Initiated in 1989, the Construction Safety Association of Manitoba continues to be governed by the Winnipeg Construction Associations Board of Directors and the CSAM Advisory Committee. The objectives of the CSAM are to:

information regarding accident prevention methods and changes to health and safety regulations information, resources, tools and training programs to enable contractors to meet their legislated responsibilities guidance with respect to establishing comprehensive safety programs tailored to meet the needs of individual companies both large and small act as the Authority Having Jurisdiction to grant COR Certification & Small Employer COR Certification.

The Association is financed entirely by Manitoba contractors through a surcharge on a small percent of their assessment premiums collected by theWorkers Compensation Board and by the premiums paid by our Associate Members. As such, we are very proud to run a sleek and extremely efficient organization at as little cost to you aspossible.

The Construction Safety Association of Manitoba is a non-profit organization run by and for the building construction industry in Manitoba, those who belong to the 400 Group of the Workers Compensation Board of Manitoba (W.C.B.)

Safety is an essential component of the Construction Industry. Accordingly, the Construction Safety Association ofManitoba provides advice in the form of training, education, information and resource material. Although CSAM is not a government organization, a close working relationship is maintained with the Workers Compensation Board of Manitoba as well as the Workplace Safety & Health Division in an attempt to promote safe work practices and procedures throughout the construction industry. CSAM is a participating member of the Canadian Federation of Construction Safety Associations and is an Authority Having Jurisdiction to grant COR Certification (national safety program accreditation) within the Province of Manitoba.

The Construction Safety Association of Manitoba is financed entirely by Manitoba contractors through a surcharge on a small percent of their assessment premiums collected by the Workers Compensation Boardand bythe premiums paid by our Associate Members. AssOCIATE MEmbERshIp
In the interest of carrying out the objectives of the Construction Safety Association of Manitoba, services will be offered to construction related companies outside the Workers Compensation Board 400 Group industry codes who are involved in some aspect of construction as defined through the W210 (ie: Owner, Supplier, etc.). As a result of increasing demand for service from non-400 Group, and to assist current members with meeting their legislative responsibilities, the CSAM will provide assistance and services to construction related companiesproviding:

provided shall not diminish the capability of the CSAM to meettheir mandate, nor the ability to service those companies within the400Group. Members will pay an annual fee for this privilege ($500) and shall be charged associate member pricing for resources, training and audits.

*The 407 & 408 industry codes fall under road building classifications (MHCSP rate codes) and are able to enlist in CSAM products and services through applying for an Associate Membership.

NOTE: The annual membership fee of $500 is waived for ALL current members of the Winnipeg Construction Association and the Manitoba HomeBuilders Association and are eligible to receive services from CSAM asan Associate Member.

COR ThE STANdARd FOR SAFETy


The Certificate of Recognition Program (COR) is an occupational health and safety accreditation program that verifies a fully implemented safety & health program which meets national standards. The objectives of COR are to provide industry employers with an effective safety and health management system to reduce incidents, accidents and injuries as well as their associated human and financial costs. COR is nationally trademarked and endorsed by participating members of the Canadian Federation of Construction Safety Associations (CFCSA) of which the Construction Safety Association of Manitoba (CSAM) is a member. The Construction Safety Association of Manitoba (CSAM) is an Authority Having Jurisdiction to grant COR in the province of Manitoba. In achieving this national safety program accreditation in Manitoba, CSAM practices the utmost diligence to ensure that the COR standards are upheld. With one common audit instrument utilized across Canada, the national standard is clear: Minimum 50% in each element and an overall audit score of 80%. COR is now frequently used as a pre-qualification and/or condition of contract by public and private project owners across Canada. COR is endorsed by Manitoba Labour, Workplace Safety and Health Division and the Workers Compensation Board of Manitoba (WCB). COR Certified status is the ultimate distinction verifying companies which have implemented a comprehensive safety program.

SmALL EmpLOyER COR CERTIFICATION


The Small Employer Certificate of Recognition Program (SECOR) is an occupational health and safety accreditation program that verifies a fully implemented safety & health program which meets provincial standards. The objectives of Small Employer COR are to provide industry employers, with less than 10 employees, with an effective safety and health management system to reduce incidents, accidents and injuries as well as their associated human and financial costs. The SECOR is designed to provide contractors with practical solutions for asafer workplace; offering a simple, straightforward approach to safety. The fourteen elements of the COR program have been simplified into threekey elements of safety: Identification; Communication and Controlof hazards. Achievement of your Small Employer COR Certification will include completion of required training; implementation of your safety program; andverification CSAM audit standards are met.

COR COmpAREd TO SmALL EmpLOyER COR


The main reason often stated for going with the full COR program is that itisNationally Recognized. SECOR is often used by small employers as a stepping-stone to achieving COR. The main benefit of SECOR is that companies are provided with a generic safety manual and full electronic CD to customize policies removing a large administrative concern of most small employers. In SECOR, the 14 elements of the COR program are simplified into 3 elements. As per the legislative requirements of the Workplace Safety & Health Division, anyone hiring a contractor is required to create a Criteria for evaluating and selecting employers and self-employed persons to be involved in work at theworkplace and to develop procedures for regularly monitoring employees and self employed persons. Both COR and SECOR are provincially recognized by the WSH Division and WCB either one are acceptable for the majority of MIT; City of Wpg; UofM tenders, etc. as verification that your company has an effective safety and health management system in place.

