Scheduled Visits:
The following visits were announced:
1. The Special Information Tour, scheduled originally for December 8,
1963- now scheduled for Saturday, January ll. (This also was later
canceled. )
2. A two-day conference of agency communications representatives -
scheduled for January 15-16, 1964. Conferees will meet to identify
ERS c ommunic at ions requirements .
3. Lt. General William Senter, Installations and Logistics Office,
Department of Defense, and a party of seven - scheduled for
Thursday, J anuary 16, 1964.

4. Mr. Robert Y. Phillips, Director, Government Readiness Office
(OEP), to visit shortly after the official reorganization of OEP
is announced. He will also discuss, with the representatives,
the current OEP plans and programs.
Exercises:
The Chairman announced that an ABLE exercise is being planned for
sometime in February or March. It was explained further that ABLEs
will be conducted three times a year and specific area exercises more
frequently.
The Chairman apologized for delaying the Houston Exercise and offered
OEP's participation once again.
Space Allocation:
The Chairman announced that his staff was conducting a review of
current space assignments and projected future requirements, in an
attempt to achieve maximum utility within the limits involved.
Emergency responsibilities will be considred. Comments were
expressed that more realistic assignments were needed. Discussion
evolve d into the plans and problems of staffing:
Concern was expressed about degree of capability if relocation
was not effected.
Question was raised on NREC's policy - i.e., why staff of
did not live within the 25 road miles as required by
the Plan for Operations. Dr. Pettee, in discussion with
Representatives, pointed out that NREC had representation
at facility daily. He further described the present arrangement
as "a perfectly tenable philosophical arrangement for the
location and functions involved.

Miscellaneous
1. Questions were asked by Representatives as to the s tatus of
pla ns designed to change pass system for alternate assignees.
Ans wer wa s made that plan was still under consideration, but
Cha irman was hopeful for an early solution. Present system was
a cknowledged to be unwieldy.
2. WVAO m a de brief announcement on progress of certain projects,
including the new parking lot.
3. USAICA announced that installation of new alert receivers would
begin within approximately one week.

Scheduled Visi t s:
The Chairman made the following announcements concerning visits:
1. The Special Information Tour, previously rescheduled for
Saturday , January 11 and canceled , will be rescheduled again
in the near future. The new schedule may call for an evening
tour.
2. Mr . Phillips has reaffirmed his intention to make a visit after
the OEP reorganization has shape, probably in early
February. Federal Agency Representatives stated their interest
in mee ting with Mr. Phillips. Mr. Bourassa said that FAR's
would be notified and encouraged to attend a joint me eting .
3. The Federal Aviation Agency will have a group visit on
February 5 .

Parl<ing:
The Chairman announced that, as soon as weather permi t s , we will
regrade and improve parking areas. Mr. Carey will insure that
reserved parking spaces are properly marked and that reservations
are honored by other vehicle operators .
Barber Shop:
The Chairman sought a show of interest in the estab l ishing of a
barber shop at this installation. Barbering would be done by a
present employee, on an off-time basis , at a reasonable p rice.
Barber shop time would be on a prearranged basis. Those in
attendance heartily endorsed the idea. There was no dissent.
Mr. Bourassa promised a further exploration of the plan , possibly
in coordination with the Midway Welfare Coun cil.
Messenger-Mail Service :
Criticisms of Messenger-Mail Service were voiced.
centered on these considerations: .
Discussion
1. Uncertainty as to number and times of ma il pick-ups and
courier runs.
2 . Failure to corr1late mail pick- up and courier departure .
3. Difficulty in placing mail in the system when messengers are
not in Building 2.
4 . Unnecessary delay in delivery to other agencies, after mail
is delivered to EOB .
Mr . Carey agreed to present a schedule items 1, 2,
and 3. Special Facilities personnel will explore item 4.
Federal Register :
Mr . Haley reported that the Federal Register of January 8,
included an OEP Regulation entitled, Interim Emergency Management
of Resources (32-CFR Part 1714). Federal Agency Represen tatives
will look at avai labl e copies and Haley will secure additional
copies as requested.
OEP- OCD Agreement:
The Special Facilities Branch will secure copies of the OEP- OCD
Agreement on Management of Resources at State Level.

Alertina Devices:
New Alert receivers are being issued to certain officials sel ected
on a geographic area basis . As yet they are not plugged in. All
selected personnel will be notified when testing of the equipment
will be init i ated.

Visits-: .
The Chairman announced that the Special Information Tour was
still scheduled for the evening of this date. The gen eral plan
of handling the visit was discussed and Federal Agency Representa-
tive questions . were entertained . The Chairman asked which FARs
would be in attendance and a list was made of those persons
requiring notification, if the visit should be called off. The
Chairman promised to record as of the visit as possible, for
later policy study.

federal Register:
Copies of federal Register, Volume 29, No. were circulated.
This document includes Rules and Regulations: Interim Emergency
Management of Resources. Assurance was made that all FARs would
have access to the document.
!!served Parking:
Federal Agency Representatives again complained of use of their
reserved parking space by other personnel, probably shift workers.
Mr . Carey reported that new signs are now avai l ab l e and that
further checks would be made of unauthorized space use.
OEP Mailing Address:
A question was posed as to the new mailing address of OEP , since
offices have been shifted from the Executive Office Building.
The Chairman promised to have a further check made.
Teleohone Test:
Lt . Col. Moore reported a successful Telephone Test on the
previous. evening. All calls, initiating the alerting pyramids
were made within 22 minutes. Thirteen new receivers have been
placed in homes of selected officials. Officials were again
asked to keep the Technical Control Section correctly
notified of periods when they would not be at their regularly
designated home telephone number.

