STATUTES
Preamble:
TheInternationalJudoFederationiscomposedofNationalJudoFederationsandContinentalUnions. EachNationalFederationmustberecognizedasthesolefederationauthorizedtorepresentitscountry ininternationalsportingbodiesbyitsOlympicCommittee,whichitselfisdulyrecognizedbythe InternationalOlympicCommittee. ThemajordevelopmentofjudoworldwidemadeitnecessarytocreateContinentalUnions.These UnionsareinchargeofimplementingthepolicyoftheInternationalJudoFederationandthe InternationalOlympicCommittee. Judowascreatedin1882byProfessorJigoroKano.Asaneducationalmethodderivedfromthe martialarts,judobecameanofficialOlympicsportin1964(afterbeingnamedasademonstrationsport atthe1940TokyoOlympicGameswhichwerecancelledduetointernationalconflict).Judoisahighly codifiedsportinwhichthemindcontrolstheexpressionofthebodyandisasportwhichcontributesto educatingindividuals. Beyondcompetitionsandcombat,judoinvolvestechnicalresearch,practiceofkatas,self-defense work,physicalpreparationandsharpeningofspirit. Asadisciplinederivedfromancestraltraditions,judowasdesignedbyitsMasterFounderasan eminentlymodernandprogressiveactivity.
Article1-Definitions
1.1Statutes
The"Statutes"shallmeanallprovisionscontainedinthisdocument,whichhavebeendulyapproved, togetherwithanyaddendumsand/orappendiceswhichmaycomplete,amendorsubstituteforthis document.ThePreambleconstitutesanintegralparthereof.TheseStatutesreplacetheprevious statutes.
1.2IJF
TheInternationalJudoFederation(hereinafterreferredtoasthe"IJF"),isacompanylimitedby guaranteeandincorporatedinIrelandasanon-profitorganization. TheIJFisanon-politicalorganization.Itshallnotdiscriminateonthegroundsofrace,religion,gender orpoliticalopinion. IntheIJFStatutes,RegulationsandDecisions,themasculinegenderisusedtodesignateallprivate individuals,butshallencompassbothmalesandfemales,unlessthereisaspecificprovisiontothe contrary.

1.3NationalFederation
Theterm"NationalFederation"shallrefertoaMemberoftheIJF. EachNationalFederationisamemberofoneoftheContinentalUnionsofJudo. TheliabilityofNationalFederationsasmembersoftheIJFislimited. AllNationalFederationsundertaketocontributetotheassetsoftheIJF. Intheeventthecompanyiswoundup,allNationalFederationswhicharemembersatthattimeandfor one(1)yearafterwards,agreetopaythedebtsandliabilitiesofthecompanycontractedbeforethey ceasetobemembers,aswellasthecosts,chargesandexpensesofwindingup.Fortheadjustmentof therightsofthecontributorsamongthemselves,suchamountasmayberequiredmustnotexceed tenEuros(10).
1.4ContinentalUnion
The term "Continental Union" shall refer to the Union of National Federations of a single continent whichareMembersoftheIJF. MembershipshallbegrantedtoandwithdrawnfromeachContinentalUnionperDecisionoftheEC. ThedecisionsoftheECtorecognizeastructureasaContinentalUnionortowithdrawfromastructure itscapacityofContinentalUnionmustbemadebasedonthecapabilityofthisstructuretoensurethe functionofaContinentalUnionintheinterestofthesportofjudo. Themaincriteriausedtoassessthecapabilityofthestructuretoactintheinterestofjudoshallbethe numberofjudokasintheNationalFederationswhicharemembersofthestructureclaimingtohavethe capacityofContinentalUnion. EachContinentalUnionismadeupofNationalFederationsintherelevantcontinent,exceptinthecase ofexceptionalderogationsauthorizedbytheEC. ContinentalUnionsareinchargeofimplementingthepoliciesoftheIJFandtheIOC. TheliabilityofContinentalUnionsasmembersislimited. AllContinentalUnionsundertaketocontributetotheassetsoftheIJF. Intheeventthecompanyiswoundup,allContinentalUnionswhicharemembersatthattimeandfor one (1) year afterwards, agree to pay the debts and liabilities of the company contracted before they ceasetobemembers,aswellasthecosts,chargesandexpensesofwindingup.Fortheadjustmentof therightsofthecontributorsamongthemselves,suchamountasmayberequiredmustnotexceedten Euros(10)."

