1 OVERVIEW
1.1 Introduction
Based on the many business operations and activities of Invensys, and geographical locations, there is potential for a multitude of emergencies to arise. Being prepared for such emergencies in advance of their occurrence is necessary to ensure they are adequately managed, and to minimise adverse effects the incident may have, and/or any risk to the business. Emergencies may include natural, man-made or technological emergencies or disasters at particular locations (e.g. sites, buildings, business units, etc.) Emergency preparedness requires adequate consideration of risks, planning of response, recovery controls and a team effort involving personnel at all levels in order to accomplish a desired level of business continuity at these locations. Emergency preparedness does not encompass recovery of all operations, activities and facilities to their pre-event status, but the effective planning and management of the episodic event and its immediate aftermath. Emergency preparedness is achieved through the implementation of the EHS&S Management System, including the requirements of this standard and the planned emergency arrangements, which must be evaluated to ensure compliance, and to confirm that they are effective.

1.2 Purpose
The purpose of this document is to define the minimum requirements for all Invensys site locations & facilities to be adequately prepared in the event of an emergency. This includes requirements for the planning and testing of emergency arrangements as well as requirements for reporting, monitoring, and continually improving these arrangements to ensure that emergency preparedness and the EHS&S Management System are effective.

1.3 Scope
This document is mandatory and applies to all locations and facilities within the responsibility of Invensys, including regional offices, production facilities, fixed or transient project locations, and all activities and operations that Invensys is responsible for managing. Conformity with this standard does not absolve individuals from their responsibilities to meet all statutory and regulatory requirements when carrying out their duties.

2 ROLES, RESPONSIBILITIES & ACCOUNTABILITIES


On overview of the roles, responsibilities and accountabilities associated with this document are as follows: Role EVP, EHS&S, Invensys Responsibilities Overall responsibility for EHS&S Management system and for emergency prepardeness across Invensys. Overall responsibility for ensuring assessment of risks, potential emergencies and preparedness at their designated locations in accordance with this standard. Overall responsibility for ensuring actions are taken to prevent the occurrence of emergencies, and ensuring the effectiveness of emergency arrangements. EHS&S Management System Representative (the person responsible for the EHS&S Management System in the Business Group or Business Unit) EHS&S Leaders (the personnel responsible for leading EHS&S in the Business Group or Business Unit) The top management representative with responsibility for reporting the performance of the EHS&S Management System. Ensuring trends and any need for improvement are identified, reported and established in the System. Responsible for ensuring EHS&S support to the Business Group or Business Unit on emergency preparedness and management. Responsible for the EHS&S programmes and ensuring communication, awareness and implementation of EHS&S standards & procedures in their designated areas. Overall responsibility for ensuring, appropriate incidents and, emergency events are inputted in DSS. Managers (including Site Managers, Project Managers) Responsible for ensuring the EHS&S Management System, standards & procedures are fully implemented and effective. Responsible for assessment of risks, potential emergencies and preparedness at their designated locations in accordance with this standard. Responsibility for taking action to prevent the occurrence of emergencies, and for the effectiveness of emergency plans. Employees Accountable to their designated line manager and responsible for implementing the EHS&S Management System, emergency management plans, standards & procedures, in order to prevent emergencies or ensure effective actions are taken when they occurr.

4 EMERGENCY PREPAREDNESS REQUIREMENTS


4.1 Emergency Preparedness Overview
The Business Group or Business Unit shall ensure a documented programme for emergencies & disaster recovery. An overview of the process for managing this is detailed in Map 3.1. The requirements of this process are as follows:-

4.2 Emergency Scenarios & Risk Assessment


The Business Group or Business Unit shall identify the potential emergency scenarios associated with their operations & activities and establish arrangements for responding to such situations to prevent or mitigate any adverse impact upon the operations and activities, EHS&S and/or reputation of the business. When planning the arrangements and responses to such emergency scenarios, the needs of the relevant interested parties, e.g. clients, subcontractors, emergency services, neighbours, etc. shall be taken into account. For project delivery, the potential emergency scenarios shall be assessed with other risks at the CQA/tender and contract review phase of the project in order to establish the appropriate plans, resources and management arrangements for the project, and for the relevant contractors. Further information on risk assessments can be found in the Hazard ID & Risk Management Standard.