The Chairman made the following announcements concerning visits :

January 24 came off as planned with the exception of a n

Parking:
Mr. Stauss, WVAO, announced that grading will be completed today
and a more permanent double treatment will be done
when good weather arrives. He also announced the new reserved
parking signs have been issued. These are bordered in red and
will replace the old ones bordered in black.
Barber Shop:
Chairman reported that further study is being made.
Messenger-Mail Service:
Chairman reported that mail should be in mail room by 8:10 a.m. in
order to catch courier morning run. For the afternoon run, by
12:30 p.m. It was also announced that a mail slot for unclassified
-mail has been installed in the mail room.
The EOB mail room is to be mov!d the Winder Building.
Alerting Devices:
36 of the 45 receivers have been installed. The remainder are scheduled
to be installed this weekend. An initial test will be conducted some-
time next week Representatives issued receivers will also be placed
on the bottom of a cascade list, as a backup to radio notification.
When radio alerting is finally accepted,representatives will be
relieved of . the responsibility of making other cascade calls.
Telephone Test:
On the last telephone test, a new cascade list reduced end to end
calling time from 45 minutes to 25 minutes. With the new alerting
receivers, it is hoped this will be reduced to 20 minutes or less.
Houston Study:
In response to the status of the Houston study, the Chairman reported
that it will be continued after being delayed by OEP reorganization.
Transportation Study :
A transportation study is being conducted by WVAO to determine any
changes in scheduling and routing which might result in more effective
operations. Any suggestions or comments should be sent to WVAO,
Area Engineer.

Power Chamber:
The access list to the powe r chamber is restricted. Anyone desiring
access should go through WVAO, Area Engineer.
Reduction of Assignees:
Chairman reported that the study to reduce assignees is continuing.
Estimation of proposed reduction (in totals) was given in the meeting.
Washington Office Visit:
The Chairman reported that he and Hr. George Grace had spent Thursday
in the Washington Office reviewing the new Plan for Operations . Hope
was expressed that it would be available for review next week.
Also discussed at the Washington meeting was t he possibility of
programming studies and discussions by FAR's prior to more formal
IEPC review.
Succession of Command:
The Special Facilities Branch is being reassigned from 19th to a
position i mmediately preceding the Regions .

3. Thursday, February 13: Major Gen. Robert P. Taylor,
Chief of Chaplains, USAF, and probably two other chaolains,
to discuss the arrangement for religious support during
emergency periods.
- Friday, February 1-: Honorable Franklin D. Jr.,
Under Secretary, Commerce Department and a party of 24 to. 28.
This will include, in addition to _our regular briefings,
briefings by Mr. Hill, Mr. Burch and Mr. Faught of the
Commerce Department.
Special Visitors:
Regional Representatives of the Department of Agriculture were
special at the meeting. Introduced by Mr. Coe, they were -
Messrs. Charles L. Cole, Henry J. Krages, John D. Neville and
Robert H. Webb. The Chairman announced that the Agriculture Officials
would be briefed in the Main Briefing Room immediately following
the FAR Meeting.
OEP Organization:
Copies of OEP Bulletin 1100 were issued to all Federal Agency
Representatives . A brief discussion of the bulletin and attached
organization chart ens ued.
Parking Lot:
Breakdown of equipment and failure of stone delivery have delayed
operations. Parking area should be back in operation on Monday,
February 10. Next Spring, a permanent surface will be placed on the
area. Several additional parking spaces will be available under the
new plan.
New Alerting Devices:
OEP General Memorandum 64-5 and USAICA REG. 500-70-1, presently
being circulated will outline and explain the new alerting devices
being placed in homes of selected officials. February 14 will be
the date for effective operation and dependence. Two tests will be
conducted prior to the effective date, one on February 10 and another
on February 13, both at 7:00 p.m.
Film Showing :
All Federal Agency Representatives and visiting Agriculture Officials
were invited to see "Time Bomb in the River," a documentary film on
the removal of chlorine tanks from the Mississippi River, in the Main
Briefing Room , at 2:00 p.m. The film will be shown later over closed
circuit te l evision , to all employees.

Agency-Relocatee Agreements on Emergency Relationships:
Agreement procedures between Federal Agencies and their emergency
relocation employees were discuss'ed. The paying of dependents for a
.six month period, whether or not relocatees arrive, was a of
interest. Emergency housing plans, for dependents were also of interest
The Chairman agreed to check on OEP for Federal Agencies in
this matter. It was suggested that past IEPC proceedings would be
helpful . Mr. Handy offered to make available to other Representatives,
the pertinent forms now in use by Treasury.
Miscellaneous:
The agenda for the IEPC Meeting No. 18, scheduled for Tuesday,
February 11 was reviewed and discussed.
Announcements were made of the appointments of Frederick C. Belen as
Deputy Postmaster General and William McMillan as Assistant Post-
master General in charge of the Bureau of Operations.
Apologies:

Defense (OSD).

A tape of Mr. McDermott's briefing on t'1e OEP Organization
will be played at the next FAR meeting . This was originally
presented to the OEP Staff on February 19th, in Washington.
Mr. Davis requested a copy of the OEP Organization chart.
Lot:
It was brought out that certain cars were being parked
reserved spaces. The Chairman promised to take necessary
action prevent reoccurrences .
OEP Paper:
The Chairman reported that Mr. Hackett had incorporated most
of the c.hanges recommended by FAR's in the OEP paper. Copies
will be ' avai lable prior to the IEPC meeti ng in April.