A"Country"shallmeananindependentStaterecognizedbytheinternationalcommunityandwhichhas aflagandanationalanthem.

The"Congress"shallmeantheCongressoftheIJFheldeitheronanordinaryoranextraordinary basis.

The"GeneralHeadquarters"shallrefertotheadministrativeheadquartersoftheIJF,wherethe administrativetasksoftheIJFareperformed,thelocationofwhichshallbedecidedbythePresidentof theEC.
1.18HeadOffice
The"HeadOffice"shallrefertotheregisteredheadofficeoftheIJF,thelocationofwhichshallbe decidedbytheEC.
Article2-Aims
TheIJFhasthefollowingaims,withoutthisconstitutinganexhaustivelist: - topromotecordialandfriendlyrelationsbetweenitsmembersandtoleadandorganizejudo activitiesthroughouttheworld. - toprotecttheinterestsofjudothroughouttheworld. - toorganizeIJFevents,tosuperviseeventsorganizedbyitsmembersandtoparticipateinthe organizationofOlympicevents. - todevelopthepracticeofjudothroughouttheworldforallcategoriesofthepopulation. - toestablishrulesforpracticingjudoandtherulesapplicabletoInternationalcompetitions organizedorrecognizedbytheIJF. - - - toimprovethequalityofjudotraining. tosupervisetheawardingofgrades,includingdanranks,andtheircompliancewithIJFrules. topromotetheidealsandobjectivesbehindtheOlympicmovement.
Article3-Structure
3.1CompositionoftheIJF
TheIJFiscomposedoftheMemberNationalFederationsandtheContinentalUnions.

3.2StatusofMembers
TheStatutesandRegulationsofMemberNationalFederationsmustbeincompliancewiththeIJF StatutesandallotherRegulationsandDecisionsoftheIJF. TheStatutesandRegulationsoftheContinentalUnionsmustbeincompliancewiththeIJFmodel StatutesandtheBy-lawsdecidedbytheEC. TheECmustbeinformedofthedatesandplacesofcongressesheldbytheContinentalUnions one-hundredandeighty(180)dayspriortothedatesuchcongressesareheld. Intheeventofanobjectiontothedateand/orplacesofthesecongressesexpressedbyatleast1/3of themembercountriesofaContinentalUnionbywayofregisteredlettersenttotheGeneralSecretariat oftheIJFwithin45daysofthedateonwhichthenoticetoattendaCongresswassent,theBureauof theIJFshallberesponsibleforarbitratingtheobjectionandinformingtheContinentalUnionconcerned ofitsdecisionforthepurposesofhavingthatdecisionapplied.
3.3Auditingoftheuseoffunds
AnyContinentalUnionorNationalFederationwhichreceivesIJFfundsmaybeauditedbytheIJFas regardstheuseofthesefunds.Forthispurpose,theiraccountsshallbesenttotheGeneralTreasurer eachyearandmustbeavailableatalltimestotheauditorsappointedbytheIJF.
3.4RemittalofAwards
AllContinentalUnionsandNationalFederationswhichorganizeacompetitionforwhichprizemoneyor anawardwillbegiven,mustfileadeclarationwiththeIJFregardingtheoriginofthefundsallowing suchprizemoneyorawardtoberemittedandmustfurtheraccepttoallowtheIJFtoverifythe truthfulnessofsuchdeclaration.
3.5CommunicationofInformation
TheContinentalUnionsshallcommunicatetotheIJF:theagendaandtheminutesoftheirordinary andextraordinarycongresses. TheContinentalUnionsshallsubmitanannualreportonallactivitiesandthedevelopmentofJudoon theircontinentstotheIJF.Thisreportmustindicatethenumberofjudokasandclubsperfederation, thenumberofblackbeltsandananalysisofmediaattentionpaidtojudo.

