Historic MSF State Conference Thousands of MSF cadres converge on Chennai

the student wing of IUML organized a mammoth conference at Periyar Thidal Chennai, on October 5, 2013. Thousands of Muslim students from the various parts of Tamil Nadu converged on Chennai to show their unity and solidarity for cause of the welfare of student community. Periyar Thidal the venue of conference overflowed with students and one could witness the burning enthusiasm on the face of students. Party All India General Secretary and the state president prof:K.M.khader mohideen presided over the conference, party All India Treasurer Kunnhali Kutty graced the conference and the D.M.K. party treasurer and the former Deputy. Chief Minister M.K.Stalin was a guest of honour. Earlier students debated on various topics and eloquently put forward their point of views. The party state General Secretary K.A.M.Abubacker, party Treasurer Shajahan and sitting M.P. Abdul Rahman addressed the conference. Various office bearers of the party and important Muslim dignitaries attended the conference.

Sir Syed Day was organised by Aligarh District Cricket Association in the lawns of ShubhamSamagam marriage hall in which Old Boys of AMU from different cities participated. Speaking on the occasion Chief Guest SafdarHussain Khan, Chairman, Minority Commission Delhi said that the role of teachers is very important for the tarbiyat (training) of the students and thats why everyone must respect the teachers. He said that AMU is the best example of composite culture of India as the campus has always remained peaceful, even when the city had been burning in communal flames. Zameeruddin Shah, said that Sir Syed wanted to educate Indian masses especially Muslims and he not only wanted to produce educated people but he wanted to produce complete human being full of moral values and secular outlook. Sir Syed was a far sighted and visionary, by writing Asbab-e-Baghawate Hind at a time when it was unimaginable to utter a single word against the British, he proved his determination to address the problems faced by the country at that time. Sir Syed had a multifaceted personality but he was an educationist and social worker. Sudden increase in crime against children in Assam


Even as demands are getting stronger for stricter punishments for the criminals of rape and such violence against women and children, a report of national Crime Report Bureau (NCRB) has revealed a horrible figure of crime in Assam. According to a report on rape committed against children in Assam, it is said that against 36 rapes committed in 2011, the number has gone up to 328 in 2012. In the overall scenario of rape, the number is 40 cases against 333 in 2012. The crime committed against the girls between the age group of 10-14 years is 9 in 2011 while the

number is 151 in 2012. Among the age group of 14-18 years during the same period it is 27 and 177. In a more bizarre revelation, the report said that 2 per cents of the total crime was committed by their own relatives while 15 per cent were their neighbours during the year 2012. In this regard, RunumiGogoi, chairperson of Assam State Commission for Protection of Child Rights (ASCPCR) said that this is a serious issue and it will be discussed thoroughly during the two-day state level consultation programme to be held in Guwahati.

While, the activists and common people feel that besides the government, civil society and media has also a role to play in this regard. Yes, the government has failed to protect to some extent but we have to look beyond that. Even the civil society and media have also a role to play. Media has to be more careful to publish or telecast such type of news. The civil society people have to create an environment so that women and children can feel safe, said activist and author MainiMahanta. Trying times for parliamentary system


