being pursued by
Arcola police.

6/18/98 - Woodrow Wilson Jr., 64, shot and killed by Eagle Lake police officer Tobin Thomas, who
also was killed in an exchange of gunfire with Wilson. Thomas and Sgt. Bill Lattimore had responded to a
report of a shooting death. As Lattimore pursued one man, Wilson shot Thomas, who apparently was able
to return fire.

8/10/98 - Robert Williams, 29, unarmed, shot and killed by Fort Bend County sheriff's deputy Tony
Woody, 37, who had stopped Williams because his vehicle was weaving. Police said Williams got out of his
truck and he and Woody began fighting. When Williams "had him against the car" Woody shot him six (6)
times. Woody had a complaint for use of excessive force filed against him two years earlier but was
"exonerated" by the police investigation. He was also no-billed in this case.

9/1/98 - Richard Jason Anderson, 29, holding a gun to his head and threatening suicide after car
chase, shot to death by Dickinson police officer John Wilson, 27, after he "made a move." Police said "he
turned and he forced the Dickinson officer to fire in self-defense." Wilson was cleared of wrongdoing.

1997

1/1/97 - Alberto Gutierrez, 22, unarmed, shot and killed by either DPS trooper Daniel Terronez, or
Wharton County sheriff's deputy Lonnie Garcia, after Terronez tries to stop him for speeding. Gutierrez
crashes his van into a police car and is shot when he tries to run away. Both officers were no-billed.

1/7/97 - Unidentified man, 18, shot and killed by Bellville police officer J.L. Scales, 24, in Scales'
home. Scales claims he caught the man attempting to burglarize his home.

3/2/97 - William Jerome Winston, 41, shot in the left side and killed by League City police officer
Charles deBoisblanc. Police say Winston was driving erratically. After he was stopped, deBoisblanc first
said he broke out a window, then shot Winston when he picked up a shotgun; he later states he fired
through a window when Winston reached for a shotgun. DeBoisblanc was no-billed.

10/30/97 - Paul Dickson Von Colditz, 53, shot twice and killed when Montgomery County fire
marshal investigator Jimmy Williams, and sheriff's deputies Billy Rogers and Dan Lafferty shoot at him.
Police say they were trying to arrest Von Colditz on arson charges and claim he "fired numerous shots at
officers." All the officers were no-billed.

1996

5/2/96 - Olin Johnson, 34, arrested for possession of drug paraphernalia, found hanged in a
Montgomery County holding cell. Police claim suicide.

10/1/96 - Veronica Fuentes, 27, her son Joshua, 5, daughter Casandra, 5, and friend
John Gomez, 18, shot to death by her former boyfriend, security guard Virgil Martinez, 28. Fuentes was
shot fourteen (14) times; Joshua, five (5) times; Casandra, three (3) times; and Gomez, eight (8) times.
Martinez was arrested at a mental hospital, where he complained of hearing voices telling him to kill. He is
convicted of capital murder.

1995

12/26/95 - Joe Don Drain, 45, shot five times and killed by Galveston County Constable Daniel
Cooper, who claimed Drain pointed a gun at him. Other witnesses, including police, disputed Cooper's story,
saying Drain was pointing the gun at himself and posed no danger to others. Shooting found justified, and
Cooper was acquitted in a civil trial.

1994

7/30/94 - Rene Arismendez and Rodney Arismendez, unarmed, shot to death by Jose Antonio
"Tony" Vasquez, 34, a 16-year law enforcement officer in Webb County, after a birthday party. Vasquez'
sister had accused Rodney Arismendez, of stalking and raping her following their breakup.

12/27/94 – Duc Loi Thanh Truong, 19, mentally ill, shot once and killed by Port Arthur police officer
after allegedly threatening restaurant patrons with a knife and throwing hot cooking oil at officers.
