LGA EDUCATION & TRAINING SERVICE

2011 - 2012 PROGRAM

The aim of the LGA Education and Training Service is:

to promote, facilitate, enhance and make accessible education and training activities, opportunities and products for the Local Government sector.

PROGRAM OVERVIEW
This LGA Education and Training Service Program covers the financial year from 2011 - 2012.

Courses
This section includes courses under headings as follows:  Council Members, CEOs and Senior Managers  Governance  Corporate  Human Resources / Employee Relations  Environment  Works and Regulatory Services Each course is briefly outlined and suggestions made regarding those persons who would benefit most from attendance. All of the courses included in this section can be provided in regional locations or in-house subject to sufficient numbers of attendees to cover costs. You will note some of the courses have already been scheduled in regional areas.

The Program includes a range of courses and seminars for Council Members and Council Staff. Courses will be added to the Program throughout the year as new training needs and priorities arise in the sector. Council Members and Council Staff are encouraged to check the Education and Training page on the LGA website at: www.lga.sa.gov.au/goto/training for courses currently on offer and to contact the LGA Education and Training Service team at any time on 8224 2035 or training@lga.sa.gov.au with suggestions for additional training courses or for further information. This Program is divided into sections as outlined below.

CANCELLATION POLICY
If a person registered to attend a course or seminar is unable to attend, Councils are encouraged to send a substitute. All cancellations must be received in writing/email at least five (5) working days prior to the conduct of the event or payment will be forfeited. In the event that registrations for courses or seminars are below the minimum quota required to cover costs they may be cancelled by the LGA. Courses or seminars cancelled by the LGA will be advised at least five (5) working days prior to the scheduled date(s).

Seminars
This section provides advance information on LGA seminars to be offered between July 2011 and June 2012. Councils are encouraged to provide an early indication of their interest in these seminars by registering their interest online.

FEEDBACK
The LGA is keen to ensure that the Education and Training Service receives continual feedback so that it can evolve to best meet the needs of the sector. If you have any feedback including suggestions for improvement please contact the LGA Education and Training Service Administration Officer on (08) 8224 2035 or training@lga.sa.gov.au. Participants and presenters are also provided with feedback sheets at the conclusion of each seminar and course and this information is used to improve the conduct of future events.

ADDITIONAL COURSES
Additional courses can be organised for individual Councils and/or Regions at other locations and times as required, subject to sufficient numbers of attendees to cover costs. If you have any queries regarding additional courses, please contact the LGA Education and Training Service Administration Officer on (08) 8224 2035 or email training@lga.sa.gov.au.

To register for a course/seminar or to obtain an electronic copy of a promotional flyer, simply remember the course title and go to: www.lga.sa.gov.au/goto/registertraining. To register, all you need to do is select the event you would like to attend from the list, click on the link to the registration form, fill out the appropriate fields and click submit.

CALENDAR OF EVENTS
The LGA Education and Training Service compiles a calendar of events each year to assist with the choice of suitable dates for courses and seminars. The calendar includes scheduled dates for a variety of Local Government meetings and events and is continuously updated. Copies of the calendar are available to Local Government organisations. If you would like a copy of the latest version of the calendar, please email training@lga.sa.gov.au or phone (08) 8224 2035.

PAYMENTS
Payment of fees for seminars and courses is not required prior to the event. At the completion of each event the LGA provides a tax invoice to Councils. It would be appreciated if Councils could arrange payment within 14 days of receipt of the tax invoice.

Chief Executive Officers Residential Seminar


For: Chief Executive Officers. Program Overview: This seminar will provide the opportunity for CEOs and the LGA to discuss and form a view on a range of issues currently facing Local Government and to identify ways of assisting Council Members to deal with the inherent policy implications. It will also provide a relaxed environment for country and metropolitan CEOs to hear from expert speakers on key issues and to interact, share views and generate ideas on a range of often surprisingly similar problems. Climate Change and Local Government Seminar


For: Council Members, CEOs and Senior Officers. Program Overview: The physical and regulatory impacts and opportunities that climate change may bring need to be understood, planned for and integrated into systems, functions and culture, much the same as the industrial and technological revolutions experienced in earlier decades. The projected implications of climate change for Local Government are extensive and will require a heightened level of understanding and action by Councils in coming years. Local Government also has a significant leadership role in helping local communities understand and adapt to climate change and take advantage of the opportunities that emissions trading may bring. This one-day seminar will provide participants with an understanding of: science of climate change legal and liability implications of climate change for Local Government environmental, economic and social cost of climate change impact on Council operations of climate change including infrastructure, public and environmental health, community services, parks and gardens, rating, economic development, planning and development planning for climate change carbon trading and reporting. Childrens Participation in Democratic Decision-Making and Planning

Course Overview: The United Nations Convention on the Rights of the Child, ratified by Australia recognises that children are citizens with rights to have a say in decisions that affect them and to have their opinions taken into account. Active participation by children in communities also provides a community centered ethos which results in greater participation in their communities as adults. This in turn has significant long term economic and social benefits. By taking into account childrens views and engaging children in decision making, better decisions can be made by all spheres of government in the planning and design of programs, environments and activities that best meet the needs of children and families. This course will explore the benefits of consulting with children and techniques and strategies that can be adopted in the context of Local Government and community planning. Community Engagement and Handling Conflict Situations for Council Members


For: Council Members. Course Overview: The Community Engagement Project undertaken by the LGA in 2007 produced a handbook resource for Councils across South Australia. This course will combine a short course introduction to the use of the community engagement model outlined in the handbook and to the role of conflict management in community engagement and community relations. As professionals providing a service to the public, it is useful to become aware of how behaviour can be managed to build capacity within the community to respond rather than react to situations. The course will explore the nature and source of conflict, identify personal conflict styles and apply the styles to a range of conflict situations in communities. Online Training Modules