Houston Exercise :
The Chairman advised members that the OEP Staff in Washington
is being consulted regarding the questions brought out by the
exercise.

Dr . Roy Butler will set a date for the . final meeting on the .
exercise.
Public Health Service:
The Chairman announced that the Health Unit will now give
complete physical examinations to all persons assigned here .
Representatives were advised to call the Health Unit and make
an appointment.
Visual. Aids:
The Chairman explained the policy of slide preparations for
agencies. In the past as now, OEP follows a policy of .preparing
slides for Federal agencies for use here in their e mergency
preparedness role. It is felt that slides that are to be used
elsewhere by agencies should ri ghtfully be prepare d by them.
Unfortunately, our budget and work load does not allow us to
prepare slides that are to be us ed in briefings a t places other
than this installation.
National Communications Systemi
The Chairman announced that by April 15, an adva nce e l e ment of
the NCS will be located h e r e ~ Some rP.arrangemen t of offices will
be necessary to accommodate the apprcximately 100 people but
the reshuffling of offices will be kept to a min i mum .
The !OR' s will now be known as ~ h e Vital Recor ds Protection
Program.

nine people tour the establishment. Their prime interest
will be computer output.
2. Wednesdiy, March 11: A special tour for a White House
Emergency Information will emphasize News Facilities,
the Photographic Laboratory and ion facilities.
3. Thursday, March 12: Mr. Harold Fleming, Commerce Regional
Coordinator, Region l, _will be conducted on an informal

4 . Wednesday, March 18: The Office of the of
Defense will make the initial tour in the delayed
ieries of OSD tours.
Parking:
There were indications that fewer cases of reserved parking
infringements have occurred. The Chairman reported that one
employee, suspected of frequent violatiQnS had been proper ly
instructed. Guards continue to be alert to the problem.
Exercises:
After consideration of optimum attendance dates, Dr. Butler
designated Thursday, March 26 as the tentative date for the next
meeting of the HOUSTON Exercise. The Chairman reported that the
questions asked of OEP by exercise participants had been referred
to the OEP Washington Office for advice and assistance.
Mr. McEidowney, OCD Representative , concurred with the Chairman
in concluding that answers to the questions could not be
definitive until certain decisions had been made at the upper
echelon af government.
Mr. McEldowney made a brief report on OCD activity planned for
Exercise HIGH HEELS during September, and the participation
expected from other Federal Agencies . The Chairman agreed to
check the expected participation of OEP in HIGH HEELS.
National Communications System:
Several questions were asked concerning space and personne l
ramifications of the proposed NCS occupancy. The Chairman
that these questions were being considered along
other space and personnel support requirements and asked that
specific questions be deferred unti l Mr. Grace or Mr. Bourassa
could deal with them.
Colonel Caron ' s Trip to Region V:
Colonel Caron, Commanding Officer , USAICA reported on his trip
to Denton. Using a slide projection he briefed on the size,
construction,organization and capabilities of the installation.
Discussion indicated great interest in his observations and
conclusions .
NREC Briefing:
Dr. Pettee re-scheduled the briefing on the new Survival Mode l.
Mr. Wally Oliver will brief during the morning of March 10, at
10:30 a.m., in Room 425.

Director's Briefing:
-The briefing by Mr. McDermott, delivered to OEP employees on
February 19, was played from tape for the Federal Agency
Representatives. Although informed that this was primarily an
i n ~ e r n l message, all FAR's expressed interest and remained
for its play. Representatives seemed impressed.

3. Wednesday, March 25 : General Senter, Mr. Stoebe and party
from OSD, primarily interested in NREC, with special interest
in the RD 900.

Plari for Operations:
The Plan for Operations has been processed through Colonel
Chambe rs ' office and tentatively approved , with some modification.
If finally approved on Monday, as expected , it may go before the
next IEPC. Copies will be made available to Federal Agency
Representatives prior to the IEPC meeting , if at all possible.
Houston Exercise:
Announcement was made of the next exercise meeting on March 26.
Questions referred to OEP for consideration are being reviewed
in the National Office, with answers expected to be available by
the next meeting date . It was again pointed out that answers
based on present directives, would not apply after expected
issuance of new documents.
Access:
OEP General Memorandum 64-8, concerning access, was explained by
the Chairman. Future security pass arrangements were generally
discussed. A pass exchange concept will probably be continued.
The Chairman agreed to insure that Defense Coordinators receive
copies of the Ge neral Memorandum. (Distribution has been completed. )
Telephone Test:
Colonel Caron reported that the telephone test on March 18, the
first t est initiat ing cascades by radio alerting, had experienced
anticipated problems. Five receivers did not operate properly.
The Chairman announc ed that additional telephone tests would be
conducted prior to Exercise SHOWERS. Colonel Caron will institute
changes in the telephone test report to require indication of
receipt times by both radio and telephone.
Miscellaneous :

1. Dr. McAnally reported that the shot program continues
to go well.
2. Mr. Carey of WVAO exp lained the mail pickup and handling
schedule. Agency reported better service
during the last week . Mr . Carey agreed to re-issue the
ma il schedule for distribution.
3. Colonel Caron offered the services of USAICA in photographic
reproduction of Federal Agency Seals .