SAFETy AUdIT PROCEdUREs


Audits provide an assessment of the current state of an organizations safety program and will identify specific areas where improvements to the system can be made. These audits can also support a company who believes their organization is ready to be independently audited to achieve COR or SECOR. YEAR 4 (sTART pROCEss OVER) Audit Audit Audit the scope of the CSAM program. The company must pass all audits (minimum 50% and overall 80% minimum) to achieve and/or maintain their COR status. Companies requesting an independent safety audit will be assessed a fee of $250 for that audit and each year thereafter that a company holds program certification. This annual $250 audit fee will offset independent audit costs for achieving COR or SECOR accreditation with the balance of the costs being absorbed within the current CSAM operating budget. Upon successful completion and passing of a CSAM internal audit, a company may apply for program certification. An independent audit must beconducted by credited safety personnel whose credentials are approved by the CSAM program. This independent auditor must be completely out of

CONsTRUCTION SAFETy OFFICER (CSO)


CSAM administers the CSO program for the building construction industry that meets the standards ofthe Canadian Federation of Construction Safety Associations. CSO status verifies that a person has met the training, practical application, years of experience and written performance measurement standards as set out by the members of the Canadian Federation ofConstruction Safety Associations. Persons who achieve the CSO standing can be a valuable resource to management in the administration and implementation of a companys health & safety program for the purpose ofreducing incidents, injuries or loss. REgIsTEREd AUdITOR
In accordance with CSAM Audit Protocol, each company self audit required to maintain COR must be submitted by a CSAM Registered Auditor. This requirement became effective in 2007. The CSAM Principles of Safety Management training encourages each company to tailor their safety program to suit their operations. The intent of the new requirement for CSAM Registered Auditor status is to assist in ensuring all audits received by the CSAM are accompanied by the required supporting documentation and information. Prerequisite: Individuals who apply for Registered Auditor status must complete the CSAM Principles of Safety Management and Auditor Training Courses. (Equivalent training through other Provincial jurisdictions may be given consideration for credit.)

GOLd SEAL CONsTRUCTION SAFETy COORdINATOR (CSC)


Gold Seal is a national certification program for construction managers. It is run by the Canadian Construction Association and has until now covered Project Managers, Estimators, Superintendents and Owners Project Managers. The Gold Seal CSC Designation: Gold Seal Certified Construction Safety Coordinators work directly on a construction site and are responsible for assisting management (and other company personnel) in the administration, development, implementation and monitoring of the safety, health and environment (HSC) program. Safety coordinators identify and review a variety of safety, health and environment issues specific to the job-site and keep management current on the status ofany issue(s) that may impact the workbeing performed. You are expected to provide information, instruction, training or close supervision to ensure their safety and health. SAFETy PAsspORT
This Safety Passport is another tool created to help you in the creation and promotion of a safe workplace NOT to mention the benefits of meeting your legislated duties and responsibilities. As per the Workplace Safety and Health Act, you are required to do everything that isreasonably practicable to ensure your employees are capable of doing the tasks youassign them. You are expected to provide information, instruction, training or close supervision to ensure their safety and health. You are also expected to evaluate the people you hire (contractors and sub-contractors) to ensure they will abide by the Workplace Safety & Health Act. And of course, you are required to prove that you havedone it. Your CSAMs Safety Passport, will provide you with a quick reference to verify the safety training and education of people coming onto your site. And on the flip-side, workers can provide prospective employers with a record of their safety training and education. Each individual worker will be issued their own personal user passport, complete withdigital photo and verification of safety training and education received - all maintained and verified by the CSAM. Each safety passport will include safety training and education conducted by your Construction Safety Association of Manitoba; Manitoba Construction Conference; Workplace Safety & Health Division, Manitoba Safety Services, an in-house training conducted at your own company. Industry courses and certification offered through the Manitoba Building Construction Trades Council, Construction Labour Relations Association of Manitoba, or others that can be verified by the CSAM, may also be included in the Safety Passport.

SAFE ON SITE
Your Construction Safety Association of Manitoba is pleased to announce the launch of the construction industry initiative SAFE on Site. SAFE on Site is a joint partnership with SAFE Work, Manitoba Heavy Construction Safety Health and Environment Program and your Construction Safety Association of Manitoba. The goal of SAFE on Site is to provide contractors with safety awareness and to actively assist with the understanding and implementation of a positive safety culture. SAFE on Site will provide safety information and resources to contractors directly on site and provide contractors with the opportunity to develop and implement an effective safetyprogram. CSAMs ROLE IN SAFE ON SITE: With a dedicated person assigned to SAFE on Site, your Construction Safety Association of Manitoba will coordinate and administer the SAFE on Site program for the industrial, commercial, institutional andresidential sectors. Safety personnel will come directly to your worksite and assist you with the identification; communication and control of hazards:

REgULATION INFORmATION
An important part of your safety program, is the understanding of Regulation Information that you must be in compliance with. You need to understand the responsibilities of the Prime Contractor, Sub-Contractor, Building & Property Ownerand the workers themselves. After all is said and done, IT IS THE LAW itis definitely in your best interests to know, understand and apply the legislative requirements for the jurisdiction you work. WORKpLACE SAFETy & HEALTh DIVIsION Copies of the Workplace Safety & Health Act and Regulation are available by contacting the CSAM. Our knowledgeable and helpful team is available to assist youin its understanding and interpretation. WORKERs COmpENsATION BOARd Understanding of your assessment rate; reporting requirements and resources to effectively implement a Return to Work program are available though CSAM. A complete policy manual is available on diskette and may be purchased from the Workers Compensation Board of Manitoba by calling 1-800-362-3340. Copies of theWCB Act are also kept by CSAM with a current listing of updates. CSA STANdARds INFORmATION Manitoba WSH Legislation references numerous ANSI (American National Standards Institute) and CSA (Canadian Standards Association) standards. CSAM has a listing of quick generalized information sheets which are available for each of the CSA Standards as well as having purchased numerous of these CSA Standards that are available for review purposes only.
