I will be very happy to work in the Congress under the leadership of Rahul Gandhi." The political scene in India today is in a great flux with two chief contenders vying with one another, for the PMs post. Rahul Gandhi and Narendra Modi seem to edge out other aspiring candidates for the top post. Here Modi edges out Rahul by a margin and sentiment that is seen all over the country. With the carefully crafted image of a tough politician and administrator of outstanding ability, Modi is genuinely seen nearer to the PMs post. Despite internal squabbles and some noises here and there within his party, it appears almost certain that he will eventually be declared as the BJPs candidate for the Prime Minister. Rahul Baba is known to have no administrative ability, no matter how much the Congress loudly proclaims that he has all the abilities needed for the post of prime minister. Sadly enough, the Prime Minister material that was in Nehru, Indira, Shastri and Vajpayee seems to have gone with the wind. Rest is left, a son of a dynasty and the other Modi. Rahul has not inspired the nation with his ideas. What he thinks about the problems of the country and how he enunciates them is not his cup of tea. A weak orator, despite his long grooming, he has till date come as a cropper. In this perplexing situation the third candidate who is still the Prime Minister of India is not in a mood to shun power. After his stellar role under Narsimha Rao as Finance Minister, he had two innings as Prime Minister. The first went average but in the second he has brought the nation at the verge of mortgaging its 550 odd tons of gold to reverse the sagging financial situation. With scams almost riding on his shoulders he is only a pale self of himself despite his honest credentials and label of a top economist. Having tasted power and other associated authority with it, he should have felt now completely saturated with satisfaction. But as they say greed and attachment are the biggest enemies of man and same is happening with the PM. He wants to serve under Rahul Gandhi in order to remain in the reckoning. Manmohan is not so simpleton in politics as is ought to be made out. He has perfected the art of silence to such finesse that it has provoked the Opposition to launch a tirade against him. But his silence has helped him save his face at odd many occasions. At the same time it has cost him his reputation. One thought in all fairness that Manmohan will retire as gracefully as Vajpayee did and command some respect. But he has his own script, craftily written for him. His statement to work under Rahul Gandi can also mean that in case Rahul Gandhi with his shortcomings or a deliberate policy to isolate him form the pale of responsibility by becoming President of Congress, in that scenario it leaves Manmohan an outside chance to go for a third term which in past he has not denied. The Gandhi dynasty has of late carved a new art of governing India indirectly without sharing any direct responsibility. Sonia Gandhi as UPA Chairperson is having the cake and eating it too. Same script could be written for Rahul Baba with Manmohan working under him. This way the statement of Prime Minister sound plausible and doable. Fresh from the St. Petrsberg trip with its cool climate and famed gardens, Manmohan Singh feels renewed vigour to serve the country. How gloomy, that he still can not escape the allure of power despite brining country on the brink.

WATER SCARCITY: JAMMU TOO CAN FACE IT IN FUTURE

According to a survey as many as 22 big cities in the country are facing acute shortage of drinking water. The situation is bound to get out of control if steps are not taken soon. Jammu City is bursting at its seams. With no control over the burgeoning population and spread of the city horizontally, the Greater Jammu city area now starts from Bari Brahamna to Domana and from Sidhra to Pouni Check. It is a vast swath of land with a million plus population, means a huge pressure on the underground water resources of Jammu City. It is easy way to dig a deep tube well and proudly claim its inauguration which the ever present politicians do every time but it is different to think how the exhausting water table will be replenished. Vast areas of Jammu city depend upon the drinking water, which is taken out of the ground through pumps. If the rate of digging tube wells goes by the same speed, then a time will come when we shall have exhausted our underground sources of water. There has to be a proper plan in place to check this rampant misuse of underground water. There is no way other than to enforce a strict building code so that rain water is harvested and circulated in the ground. In addition, the government will have to construct hundreds of small ponds all over the city so that the rain water is collected which will eventually recharge the ever receding water table. Surprisingly till date, no survey has been done in order to ascertain the quantity of ground water present in the areas of Greater Jammu. Bringing water from Chenab is a solution but to make Jammu a sustainable city, it is imperative that its depleting water resources are recharged on a priority basis. RANASAHIB