Plan or Operations:
The Chairman announced that the Plan for Operations has been
printed. Copies will be made available to Federal Agency
Representatives prior to IEPC meeting.
Distribution of Documents:
The Chairman stated that arrangements have been made for the
proper distribution of all documents of inierest to the Federal
Agency Representatives.
Executive Secretariat:
The Chairman announced that in all probability the Special Facilities
Division Staff would assume the responsibility for the Executive
Secretariat for Mr. McDermott.
Hail Service:
A memorandum dated 23 March 1964 issued by WVAO has clarified many
questions that have arisen in the past. The Chairman explained in
detail how the system works . Registered to the Pentagon was
in length.
Houston Exercise:
As a result of the last Houston exercise meeting, a three man
committee was formed to summarize the proceedings and make a final
report. A draft of this report will be made available to all
Federal Agency Representatives for comment prior to final printing.
It was felt that this exercise created a lot of interest in post-
attack problems.
Future Exercises:
The Chairman announced that there will be some cross-agency
exercising concentrating on the post-attack field. The mechanical
e xercising of the site will continue also. The more substantive
exercises of emergency authorities and the coordinate authorities
that involve more than one agency will be forthcoming with
guidance from OEP downtown. The Chairman explained in some detail
the types of exercises that might be forthcoming.
In response to questions on field level exercises, Mr .
McEldowney, OCD Representative, explained some past and future
exercises involving OCD region, state and local level personnel.

Federal Field Emergency Operating Centers:
A general discussion brought out many problems of cost vs. return .
It was also brought out that the DEV Plan criteria has added to
many agencies cost problems.
Rabies Problem:
The Chairman announced that a rabid fox had been killed on the site
and he warned everyone to take due caution of animals showing
aggressive, erratic or purposeless behavior.
Special Briefing Program:
On Thursday , April 2, Major General Jerry D. Page, Air Force, will
present a briefing, "Planning for Emergency Military Posture
Problems."

IEPC Discussion of Functions at Special Facilities Division:
The Chairman announced the planned discussion of "Functions a t the
Special Facilities Division" on Tuesday, April 7 at the IEPC.
(See IEPC Memorandum No. 23, Classified "SECRET.") Other
items on the IEPC Agenda were discussed.
OCD Alerting and Mobilization Manual:
The Alerting and Mobilization Manual of the OCD National Headquarters,
previcusly disseminated to FAR's, was discussed by Mr. McEldowney.
Changes, required by DOD reorganization, were pointed out.
Intra- site Transportation of Infirm Employees:
The Chairman announced policy formul ation on intra- site transportation
for employees who are infirm, pregnant, or in other ways incapaci tated.
Parking space does not permit assignment of reserved spaces to
employees in this catego ry. An OEP General Memorandum will
define the policy.
Use of U. S. Statutes and U. S. Code:
Mr. Haley, General Services Administration, circulated copies of a
pamphlet "How to Find U. S. Statutes and U. S. Code Citations."
Federal Agency Representatives will look at the pamphlet and inform
Mr. Hal ey of their interest in a briefing, a t a later date.
VHF Radio Alerting System:
Antennas are being installed, where required, on the VHF a lerting
receivers. Other adjustments are being made and, in some cases,
replacements are necessary. Testing will continue.

Bus loading nearer the entrance sidewalk works well and will be
continued.
Mr. Frank Goldsmith will be away approximately three weeks.
Another Sanitarian, Mr. Albert Stevenson, will be on call, for
Dr. McAnally's aid.

failed to fill out reports on the recent Telephone Test.
Federal Agency Representatives are still interested in a trip to
NORAD Headquarters.

The briefing by Major General Page on 8 was
and evaluated. In response to ' a question by the Chairman,
the FARs high regard for the briefing and great
interest in future of this nature. There was no

Treasury Family Protection Assistance:
Mr. Handy , Representat i ve of the Treasury Department, briefed
the group on Treasury plans for "Family Protection Assistance
to Relocation Cadre Personnel." Emergency Planning Circular
No. 3, with supplementary and forms
were to the FARs. was unanimous agreement
that this was a well organlzed paper and that it would be
valuab le assistance to other agency personnel. Mr. DeBardeleben
and Mr. Handy discussed 90mparaifie fea ture s of Federal Communica-
tions Commission a.nd Treasury Department plans. This was also
highly informative .
Alaska Rehabilitation:
The rehabilitation of Alaska was generally discussed. Several
FARs contributed to the consideration of assistance .
Dr. Pettee briefed on the controi centers activated in Alaska
and at the Emergency Office Building Annex . Col . Caron briefed
on the communications improvised to handle this and
communicat-ions L:C!r handling the p..roblem in :the future.
Use or U. S. Statutes and U. S. Codes :
The FARs, after looking the pamphlet "How to Find U. s.
Statutes and U. S. Code Citations , " considered the pamphlet clear ,
in itself. No requirement was placed on Mr. Haley for a briefing,
but he offered to talk with any FAR who wishes to
discuss the matter.
Appointments:
The Chairman announced the appointments of Congressman John L.
Filcher of Georgia as OEP Regional Office Director of Region 3,
and the appointment of Lt . General James D. O' Connell as
Assistant Director of the Office of Emergency Planning and

high qualifications of General O'Connell who has served , in

Communications:
Col. Caron briefed on the security investigation of communica-

good progress is being made in Area "B".
We are continuing maintenance , improvements and antenna installa-
tion, in connection with the VHF home receivers .