The legislature is bypassed; interruptions are on the rise; answers to questions are unsatisfactory; and the political standards of members have deteriorated. Article 75 (3) of the Constitution provides that the Council of Ministers shall be collectively responsible to the House of People. This provision is the cornerstone of one of the most important functions of the Union Legislature, namely, legislative oversight of executive functioning. The Constitution, by making this provision, has empowered the legislature, the House of People, to hold the executive accountable for its acts of omission and commission, to monitor the actions of the executive with a view to ensuring that they are being carried out effectively and according to the legislative intent, in the main to ensure economic empowerment of the common people, and also to establish norms for participative democracy. RULES OF PROCEDURE There are provisions in the rules of procedure and conditions of business in the Lok Sabha that empower members to ask a Minister questions on all aspects of the functioning of the Ministry under him; give notice of an adjournment motion on a matter of urgent public importance of recent occurrence involving responsibility of the Government of India; or give notice of (a) resolutions (b) motions (c) short-duration discussions and (d) calling attention to discuss matters pertaining to executive functioning. Besides, there are other parliamentary devices under which rules matters may be brought to the notice of the government by members demanding action. Then there are parliamentary committees which examine bills referred to them and scrutinise the demand for grants of all ministeries/departments. All this would appear to paint a rosy picture that the principle of executive responsibility towards Parliament, enshrined in the Constitution, is a reality. But, unfortunately, the actuality is far from reality. The fair play of the functioning of Parliament can be ensured only if the government willingly subjects itself to legislative scrutiny. Also, members must be proactively vigilant and must utilise all opportunities to bring the government to book whenever and wherever it is found to be wanting. But unfortunately, neither the government nor the members discharge their duties in the manner they are called upon to do. LAMENTABLE Most lamentably, the parliamentary system in the country is on the decline not only at the Centre but also in the States. Parliament is bypassed. Parliamentary scrutiny is avoided. The duration of the sessions is on the decline. Interruptions are on the rise. Answers to questions are unsatisfactory and incomplete. It is easier to extract full and fair information through the Right to Information Act than by raising questions in Parliament. Even a short-duration discussion or calling attention motion does not yield results. On important executive decisions, Parliaments sanction is not needed. The UPA government implemented the Aadhaar card but it does not enjoy any legislative sanction. A few years ago, a unanimous resolution was passed in the Lok Sabha calling upon the government to take effective measures to contain price rise. It did not implement the resolution. The members also could not haul up the executive for the failure. While Parliament is ignored by the government, members are not vigilant enough to enforce their rights. Parliamentary oversight of the budgetary process has immensely weakened, leading to the executive wielding disproportionate power and acquiring clout over the process. There is no pre-budget scrutiny as in the U.S. Congress. Supplementary demands for grants are not referred to the Standing Committees. Nor are their recommendations binding on the government they are merely an academic exercise. The demand for grants by most of the Ministries is guillotined without any discussion. The time allotted for a discussion on the Finance Bill and demands for grants is not adequate. Even after the budget is passed, the government is authorised to withdraw money from the Consolidated Fund of India, the allocation is changed, reduced, even withheld. In the current year, the government pruned the budget expenditure by at least Rs. 50,000 crore in the name of fiscal discipline, in violation of parliamentary mandate. The jugglery of statistics in parliamentary papers is bewildering. More is covered up than what is on paper. While presenting a budget, the government gives a figure known as budgetary estimate for all departments. In the middle of the year, it is changed to revised estimates. It may be less or more than the budgetary estimate. Only at the close of the financial year, would we come to know what the actual expenditure is but there is hardly any scrutiny of the actual spending. There is wide variation among the three figures and they are manipulated by the executive to suit its political convenience, in disregard for the interests of the marginalised sections. NO DISCUSSION The political standard of the members has declined miserably; apathy towards parliamentary discussion is palpable. While members of the British Parliament forced the government to change its policy on Syria, in India there is no such parliamentary device to force our government to change its policies. Strategic policies are not discussed. The resource policy of the country, the mineral policy, the power policy, nothing is ever discussed. It is the executive that decides. There are members who have not spoken even once in the House. Seventy six out of 543 members of the Lok Sabha have court cases pending against them. About 58 per cent of the Lok Sabha members are crorepatis. A large number of persons who have entered Parliament have not been political activists at all. We see more and more of the propertied class, businessmen and former bureaucrats entering Parliament. Parliamentarianism is looked upon more as a profession, unrelated to the discharge of a patriotic duty. If the Indian parliamentary system is weakened, the political system will be in jeopardy. In South Asia, only the Indian democracy is a little deep-rooted. But if the decline of the parliamentary system continues unabated, if the executive becomes reckless, if public opinion is ignored, if fruitful democracy and participatory system are lamentably overpower ed, the country will be in peril. he Tamilnadu Educational Trust that consists of prominent citizens and educationalists is awarding scholarships to 500 meritorious and economically-backward students in firstyear degree and postgraduate courses in arts, science and professional courses. Students who have passed the qualifying examination in the first class with 60 per cent marks and above, whose parents/guardians income does not exceed Rs. 2,00,000 per annum, and who are not in receipt of any other scholarships, are eligible to apply. The applications will be issued till November 15. Worlds apart in a divided city


