a7 any conduct 1y any student or students /hether 1y /ords s3o<en or /ritten or 1y an act /hich has the effect of teasing, treating or hand2ing /ith rudeness a fresher or any other student? 2 17 indu2ging in ro/dy or indisci32ined activities 1y any student or students /hich causes or is 2i<e2y to cause annoyance, hardshi3, 3hysica2 or 3sycho2ogica2 harm or to raise fear or a33rehension thereof in any fresher or any other student? D';-,-&-0,7.1) &n these regu2ations un2ess the conte>t other/ise re=uires,-a) 4Act8 means, the University Grants Commission Act, 1956 (B of 1956)? 1) 4Academic year8 means the 3eriod from the commencement of admission of students in any course of study in the institution u3 to the com32etion of academic re=uirements for that 3articu2ar year7 c) 4Anti-,agging 'e232ine8 means the 'e232ine esta12ished under c2ause (a) of ,egu2ation ;71 of these ,egu2ations7 d) 4Commission8 means the University Grants Commission? e) 4Counci28 means a 1ody so constituted 1y an Act of $ar2iament or an Act of any State %egis2ature for setting, or co-ordinating or maintaining standards in the re2evant areas of higher education, such as the A22 &ndia Counci2 for echnica2 #ducation (A&C #), the "ar Counci2 of &ndia ("C&), the (enta2 Counci2 of &ndia ((C&), the (istance #ducation Counci2 ((#C), the &ndian Counci2 of Agricu2tura2 ,esearch (&CA,), the &ndian )ursing Counci2 (&)C), the @edica2 Counci2 of &ndia (@C&), the )ationa2 Counci2 for eacher #ducation ()C #), the $harmacy Counci2 of &ndia ($C&), etc7 and the State 'igher #ducation Counci2s7 f) 4(istrict %eve2 Anti-,agging Committee8 means the Committee, headed 1y the (istrict @agistrate, constituted 1y the State Government, for the contro2 and e2imination of ragging in institutions /ithin the Durisdiction of the district7 g) 4'ead of the institution8 means the Eice-Chance22or in case of a university or a deemed to 1e university, the $rinci3a2 or the (irector or such other designation as the e>ecutive head of the institution or the co22ege is referred7 h) 4+resher8 means a student /ho has 1een admitted to an institution and /ho is undergoing his6her first year of study in such institution7 i) 4&nstitution8 means a higher educationa2 institution inc2uding, 1ut not 2imited to an university, a deemed to 1e university, a

co22ege, an institute, an institution of nationa2 im3ortance set u3 1y an Act of $ar2iament or a constituent unit of such institution, im3arting higher education 1eyond 12 years of schoo2ing 2eading to, 1ut not necessari2y cu2minating in, a degree (graduate, 3ostgraduate and6or higher 2eve2) and6or to a university di32oma7 D) 4)AAC8 means the )ationa2 Academic and Accreditation Counci2 esta12ished 1y the Commission under section 12(ccc) of the Act? <) 4State %eve2 @onitoring Ce228 means the 1ody constituted 1y the State Government for the contro2 and e2imination of ragging in institutions /ithin the Durisdiction of the State, esta12ished under a State %a/ or on the advice of the Centra2 Government, as the case may 1e7 (2) Fords and e>3ressions used and not defined herein 1ut defined in the Act or in the Genera2 C2auses Act, 1;9:, sha22 have the meanings res3ective2y assigned to them in the Act or in the Genera2 C2auses Act, 1;9:, as the case may 1e7

a) )o institution or any 3art of it thereof, inc2uding its e2ements, inc2uding, 1ut not 2imited to, the de3artments, constituent units, co22eges, centres of studies and a22 its 3remises, /hether academic, residentia2, 32aygrounds, or canteen, /hether 2ocated /ithin the cam3us or outside, and in a22 means of trans3ortation of students, /hether 3u12ic or 3rivate, accessed 1y students for the 3ursuit of studies in such institutions, sha22 3ermit or condone any re3orted incident of ragging in any form? and a22 institutions sha22 ta<e a22 necessary and re=uired measures, inc2uding 1ut not 2imited to the 3rovisions of these ,egu2ations, to achieve the o1Dective of e2iminating ragging, /ithin the institution or outside, 1) A22 institutions sha22 ta<e action in accordance /ith these ,egu2ations against those found gui2ty of ragging and6or a1etting ragging, active2y or 3assive2y, or 1eing 3art of a cons3iracy to 3romote ragging7