The Chairman discussed briefings and tours conducted during the
week. Federal Agency Representatives commented favorably on the
briefing by Mr . Charles Shafer on ''Why Civil Defense." They
reiterated their interest in briefings of the types delivered
by General Page and Mr . Shafer, and indicated special interest
in a possible briefing by a Department of State Official. Mr.
thanked the Chairman and commended the OEP Staff on the
briefing and tour for Coast and Geode tic Survey Officials.

Alaska Rehabilitation
Federal Agency Representatives st at ed their interest in
continued receipt of reports on Alaska. The Chairman agreed
to take actions to expedite circulation and the FARs agreed
to act individually toward speeding the circulation.
Communications
Colonel Caron reported that the security invest igation of
communications devices would be completed, as of this date,
and that interim reports indicated only minor deficiencies.
Colonel Caron also reported that available information
indicates that the Telephone Test on April 14 was probably our
best to date, considering both receiver operation and personne l
actions .
Plan for Operations
The Cha irman reported on discussions and developments concerning
the OEP Circular on "Functions at the Special Facilities
Division . " He stated a personal opinion that the problems ,
being presented in current considerations , would be resolved
in the reasonably near future .
Treasury Family Protection Assistance
Mr . Handy , Representative of the Treasury Department , dissemi -
two additional forms entitled "Memorandum of Understanding'
Housing for Families:' These forms augment the
materials circulated by Mr . Handy during his briefing on April 10 .
Space
Colonel Caron reported that General Starbird has transmitted to
Mr . McDermott . a written request for special communications space .
The Chairman reported that OEP has not yet secured final approval
for decreasing the of Agency emergency relocation
personnel . He stated that Building 6 will probably be assigned
for special communications space .

Exercise"SHOi-IERS":
Activity during "Exercise SHOWERS" was generally discussed .
It was explained that a critique had been held concerning the
twenty- five operational problems and that a report was nearing
completion. Agency Representatives stated interest in reading
the final report. In answer to a question from the Chairman,
stated their of televised coverage of
exercise activity , but suggested improved positioning of TV sets .
Specifically , Dr . Pettee recommended locating TV sets in the
same rooms with RD 900 units .
IEPC Meeting :
The Interagency Planning Committee , scheduled for
Tuesday, May 5 was briefly discussed . The Chairman stated
that Mr. Bourassa would probably attend .
Space:
Space and space utilization were discussed generally. Mr . Grimwood
suggested a return to use of Area A space, for those activities
could be easily moved to Area B in an emergency period .
The Chairman promised a consideration of the suggestion and
further briefing on space by Mr . Bourassa or Mr. Grace .
Alaska Briefing:
Mr. Anderson, SBA Representative, will brief the group at the
FAR meeting on May 8. He will show slides , indicating Alaskan
earthquake damage , and speak on natural disaster operations there .
Marking of Curve on Route 60 1 :
on recent accidents near this location , on Route 601,
Mr. Handy sugeested improved warning signs near the curve
approach. Group supported this suggestion. Mr. Stauss
promised to take the matter under Engineer advisement, for State
of Virginia action.
Polio Vaccine:
Dr. McAnally reported that Oral Polio Vaccine would probably be
availabl e, free of charge, to those who had indicated desire.
Vaccine may be available in about two weeks.

Plan for Operations:
The Plan for Operations (OEP Circular on "Functions at the Special
Facilities Division") is undergoing continued interagency coordination.
There is no known, present of the approval date. The Chair-
man promised copies for the FAR's when the plan is approved.
Official Appointments:
The Chairman announced that the appointment of General James D.
O'Connell, as Assistant to the Director for Office of Emergency
Planning and Special Assistant to the President for Telecommunications,
had become effective on Hay 27. The resignation of Colonel Chambers
as Deputy Director was effective as of Hay 31.
Exercises:
The Chairman reported that a seminar type exercise on the general
subject of "Information Handling" is being developed by the Special
Facilities Division Staff. The proposed date is during late summer.
Participation by OEP Washington Office Staff and personnel from other
Federal Agencies will be encouraged. The Federal Agency Representatives
evidenced interest in the seminar and promised cooperation and
.participation.
Participation in "High Heels" exercise, being conducted by the DOD,
was generally Final standards have been issued by OCD
but have not yet been delivered to the Federal Agency Representatives.
It was the group concensus that the exercise, as presently planned
will not involve this es tablishment significantly
. Telephone Test:
The Telephone Test on Hay 29 did not measure up to expectations;
Final reports are not in, but it is clear that many employees were
not at home. The USAICA will file a detailed study on the
comings noted.
Miscellaneous:
The Chairman reiterated that the OEP on visits by Executive
Reservists, to this facility, has not changed. Any special requests
coming to the SFD office will be referred to the Director, OEP, for
. approval.

The new detection system associated with !PC activities is under-
going Phase 1 acceptance tests. Equipment at this establishment
has been accepted. Phase 1 is planned for over - all operational
acceptance prior to July 1.

Two new chillers are being procured for better day-to-day water
temperature control and for back up .
Helicopter Operation Control has been extended from the tower
to the east landing area through buried cable.
Additional motor pool construction may also be approved prior
to the end of this fiscal year.
Delivery and installation of the ACCESS equipment should be
approximately July 1, Demonstrations of the equipment may stil l
be observed at the Bureau of Standards prior to that time.

