All should be considered. NATIONAL DEFENSE AREA (NDA) ITEM # TASK/ACTION 1. Establish NDAs only during emergencies. NOTE: IAW AFI 31-101, only those commanders delegated the authority to establish restricted areas have the authority to establish a NDA. (YOUR INSTALLATION)/CC has the authority to establish NDAs. Seek legal advice on any decisions regarding establishing, dissolving, or modifying the NDA. Advise civil authorities/officials of the authority and the need for the NDA and the security controls in effect. Secure the landowners' consent and cooperation. NOTE: Consent is not a prerequisite for establishing the NDA. Clearly define the NDA boundary to minimize interference with other lawful activities on and uses of the property. Determine which personnel from local, State, and Federal authorities/agencies are granted escorted/unescorted entry. Arrange escort for the various local, State, and Federal authorities/ agencies as needed. Brief personnel that during response operations life saving, fire suppression and emergency activities may temporarily take priority over security procedures. Ensure that on-scene military personnel do not violate the Posse Comitatus Act. NOTE: Military personnel are precluded from assisting civilian law enforcement officials in pursuing or apprehending individuals outside the NDA. Implement identification and badging system. Determine the barrier material area coverage (square feet) requirements for one cover over each identified resource. All Calculation of Barrier Material Requirements as the foundation for this equation. NOTE 1: The spreadsheet has auto-calculations build into it. For every type of resource, the dimensions of the asset are listed as well as the sheet length and width requirement for the item. The total square feet of barrier material is automatically calculated when the user inputs the number of resources into the spreadsheet. For planning purposes an excess length and width of 3 feet on each side is automatically added to the calculation (in order to facilitate securing of the cover through the use of sand bags or other suitable mechanism). NOTE 2: The spreadsheet automatically calculates the total square feet of barrier material required and displays it at the bottom of the product. NOTE 3: The spreadsheet automatically calculates the number of plastic rolls required to achieve the area coverage, based on roll dimensions of 16 feet by 100 feet. Two answers are displayed at the bottom of the product: 1) the precise (conservative) number based on people using leftovers from one resource to cover another and 2) the maximum requirement given waste not being used after covering one type of resource Select the best type of barrier material to use.