e2ectronic, audiovisua2 or 3rint or any other media, for admission of students to any course of study sha22 e>3ress2y 3rovide that ragging is tota22y 3rohi1ited in the institution, and anyone found gui2ty of ragging and6or a1etting ragging, /hether active2y or 3assive2y, or 1eing a 3art of a cons3iracy to 3romote ragging, is 2ia12e to 1e 3unished in accordance /ith these ,egu2ations as /e22 as under the 3rovisions of any 3ena2 2a/ for the time 1eing in force7

1) he 1rochure of admission6instruction 1oo<2et or the 3ros3ectus, /hether in 3rint

or e2ectronic format, sha22 3rominent2y 3rint these ,egu2ations in fu227 $rovided that the institution sha22 a2so dra/ attention to any 2a/ concerning ragging and its conse=uences, as may 1e a332ica12e to the institution 3u12ishing such 1rochure of admission6instruction 1oo<2et or the 3ros3ectus7 $rovided further that the te2e3hone num1ers of the Anti-,agging 'e232ine and a22 the im3ortant functionaries in the institution, inc2uding 1ut not 2imited to the 'ead of the institution, facu2ty mem1ers, mem1ers of the Anti-,agging Committees and Anti,agging S=uads, (istrict and Su1-(ivisiona2 authorities, Fardens of hoste2s, and other functionaries or authorities /here re2evant, sha22 1e 3u12ished in the 1rochure of admission6instruction 1oo<2et or the 3ros3ectus7

c) Fhere an institution is affi2iated to a University and 3u12ishes a 1rochure of admission6instruction 1oo<2et or a 3ros3ectus, the affi2iating university sha22 ensure that the affi2iated institution sha22 com32y /ith the 3rovisions of c2ause (a) and c2ause (1) of ,egu2ation 671 of these ,egu2ations7 d) he a332ication form for admission, enro2ment or registration sha22 contain an affidavit, mandatori2y in #ng2ish and in 'indi and6or in one of the regiona2 2anguages <no/n to the a332icant, as 3rovided in the #ng2ish 2anguage in
Anne>ure & to these ,egu2ations, to 1e fi22ed u3 and signed 1y the a332icant to the effect that he6she has read and understood the 3rovisions of these ,egu2ations as /e22 as the 3rovisions of any other 2a/ for the time 1eing in force, and is a/are of the 3rohi1ition of ragging and the 3unishments 3rescri1ed, 1oth under 3ena2 2a/s as /e22 as under these ,egu2ations and a2so affirm to the effect that he6she has not 1een e>3e22ed and6or de1arred 1y any institution and further aver that he6she /ou2d not indu2ge, active2y or 3assive2y, in the act or a1et the act of ragging and if found gui2ty of ragging and6or a1etting ragging, is 2ia12e to 1e 3roceeded against under these ,egu2ations or under any 3ena2 2a/ or any other 2a/ for the time 1eing in force and such action /ou2d inc2ude 1ut is not 2imited to de1arment or e>3u2sion of such

