Grant RBA status to border people: Jugal


Excelsior Correspondent JAMMU, Oct 30: Refugee Adhikaar Yatra on its 7th day reached Samba and Hiranagar constituencies today covering Bari Brahmana, Sarore, Jakh, Swankha Morh, Nanpur, Dag, Nanga, Vijaypur, Samba, Raipur Refugee Camp, Baniglad, Kattal Gujran, Chakra, Madeen, Sanji Morh etc. Earlier the yatra left from Kaluchak in the morning. It will have a night halt at Hiranagar. The Yatra is led by BJP State President & MLA Jugal Kishore Sharma and others who accompany him are National Executive Member & State chief spokesperson, Dr. Jitendra Singh, Senior leader Thakur Ranjit Singh, State vice-president Chander Prakash Ganga, state general secretary & Yatra Incharge Rajiv Jasrotia, BJP State Cells incharge Sat Sharma (C.A), State secretary Mamta Singh, State spokesperson Sanjiv Sharma, State publicity secretary Aseem Gupta, BJYM State president Ravinder Raina, Kashmira Singh, Nand Kishore, Tarseem Lal, Keshav Sharma, Subash Bhagat Ashish Sareen, Vijay Sharma, Ashwani Sharma, Mukesh Padha, Govind Ram Kandley, Kuldeep Kumar, Raj Singh, Pritam Lal and Sandal Singh. Jugal Kishore Sharma, while addressing public meetings enroute said that NCCongress Coalition Government has been unconcerned and unmindful of the plight of the resident of border areas in the same way as it has been ignoring the refugees. He said that the unlucky border people get often caught up in the cross firing and suffer a heavy loss. They also are forced to abandon their homes and hearths and become temporary refugees, he added. He demanded that the border people be paid compensation for the losses and announced that his Party will raise the issue of border people in Parliament as well as State Assembly and demanded that each border resident be given five marla plot at a safer place for residential purposes and also these residents be accorded RBA status for the purposes government jobs reservation etc. Dr. Jitendra Singh said that people living in the border area are victims of dual hardship. On the one hand they are victims of Pakistan firing, on the other hand they are victims of apathy of the government of India and the State Government. He said this is unique example in the history of the world that there is a section of refugee population which has not been granted its citizenship right for the last 66 years. Singh said that the discrimination against West Pak Refugees and PoK refugees by the state government is the result of vote bank politics of Kashmir centric ruling parties. Chander Prakash Ganga said that Samba district has become a district of refugees and homeless border people forced to leave their homes due to Pak firing. Samba district requires special economic package to enable it to withstand the ingress of these unfortunate people. Thakur Ranjit Singh, while addressing party workers at Hiranagar, said that BJP has been consistently and regularly highlighting the step-motherly treatment being meted out to the people of the Jammu region and it is of considered opinion that without a mass movement this discrimination will not end. Rajiv Jasrotia said that the BJP has always been highlighting the problems of border people and refugees but it seems that both the governments are sleeping while helpless people are crying for help.

Cancer institute to come up in Nainital: Azad


DEHRADUN, Oct 30: To improve health facilities in Uttarakhand, Union Health Minister Ghulam Nabi Azad today announced a cancer institute for Haldwani in Nainital district and a cancer care centre at the Doon Hospital here. To be built at a cost of Rs 120 crore, the state Cancer Institute will come up at Haldwani Medical College whereas the Rs 45 crore Cancer Care Centre will be established within the Doon hospital premises in the city, Azad said after inaugurating and laying the foundation stones of several health projects in the city. A trauma centre will be set up at Shrinagar Medical college and the amount being given to Uttarakhand under the National Health Mission will be doubled, he said. The amount to be given under NHM to Uttarakhand will now be in the proportion of 90:10 which means the State Government will have to arrange only for 10 per cent of the funds for any NHM project and the rest will be contributed by the Centre, the Union Minister said, adding no stone will be left unturned to improve and expand health facilities in the State. Azad asked the State Government to send new proposals to the Centre in the health sector. The Centre has taken special initiatives to give a boost to health facilities in hill states and the four NHM run health programmes launched in the state today are part of that process, the Union Health Minister said. Considering the unique geographical conditions of the hills states, the norms have been relaxed for expansion of medical facilities there, he said. The programmes launched by the Minister today included National Child Health Mission, National Iron Plus Programme, National Generic Medicine and Treatment Services and the National Ambulance Service 108. He said the ambit of these schemes have been widened by the Centre to benefit states like Uttarakhand. Accompanied by Union Minister for Water Resources Harish Rawat and Chief Minister Vijay Bahuguna, Azad later laid the foundation stone of a Spice Park at Sahaspur near Dehradun. This is the second Spice Park whose foundation stone has been laid in the State. Union minister Anand Sharma had laid the foundation stone of a Spice Park in Sitarganj earlier this month. (PTI)