Article4-Membership
4.1Applicationformembership
OnlyoneFederationperCountrymaybecomeamemberoftheIJF. ToapplyformembershipintheIJF,aNationalFederationmust: -berecognizedbyitsNationalOlympicCommittee(NOC),whichitselfisrecognizedbythe InternationalOlympicCommittee(IOC), -haveaminimumoftwenty(20)licensedmembers, -organizeanannualnationaljudochampionshipatleastfortheSeniororJuniorcategories.
4.2Procedure
AnyNationalFederationwhichwouldliketojointheIJFmustapplyformembershipinwritingwiththe IJFGeneralSecretary. ThestatutesoftheNationalFederationmustmandatorilybeattachedtothemembershipapplication andmustabsolutelyprovidethatthisNationalFederationagreestocomplywiththeStatutesandall regulationsanddecisionsoftheIJF. AnopinionfromtheContinentalUniontowhichthisFederationbelongs,givingreasonsforitsopinion, mustalsobesentinwiththemembershipapplication.
4.3VotingRights
NationalFederationsshallbegivenIJFmembershipatthetimeoftheIJFCongresscalledtoratifythe membershipofthoseFederationswhichhaveapplied,butsuchFederationsshallnothavevotingrights untilthenextCongressisconvened. 4.4DefenseofFederations TheIJFisdedicatedtodefendingMemberFederationsfromallattacksagainstdemocraticprocesses theymaysufferintheareaofelectionsheldbyMemberFederationsandtheirparticipationin competitions.
Article5-ParticipationinCompetitionsandMedicalCodes
5.1Athletes'righttoparticipate
TobeeligibletoparticipateintheOlympicGames,WorldChampionships,ContinentalChampionships, InternationalCompetitionsandCompetitionsheldunderthesupervisionoforrecognizedbytheIJF,a judokamustcomplywithrulesoftheIJFandtheIOC.

6.1OfficialLanguages
TheofficiallanguagesoftheIJFareEnglish,FrenchandSpanish.AllofficialdocumentsoftheIJF mustbepublishedinthesethree(3)Languages.Congresses,meetingsandsessionsmustbeheldin thesethree(3)Languages.AllcorrespondencesentbyMemberFederationstotheIJFmustbewritten inoneoftheOfficialLanguages.Intheeventofadiscrepancyininterpretationbetweenthethree(3) Languages,theoriginallanguageinwhichthedocumentwaswrittenshallprevail.
6.2SimultaneousInterpretation
SimultaneousinterpretationinEnglish,French,Spanish,ArabicandRussianmustbemadeavailableat allCongresses.

TheGoverningbodiesoftheIJFare: a)Executivebodies: .theCongress .theEC .theBureau .theIJFArbitralTribunal .thefirstlevelDisciplinaryCommission .theDisciplinaryAppealCommission .theEthicsCommission.