Federal Agency Representatives were briefed on use of the
Interdepartmental Dial System (IDS), Federal Telecommunications

The OEP Budget for 1966 was outlined with reference to House and

Thursday, July 9: The State Department Assistant Secretary
Porter and party.
The Chairman reported on his and Mr. Grace's visit to the JWR in the
Pentagon. A new and more spacious JWR should be completed by the
end of the year.
Col. Caron announced that the cutover date of Autovon, to permit in-
dialing, has been changed from 27 June to 8 July. Messages advising
all users have been sent out. This was at length .
Capt. Brownfield reported on correspondence with State Highway Depart-
ment re additional road signs and centerline road -markings. The
State Highway Department felt that the road signs were in good con-
dition and were adequate and no difficulties were being experienced
in this area. They further stated that there were no reported
accidents from 1961 through 1963. It decided not ta
Highway Department changed from the present dashed centerline road
markings to the use of solid lines on hills and curves. This would
mean that more than half of access road would have solid (no
passing) lines.

Parking Lots:
Work is progressing on the improvement of two parking lots which
will increase the available parkings.
Cadre Assignments:
It was brought out that the agencies were finding it difficult to
project their planning because the cadre assignment has not
been completed and published.
It was sugge$ted that agencies . who have a change in requirements
and who are unable to get answers re cadre assignments, should make
known their changes as soon as possible so they can be incorporated.

Plan for Operations:
The Chairman announced that the Plan for Operations has been revised
and should be ready for the next IEPC meeting. Comments and

incorporated in the latest draft.
PHS:
Dr. McAnally reported that the physical examinations are progressing
steadily and he urged all staff members to participate .
Briefi ngs:
The Chairman announced that a letter had been sent from Mr. McDermott
to the State Department requesting they participate with the Special
facilities Division in arranging for a series of briefings here re
the international situation . DOD and USIA will also be asked to
part i ci.pa te.
Houston Study:
Mr . Trager announced that a 25 page report on the Houston Study has
been finished and will be distributed to the FAR ' s as soon as possible.
A meeting of the FAR's chaired by Dr. Butler will be held at 10:00 a.m.
Wednesday, 8 July to review, comment on , and approve the report.

interest. There was no objection from the Chairman and the

A general discussion was held concerning exercising plans for the
remainder of the year. Ideas were exchanged on sequence and

Facilities Division participation in HIGH HEELS III will probably
be confined to logistic support of relocation personnel and
presentation of prepositioned, exercise information . However, the
scope of this activity will be determined by higher level coordina-
tion, based on a Department of Defense memorandum of request.
Tour of Department of State Facility:
Mr. Bourassa and Mr. Grace reported a worthwhile tour, of the
' Department of State Briefing and Operations Center on July 16.
A closer working arrangement between our two establishments will
be established. State officials indicate probable approval of
our request .for a series of briefings on foreign relations.
Secretariat:
The Emergency Secretariat function, assigned to the OEP Government
Readiness Office by OEP Order 9400.4 has been further delegated
to the Special Facilities Division. Further briefing was promised
on the responsibilities involved and possible effect on Federal
Agency Representative activities .
tHscellaneous:

The Telephone Test conducted on July a showed additional improvement.
Almost all calls, initiated at the Control Section, were completed
within 20 minutes.
A discussion of internal lighting was concluded with the recognition
of . sufficiency of equipment and procedure.
Dissemination of Chapter 11 of the National Plan was acknowledged
by FARs .

State Department Briefings:
The Department of State has forwarded written approval of briefings, by State officials

between the SFD staff and briefing officials . Dr. Nickell was thanked for his support

Training Films:
The Department of Defense training film, "Partners in Freedom; was announced for
showing at 3:00 p: m. this date, in the Main Briefing Room. The film, "One Week in
October, " will be shown at a l ater date. Appreciation was expressed to Mr. McEldowney
for procurement of the films .
Space and Personnel Allocation:
Federal Agency Representatives expressed interest in being able to follow the developmert s
in space allocation, Agency relocation allocation, and the Plan for Operations. The
Chairman promised to report these interests to Mr. Bourassa.
New Identification Passes and Pass System:
Inteiest was evidenced by the Federal Agency Representatives concerning a new security
pass Lysta m that had been mentioned at a previous meeting. Captain Brownfield elaborated

convenience of the Site personnel.

Special Facilities Division contribution to the OEP Program Projection has been forwarded

No new developments on projected national exercise activity are known. "High Heels III"

Training Film:
The training film, "One Week in October," was announced for showing in the Main Briefing
Room at 3:00 p.m. The film, produced by the Department of Defense, relates activities
during the Cuban Crises. Mr. McEldowney was again commended for help in obtaining
training films .
Budget:
The OEP Budget has passed through "nark up" by the Senate committee. The Senate
will probably consider the budget next week. As reported earlier, the Senate attitude
indicates restoration of a part of the recommended House cut.
Space:
The placement and utilization of Random Dis play Units (RD 900) were discussed. There
was a consensus of agreement to the consideration of moving the RD 900 units into a
central location with each unit having a viewing and conference area.
This will be a part of future information problem consideration. Other space problems
were discussed generally and will be considered periodically.
Miscellaneous:
The Emergency Broadcasting Test will be conducted on Monday, August 3.
A new security film has been taped and will be shown to all employees in the near future .
The next meeting of the IEPC i s schedul ed for August 18. The Plan for Operations is
scheduled for a later meeting.
The east parking lot is completed, with additional parking space having been made
available. Mr. Carey will develop a plan for reserved space designation.
A survey of outgoing telephone calls to nearby towns is in progress. The purpose of the
survey is to determine use of present lines.
Good progress is being made on the Emergency Secretariat. Other agencies have been
very helpful in the research and information gathering stage of development .