WASHINGTON, NOV 06: A new study has found that women who stick to Mediterranean diet, which emphasizes the consumption of healthy fats, are 40 percent more likely to live past age 70. According to Medical Daily, researchers from Harvard School of Public Health and Brigham and Women's Hospital in Boston used questionnaires to ask 10,670 women in their late 50s or 60s about their health, dietary habits and physical well-being. This initial phase of the study was conducted between 1984 and 1986. Fifteen years later, the researchers contacted the same group of women and administered followup questionnaires, in addition to checking up on their mental and physical well-being. BJP-PDP won't succeed in dividing people of J&K: Rana
JAMMU, NOV 06: Cautioning people against disruptive and communal elements, Provincial President National Conference Mr Devender Singh Rana on Wednesday said that Jammu and Kashmir has to flourish as a single entity and shinning abode of various faiths, as per its glorious ethos. Addressing a daylong convention of All Jammu and Kashmir Central Paramilitary Forces Welfare Association this afternoon, Mr Rana exuded confidence that people will maintain unity and foil the communal and misleading elements with their full might. He castigated Bharatya Janata Party and Peoples Democratic Party for their hidden agenda of dividing the people on communal and regional lines with a bigger plan of weakening secular forces. "They have been hand in glove in exploiting the situations, like the one in Kishtwar recently, in a bid to flare up passions and polarise the people on religious and regional lines. In this context, he referred to the bonhomie of these two parties during 2008 Amarnath land row agitation and resultant wedge between the two regions. "National Conference foiled these attempts with the cooperation of the people of Kashmir and Jammu, and will continue to do so whenever the singular entity of the State is threatened", he maintained. Mr Rana took on PDP for its duplicity, saying its leaders were exploiting the sentiments of people in Kashmir by describing the State as a colony of India and speaking quite contrary to it when in Jammu. "PDP stands exposed for the double standards it has been pursuing in lust of power", he said. Taking a dig at BJP for pursuing their own set of nationalism, Mr Rana said their jugglery cannot work in dividing the people on religious lines. "They are suffering from a unique syndrome of treating those who support them as nationalists and others not so nationalist", he said and reminded BJP leaders that India belongs to all, irrespective of their regional or religious affiliations. The Provincial President expressed concern over emergence of communal forces across the nation and described it as bad omen for the unity of the country. He exhorted the people to alienate these forces in order to retain the unique secular character of the State and the nation. Referring to measures being taken by the government led by Omar Abdullah for economic emancipation and employment generation for the youth, the Provincial President said that the Chief Minister has taken up with the Centre the issue regarding special recruitment package for youngsters residing in the border belts from Kathua to Gurez.

JAMMU NOV 06: Minister of State for Science Technology and Information Technology Mr. Feroze Ahmad Khan on Wednesday chaired a joint meeting of officers and representatives from All Jammu and Kashmir Shia Federation, Anjuman-eShariee-Shiyaan and All Ladakh Muslim Students Association convened to review the arrangements put in place for taking-out smooth and peaceful processions in Jammu on the eve of Muharram that starts from today. Political Secretary to Chief Minister, Mr. Tanveer Sadiq, Director Consumer Affairs and Public Distribution (CA&PD) Jammu, Managing Director JKSRTC, Mr. J. S. Tondon, Senior Superintendent of Police Jammu, Commissioner, Municipal Corporation Jammu, Superintending Engineer PDD, General Manager SRTC Mr. R S Jamwal, President All Jammu and Kashmir Shia Federation, Jammu Province, Mr. Aushiq Hussain Khan and representatives of other Shia Federations attended the meeting. The meeting was informed that to mark the 6th day of Muharram falling on ensuring sanitation. He also instructed to provide uninterrupted power and water supply to Karbala Complex and adjoining areas during the Muharram days. Mr. Feroze instructed the authorities of R&B department to ensure maintenance of roads, lanes and drain in the Shia population areas. He also directed the MD, JK SRTC to make adequate arrangements of transportation from Kargil Colony, Boys Hostel Chhani Rama to Karbala House for the convince of the people intending to take part in religious sermons. The Minister instructed the Director, CA&PD, Jammu to ensure adequate storage and distribution of LPG Cylinders, besides other essentials on subsidized rates to the Shia populated areas during Muharram. He also instructed the authorities of Health Department to keep available the ambulances alongwith required medical aids and oxygen cylinders to accompany the processions. The Minister desired to check the menace of continuous thefts in Kargil Colony, Makka Masjid and adjoining areas where some cases have been noticed during last some days.

