North Dakota University System (NDUS) Tuition Waiver Report for Academic Year 2012-13

As of November 8, 2013

While the North Dakota University System (NDUS) provided tuition waivers of over $31.5 million to degree credit students enrolled during 2012-13, the students receiving tuition waiver
still paid campuses over $48.7 million as follows: $26 million in tuition, over $14.3 million in housing and meal plans and over $8.3 million in mandatory fees (chart 1).
When unduplicated, NDUS provided waivers to 9,732 students in 2012-13 (11,628 duplicated students). The unduplicated total reflects students receiving more than one type of waiver,
and then counts them as one student (chart 1).
Of the total 56,692 total unduplicated annual degree-credit headcount students enrolled in the NDUS in 2012-13 (summer 2012, fall 2012 and spring 2013), approximately 17.2% (9,732
students) received a full or partial tuition waiver. A total of 82.8% (46,960) received no waiver. Of the 17.2% that received a waiver, 21.5% (2,089 students) received a full waiver, while
the remaining 78.5%, (7,643 students) received a partial waiver. Partial waivers range from 1-99% of the posted tuition charge (chart 2, section D).
Over half (57.2%) of all full and partial waivers were provided to ND residents (5,569), 26.4% to in-country non-residents (2,574), and 16.3% to international students (1,589)
(chart 5).
Full tuition waivers were provided to 2,089 students, with 50.6% awarded to ND residents (1,057), 24.6% to in-country non-resident students (514) and 24.8% to international
students (518) (chart 3).
Partial waivers were provided to 59.03% ND residents (4,512), 26.96% to in-country non-resident students (2,060) and 14.01% to international students (1,071) (chart 4).
Of the 30,031 ND resident students attending NDUS campuses in 2012-13, 81.5% (24,462) received no waiver, 15% (4,512) received a partial waiver, and 3.5% (1,057) received a
full waiver (chart 2, section A).
Of the 23,288 in-country non-resident students enrolled in the NDUS in 2012-13, 89% (20,714) received no waiver, 8.8% (2,060) received a partial waiver, and 2.2% (514)
received a full waiver (chart 2, section B).
Of the 3,373 international students enrolled in the NDUS, 52.9% (1,784) received no waiver, 31.8% (1,071) received a partial waiver, and 15.4% (518) received a full waiver (chart
2, section C).
Of the 7,643 students that received partial waivers, 20.8% (1,588) received a waiver of between 1-24% of tuition, 33.1% (2,528) received a waiver of between 25-49% of tuition,
34.2% (2,616) received a waiver of between 50-74% of tuition, and 11.9% (911) received a waiver of between 75-99% of tuition (chart 2, section D).
At all NDUS campuses, North Dakota residents who received a tuition waiver paid less net tuition on average than did non-resident (in-country or international) students who received a
waiver (chart 6).
International students generally paid more than all ND residents, even after waivers were applied, at the majority of the eleven NDUS campuses (chart 6).
From 2011-12 to 2012-13, waivers decreased by $1.8 million or 5.6%. The number of students (unduplicated) receiving waivers decreased from 10,538 to 9,732. At the same time,
tuition rates at the four-year institutions increased, on the average, about two percent. Two campuses saw significant reduction in total waiver dollars. DSU saw a reduction in waivers
from $2.7 million to $750,000, and NDSCS reduced waivers from $1.3 million to $610,500.

Tuition waiver amounts reported in the NDUS Tuition Waiver Report are based on tuition waivers applied to tuition charges only. Campus processes of applying waivers may vary, with some being applied to tuition and/or fees,
causing reporting differences. This may result in campuses reporting differing amounts if self-reported. The report reflects total annual degree-credit headcount for summer 2012, fall 2012 and spring 2013.

The tuition and tuition waiver reported are for students seeking degree-credit, with the exception of chart 7 and chart 8. Since chart 7 and chart 8 include all campus waivers, the amounts for the campus total may vary
slightly from those reported in the remainder of the document.
All amounts are rounded to the nearest dollar. Headcount enrollments used for calculation purposes are based on end of term data for all students charged tuition and mandatory fees in the academic year. These
numbers will not align with official beginning of term enrollment figures. Neither will cause a substantial change in the reported data.

Some students are duplicated in the count because a student may be receiving more than one category of waiver (e.g. both a national guard and misc. waiver) and would be counted more than once.
Examples of waivers included in the institutional category are TRIO programs, billing appeal waiver, athletic waivers, academic waivers, presidential tuition waivers, dual-credit tuition waivers, non-resident waivers, service learning waivers, foreign exchange tuition waiver,
JD/CAT tuition waiver, orientation fee waiver, room/board tuition waiver, coop half price tuition waiver, self-support tuition appeal, CE/DE tuition adjustment, CE prof dev recording fee waiver, tuition adjustment, ROTC Cross Town waiver, study abroad, GPIDEA tuition adjustment.
The tuition and tuition waivers reported in charts 7 and 8 include both degree-credit and non-degree-credit students. Thus, the total reported of $31,606,421 in Chart 7 will be higher than total waivers reported in Chart 2, which only reports degree-credit students.
Chart 7 reports the unduplicated count of students. The total student count for the diversity category on chart 7 will not match chart 8 in which the student count is duplicated if a student changed their enrollment status between terms (i.e. a student is full-time one semester
and part-time another semester.)