The Chairman stated the position of the OEP Special Facili.ties
Division that alerting procedures should remain as presently

some discussion of the subject, the Chairman agreed to notify

Telephone Test:
The telephone test conducted on Wednesday at 9:15p.m. did not
me a s u r e u p t o e x p e c t a t i o n s . F i n_a 1 r e p o r t s a r e no t i n , b u t i t i s
clear that many employees were not home. At least 6 calls had to
b e in it i a ted fro m the s it e which s 1 ow s dow n co n s.i de r a b 1 y the c a s cad e
system. The USAICA will file a detailed study on the shortcomings
noted. A new reporting procedure has been coordinated which will
reduce the time required to prepare the final telephone test reports.
Alert Receivers:
Colonel Caron suggested the use of automatic timers, which can be
preset to turn off the alert receiver when the user is not home .
Interest was expressed, and Colonel Caron will report later on a
further study.
Miscellaneous:
Discussion of the noonday news program brought out the desire to
have the program late in the day so it would not conflict with lunch
period discussions. It was suggested that a system be devised to

Physical Exams and Flu Vaccine:
Dr . McAnaJly again stated that physical examinations have tapered
off. He urged those who have not had their physical exams to

on their staffs . The examination consists of a complete physical,
including laboratory tests and X-Ray.
The flu vaccine is being increased with another type of virus and

exchanged. Inoculations will start some time next week. It will
be announced over the P. A. system.

IEPC Meeting:
The IEPC Meeting on September 22 was discussed. Federal Agency
Representatives who attended the meeting reported and commented on the
proceedings.
Timers:
Alert receiver timers were iss';led to Federal Agency Representatives by
USAICA officials. Mr. Sahm presented a briefing on the operation of the
timer and advised FAR's on the utilization of the equipment.
Communications:
Mr. Handy outlined a problem, faced by the Treasury Department, concerning
planning and funding for installation of the Automatic Records System equip-
ment. Other representatives cited similar problems. Colonel Moore promised
to study the matter and advise the agencies concerning it at a later meeting.
The Communications Officers Conference is scheduled for October 28 .
Special Activities:
An OSD special study group will conduct deliberations at this establishment on
October 2 and 3. Between 50 and 60 persons are expected with activities
confined largely to Area A.
Mr. M.cManus of the Department of State will present a briefing on October 6,
on the general subject of "International Developments.

to be the new Director of Region 7. Mr . Kenrick W. Hackett of
Government Readiness Office, OEP has been appointed to fill the
vacancy.
Briefings:
The Chairman announced his intention of setting up one day each:; week
for the purpose of consolidating small groups of visitors into one
briefing group. This would allow agencies more preplanning time

Public Health Service :
Dr . McAnally announced that the yearly X-ray program is under \, ay .

Elmo Jensen announced an interagency meeting concerning CIYLOG
had been held and the consensus was to hold down or diminish a large

Emergency Action Console:
Plans for the Emergency Action Console in Room 125 are moving
forward . The SFD, after with USAICA, has recommended
procurement an "off the shelf" type, suitable for the service.
A memorandum will be forwarded on Monday, outlining our requirements.
Communications:
The Communications Officers Conference will be held on October 28,
in Building of Area UA'' All Federal Agency Representatives
are invited to attend.
Shortcomings of the recent Telephone Test were analyzed . Suggestions
for remedial actions were received.
Emergency. Measures - Digest:
Distribution of Volume 2 of the Emergency Measures Digest has been
made to the Agency Defense Coordinators .. Suggestions for additions
and improvements are requested by 10. Volume 1 has not
been- revised since- January 1964. A revision will be issued in the
near future.
Emergency Secretariat:
The Emergency Secretariat is being developed and placed in operation
as quickly as time permits. Available reference and record material
has already been transferred to the. Secretariat Office . Periodic
reports will be made on progress in development.
!nternational Development:
The Chairman a discussion of late developments on the interna-
tional scene. Possible effects on our operations were discussed.

Tuesday, November 10 : General Smith from the joint
Chiefs of Staff and General Weiner from the Defense
Communications Agency will bring a small group of
for briefing and discussions.
Communications:
Col. Caron discussed the agenda of the Communications Officers
Conference to be held on October 28 and recommended, to the
Federal Agency Representatives, those agenda items which he
thought most worthwhile. The meeting will be held in
Building 435 because of the number of attendees expected .
Agency Representatives were again invited to attend. The
agenda will be circulated.
Col. Caron reported, as requested, on feasibility of answering
and recording devices for use in Federal Agency Representatives
offices. Installation charges ($25.00) and reoccurring monthly
costs ($28 .00) were presented. It was pointed out that each time
a device such as this is moved from one telephone to another, an
installation cost is involyed. Agency Representatives we re
informed that this service could be made available only at the
expense of the requesting agency.
Emergency Secretariat:
Mr. Hagan briefed the Agency Representatives on progress in
developing an emergency secretariat. Capabilities and limitations
were presented, plans for future improvements and possible
expansion were discussed.
OEP Semi - Annual Report Format:
As requested, the Special Factlities Division is attempt ing to
accommodate interested F.ARs in providing an opportunity for
comment on the OEP Semi-Annual Report Format. The format is
in final stages of development. It is now being staffed out in
the OEP offices . Present plans call for Mr. Reese to discuss
this matter with the FARs here on October 29 . The weekly
Federal Agency Representative meeting will be held at 10:00 A.M.
on Thursday, October 29 to accommodate this discussion.