Article8-TheOrdinaryCongress
8.1Meetings
TheCongressshallbeheldeverytwo(2)yearsinthepre-Olympicandpost-Olympicyearsataplace designatedbytheEC. TheCongressmustbeheldatthesametimeasanotherIJFeventinthesamecity.Whenchoosing theplacewheretheCongresswillbeheld,anequitablerotationamongstthedifferentContinental Unionsshallbetakenintoaccount.
8.2AdditionalCongressMeetings
AdditionalCongressMeetingsmaybeheld,however,iftheECdeemsitnecessary.
8.3Powers
TheCongressshallhavethepowerto: a) define,orientandcontrolthegeneralpoliciesoftheIJF; b) approvetheMinutesoftheprecedingCongress; c) approvethereportofthePresidentwhichshallbevalidastheECReport,aswellasthe reportsoftheGeneralSecretaryandtheGeneralTreasurer; d) approve,amendorrejecttheaccountsofthepreviousaccountingperiodandthebudget fortheaccountingperiodtocome; e) hearthereportsoftheVicePresidentsandtheDirectors; f) electeveryfour(4)yearsthemembersoftheECforafour(4)yeartermofoffice,withthe exceptionoftheIJFVicePresidentswhoshallautomaticallyassumethisofficeintheir capacityofPresidentsoftheirContinentalUnions; g) ratifytheappointmentbythePresidentofone(1)ortwo(2)additionalmemberstotheEC; h) ratifyexpulsionsdecidedbytheECofoneoftheECmembers; i) decideontheexpulsionofanECmemberifrequestedbyatleastone-third(1/3)ofthe NationalFederationsofthree(3)differentContinentalUnions; j) approvetheStatutesandtheRegulations,withtheexceptionofTechnicalRegulations, andmakeallnecessaryamendmentsthereto; k) decideonsportingandtechnicalissuesandissuesrelatedtorefereeing,judotraining, developmentandpromotion; l) decideondisputesrelatingtoaNationalFederation'scapacitytobeamemberoftheIJF ortothepowerofarepresentativeofaNationalFederation; m) decideinthelastresortonallissuesrelatingtotheaimsoftheIJF; n) decideonallproposalssubmittedbyMemberNationalFederations,ContinentalUnions andtheEC; o) decideonanyotherissuessetdownontheagenda.
8.4ProposalsofMemberFederationsandContinentalUnions
Atleastone-hundredandeighty(180)cleardayspriortotheCongress,theGeneralSecretarymust invitetheMemberUnionsandNationalFederationstosubmitpointstheywouldliketoincludeonthe agenda.Theseproposalsmustbesentinatleastone-hundredandfifty(150)cleardaysbeforethe datescheduledfortheCongress.

8.5AgendaandConveningoftheCongress
TheCongressmayconsideronlythoseitemswhichareincludedontheAgenda.TheAgendashallbe decidedonbytheECbetweenninety(90)andone-hundredandfifty(150)cleardayspriortothe Congress.TheAgendamustnaturallyincludeallissueswithintheCongress'powers. Atleastninety(90)cleardaysbeforethedatescheduledfortheCongress,theGeneralSecretarywill sendtotheMemberNationalFederations,ContinentalUnionsandtheECMembers,noticetoattend theCongress,signedbythePresidentorbytheGeneralSecretary,togetherwiththeAgendadrawnup bytheECandthereportsofthePresident,theVicePresidents,theGeneralSecretary,theGeneral TreasurerandtheDirectors. NoticesoftheCongressshallbesentviaregisteredletter,returnreceiptrequested.Thedatethe registeredletter,returnreceiptrequestedissentshallbethesoledateusedasproofthatnoticewas validlygivenwithintherequiredtimelimit.
8.6Urgentmatters
TheECshalldecideontheorderinwhichtheitemsontheAgendawillbediscussed. MatterswhichtheECconsidersurgentandwhichhavearisentoolateforinclusionontheagendamay bebroughtbeforeaCongress.
8.7RepresentationofMemberNationalFederations
EachMemberNationalFederationmayberepresentedattheCongressbytwo(2)delegatesofthe samenationalityasthatFederationwhomustmandatorilybechosenfromamongthemembersoftheir ownExecutiveCommittees,ontheconditiontheyweredemocraticallyelectedbytheclubs. Theymustberegisteredontheattendancesheet.Onlyoneofthemshallhavetherighttovote,as eachMemberNationalFederationshallhaveasinglevote.