JAMMU, NOV 06: Deputy Chairman, Jammu and Kashmir Legislative Council, Mr. Javed Ahmed Rana has said that the Government under leadership of Chief Minister Omar Abdullah has initiated various flagship programmes with the aim to improve the socio-economic condition of the people of the State especially those living in rural and far-flung areas. Mr. Rana was interacting with the various deputations who called on him here today. A deputation from Panchayat Halqa Chowadi Tehsil and district Jammu led by Sarpanch, Mr. Mohammad Asgar also met the Deputy Chairman. The Deputy Chairman said that the Government has launched various welfare schemes and appealed the people to take advantage of these schemes. He said that efforts are afoot to improve the socio-economic condition of the people living in rural areas adding that sufficient funds have been earmarked under various sectors for different developmental programmes for these areas. These included Chowadi area to be attached with the Gandhi Nagar Constituency instead of Samba, transformers erected by NHPC for the last three years under BPL category in the Chowadi Panchayat Halqa to be made functional, implementation of Roshini Act in tribal areas and black topping of Chowadi road. During the tour, the team met with the Deputy Commissioners of Kargil & Leh Districts who are also the Chairmen of District Red Cross Committees of their respective districts and discussed various issues pertaining to functioning of Red Cross Society in twin Districts of Ladakh region Mrs. Roma underlined the need for strengthening the volunteer base in the districts for carrying out Red Cross operations in a coordinated and effective way at the time of any natural calamity and mishaps. She also discussed issues of functioning of Jan Ashauadi Shop at District Hospital Leh and revenue collection with Deputy Commissioner Leh, Mr. Simrandeep Singh. District Development Commissioner, Kargil, Mr. Fida Hussain informed that the Red Cross volunteers are adequately trained and equipped to provide adequate and timely help to the needy at the time of natural or manmade catastrophe . He said that efforts are being made to significantly enlarge and strengthen the Red Cross movement in the region. The General Secretary handed over the keys of an Ambulance to Deputy Commissioner, Kargil. Earlier devotees visited the cave shrine during Maha Shivratri, but now shrine is also witnessing heavy rush during Amar Nath Yatra. Reasi, is now emerging as an important tourist destination i as the Vaishno Devi shrine attracts over one crore and the Shiv Khori cave shrine is attracting 20 lakh pilgrims annually. As per Vice Chairman Shri Shiv Khori Shrine Board, Rajinder Singh Tara over 25 thousand devotees have paid obeisance at the Shiv Khori Shrine, Aghar Jitto, Noaun Pandian, Baba Dhansar, Deera Baba Banda Bahudur and Shiv Khori are the other prominent shrines which have been developed to divert the maximum number of the pilgrims of Vaishno Devi towards Reasi district, he added. After Vaishno Devi, Shiv Khori is the only religious place which has been attracting devotees from all over the country. According to official data, a record number of over 1479007 pilgrims visited the cave situated in Sanger village near Ransoo of the Pouni block of Reasi district during the current year. "The yatra would touch 25 lakh mark by the end of 2013", Singh said, adding, that at present, 5000 to 6000 devotees are visiting the cave shrine daily to pay obeisance and their number is increasing". Keeping in view the natural beauty, topography and significance of the area, the board is also making all-out efforts to develop the place as a popular tourist resort with infrastructure for the visiting pilgrims. KOLKATA: Pacer Mohammed Shami announced his arrival on the Test arena by scalping four wickets in a dream spell against the West Indies as a dominant India started Sachin Tendulkar's farewell series by taking early control of the first Test on Wednesday. Shami returned impressive figures of 4-71 in 18 overs as India bowled out the visitors for a paltry 234 after they opted to bat at the Eden Gardens on the opening day. We are planning to perform orbit raising manoeuvres in the early hours of tomorrow, an ISRO spokesman told PTI over phone. Right now, the Mars Orbiter Mission is on its first round around the Earth, ISRO sources said. The spacecraft would go around the Earth five times before going out of the earth bound orbit into sun-centric orbit on December 1, 2013. Private investments needed to fill cold storage facility gap: MFP

