Legislative Committee
The 2009 Iowa Legislative Session ended on Sunday, April 27. Below are the bills and proposals we monitored and
worked on throughout the session. A big “Thank You” to Mike Triplett of Hultman Company for his tenacity, especially
with all the work we had to do to get a reasonable concession on the plumbing bill. The Legislative Committee spent
many hours behind the scenes to assure a positive business atmosphere for our members. We are already putting to-
gether a plan of action for 2010.

* The storm shelter bill (HF 705) passed, but it was changed drastically from when we first saw the bill. Essentially,
you don't have to build a storm shelter, but if you do, it has to comply with the state building code and the rules coming
forth from them.
* The plumbing bill (SF 224) passed, and this long and arduous journey ended with a definition of "routine mainte-
nance" that we can live with. Although I didn't like the process, I am OK with the end result.
* The private cause of action bill (HF 712) passed, and it included our recommendations about not being subject to suit
if you are complying with the law. They took it even further than our recommendations, which is not really a bad thing.
* The proposal for a state landlord-tenant board to hear grievances and do other things failed again.
* The proposal to give apartment complex owners a tax credit for "green" building did not pass.
* The proposal to tweak the property tax structure for certain condo/apartment buildings did not pass.
* The proposal to abolish the property tax assessment appeal board did not pass.
* The proposal to prohibit us from fining tenants who violate city ordinances did not pass.
* The proposal to eliminate employer choice of doctor in work comp cases did not pass.

Vendor Council
The Vendor Council is hard at work planning their up-
coming events. The Golf Outing is June 12 at Toad Val-
ley, 1:00 shotgun start. This is a great networking event!
The 3rd Annual Trade Show will be held on October 22
at the WDM Sheraton Hotel. “Around the World of
Property Management” will continue the tradition of be-
ing the top industry trade show!
