We are the participants of the National Conference on Child Protection in the Cyber Age organized by the Department of Justice in partnership with the Committee for the Special Protection of Children, Inter !gency Council !gainst "raffic#ing, Ju$enile Justice and %elfare Council, Inter !gency Council !gainst Child Pornography, &ffice of Cybercrime, and the Council for the %elfare of Children held at the 'anila (otel, City of 'anila on ) * +o$ember ,-1..

,. The National Conference on Child Protection in the Cyber Age represents a uni/ue opportunity for a multi sectoral and multi agency effort at $arious le$els to address the growing number of ris#s and threats that 0ilipino children face as they use Information and Communication "echnologies 1IC"s2. %hile we recognize the important benefits of the internet to children, we are also aware of instances of $iolence, abuse and e3ploitation of children while using IC"s.

We reaffirm our adherence to the "unis Commitment and the "unis !genda of the %orld Summit on the Information Society 1%SIS2 held in +o$ember ,--4 which highlighted the impact of cyberspace on children and the need to protect them from online predators while also encouraging them to ma3imize the positi$e use of IC"s.

We reaffirm our country6s commitment to progressi$ely comply with the principles, pro$isions and standards of the Con$ention of the 7ights of the Child 1C7C2 and the &ptional Protocol on the Sale of Children, Child Prostitution and Child Pornography. We shall strive to achie$e the 'illennium De$elopment 8oals 1'D8s2 related to children through the implementation of the +ational Plan of !ction for Children 1+P!C2 and the strategic plans of action of the different inter agency councils and committees on child protection.

4. We commit ourselves to fulfil the rights of our children to ha$e access to IC"s and at the same time ensure that they are protected from $iolence, abuse and e3ploitation while using IC"s. We further commit ourselves to e3pand and strengthen strategic partnerships and collaborati$e relationships towards establishing the foundations for a safe, secure and child-friendly cyberspace for our children today and tomorrow. *. We unanimously declare our commitment to do the following proposed actions to ensure the protection of our children in cyberspace9

a. !d$ocacy and awareness building on the benefits and ris#s in the use of IC"s, particularly among families and communities, teachers and other school personnel, and the children themsel$es. b. :uilding capacities of #ey duty bearers particularly parents, teachers, social wor#ers, law enforcers, prosecutors, ;udges, and ci$il society leaders, and local councils for the protection of children, among others, on how to respond to instances of $iolence, abuse and e3ploitation of children in cyberspace. c. <ffecti$e and consistent enforcement of rele$ant laws on online protection of children and young people consistent with the :udapest Con$ention on Cybercrime and =anzarote Con$entions. d. <stablishing and>or firming up codes of conduct among "elcos, ISPs and other related IC" industries. De$eloping database and trac#ing system for children reported as $ictims of online $iolence, abuse and e3ploitation, e.g., cyber bullying and cyber pornography. h. <ffecti$e regulation and monitoring of Internet shops in all barangays and public establishments. i. !llocation of ade/uate budgetary support to implement laws, policies and inter$entions protecting children in cyberspace. ;. :uild and strengthen international cooperation for legal and technical support for child online protection.
