Letter to Rep Jason Barnes

In fall 2012, the Missouri Department of Social Services contracted with Public Consulting Group, private firm that specializes in working with state governments to move residents from welfare onto disability. The company, which provides similar services in Kentucky, Illinois, New York, Wisconsin and California, was to receive $2,300 for every successful transfer it made in Missouri.
On April 22, 2013, The House Committee on Government Oversight and Accountability, chaired by Rep. Jay Barnes, heard testimony from representatives from the Missouri Department of Social Services and PCG. It was revealed during the hearings that Public Services Group was cold calling Medicaid recipients, threatening them with sanctions including potential loss of Medicaid benefits if they refused to cooperate with PCG's efforts to convert them to the Federal Disablity Program as a revenue maximization measure. It came out in testimony that PCG representatives went so far as to represent state residents during the appeals process if they were turned down for Disabilty benefits. The arragement apparently extended to include foster children in state care.
After this arrangment was exposed, DSS Director Alan Barnes wrote this letter to Rep. Barnes explaining the changes that would be made in the program.