TUITION WAIVERS CATEGORIES:


Tuition waivers are categorized in the following areas:
1) Waivers mandated by state statute
2) Waivers required by board policy
3) Waivers offered at the institutions discretion
Waivers mandated by state statute Total state-mandated waivers accounted for 1.9% of the total waivers in 2012/13 to the following groups:
POW/MIA Veterans Dependents: Dependents of resident veterans who were killed in action, died of service-related causes, were
prisoners of war or declared missing in action are provided a 100% tuition and fee waiver. Throughout the NDUS, 87 students were
eligible for these two waivers, for a total of $329,325.
Dependents of emergency personnel killed in the line of duty: Survivors of firefighters, emergency medical services personnel or peace
officers who died as a direct result of injuries received in the performance of official duties are provided 100% tuition and fee waiver.
Throughout the NDUS, 1 student was eligible for this waiver at $6,135.
National Guard: The NDUS campuses provide a 25% tuition waiver to qualifying National Guard members, while state funding provided
to the Adjutant General covers the remainder of the National Guard members tuition. The average National Guard tuition waiver
provided by the NDUS in 2012-13 was $807 for each of the 333 qualifying National Guard members.
Waivers required by board policy (but not mandated by statute)
Employee: Based on SBHE Policy 820, benefited employees are eligible to receive a waiver of tuition and student activity fees limited to
three academic classes during each calendar year. This is used as a tool to recruit and retain faculty and staff. Campuses provided 661
employee waivers in 2012-13, for a total tuition waiver of $939,312 (3% of total waivers).
SBHE (student member): A full tuition waiver is provided to one student SBHE member each year.
Waivers offered at institutions discretion
Graduate Assistant (teaching and research): These waivers represent the largest dollar amount of waivers in the NDUS. Competition for
graduate students is highly competitive. Without these waivers NDSU and UND would not be able to compete nationally for the best
and brightest students for graduate and research programs. In many cases, waivers for research graduate assistants are part of the cost
share agreement with the grantor, whereby the grantor pays the graduate assistant stipend and the institution provides the tuition
waiver. Without the waiver, campuses would not be able to access grant funds to assist with stipend costs. Research grad assistants are
a key support component of the research enterprise. In addition, teaching assistants provide a valuable resource to the NDUS, assisting
with teaching responsibilities that otherwise would have to be covered by higher paid faculty. Three campuses provided 1,633 graduate
assistant waivers valued at $12,027,161 (38.1% of total waivers).

International Student: These waivers are the result of relationships developed with other countries over a period of time, encouraging
out-of-country students to attend NDUS campuses. International students add to the diversity of the student body, which is one of the
many factors the accrediting agency examines during their review process. These relationships and experiences contribute to ND
students having a better understanding of and ability to compete in a global job market. International students also provide talent
needed to do research work and help contribute to creating the critical mass of students necessary to sustain programs that benefit all
students, including ND students. Increased enrollment also helps to keep costs lower for ND residents as costs are spread over a larger
number of students. Throughout the NDUS, 668 students received an international student waiver, for a total of $3,860,736 (12.2% of
total waivers). In 2011-12, total international waivers awarded totaled $6.2 million. The large reduction was mainly a result of awarding
changes instituted at DSU wherein international waivers were reduced from $1.8 million in 2011-12 to $124,705 in 2012-13. NDSU also
realized a reduction in international waivers of around $690,000.
Cultural Diversity: NDUS institutions offer full or partial waivers to some students from different cultures and origins in order to
encourage diversity on campus. Cultural diversity is defined as any individual of different cultural, racial, or ethnic heritage, or persons
with disabilities, and/or life experiences. Priority is given to Native American students. Of the total cultural diversity waivers awarded in
2012-13, 29.6% were provided to Native American students for a total of $1,043,374. Campuses provided a total of 918 cultural
diversity waivers valued at $3,527,949 during 2012-13 (11.2% of total waivers).
Institutional Waivers: The institutional waiver category includes waivers to attract athletes, academic waivers such as Presidential
scholarships, dual-credit course waivers, and non-resident waivers for students from contiguous, MHEC or WUE states, among others. It
also includes waivers such as John Deere/CAT tuition waivers, orientation fee waivers, room & board waivers, discounted co-op
programs, self-support tuition appeal waivers, and ROTC waivers. The assistance provided in the form of waivers at the eleven
campuses totaled $8,847,877 in 2012-13 and was awarded to 5,353 students. This was a total of 28% of the total waivers.
Employee spouse/dependent: An important tool to help recruit and retain faculty and staff, waivers for an employees spouse and/or
dependent child were provided to 704 employee spouse/dependents totaling $1,628,617 (5.2% of the total waivers). Waiver practices
are set at the campus level and may vary.
WICHE: Under North Dakotas participation in the Western Interstate Commission for Higher Education student exchange program, ND
provides limited access to its professional programs to students from WICHE states in the following: UND medicine, physical therapy,
occupational therapy, graduate nursing and in pharmacy at NDSU. The difference between the non-resident and the WICHE tuition rate
is recorded as a waiver. In 2012-13, sixteen students received the WICHE waived tuition, for a total of $153,991 (.5% of the total
waivers).
Senior Citizen: This waiver is provided as a courtesy to senior citizens. There were 20 senior citizen waivers provided for a total of
$10,561.