HYDERABAD, NOV 6: India is facing 15 million tonnes of cold storage facility gap and needs investment from private sector to overcome it, a top official from Ministry of Food Processing (MFP) said in Hyderabad on Wednesday. According to data available with us today, the availability of cold storage capacity is about 25 million tonnes in 2010. The requirement was assessed to be 61 million tonnes, Siraj Hussain, Secretary, MFP told reporters on the sidelines of a FICCI programme in Hyderabad. So there was a gap of 31 million tonnes (in 2010). Since then, we would have added about 10 million tonnes. So the gap is 26 milsector without seeking any subsidies. That will be a day when we can say that the chain is perfectly established, he said. 0Mr. Hussain said if the supply chain is perfectly established and if the organised retail sees a good profit in business they will ask others to invest without any subsidies. Replying to a query, he said the Government of Indias (GoI) position is that there should be no restriction of inter-state movement of natural commodities. When there is no restriction on industrial goods, then why there should be any restriction on agriculture goods. Ultimately, it is the farmer who will suffer. GOI has written to state governments also in this regard to enable the farmer to get better price, he added. The total exports of agricultural processed food products from India to other countries stood at $ 30 billion last year and it is growing at an average of 20 per cent per annum, he said. He, however, said the export of commodities depends on international agreements and treaties and 20 per cent may not be always possible. KOCHI, NOV 6: Rolling out the project to sell 5-kg non-subsidised LPG cylinders through fuel bunks may take more time in the State going by the feedback from oil companies. The project is likely to be a boon for ballooning floating population fuelled by the growing IT and construction sectors. They often find it difficult to secure LPG connection. Once implemented, it will enable a customer to take home LPG cylinder from a petrol pump by just flashing an ID proof. A senior official of a major oil company told The Hindu that the project would take time. Potential petroleum dealers would have to be identified since all bunks cannot be covered under the project. Safety parameters like storage space that was flame-proof and devoid of electric connection should be ensured besides securing quite a few approvals, including the explosive licence, the officer said. Pricing will be volatile since it will be market-driven. For instance, in Chennai where the project has been implemented, a first-time customer has to pay Rs. 1,649 per cylinder Rs. 1,000 towards the cost of the cylinder, Rs. 145 as VAT and Rs. 504 for LPG (LPG price changes monthly with marker prices). The price goes up to Rs. 2,133 if the cost of regulator and hose, sales tax, and administrative or handling charges of petroleum dealers are also factored in. Unlike in the case of domestic subsidised LPG where the oil company remains the owner of the cylinder, under this project the ownership is transferred to the customer. He will have the option to surrender the cylinder in which case he will be able to get a refill by paying LPG price alone. Senior official of another oil company said it had not received any circular on the implementation of the project in the State. Initially, the project is likely to be restricted to a limited number of cylinders through selected company-owned and company-operated fuel bunks. TH IRUVANANTHAPURAM, NOV 6: KIAL board awards work to lowest bidder Infrastructure and engineering conglomerate Larsen & Toubro (L&T) has been awarded the engineering, procurement, construction (EPC) contract for Kannur airport, the fourth international airport of the State. The financial bids submitted by L&T, GMR-Limak, ITD Cementation India Ltd, and Sanjose-Gammon were opened on Tuesday in the capital. The lowest bid, by L&T was verified by the consultant and the engineering wing of Kannur International Airport Ltd. (KIAL). Based on this, the KIAL board, chaired by Chief Minister Oommen Chandy, decided to award the EPC contract to the company which had executed the airport projects in New Delhi, Hyderabad, and Bangalore. Minister for Excise, Ports, and Airports K. Babu handed over the letter of award to L&T cluster head K.M. Shaji in the presence of Additional Chief Secretary, Aviation, V.J. Kurien and KIAL Managing Director G. Chandramouli. The contract will have to be signed in 20 days. Official sources told The Hindu that Union Defence Minister A.K. Antony would formally launch the work by the month-end. But, the ground-levelling and treecutting work would commence in the next couple of days, they said. As many as six companies had come up with bids for the EPC. The board had set up a five-member empowered committee, headed by Chief Secretary E.K. Bharat Bhushan, to look into the technical bids. Based on the committees report, the financial bids were opened on Tuesday. The KIAL board had cleared the detailed project report prepared by AECOM Asia. A consortium led by the Hong Kong-based AECOM Asia Pvt. Ltd., and comprising AECOM India Pvt. Ltd. and CRISIL, was the project consultant. The EPC for the airside included earthwork, and works on the runway, taxiway, apron, and ground lighting. Associated infrastructure such as perimeter wall and operational wall would come under the EPC. The work on EPC II to ensure that the first flight takes off from the airport in December 2015 is also in full swing. The request for qualification (RFQ) for the EPC II will be floated in January next and the aim was to award the work by April 2014, sources said. The integrated terminal building, air traffic control tower, administrative and technical blocks, and facilities in the buildings such as aerobridges, escalators, elevators, and counters would be included in EPC II. Environment clearance from the Union Ministry of Environment and Forests for the project was received in July this year and the 800 hectares needed had been notified. The KIAL was in possession of 511.2 hectares of land and the remaining was to be handed over soon.