4.3 Emergency Management Planning


The planned arrangements shall be formally documented in the appropriate management plan(s) for the operations and activities, and these shall encompass all activities and facilities within the responsibility of Invensys. When developing the plan(s), due consideration shall be given to the legal and regulatory requirements, the risk assessments and the required controls, including, but is not limited to the:-

emergency arrangements for buildings, facilities and infrastructure owned by Invensys, or other parties but used by Invensys employees; orientation of people with regards to emergency arrangements, including new employees, visitors, etc; systems & arrangements for notifying emergencies to others, including raising the alarm, communication, reporting, etc.; emergency notices including exit routes, posting of evacuation diagrams, signs and other information, etc., in the buildings and facilities; emergency arrangements for physically impaired persons (e.g. poor sight, hearing, mobility, etc.); resources to mitigate the emergency, including emergency protection and other facilities (e.g. fire control systems, extinguishers, first aid equipment, etc.); resources & arrangements for business continuity & recovery (e.g. contingent buildings, facilities, machines, tools or equipment, control measures, etc.);

The emergency management plan(s) may be produced using the Emergency Management Plan Template (see example Appendix A), or may be an integral part of other management plans within the Business Group or Business Unit.

4.4 Resources & Competence


Personnel allocated to perform tasks shall be competent and have suitable and sufficient instruction and training to deal with any emergencies that may arise, inclusive of being in accordance with the emergency management plans. Personnel shall be provided with appropriate instruction and training in the operation of emergency systems and equipment (e.g. alarm systems, fire & first aid equipment, etc.), and participate in exercises (e.g. building evacuation, relocation, etc.) designed to test their effectiveness in the event of an emergency. External resources contracted to provide contingency facilities, services or other support defined in emergency management plans, shall be obtained and assessed in the same manner as other contracted services, as detailed in the Contractor Safety Management Standard.

4.5 Testing of Emergency Plans


Emergency plans shall be tested at the soonest available opportunity and at a frequency that is appropriate to the risks. Tests at all Invensys buildings and facilities shall meet the legal and regulatory requirements or local codes of practice for the region, though the tests shall be done with a frequency of at least once a year. Records of these tests shall be maintained. Where practical, the tests shall involve other relevant or interested parties as appropriate, to ensure effective co-operation and co-ordination between the parties concerned. Invensys employees shall co-ordinate the emergency arrangements for buildings, facilities or infrastructure within the responsibility of other parties, and co-operate in the emergency tests carried out. Any concerns that an Invensys employee has at any time with EHS&S or the emergency arrangements at the site shall be notified to the manager responsible for the site and to their Invensys line manager.

4.6 Emergencies & Lessons Learnt


All incidents shall be reported and managed in accordance with the Incident Management Standard, and personnel shall act promptly in accordance with the emergency management plan(s) where an emergency event has arisen. The effectiveness of the planned arrangements and any deficiencies that have been identified at any time, including during testing, or as the result of an actual event, shall be recorded to provide the basis for improvement actions. Where necessary, the emergency management plans, procedures or other parts of the EHS&S Management Systems shall be modified, further instruction and training provided, or other improvements made, as appropriate, to ensure the arrangements are effective. Any deficiencies associated to the emergency interfaces with other parties, including external contracted resources, shall be notified to those concerned in order for improvement.

4.7 Auditing & Compliance Management Requirements


Monitoring & surveillance programmes shall encompass emergency preparedness and the appropriate planned safety inspections, safety tours and audits shall be established in accordance with the Audit & Compliance Management Standard.
