The Certification Paper and Plagiarism


As part of an ongoing effort to adopt best practices among professional certification organizations, AACEs Certification Board has adopted a plagiarism policy effective January 1, 2011, that includes a stringent penalty component.

AACE INTERNATIONAL PLAGIARISM POLICY


The AACE International Certification Board has adopted the following Plagiarism Policy for use in the evaluation of each technical paper that is submitted in partial fulfillment of the requirements for seeking Certified Cost Consultant / Certified Cost Engineer (CCC/CCE) certification. 1. Plagiarism is considered any wording used in the technical paper that is not the authors own words, and not quoted with a bibliography entry. 2. Plagiarism is unethical and nothing less than stealing someone else's intellectual property. There is absolutely no excuse or tolerance for plagiarism. 3. AACE uses CheckForPlagiarism to check for plagiarism. For more information, check this website: http://www.checkforPlagiarism.net/features.html. This robust and well respected software is similar to that used by universities and other professional associations to assure the integrity of their submission process. AACE must protect the organization from any litigation that may arise from publishing work that fails to meet the standards against plagiarism, as set by the Certification Board. 4. If over 10 percent of the technical paper is reported by the software to be plagiarized, the technical paper will be REJECTED and penalties imposed. 5. Plagiarism will be the VERY FIRST PROCEDURAL CHECK. If a paper fails the plagiarism test, it is not sent to a grader or reviewer. 6. All papers will be submitted for plagiarism check using the CheckForPlagiarism subscription. NO OTHER SOFTWARE WILL BE CONSIDERED. Authors MAY NOT submit their papers to another plagiarism checking vendor to contest the results of the software AACE has sanctioned. 7. Technical papers with less than 10 percent reported plagiarism will continue to the next step in the grading process. 8. If over 10 percent of the technical paper is reported to contain plagiarism, it will be totally rejected. The report will be sent to the author, along with a letter from AACE Certification Manager, addressing the found plagiarism and notifying the candidate of the imposed penalty and the appeals process.

AACE INTERNATIONAL PLAGIARISM PENALTIES

The AACE certification program has procedures relating to unethical behavior, of which plagiarism falls into this category. The following outlines the penalties for unethical behavior when it relates to the AACE certification program: For the first offense of unethical behavior: Immediate suspension from the certification program for a period of not less than one year, resulting in revocation of the individuals AACE International certification application. Should the individual wish to obtain any AACE International certification, upon completion of the suspension, the individual must submit a new application, fees, and fulfill all other requirements that are in place upon expiration of the suspension period. For the second offense of unethical behavior: Permanent expulsion from participation in the AACE International certification program. After Certification Board action, all second offenses will be referred to AACE International for further sanctions for violation of the AACE Canons of Ethics and its code of ethical conduct. Sanctions may include revocation of all of the individuals AACE International certifications. The AACE certification program takes plagiarism very seriously and will strictly enforce the penalties where plagiarism is found. As noted above, plagiarism is also considered a breach of our Canons of Ethics, and individuals found to be engaged in the practices may also be subject to membership sanctions from AACE International.

Appeals Process

Should the candidate be able to provide proof that the material cited was their own intellectual property, or that there was a mistake made by the software review program, the candidate will be allowed 14 days to contest the decision and provide documentation and affidavits to establish authorship.
