PROGRAM OVERVIEW
This LGA Education and Training Service Program covers the financial year from 2011 - 2012.
Courses
This section includes courses under headings as follows: Council Members, CEOs and Senior Managers Governance Corporate Human Resources / Employee Relations Environment Works and Regulatory Services Each course is briefly outlined and suggestions made regarding those persons who would benefit most from attendance. All of the courses included in this section can be provided in regional locations or in-house subject to sufficient numbers of attendees to cover costs. You will note some of the courses have already been scheduled in regional areas.
The Program includes a range of courses and seminars for Council Members and Council Staff. Courses will be added to the Program throughout the year as new training needs and priorities arise in the sector. Council Members and Council Staff are encouraged to check the Education and Training page on the LGA website at: www.lga.sa.gov.au/goto/training for courses currently on offer and to contact the LGA Education and Training Service team at any time on 8224 2035 or training@lga.sa.gov.au with suggestions for additional training courses or for further information. This Program is divided into sections as outlined below.
CANCELLATION POLICY
If a person registered to attend a course or seminar is unable to attend, Councils are encouraged to send a substitute. All cancellations must be received in writing/email at least five (5) working days prior to the conduct of the event or payment will be forfeited. In the event that registrations for courses or seminars are below the minimum quota required to cover costs they may be cancelled by the LGA. Courses or seminars cancelled by the LGA will be advised at least five (5) working days prior to the scheduled date(s).
Seminars
This section provides advance information on LGA seminars to be offered between July 2011 and June 2012. Councils are encouraged to provide an early indication of their interest in these seminars by registering their interest online.

The LGA is keen to ensure that the Education and Training Service receives continual feedback so that it can evolve to best meet the needs of the sector. Participants and presenters are also provided with feedback sheets at the conclusion of each seminar and course and this information is used to improve the conduct of future events.

Additional courses can be organised for individual Councils and/or Regions at other locations and times as required, subject to sufficient numbers of attendees to cover costs. CALENDAR OF EVENTS
The LGA Education and Training Service compiles a calendar of events each year to assist with the choice of suitable dates for courses and seminars. The calendar includes scheduled dates for a variety of Local Government meetings and events and is continuously updated. Copies of the calendar are available to Local Government organisations. If you would like a copy of the latest version of the calendar, please email training@lga.sa.gov.au or phone (08) 8224 2035.
PAYMENTS
Payment of fees for seminars and courses is not required prior to the event. At the completion of each event the LGA provides a tax invoice to Councils. It would be appreciated if Councils could arrange payment within 14 days of receipt of the tax invoice.

Treasury Management
For: CEOs, Senior Finance Officers, Audit Committee Members and Council Members with specific treasury management responsibilities. Course Overview: Councils are sometimes still managing treasury activities in ways that were more appropriate in the cash accounting era. Most Councils could reduce their risk exposure to interest rate movements and at the same time make considerable savings from better management of their borrowings and investments. This course will provide participants with an understanding of: when Councils should borrow money when and how Councils should invest funds whether reserves should be cash backed the role of internal borrowings what type of loans should a Council take out - fixed or variable interest rates, fixed term with regular interest, or interest and principal payments, or floating balances that can be repaid or redrawn. How to implement and maintain a treasury management system. Please note: this course is being held the same day in Adelaide as the Annual Business Plan Preparation course that may also be of interest. Presenter: John Comrie of JAC Comrie P/L has over 25 years of Local Government experience including as Council Member, Director and CEO and Executive Director of both the LGA and the Office of State/Local Government Relations. John drafted the LGA Financial Sustainability Advisory Committee endorsed information papers for Councils on debt management, financial targets and model treasury management policy and supporting guidelines. Audit Committees
For: Members of Local Government Audit Committees (including independent members). Course Overview: The Local Government Act 1999 requires Councils to establish audit committees and Section 126 sets out the principal functions and extent of authority for audit committees. This course will highlight the legislative responsibilities of audit committees and the critical role they play in the financial reporting framework of Councils. It will also deal with the relationship between Councils finance committees (or similar) where they exist and audit committees. Participants will gain an understanding of the audit committees role in: Councils financial reporting and its monitoring internal controls and risk management systems audit committee work programs and their construction whistleblowers policies and procedures internal audit and the Committee deliberations external audit and its relationship with the committee dealing with emerging risks. Presenter: A specialist presenter will deliver this training.

Note: DFC Standards require that the organisation make all volunteers and employees aware of their responsibilities under law as mandated notifiers and that volunteers and employees are able to identify and respond to children at risk of harm. DFC Standards encourage organisations to make mandatory notification training available to staff and volunteers as good practice however training is not a mandatory requirement. The training programs rolled out through Local Government in South Australia over the past three years has been accredited by DFC in accordance with these standards. The DFC suggest that it is good practice to undertake refresher training 3 years after the initial training, and every 3 years thereafter, however this is not a requirement under the Standards. Clarification has been sought by some Councils about the level of training required for mandated notifiers in various roles, that is, whether providing services partly or wholly to children. Enquiries have also been received from Councils about refresher training requirements. The following schedule provides guidance to assist Councils to determine the appropriate level of training for mandated notifiers.

Cross-Cultural Training

LG Employment Masterclass

Waste and Resource Recovery Model Contract and Tendering Toolkit and Contract Management
For: Waste and Recycling Officers, Engineering Officers, Works Managers, Contract Managers, Procurement Officers, Environmental Officers and Environmental Health Officers. Course Overview: Councils are spending an increasing amount of their revenue on waste management and resource recovery, with approximately 70% of the spend being on contracted services. It is critical that Council achieve the best value for money for every dollar spent by them, while achieving efficient, commercial, environmentally sound outcomes. This course will provide an overview of the model contract and tendering toolkit prepared by the LGA for use by Councils. In addition it will address a range of issues involved in developing and managing effective waste and resource recovery contracts. The course will provide participants with an understanding of: an overview of what is involved in the procurement and contract management of waste services using the Model Contract and Tendering Toolkit planning a waste procurement: short and long term issues to consider when approaching the market and developing a contract for waste services developing an accurate specification collecting data for performance modeling and how to manage data collection for regulatory and contract management purposes priority setting for waste and resource schemes the potential for collaborating with other organisations dealing with regulatory requirements how to assess waste and resource recovery options.