For: Council Members and Governance Officers. Online Training Overview: The provision of quality training and education opportunities for Council Members is vital for the ongoing development of good governance practices in Local Government. After the elections it is important to provide all Council Members with a range of training and development options and the online training modules will be of benefit to all Councils as part of their induction programs for new Council Members. This online training will augment the existing face to face training programs provided by Councils and the LGA Education and Training Service. Councils that experience difficulties in accessing traditional learning opportunities because of the distances involved may find this method of training particularly useful. Council Members with limited time available to attend training sessions may also find that the online training allows them to complete modules at a time and pace that suits them. Six online training modules for Council Members are available as follows: roles and responsibilities of Councils roles and responsibilities of Council Members conflict of interest register of interests Council and committee meeting procedures financial management and reporting The training modules are available via a learning management system (LMS) that is tailored to the specific needs of Local Government. Asteroid 5 Database Training for the CPM Project


For: Council Staff who analyse community survey data for the Comparative Performance Measurement Project. Course Overview: The LGA Comparative Performance Measurement (CPM) Project was funded by the Local Government Research & Development Scheme to develop corporate performance measures for the Local Government sector. A significant data source for the Comparative Performance Measurement Project is the voluntary community survey which is undertaken by Roy Morgan Research. Results of the 2011 survey will be provided to participating Councils by mid-July 2011 in the database titled Asteroid. An updated version of Asteroid (version 5) has been provided to participating Councils to make the survey data easier to use. Staff need to be proficient in the use and interpretation of this version of Asteroid, so that their Councils can gain maximum benefit from the data supplied. Participants at this course will gain knowledge and build skills in: installation of Asteroid onto PCs or network systems retrieval and display of data creation of tables and other display media interpretation and manipulation of data into various outputs troubleshooting. Business Continuity Planning - Getting Started

Child Safe Environments Mandated Notifiers Training


For: This training is required by Families SA for anyone providing health, welfare, education, sporting or recreational, child care or residential services wholly or partly for children who are under 18 years of age. Those working in Councils providing services whole or partly to children are mandated notifiers under amendments as of 1 January 2007 to the Childrens Protection Act 1993 (SA). Course Overview: 3 Hour Orientation/Refresher Session (morning) On completing this session, participants will be aware of: organisational legislative requirements: policies, criminal history screening, and lodging a compliance statement with Department for Families and Communities; legal responsibility or mandated notifiers to report any suspicion of child abuse; how values, attitudes and experiences may impact on the understanding of child abuse and the response to children who may have been abused or neglected; and the process and procedure of reporting to the Child Abuse Report line. 3 Hour Workshop Session (afternoon) Participants in the 3.0 hour Orientation/Refresher Session also have the option of attending an additional 3 hour workshop. Upon completion those participants will be accredited with completion of the Department of Families and Communities Child Safe Environments Reporting Child Abuse and Neglect Learning Module. Building on the morning session, this session will cover the following additional topics. The importance of maintaining a childs perspective when considering child abuse suspicions. Responding to children who may want to disclose they have been abused or neglected. Mandatory Reporting Who Needs What Training?


Mandated notifiers are staff, volunteers, contractors or consultants who provide services wholly or partly for children, being young people under 18 years of age. Supervisors and/or managers who have direct responsibility for the supervision of the provision of those services are also mandated notifiers. The following points provide further guidance: 1.1 Parks and garden staff, dog and parking inspectors, and maintenance staff, do not provide services to children. They may come into contact with children from time to time in carrying out their duties, but are not mandated notifiers. 1.2 Children are amongst the recipients of certain Council services, for example libraries, recreation centres, swimming pools, community centres, information services, and some community development programs. Staff and volunteers in these roles are mandated notifiers because they provide services partly to children. 1.3 Staff and volunteers in other roles provide services wholly to children, such as immunization services, child care centres, childrens library programs, education programs for children, and Youth Advisory Committees. Those involved in delivering these services are mandated notifiers. 1.4 Supervisors and/or managers who have direct responsibility for the supervision of those staff and volunteers who provide services partly or wholly to children are also mandated notifiers. There will be other types of services provided by Councils either wholly or partly to children. It is suggested that the above partly or wholly test be applied to determine if relevant staff and volunteers are mandated notifiers. 2. What are the training requirements?

Note: DFC Standards require that the organisation make all volunteers and employees aware of their responsibilities under law as mandated notifiers and that volunteers and employees are able to identify and respond to children at risk of harm. DFC Standards encourage organisations to make mandatory notification training available to staff and volunteers as good practice however training is not a mandatory requirement. The training programs rolled out through Local Government in South Australia over the past three years has been accredited by DFC in accordance with these standards. The DFC suggest that it is good practice to undertake refresher training 3 years after the initial training, and every 3 years thereafter, however this is not a requirement under the Standards. Clarification has been sought by some Councils about the level of training required for mandated notifiers in various roles, that is, whether providing services partly or wholly to children. Enquiries have also been received from Councils about refresher training requirements. The following schedule provides guidance to assist Councils to determine the appropriate level of training for mandated notifiers.

Water Sensitive Urban Design

Course Overview: The State Governments water security plan Water for Good and the 30 Year Plan for Greater Adelaide both identify Water Sensitive Urban Design (WSUD) as a key instrument for pursuing more water efficient and sustainable urban development and public open spaces. They call for mandating Water Sensitive Urban Design by 2013. In addition, the Metropolitan Local Government Group has identified the promotion of WSUD as a priority in its current strategic plan.
