Recruitment of Research Scientists and Junior Research Fellows under DST scheme for CAD Activities in National Informatics Centre

1. Background:
NIC provides e-Governance services to the Government at different levels such as Central Government, State Government and District/Sub-District Administration. NIC provides spectrum of services in the domain of e-Governance including consultancy/business process reengineering, software development and roll out of applications at National level. As a part of its support to the Government, NIC has established extensive ICT infrastructure having satellite based network at more than 3,000 locations across the country, Video Conferencing facilities in 490 districts and Nationwide network including 1,00,000 (approximately) Local Area Network (LAN) nodes in different offices of central/state governments. This infrastructure referred to as NICNET provides extensive IT services including national/state level Data Centres, e-mail, web hosting, etc. Computer Aided Design (CAD) group in NIC focuses on development of CollabCAD, a 3D CAD/CAM Software system for the collaborative design & development of Industrial Designs. CollabCAD is an initiative of NIC, Bhabha Atomic Research Center (BARC, Department of Atomic Energy) and Vikram Sarabhai Space Center (VSSC, Department of Space).

2. Areas of Research & Development:


The areas of R & D focused in this advertisement are: CAD - CAD/CAM/PLM using Open Source libraries like OpenCascade - 3D Geometry kernel, Java and Java3D, PostgreSQL, CMS and Workflow.

3. Eligibility Criteria, Experience, Number of Posts:


These are tenure posts and appointments initially for a period of one year, after which these may be considered for renewal depending upon the candidates annual performance, project requirement and project extension. The candidates selected for CAD will have to work as members in the already existing CollabCAD Project teams on resolving CAD/CAM/PLM Technology Issues and designing using CollabCAD Software. 3.1 Eligibility Criteria:

AGE LIMIT: 18-30 years as on last date of receipt of applications. The age relaxation will be as per Government of India instructions/rules.

3.2 Qualification and Experience: i) Scientist B [Earlier DST Nomenclature: Research Scientist I] a) Scientist B CAD (Development) Minimum of 1 year of relevant experience with a qualification of B.E./B.Tech/MCA with first class or minimum 60% marks in aggregate or equivalent and specialization in Computer Science/Computer related areas; or M.Sc in Computer Science with first class or at least 60% marks or equivalent; or Masters degree in Physics/Maths/Statistics/Operation Research with either Post Graduate Diploma in Computer Science from a Govt. recognized institution/University or at least three years of experience in the areas indicated under Job Description is essential. The Masters degree and Post Graduate Diploma should be with minimum 60% marks in aggregate or equivalent grade. OR Fresh Candidates with a qualification of M.Tech/ ME in Engineering discipline with first class or minimum 60% marks in aggregate or equivalent. Candidates who have experience/ worked on CAD/ CAD Software Development using Java/ Java 3D / C++ will be given preference. b) Scientist B (Modeling) Minimum of 1 year of relevant experience with a qualification of B.E./B.Tech with first class or minimum 60% marks in aggregate or equivalent and specialization in Mechanical Engineering and Mechanical Related disciplines such as Production /Manufacturing /Aeronautical / Automobile Engineering/ CAD/CAM etc. OR Fresh Candidates with a qualification of M.Tech/ ME with first class or minimum 60% marks in aggregate or equivalent and specialization in Mechanical Engineering and Mechanical Related disciplines such as Production /Manufacturing /Aeronautical / Automobile Engineering/ CAD/CAM etc. Candidates who have experience/ worked on CAD will be given preference. ii) Junior Research Fellow

B.E./B.Tech with first class or minimum 60% marks in aggregate or equivalent and specialization in Mechanical Engineering and Mechanical Related disciplines such as Production /Manufacturing /Aeronautical / Automobile Engineering/ CAD/CAM etc. 4

Candidates who have experience/ worked on CAD/ CAD Software Development using Java/ Java 3D / C++ will be given preference. Candidates should have qualified the Graduate Aptitude Test in Engineering (GATE) conducted jointly by the Indian Institute of Science and seven Indian Institutes of Technology on behalf of the National Coordination Board - GATE, Department of Higher Education, Ministry of Human Resource Development (MHRD), Government of India and should have a valid GATE score OR National Eligibility Test (NET) conducted by University Grants Commission (UGC) and should have valid NET score.

