However if your budget exceeds this amount (2/3%) you can only proceed upon the Opportunity Review Teams approval (GFD, GGMCL, MDA and RD). 4 BRIEF OPPORTUNITY DESCRIPTION The City of Ballarat, is seeking the services of a suitably qualified consultant to prepare a Strategic Civil Infrastructure Assessment. The Civil Infrastructure Assessment will be an integral background study to help inform part of the overarching strategy, Today Tomorrow Together: The Ballarat Strategy.