LONDON, NOVEMBER 6: A portable teak charkha belonging to Mahatma Gandhi that he used while in Yerwada prison, and in 1935 gifted to the American Free Methodist missionary Reverend Dr. Floyd A. Puffer (1888-1965) was auctioned for 1,10,00 at the Mullocks auction house here on Tuesday. Its guide price was 60,000-80,000. The charkha was part of a cache of several lots of Gandhiji-related memorabilia including a draft Will that he signed on September 23, 1926, which was auctioned for 20,000, several postcards, photographs, posters, stamps, books on Gandhi, and even a bust of his. According to the catalogue,

the origins and operation of the Yerwada charkha are described in American monthly Popular Science in December 1031 as a portable spinning wheel that folds into a bundle about the size of a portable typewriter and has a handle for carrying. When unfolded for use, it is operated by turning a small crank, which runs the two wheels and spindle of the device. After he was released from prison in 1933, he presented the charkha to Rev Puffer and his wife who worked as missionaries close to Wardha. He visited them several times from 1934 onwards, and established his own ashram in Wardha in 1936. The Will is one of several that Gandhiji wrote.

Written in Gujarati with translation the highly important document, the catalogue states, supersedes the Will, dated 1921, which was sold in these rooms on May 21 this year, and provides an historic insight into Gandhis thinking and his speculations for the future some five years on from his previous will. There are several corrections that appear on the document in Gandhijis hand attested to by witnesses. The precision in the wording of his final Will in which Gandhi leaves his tangible and intangible possessions to the Navjivan Trust is missing in the Will that was auctioned on Tuesday although it is clear that Gandhis heir is the trust that runs his ashram.

The Supreme Court annulled results of a Sept. 7 election because it said fake names and dead people were on the voters list, and police stopped last months attempted vote because all the candidates had not approved the voters register as the Supreme Court mandated. President Mohamed Waheed Hassan told reporters that he had explained to the candidates the importance of having an election as scheduled and the candidates have agreed to endorse the list. The South American country decided to take the measure to protect official communications from US snooping, reported Xinhua. The new encrypted system, announced last month and created by the governments Federal Data Processing System (Serpro), will take effect in March 2014. It does not apply to State-run companies such as oil giant Petrobras that have their own systems. The decree states that government communications should be transmitted through telecommunications networks and information technology services provided by organisations or bodies belonging to the public federal administration. Government contracts with technology service suppliers will be exempt from the usual bidding process, in order to protect national security, it said.