8.9RepresentationofContinentalUnions
EachContinentalUnionmayberepresentedattheCongressbyitsPresidentorbyamemberofits ExecutiveCommitteewhoisappointedbyitsPresident.TheContinentalUnionsdonothavetheright tovoteatCongresses.
8.10Interpretingassistance
AnymemberNationalFederationorContinentalUnionwhoselanguageisnotoneoftheofficial languagesbeingusedmayalsohavetheirowninterpreterinattendance.
8.11Observers
ObserversmaybeinvitedtotheCongressbytheECinaconsultancyrole.
8.12VotingRightCredentialsCommission
TheverificationofvalidmembershipofNationalFederationsandofthecredentialsheldbythe representativesofNationalFederationswithvalidmembershipintheIJFshallbecarriedouttheday priortotheCongressbytheVotingRightCredentialsCommission.ThisCommissionshallbe composedofthree(3)tofive(5)membersappointedforthispurposebytheECandassistedbythe legaladvisororattorneyoftheIJF.Intheeventofadispute,theVotingRightCredentialsCommission shallheartheclaimsoftheparties,drawupasummaryoftheseclaimsandsubmitthedisputetothe CongressheldthefollowingdaysothattheCongressmaysettlesuchdisputebywayofavotebefore anyotherbusinessisdealtwith.
8.13ChairmanshipoftheCongress
TheCongressshallbechairedbythePresidentoftheIJForifabsent,byaMemberoftheEC appointedbythePresident.However,ifamemberoftheECisalsoamemberoftheIOC,thatmember shallreplacethePresident.

8.14ChairmanshipPro-Tem
8.15Quorum
TheChairpersonoftheCongressmayonlydeclaretheofficialopeningoftheCongresswhenatleast one-third(1/3)oftheMemberNationalFederationsarepresentorrepresented,andwhenatleastthree (3)differentContinentalUnionrepresentativesarepresent. IfthequorumtoopentheCongressisnotmet,anotherCongressmustbeconvenedandmustbeheld withinamaximumperiodofone-hundredandtwenty(120)cleardayswithnoconditionrelatedto quorum.TheagendawillbeidenticaltothatofthefirstCongress,aswellastheconditionsforgiving noticeofthemeeting.
8.16Proxies
Votingbyproxyisnotallowed.
8.17Votingrights
TheMembersoftheECdonothavevotingrightsatCongress.Anypersonwhoiselectedorappointed asaMemberoftheECshallautomaticallysurrendertheirrighttovoteatCongressforthwith.This personshallbereplacedbytheseconddelegatefromhisFederationifsuchotherdelegateregistered andsignedtheattendancesheetatthebeginningoftheCongress.
8.18Decisions
TheCongressshalldecidebyarelativemajorityofthevotescastunlessotherwisedefinedinthe Statutes.Abstentionsandinvalidballotsshallnotbecounted. Forquestionsofparticularimportanceorsensitiveissuesorwheneverone-third(1/3)oftheMember NationalFederationspresentattheCongresssodemand,votingshallbeconductedbysecretballot.

8.19Votingprocedures
Votingforelectionsmustbeconductedbysecretballotunlessthereisonlyone(1)candidateforthe officesofPresident,GeneralSecretaryandGeneralTreasurer.Ifthereisonlyone(1)candidateforone (1)oftheseoffices,thatpersonmaybeacclaimed,unlessonethird(1/3)oftheMemberNational FederationspresentattheCongressrequestthatavotebywayofsecretballottakeplace. VotinginelectionsfortheofficesofPresident,GeneralSecretaryandGeneralTreasurershallbe carriedoutbysuccessiveeliminationofcandidatesreceivingtheleastnumberofvotesuntilonlyone (1)candidateremainsoruntilone(1)candidateobtainsmorethanfiftypercent(50%)ofthevotescast.

8.21Votingprocedure
ThevotingprocedureshallbedeterminedbytheEC,whichshallsendinformationonsuchprocedure togetherwiththeagendafortheCongress.
8.22Countingofvotes
Oncethevotingprocedurehasbeencompleted,theChairmanoftheCongressshallannouncethatthe voteisclosedandshallasktheVotingStewardtostartcountingthevotescast. TheVotingSteward,withtheassistanceofthescrutineersshallproceedwithcountingthevotes.