Sajid Row Houses in the Maqdoomnagar locality of eastern Ahmedabads Vatwa suburb is an unauthorised colony that has existed for nearly 15 years. And so does Dharmabhoomi Society, divided by a wall nearly 10 metres away. But the similarity ends there. This is one of the very few mixed neighbourhoods left in communally divided Ahmedabad, with more ghettos coming up over the last decade. Muslims from many areas who used to be scattered across the city are now flocking together in ghettos like Vatwa, a disorganised, industrial suburb. No isolated instance And a staggering four lakh-plus of them from all walks of life have moved into Juhapura, considered to be the biggest Muslim ghetto in Asia. Before the 2002 communal riots, Juhapura had an estimated 2.5 lakh people. Most ghettos have come up on the fringes of the city, away from the Hindu mainstream and lacking in basic amenities. Sajid Row Houses, that has 150 houses, and Qutb-e-alamnagar with around 500 in Maqdoomnagar present a picture of filth, slush and puddles of dirty water. They swarm with flies and mosquitoes. There are no sewerage lines. A foul smell permeates the air. There is no water supply, and whatever is drawn is not always potable. The garbage van from the Bharatiya Janata Party-controlled Ahmedabad Municipal Corporation (AMC) is erratic. In contrast, if you are perched on the top floor of any house in the Sajid Row Houses and look over the wall on the other side, Dharmabhoomi Society looks quite different. It has almost all the facilities that this neighbourhood lacks. This is not an isolated instance, and is the same story in other places too. What more can explain the reality than the fact that ours Afsana Bano, who runs a small shop here. You need to perform some acrobatics to avoid stepping on the dirt to reach her shop. With no support from either the AMC or the small-time builder who set up the colony, people in the 54 houses in Nazar Park recently pooled small sums of money to lay an illegal drainage line. Neglect & development Cut to Juhapura on the western tip of Ahmedabad, which throws up not only all the woes that the smaller ghettos like Vatwa and others face, but also a worrying reality. This is that, if you are a Muslim in Gujarat you have no option but to head for a ghetto, irrespective of your economic and professional status. This explains the emergence of two Juhapuras in the area. One that has economically well-off professionals living in plush apartment buildings and bungalows, not by choice but by force for nobody would give them a house in Ahmedabads mainstream upmarket Hindu areas. Tucked away behind these buildings on the main road that leads to a highway towards the Saurashtra region is the other Juhapura, where every colony resembles a huge slum. The civic infrastructure here or the lack of it has remained the same through the years, while the population has doubled because of an influx of riot victims and those scattered in other parts of the city. The contrast between Muslim Juhapura and Hindu Vejalpur, neighbourhoods on either side of a road that is popularly known as Border, is as striking as it is between Sajid Row Houses and Dharmabhoomi Society in Vatwa. unauthorised constructions for a fee, points out Shabbir Shaikh. We are ready with all legal procedures completed but they would just not listen to us. Wasim Ansari, a local BJP leader for the last 15 years, counters this. This problem is not restricted to Maqdoomnagar. It exists in all illegal Muslim colonies in

Ahmedabad because of the nexus between the Muslim builder mafia and Congress councillors. They set up illegal societies without providing any facilities and later leave the residents to fend for themselves. Look at the Hindu builders and the colonies they build. They are so well laidout with all facilities. It is not right to blame the ruling party and give a communal angle to this, he argues. What Mr. Ansari says, however, is only the partial truth, what with illegal constructions having proliferated across the city over the years irrespective of which community built them. Senior Congress leader J.V. Momin points out: By the AMCs own admission, there are as many as five lakh unauthorised constructions in Ahmedabad alone and most are in so-called posh Hindu areas. Regularising many of them is easier than doing so with those in Muslim areas. Illegal buildings cannot come up overnight without the connivance of officials and rulers of the AMC. What were they doing? And now this discrimination, he says. Come to Alifnagar in Vatwa, where people veritably live in the middle of garbage, slush and potholes full of turbid water. Forget gutter lines, water supply or garbage clearance. The AMC does not even conduct any fumigation in the area, says