NEW DELHI, NOVEMBER 6: Armed with greater powers to deal with fraudsters and market manipulators, SEBI has initiated nearly 200 attachment proceedings for recovery of investors money and unpaid penalties from various defaulters. The proceedings have been launched in a period of little over a month and have been initiated as part of SEBIs new powers to order freezing of bank accounts, attachment of properties, conduct of search and seizure operations and launch of recovery proceedings. Besides, the capital markets regulator is also holding consultation with CBI, Tax Department, ED and other investigative and enforcement agencies to beef up its own competence in exercising newly granted powers, officials said. The Securities and Exchange Board of India (SEBI) has also set up a separate recovery department under its Enforcement Division to carry

Through an ordinance promulgated by the government, SEBI has been given direct powers to freeze bank accounts, attach properties, conduct search and seizure and initiate recovery proceedings. To replace this ordinance, the Securities Laws (Amendment) Bill, 2013 is expected to be presented before Parliament in the next session. The ordinance has already been promulgated twice, the last being in September. SEBI has been seeking these powers for long to better regulate markets and take to task the fraudsters and other defaulters more effectively. Soon after the promulgation of the ordinance, SEBI began exercising these powers and has put in place necessary operational mechanism, including those requiring changes in the manpower deployment. As part of its recovery proceedings, the regulator has served orders to various banks to attach the accounts of those who have not paid penalties imposed on them for violations of various securities market regulations. These include freezing of bank accounts for recovery of funds totalling nearly Rs 1,550 crore, which includes over Rs 1,500 crore for one single case involving an illegal collective investment scheme in West Bengal. In this case, SEBI has ordered attachment of over 50 bank accounts of MPS Greenery Developers for recovery of Rs 1,520 crore, along with applicable returns, collected from investors through its illegal schemes. SEBI has also issued notices for attachment of bank accounts in other matters, including Pyramid Saimira case of 2012 and IPO fraud of 2003-2005. Besides, the recovery proceedings have been initiated against many entities for their failure to make the penalties imposed on them for various securities market violations. Power starved Southern Grid to be linked with the National Grid by early next year
NEW DELHI, NOVEMBER 6: The South India region is likely to get a big power boost as the integration of the Southern power grid with the national grid, which will allow it to draw power from various grids of the country, is likely to be completed by January next year. The work on the major 800 KV circuit between Raichur in Karnataka and Sholapur in Maharashtra is going on at a fast pace and is being executed by the Power Grid Corporation of India Limited (PGCIL). At present, the inter-region transfer capacity between West and South regions is around 1,500 MW. However, with the construction of the new transmission lines between Karnataka and Maharashtra, it would go up to around 5,500 MW and give a big power boost to the Southern region which is starved of power and is the only grid that remains isolated from rest of the country. There have been instances in the last few months when the Northern Grid or the Western region has had surplus power but the same could not be transferred to the power starved Southern region states of Tamil Nadu, Andhra Pradesh, Kerala and Karnataka due to lack of integration of South with the national grid. However, PGCIL official said here that this is all going to change as the integration work was in the advanced stage and is likely to be completed by early next year. We are hoping to make the integration happen by January 2014. We have done majority of the work and are hopeful that things will work according to the plan, a senior PGICL official said.

SBI raises lending rates by 0.20 per cent

NEW DELHI, NOVEMBER 6: Home, auto and consumer loans are expected to become costlier with the countrys largest lender State Bank of India (SBI) raising its lending rates by 0.20 per cent with effect from Thursday. The bank has revised the base rate or the minimum lending rate to 10 per cent from 9.80 per cent, SBI said in a statement. At the same time, the Benchmark Prime Lending Rate (BPLR) was also raised by 0.20 per cent from 14.55 per cent to 14.75 per cent. Upward revision in the lending rate by SBI may prompt others public and private sector banks to follow suit. The decision came a day after HDFC Bank raised the base rate by 0.20 per cent to 10 per cent. Earlier this month, SBI raised fixed deposit rate by 0.2 per cent on select maturity. With the revision, term deposit between 180-210 days less than Rs. 1 crore now earn 7 per cent against 6.80 per cent earlier. Last week, RBI raised short-term lending (repo) rate by 0.25 per cent to 7.75 per cent, making cost of fund expensive for the banks.