8.23Challengeofelections
Intheeventthevalidityofanelectionischallenged,thePresidentshallbeimmediatelynotifiedthereof andshallsubmitthecasetotheEC.IftheECtakesthechallengeintoconsideration,itmustbe reportedtotheCongresswhereare-examination,re-election,re-voteoranyotheractionasdeemed necessarybytheECshalloccur.OnlyIJFMemberFederationspresentattheCongressmaychallenge theelection.
8.24Votingrounds
Intheeventofanequalvoteduringanelectionbywayofsecretballot,asecondandfinalroundof votesshallbeconducted. Intheeventthatthesecondandfinalvotealsoresultsinatie,theelectionresultshallbedetermined bythedrawingoflotsconductedbytheChairperson. Forallotherelections,whenanequalnumberofvotesiscast,thestatusquoshallbemaintained.
8.25KeyPointInformation
TheGeneralSecretaryshallprovideastatementofthekeypointsregardingdecisionspassedatthe CongressimmediatelyuponthecompletionofCongress.Thisstatementshallbedistributedbythe PresidentsoftheContinentalUnionstotheirMemberNationalFederationsuponitsapprovalbythe EC.
8.26Minutes
EachECMembershallreceiveacopyofthedraftMinutesoftheCongresswithinninety(90)daysafter theCongressisheld. TheECshallapprovethedraftMinutesatthefirstECMeetingheldafterthesaidninety(90)day period. 19.1Righttoorganize
TherighttoorganizetheWorldChampionshipsandinternationaleventswillonlybegrantedtothose MemberNationalFederationswhichareabletoguaranteeentryintotheirterritoryofallparticipantsof MemberNationalFederationswishingtoparticipateandwhichhaveproventhattheyarecompetentto organizesuchChampionshipsandevents. MemberNationalFederationsmustagreetocomplywiththespecificationsandallrulesapplicableto thechampionshiptheyhost. IJFeventsarecomposedofthejudoeventsattheOlympicGames,TheWorldChampionshipsandthe tournamentsandeventsrecordedontheofficialIJFSchedulepublishedannually.
19.2Candidacy
AllmemberNationalFederationsshallhavetherighttoapplyasacandidatetoorganizeanIJFevent, otherthantheOlympicGames,theSeniorWorldChampionshipandtheOrdinaryCongress.National FederationswhicharecandidatesmustapplytotheGeneralSecretariatasdefinedintherelevant Regulations. TheECshalldesignatetheorganizer,exceptfortheOlympicGames,theSeniorWorldChampionship andthehostingoftheOrdinaryCongress. TheCongressshalldesignatetheorganizingcountryfortheSeniorWorldChampionshipandthe OrdinaryCongress.
19.3Candidacyafterexpirationofdeadlineforapplications
IfthereisnocandidatetohostaparticularIJFeventscheduledtotakeplacepriortotheholdingofa Congress,theECshallappointtheMemberNationalFederationtoorganizetheevent.
19.4ApplicationProceduretoorganizetheSeniorWorldChampionshiporthe IJFOrdinaryCongress
MemberNationalFederationsmustsubmitanapplicationtoorganizetheSeniorWorldChampionship and/ortheIJFOrdinaryCongressonehundredandeighty(180)cleardayspriortotherelevant CongresstotheGeneralSecretarywhoshallforwardtheapplicationstoallECMembers.The applicationmustcontainafilegivingadetaileddescriptiontosupportthecandidacy.Afterexamining thequalityoftheapplications,theECshallsubmitthoseapplicationfileswhichcomplywiththe specificationstotheCongress.

Thefinancial,taxandaccountingperiodoftheIJFshallstarton1Januaryandendon31December eachyear.
Article22-IncomeandExpenditures
22.1Resources
TheresourcesoftheIJFshallbederivedfromtheannualmembershipfeespaidbytheMember NationalFederations,TVbroadcastingrights,sponsorshipagreements,marketingofactivities,visuals, merchandiseandIJFlicensefees,investmentsinmoveableandimmoveableproperty,aswellas donationsandallremittancesfromothersources. TheIJFmayalsobenefitfromcontributionsinkind,suchasequipmentandtheservicesofpersonnel madeavailablebyotherorganizations. Inaddition,theIJFshallcollectallroyaltiesforparticipationinandorganizationofIJFevents.
22.2MembershipFees
TheMembersoftheIJFareliableforthepaymentofmembershipfeesdirectlytotheIJF.Theamount ofthemembershipfeesshallbeproposedbytheIJFECandsubmittedtotheCongressforapproval. IntheeventamemberoftheIJFhasnotpaiditsmembershipfeeswithintherequiredtimelimit,theIJF reservestherighttodeductthisamountfrompaymentsitmakestotheContinentalUnionofthe memberwhichhasnotpaidthefees.