Goswami is new DG ITBP


NEW DELHI, Oct 30: Two months after the post fell vacant, Government today appointed senior IPS officer Subhas Goswami as the new chief of the paramilitary IndoTibetan Border Police (ITBP) which guards the crucial Indian border with China. Goswami, a 1977-batch police officer of the AssamMeghalaya cadre, will be the 30th Director General (DG) of the force which was raised in the face of the 1962 Chinese aggression. The officer, at present, is serving as the Director of Sardar Vallabhbhai Patel National Police Academy in Hyderabad, the alma mater of IPS officers in the country. Goswami told he would take over the charge by the second week of next month as the national police academy has a passing out parade and ceremony on November 5. He would head the force till December 2014. The top post of the paramilitary remained vacant for close to two months after the last incumbent, Ajay Chadha, retired on August 30. The ITBP guards the 3,488 km long Sino-Indian frontier and the role of its troopers was highlighted recently when they rendered relief and rescue duties in the aftermath of the Uttarakhand floods and rains. Fifteen of its personnel were also killed in a chopper crash during the same operations in the rain ravaged state. The force, apart from border guarding duties, is deployed for a variety of duties in anti-Naxal operations theatre, VIP security and other internal security tasks.(PTI)

14 cases settled in Lok Adalat


Excelsior Correspondent NOWSHERA, Oct 30: A Lok Adalat was held in the court complex of Sub-Judge under the chairmanship of OP Thakur, Chairman, Tehsil Legal Services Committee and was assisted by Rattan Singh, advocate. In the Lok Adalat, 20 cases were taken up out of which 14 cases were decided. Senior Prosecuting Officer along with members of Bar Association and large number of litigants and people were present on the occasion.

3 killed in road accidents


Excelsior Correspondent JAMMU, Oct 30: Three persons were killed in two separate road accidents in Ramban district. Police spokesman said that two persons were killed when a Tata Sumo bearing registration number JK19-0232 skidded off the road and rolled down into 600 feet deep gorge on Ramban-Kandhi Road late last night. Both the occupants of the ill-fated vehicle namely Nazar Mohd, son of Shamas Din of Sangaldan and Pritam Singh, son of Dharamveer Singh of Kandhi died on the spot. Their bodies were brought out of the gorge by the police with the help of locals. In another accident, one Amarjeet Singh, son of Om Parkash of Punjab was killed and Rahul Kumar, son of Updesh Kumar of Uttar Pradesh sustained injuries when their truck bearing registration number PB10CE-9877 skidded off the road and rolled down into gorge at Ramsoo this morning. The condition of injured was stated to be out of danger when reports last came in.

Students, scholars call on VC JU


Excelsior Correspondent JAMMU, Oct 30: A group of scholars and students of the Jammu University today called on Vice-Chancellor Prof Mohan Paul Singh Ishar and expressed their concern over frivolous allegation being leveled by some anti-varsity elements to malign the image of this temple of learning. The students urged Prof Ishar to take cognizance of such attempts so that such actions are discouraged at all the level. They eulogized the role of faculty and said such attempts would be detrimental to the interest and the reputation of the University. Neha Chaudhary, Scholar, JU said that if University starts enquiry into matters on some anonymous letters that is going to open Pandora Box and thus making mockery of the system. She demanded that disciplinary action under rules be conducted so that those elements who are bringing disrepute to the Institution in general and female fraternity in particular be brought to justice. Prof Ishar assured the students that he would look into the matter and take all necessary measures so that such tendencies are discouraged. Secular character of J&K is at stake: BSP


Excelsior Correspondent JAMMU, Oct 30: State president, Bahujan Samaj Party (BSP) Tulsi Dass Langeh said that the secular character of J&K is at stake. He said this, while addressing a meeting organized by Ravinder Singh Pappu at Barzala, Gandhi Nagar. Langeh asked the Government headed by Chief Minister Omar Abdullah to formulate the policy and programme with active participation of civil society for creation of congenial atmosphere in the State to avoid further mass migration of minority communities from other parts of the State. He added that arrangements should be made for the return and rehabilitation of the people, who migrated from Kashmir. He also asked the Government to ensure that Kashmir and Kishtwar like incidents should not happen in future so that the old age secular character of J&K could be maintained. He appealed the Kashmiri leadership as well as their allied leadership from Jammu region of NC, PDP, Congress and all party Hurriyat Conference not to slaughter cows for the sake of sacrifice. Among others present were Pawan Gupta, State general secretary and Rattan Kumar Bhagat, State treasurer.