NEW DELHI, NOVEMBER 6: Bajaj Auto on Wednesday reported 4 per cent decline in its motorcycle sales at 3,48,323 units in October, 2013. The company had sold 3,61,186 units in the corresponding month last year, Bajaj Auto Ltd (BAL) said in a statement. In the commercial vehicles category, the company said its sales stood at 37,000 units as against 50,316 units in the same month last year, down 26 per cent. BAL said total exports were up 9 per cent during the month at 1,38,022 units compared to 1,26,091 units in October, 2012. Total vehicle sales of the company last month stood at 3,85,323 units as against 4,11,502 units in the same period a year ago, down 6 per cent, the statement said.

With Gujarat, Maharashtra and Odisha also joining the entrance exam for engineering colleges, the number of candidates is likely to cross the 14 lakh mark, highest so far which was recorded last year. The CBSE has announced the dates for the entrance exam for admission to National Institutes of Technology (NITs), Indian Institutes of Information Technology (IIITs), other centrally funded technical institutions (CFTIs), institutions under several participating State Governments and several other institutions. This exam is also the preliminary one from which the top 1.5 lakh candidates stand a chance to appear for the JEE (advanced), the entrance for the IITs. The application process for the JEE (main) 2014 starts from November 15, 2013 and

candidates can apply only through online via the official website. Application process will come to an end on December 26, 2013 and the exams will start on April 6, 2014. SRINAGAR, NOV 06: J&K Private Schools United Front (JKPSUF) on Wednesday demanded that government devise rules and regulations based on scientific principles for deciding dates and duration of winter vacations. The Front said that every year the announcement of winter vacations has become a big issue in Kashmir. "There is no logic in those dates except the benefits to some officers, whose wives and other relatives want to cherish the heat of Jammu," said JKPSUF General Secretary G N Var. "As soon as the Durbar Move migrates to Jammu, a vested lobby gets to work to get winter vacations announced quickly." The Front said that during last so many years we have seen that a slight snowfall triggered winter vacations. "But after some days the weather became sunny again and thus we lost many

academic days," said Var. "Sometimes even our syllabus remains incomplete, so it is better government forms proper rules and regulations for announcing such vacations." The Front demanded that the government constitute an expert committee comprising of officials of government education department, private schools, weather department and a student parent body. "This committee should be empowered to decide the winter vacations based on scientific and logistic principles and also keeping in mind education requirements," said Var. "It should not be the decision made purely for the benefit of wives, daughter in laws and other relative of babus." JAMMU, NOV 06: A group of girls, all students from Poonch district of Jammu and Kashmir, met UPA Chairperson Sonia Gandhi in Delhi and asked her to intervene for better educational infrastructure and facilities in the district, an official statement said Wednesday. Twenty three girls and two teachers from government degree colleges in Poonch and Surankote met Sonia Gandhi at her residence on November 4, said the statement issued by the army. The tour was conducted by the Rashtriya Rifles Battalion under the aegis of counter insurgency force (Romeo) as part of the ongoing Operation Sadbhavna, it stated further. The students extended an invitation to the United Progressive Alliance (UPA) chairperson to visit the region. "Speaking to the tour participants, Mrs Gandhi urged them to carry with them the message of peace and harmony. School admission before January illegal

BANGALORE, NOV 06: Cracking down on private schools which have started admissions for the next academic year, the government issued a circular warning schools and parents that any admissions before its calendar of events would be illegal. "It is hereby brought to the notice of the general public and parents that admissions if any made by the schools, before the notification of calendar of events by the department, such admissions will become illegal and are automatically liable for cancellation. The department will not recognize such admissions. Therefore, the parents and general public are hereby cautioned that they do not get into such unnecessary trouble," said the circular by the commissioner of public instruction. According to the department of public instructions, the process of admission for academic year 2014-15 will begin from January 2014. "It has come to our notice that certain private schools in Bangalore and other places have already begun the process of admission for the year 2014-15 and inviting applications online or otherwise, from children and parents seeking admission to such schools. This action of the schools amounts to clear violation of the provisions of the RTE Act and Rules by such schools. Further... certain schools are adopting screening procedure for admission of children and collecting capitation fee from parents in contravention of Section 13 of the Act," the circular further stated.