TheContinentalUnionswillreceiveapercentage,prescribedbytheCongress,atthemotionoftheEC, ofthenetprofit(allincomeminusallexpensesoftheevent)fromtheOlympicGamesandtheWorld Championships.IftherearefeesorroyaltiesoutstandingowedbyanyMemberNationalFederationor ContinentalUnion,suchamountwillbedeductedfromtheamountstobepaidbytheIJF.
22.5Out-of-pocketexpenses
TheelectedrepresentativesoftheIJFshalloffertheirserviceswithoutpay.Theirtravelandliving expenses,aswellasaperdiemforpersonalexpenses,willbebornebytheIJFduringallofficial meetingsandmissions,withtheexceptionofmeetingsormissionsforwhichexpensesareborneby anotherorganization.
22.6Rightstoevents
IJFeventsaretheexclusivepropertyoftheIJF,whichholdsallrightsrelatedtosuchevents,including withoutlimitation,allrightsrelatedtotheorganization,exploitation,broadcastingandreproductionof sucheventsbyanymeanswhatsoever.
22.7Mediarights
Alltelevision,radio,photographic,film,Internet,telephoneandothermediarightstoIJFeventsknown oforunknownoftodayaretheexclusivepropertyoftheIJF.Theserightsmaynotbesoldornegotiated withoutthewrittenagreementoftheEC,whichmaydelegateitspowerstonegotiatethesaleoruseof theserights,butwhichshallretainthesoleresponsibilityforthefinaldecisiontosellandfortheuseof theincomefromthesaleoftheserights.

Allauthor'srights(copyright)oftheIJFareownedbytheIJF.MemberNationalFederationsor ContinentalUnionsareauthorizedtousetheemblemonlyforthepurposeofdevelopingjudointheir ownFederationsorUnions.

TheGeneralTreasurershallrecommendaninternationalauditingfirmtotheECforapprovalforthe purposeofauditingandverifyingtheIJFaccounts. TheGeneralTreasurershallparticipateintheauditingprocessoftheIJFaccountsorganizedbythe firmappointed.AuditingshalltakeplaceforeachaccountingperiodjustpriortotheCongress.Thefirm appointedmayalsobeinstructedbytheECtoauditIJFMembersusingIJFfunds. AttherequestoftheEC,arepresentativefromtheauditingfirmappointedmayattendECand CongressMeetings.
Article24-GradesanddanRanks 24.1Officialrecognitionofgrades
TheIJFofficiallyrecognizesonlythosegradesanddanrankswhichareawardedbytheMember NationalFederationstotheirownmembers,totheexclusionofallothers. ANationalFederationmaynotawardagradeand/oradanranktoamemberofanotherMember NationalFederationwithoutthewrittenagreementofthatFederation.Anygradeordanrankawarded withoutthisagreementwillnotbevalidatedbytheIJF. EachMemberNationalFederationisinchargeofrepresentingtheIJFforthepurposeofensuring compliancewithInternationalregulationsongradesanddanranksthroughoutitsnationalterritory.
24.2Gradediplomas
IJFgradesanddanranksshallbeawardedbythePresidentoftheContinentalUnionwherethe studentoriginatesfrom.
24.3AmountofFees
TheamountoffeespaidforawardingofgradeanddandiplomasandforIDCardsshallbesetbythe EC.
24.4Applicationprocedure
TheawardingofIJFgradesanddanranksshallbeperformedaccordingtotheprocedurevalidatedby theEC. Fromthe1sttothe6thDan,ranksshallbeawardedundertheresponsibilityofMemberNational Federations. The7thDanshallbeawardedupontheproposalofMemberNationalFederationsbytheExecutive CommitteesoftheContinentalUnions,aftertheopinionoftheContinentalGradeandDanRank Directorisgiven. 28.2Suspensionorexpulsion:submissionofthecasetotheDiscipline Commission
28.2.1IfaNationalFederationviolatestheStatutesoftheIJForactsagainstthelegitimate interests,theprinciplesortheobjectivesoftheIJF,theECmaysubmitthecasetotheDisciplinary CommissionofthefirstinstanceandproposetotheCommissionallmeasuresitdeemsfittoputanend totheprejudicebeingcausedtotheIJF,includingbywayofrestrictingorsuspendingparticipationin activitiesorexpellingtherelevantNationalFederation. Suspensionappliestoallsports,administrativeandsocialactivities.
28.3SuspensionorexpulsionofaMemberNationalFederation