Students community is being infested with indiscipline and immorality like a park invaded by serpents and satans. The day to day horrible happenings in the student community is unheard of. The elders in the community are responsible to instill the ethics of discipline and morality in the minds of young people. There are many other people loitering on the political platform wearing Dravidian label. EVR,Arringer Anna, Dr.Kalainger and his son Thalapathy M.K.Stalin are the kith and kin of Dravidian tradition. We believe in the continuation of the fourth Dravidian generation . Hence we want to join with the tradition to establish democracy, secularism and social justice and we envisage a scheme to protect the people. Will students indulge in politics? The question may be raised. But this is not politics. This is a duty to determine the destiny of Nation. Qaid-e-Milleth worked to fulfill this duty for the freedom of the country by quitting his studies. You need not quit your studies. When the time comes to determine the destiny of nation you must be prepared to discharge your duty by continuing your studies.MSF should transform into Muslim Students Force in the future when they engage in to protect democracy, secularism and social justice.

The speech given by the MSF state organizer Syed Pattani stirred our hearts and drenched our eyes. The presence of the mammoth gathering in the conference and the burst of burning enthusiasm will certainly lead you to a shining future. We gratefully remember Qaide-Milleth on this occasion who is responsible for our strong position in Kerala as well for our present status. The experience the operation of a kinetic force in us when ever we remember Qaid-e-Milleth with gratitude,. When there was no one to ask us to study or educate us Qaide-Milleth was the only leader to advise us to seek education. When there was no one to come forward to contest the Parliament election we compelled Qaid-e-Milleth to contest from Manjeri parliament constituency. He came forward, contested and won the election. That tradition of success continues till this date. Today I am happy to see the illustrious son of Dr.Kalinger M.K.Stalin sitting in our midst as one among us. There is no difference between Tamils and Malayalees. We stand as one community in front of Allah and we will work together to solve our problems. Modi cannot hope to lead India by inspiring fear: Newyork Times

Editorially commenting on Gujarat Chief Minister Narendra Modis Rise in India, influential New York Times said His rise to power is deeply troubling to many Indians, especially the countrys 138 million Muslims and its many other minorities.

Six months later, the First Additional Chief Metropolitan Magistrates Court, ordered the release of three persons arrested by the police in the case. Peer Mohideen, Saddam Hussain and Tenkasi Haneefa were discharged from the charges. While Mohideen was released on Tuesday, Hussain and Haneefa will be handed over to the Tamil Nadu police, for their alleged role in another case. In this Interview with TCNS Shaik Zakeer Hussain, S. Balan, the lawyer for the acquitted, talks on the whole trial. Advocate S. Balan Three of the accused you represented were discharged of the alleged terror charges against them, are you happy with the outcome? This is not the question of being happy, this outcome proves that a particular community is blamed or projected as terrorists. Their cases were dropped, because the investigating agencies could not collect any material against them. What was the prima facie behind the arrests of Peer Mohideen and other accused in this case? Human Welfare Foundation gives cash awards to 220 minority students in Delhi

New Delhi: Human Welfare Foundation honoured 220 promising students from Delhi who had secured 80 % and above with distinction in High School Boards examination held in March this year and National Muslim Talent Search Examination-2013 with cash awards and certificates at a function held at AtHamdard Public School in the national capital on October 27. Students who had secured 80 percent or above marks in this examination were selected on merit basis for the award. Human Welfare Foundation started this merit awards five years ago in 2009 in UP and claim to have honoured over 5000 students so far from 15 states across the country.

The award programmes for the year 2013 were started from 1 September in Kolkata and after this, award functions will be held in Gujarat, North Assam, UP, Madhya Pradesh, Jharkhand, South Assam etc. Eminent personalities like Dr Mufti Mukarram, Shahi Imam of the Fatehpuri Masjid in Delhi, Manzoor Ahmed, retired IPS, Dr. SirajHussain IAS, Abdul Wahaid, Ameer-e-Halqa of JIH Delhi and Hariyana, Neeta Pradhan Das, Deputy Director - Skill Development, Confederation of Indian Industry (CII), RafikRhmad and National Coordinator Salimullah Khan were present during the award ceremony.