The Chairman reported that he had enjoyed the Communications
Officers Conference on October 28 and had found it quite beneficial.
Col. Caron reported that the Communications Conference had been
highl y successful from USAICA' s viewpoint and that all persons
concerned seemed to have benefited from the Conference. Federal
Agency Representatives who had attended the Conference supported
this co nclusion . All Communications Conferees are reminded that
handouts marked "Do Not Remove From The Installation" should be
destroyed or retained here.
Col. Caron explained the operation of crypto clearance at this
installation and other places. He outlined procedure s and need for
individual crypto clearances.
Agency Operating Procedures:
The Chairman spoke briefly of the Special Facilities Division
activities in bringing up-to-date the SFD standing operating
pro cedur es. He s uggested that Federal Agency Representatives
study their standing operating procedures to insure that they
evidence current plans and policies. Files will be maintained, in
the SFD offices, of those Agen cy sop ' s and Agency chec k lists which
PARs are making available. The Chairman commented favorably on
several Agency check lists which he had seen.
NUDETS:
Mr. Canfield of the National Resource Evaluation Center reported
bri e fly on the recent NUDETS Us er's Conference a t Hanscom Air

which would seem worthwhile for s howing to our g ro u p. This training

Operations Order has been received. Copies of this Order are
available in the Special Facilities Division offices.
OEP Semi-Annual Report Format:
Mr. Reese from the OEP Program Evaluation Office briefed the
group on the draft of an OEP Circular revising requirements for the
Agency Semi-Annual Report. Copies of the draft were disseminated
to the Federal Agency Representatives. Suggestions concerning
the format and the related subject of objectives were entertained
tand discussed at length. The format, as explained by Mr. Reese,

Examinations:
Dr. McAnally case of an e?'lpl oyee who is reporting to the hospital,
i n the near f,_ltare, for surgery. The ailment was detected and analyzed as an

IEPC Meeting, December 15
Chairman described the arrangements being made for the meeting.
Discussion ensued. It was the consensus of the FAR members that
the PARM briefing would be a most difficult one to give and that the
technical nature of the briefing would be of little interest to their superiors,
but perhaps of more interest to some of their technicians . This might
prove difficult due to security requirements. It was suggested that
perhaps the meeting should be he ld down town. The Chairman s tated

that he would bring these matters to the attention of Mr. Hotchkiss and
request him to run an early telephone survey to find out what the degree
of attendance at this meeting would _probably be.
Special Security Clearances
A question was raised by Mr. McCracken regarding the meeting held
here at the request of the NREC at which DCA explained communications.

IEPC Meeting
The Interagency Emergency Planning Committee Meeting to be cqnducted here on
December 15 was discussed at length. Mr. Canfield reported that the briefing would
probably be done by Dr. Coker and Dr. Pettee. He indicated, that in accord with
IEPC Memorandum No. 39, the briefing would be general in nature. It will be
designed to orient officials in uses and capacity of the PARM System. The Chair-
man generally outlined the schedule for that day. He promised to again check with
Mr. Elliott the "need-to-know" of attending officials. A detailed schedule will be
issued on December 14, giving additional instructions. as required.
Closing of Area "A" Cafeteria
The Chairman explained the reasons for closing the cafeteria in Area "A, "as out-
lined in General Memorandum No. 64-21. He called attention to the WV AO General
Memorandum of December 10, which outlines the required shuttle bus service.
Attention will be given to all problems which arise in connection with this change.
Efforts will be made to minimize any inconvenience to Area "A" workers.
Miscellaneous
Federal Agency Representatives unanimously agreed that reserved parking arrange-
ments had been greatly improved. The Western Virginia Area Office Area Engineer
was congratulated on the handling of this problem .
Dr. McAnally reported indications that physical examinations for the calendar year
have been substantially completed. The new series of physical examinations will be
started after the new year.
Mr. Davis referred to the briefing by Mr. Leonard Reese on October 29 concerning
OEP Semi-Annual Report format. He reported that the Labor Department had received
from OEP assurance that this reporting instruction would receive interagency con-
sideration prior to issuance.

Mr. Canfield reported on data links between computer 1l1e FAR's
demonstrated unanimous interest in a visit to, and a briefing on, the new Office
of Civil Defense installation.
A training film produced by the Office of Civil Defense entitled "About Fallout"
was shown to Federal Agency Representatives and other interested persons. The
film is recommended for up-to-date, general information in the field of radiation.

Space Utilization
Chairman announced the plan to move part of NREC and MCL personnel to
Area "A" in the near future . This is in conjunction with the personnel assignment

and space utilization study that is being made. The final details are not available
at this time.
Communications
Col. Caron announced that first delivery of the new communications gear will
:-. tart December 19, two weeks ahead of schedule. All FAR's were invited to
a demonstration of the equipment after final installation. He also explained in
some detail how the new system will work and some of its capabilities.
Miscellaneous
Chairman announced Mr. McDermott's plan for leaving OEP as of December 31, 1964.
The Chairman commended the Corps of Engineers in the efficient manner in which
they have handled transportation of Area "A" personnel to Area "B" for the noonday
meal.