28.4ExpulsionofaMemberFederationbyitsContinentalUnion
28.5RelationswithdissidentorganizationsorMemberFederationswhichhave beensuspended
MemberNationalFederationsareprohibitedfromhavingsportingrelationswithorganizationswhichare notIJFMembers,unlesspermissionisgivenbytheIJF. SportingrelationswithMemberNationalFederationswhichhavebeensuspendedarelikewise prohibited. AnyMemberNationalFederationswhichviolatesthisprovisionwillimmediatelybesuspendedand reportedtotheDisciplinaryCommission,whichwilltakethenecessarydisciplinaryaction.
28.6RelationswithcountrieswhicharenotyetIJFMembers
IntheinterestofdevelopingJudoandraisingitstechnicallevelinallcountries,friendlysporting relationswithcountrieswhicharenotyetmembersoftheIJFareauthorized. However,IJFMembersareundertheobligationtoactcautiouslyandmustverifythatthethirdparties theyhaverelationswithandwhicharenotIJFMembershavenotviolatedtherulesordecisionsofthe ONCintheircountry.

TheIJFArbitralTribunalhastheauthority: a) todecideinthelastinstanceondisputesorconflicts: - - - originatingintheapplicationoftheseStatutesortherulesestablishedbytheIJF, arisingamongIJFMembers, arisingbetweentheIJF,ontheonehandandtheContinentalUnions,theNational Federationsorlegalentitiesorprivateindividualsdirectlyorindirectlyconnectedtothem, ontheotherhand, onsportingmatterssubmittedtotheTribunalbythePresidentoftheIJF.

29.2Composition
ThearbitratorsoftheIJFArbitralTribunalshallbeappointedbytheECfromalistofkeypersons recognizedinternationallyfortheirlegalexpertiseandtheirindependence. ThesepersonsmustnothaveactedasconsultantsfortheIJFinthepastandmustnothavehadany businessrelationswiththeMembersoftheIJF.
29.3ProceedingsandhearingsoftheIJFArbitralTribunal
Eachpartytotheprocedureshallchooseanarbitratorfromthelist.Thearbitratorsthusappointedshall electaChairmanfromamongtheothermembersonthelist. Intheeventthearbitratorschosenbythepartiesfailtoagree,theChairmanshallhaveacastingvote. Theproceedingsandthehearingsmusttakeplaceincompliancewiththeconditionscontainedinthe IJFRulesofArbitrationfortheArbitralTribunal. TheIJFArbitralTribunalshallhavesovereignpowertodecideinwhatproportionsthelegalandother costsshallbebornebythepartiesinitsaward.
29.4AdherenceofIJFMembers
AdherencetotheStatutesasaMemberoftheIJFautomaticallyentails: - acceptanceoftheprincipletocomplywiththeIJFArbitralTribunal'sawardintheeventofa disputefallingunderitsauthority; - waiveroftherighttoappealtheArbitralTribunal'sawardsinthefuture,otherthantherightto appealbeforetheordinarycourtsoflaw.
29.5Transitionalprovision
AslongastheIJFArbitralTribunalhasnotbeenestablishedandtherulesofthisTribunalhavenot beendefined,alldisputesorconflictsreferredtoinArticle29.1shallbesubmittedtotheCourtof ArbitrationforSportinLausanne.