3.3 Areas of Relevant Experience: i. For CAD (Development) Development in Geometry / CAD / CAM / PLM with Java / C++ ii. For CAD (Modeling) CAD modeling 3.4 Number of posts (3) i. Scientist B CAD (Development) = 1 post ii. Scientist B CAD (Modeling) = 1 post iii. Junior Research Fellow CAD (Development / Modeling) = 1 post 3.5 Place of Posting: The postings will be at the CollabCAD Development Cell, VSSC, ISRO, Thiruvananthapuram, Kerala. The selected candidates may have to undergo initial training at New Delhi.

Terms and Conditions


1. NIC reserves the right to hold a Written test/ Online test or conduct Direct Interviews. No TA/DA will be paid for outstation candidates for attending either the Test or Interview. 2. The appointment of Research Scientists and JRF are generally based on the Guidelines of Ministry of Science & Technology, Dept. of Science & Technology Circulars for Research Scientists and Junior Research Fellowships vide the OM A.20020/11/97-IFD dated 31st March, 2010 and orders issued from time to time. 3. Candidates applying for these posts are advised to view the website http://recruitment.nic.in/ for the status of their application and schedule of the Written / Online test Or personal interview. 4. Candidates who have completed the required qualification in all respects on the closing date for receipt of application need to apply.

In the event of information furnished by the candidate in the application or part thereof being found false or detected incorrect at any stage before or after the interview or during the service period and/or that the candidate not satisfying the eligibility criteria prescribed above, his/her candidature/appointment is liable to be cancelled / terminated automatically without any notice to him/her. 7. The initial posting of the selected candidates will be decided by the competent authority. 8. The eligibility of the candidates in terms of educational qualifications, experience, age etc. will be determined with reference to the facts provided as on the closing date for receipt of applications. 9. Candidates selected for appointment have the liability to serve anywhere in India or abroad including the other units of NIC. No request for transfer will be entertained under any circumstances. However, NIC reserves the right to transfer on public interest. 10. All Degrees/Diplomas should be from a recognized University/Institution. Degree and Diploma will be equated as per norms of National Informatics Centre and the NICs decision in this regard will be final. Candidates will have to produce the original documents in proof of the details furnished in their application when called for interview, for verification. 11. The attested copies of certificates in support of date of birth, educational qualification, experience etc. should be furnished along with the original certificates for verification at the time of personal interview. 12. Only Research Scientists will be entitled to Dearness Allowance (DA). 13. House Rent Allowance (HRA) Benefits may be allowed to Research Scientists as per rules of NIC. In the case of JRF, the fellowship amount will be taken as Basic Pay for calculation of HRA, as per rules of NIC. 14. JRF are eligible only for Casual Leave 8 days. While, Research Scientists are entitled for leave as per the rules of NIC. Maternity leave as per Government of India instructions would be available to Research Scientists and JRF. 15. Medical benefits, Retirement Benefits, Bonus and LTC are not admissible to Research Scientists and JRF. 16. Research Scientists and JRF are not to be treated as employees of NIC. Hence deployment of such staff at the time of termination of the project will not be the concern / responsibility of NIC. 17. Research Scientists and JRF will be subjected to other administrative control as applicable at NIC. Grant of yearly increments shall be subject to normal terms and conditions. 18. Research Scientists and JRF may be permitted to pursue higher studies as per the terms and conditions applicable in NIC. 19. Research Scientists & JRF are eligible to be paid the TA / DA as per the Government of India rules for meeting the expenses when deputed out station for official purposes.

20. NIC reserves the right to terminate the services of Research Scientists & JRF at any stage if it is found that non performance of the person is affecting the progress of the Project. 21. Intellectual Property Rights of any work done under the project would reside with NIC. WARNING Applications which are not in conformity with the requirements indicated in the advertisement and those received after the closing date will be summarily rejected. Mere fulfilling of requirements as laid down in the advertisement does not qualify a candidate for interview. NO CORRESPONDENCE WILL BE ENTERTAINED WITH THE CANDIDATE NOT SELECTED FOR INTERVIEW/APPOINTMENT. CANVASSING IN ANY FORM WILL BE A DISQUALIFICATION.