he a332ication form for admission, enro2ment or registration sha22 contain an affidavit, mandatori2y in #ng2ish and in 'indi and6or in one of the regiona2 2anguages <no/n to the 3arents6guardians of the a332icant, as 3rovided in the #ng2ish 2anguage in Anne>ure & to these ,egu2ations, to 1e fi22ed u3 and signed 1y
the 3arents6guardians of the a332icant to the effect that he6she has read and understood the 3rovisions of these ,egu2ations as /e22 as the 3rovisions of any other 2a/ for the time 1eing in force, and is a/are of the 3rohi1ition of ragging and the 3unishments 3rescri1ed, 1oth under 3ena2 2a/s as /e22 as under these ,egu2ations and a2so affirm to the effect that his6her /ard has not 1een e>3e22ed and6or de1arred 1y any institution and further aver that his6her /ard /ou2d not indu2ge, active2y or 3assive2y, in the act or a1et the act of ragging and if found gui2ty of ragging and6or a1etting ragging, his6her /ard is 2ia12e to 1e 3roceeded against under these ,egu2ations or under any 3ena2 2a/ or any other 2a/ for the time 1eing in force and such action /ou2d inc2ude 1ut is not 2imited to de1arment or e>3u2sion of his6her /ard7

f)

he a332ication for admission sha22 1e accom3anied 1y a document in the form of, or anne>ed to, the Schoo2 %eaving Certificate6 ransfer Certificate6@igration Certificate6Character Certificate re3orting on the inter-3ersona26socia2 1ehavioura2 3attern of the a332icant, to 1e issued 1y the schoo2 or institution 2ast attended 1y the a332icant, so that the institution can thereafter <ee3 /atch on the a332icant, if admitted, /hose 1ehaviour has 1een commented in such document7

g) A student see<ing admission to a hoste2 forming 3art of the institution, or see<ing to reside in any tem3orary 3remises not forming 3art of the institution, inc2uding a 3rivate commercia22y managed 2odge or hoste2, sha22 have to su1mit additiona2 affidavits countersigned 1y his6her 3arents6guardians in the form 3rescri1ed in Anne>ure & and Anne>ure && to these ,egu2ations res3ective2y
a2ong /ith his6her a332ication7

h) "efore the commencement of the academic session in any institution, the 'ead of the &nstitution sha22 convene and address a meeting of various functionaries6agencies, such as 'oste2 Fardens, re3resentatives of students,
3arents6 guardians, facu2ty, district administration inc2uding the 3o2ice, to discuss the measures to 1e ta<en to 3revent ragging in the institution and ste3s to 1e ta<en to identify those indu2ging in or a1etting ragging and 3unish them7

i)

he institution sha22, to ma<e the community at 2arge and the students in

3articu2ar a/are of the dehumaniAing effect of ragging, and the a33roach of the institution to/ards those indu2ging in ragging, 3rominent2y dis32ay 3osters de3icting the 3rovisions of 3ena2 2a/ a332ica12e to incidents of ragging, and the 3rovisions of these ,egu2ations and a2so any other 2a/ for the time 1eing in force, and the 3unishments thereof, sha22 1e 3rominent2y dis32ayed on )otice "oards of a22 de3artments, hoste2s and other 1ui2dings as /e22 as at 32aces, /here students norma22y gather and at 32aces, <no/n to 1e vu2nera12e to occurrences of ragging incidents7 D) he institution sha22 re=uest the media to give ade=uate 3u12icity to the 2a/ 3rohi1iting ragging and the negative as3ects of ragging and the institution0s reso2ve to 1an ragging and 3unish those found gui2ty /ithout fear or favour7 <) 2) he institution sha22 identify, 3ro3er2y i22uminate and <ee3 a c2ose /atch on a22 2ocations <no/n to 1e vu2nera12e to occurrences of ragging incidents7 he institution sha22 tighten security in its 3remises, es3ecia22y at vu2nera12e 32aces and intense 3o2icing 1y Anti-,agging S=uad, referred to in these ,egu2ations and vo2unteers, if any, sha22 1e resorted to at such 3oints at odd hours during the first fe/ months of the academic session7 m) he institution sha22 uti2iAe the vacation 3eriod 1efore the start of the ne/ academic
year to 2aunch a 3u12icity cam3aign against ragging through 3osters, 2eaf2ets and such other means, as may 1e desira12e or re=uired, to 3romote the o1Dectives of these ,egu2ations7

arrangements, inc2uding those /hich antici3ate, identify and 32an to meet any s3ecia2 needs of any s3ecific section of students, in 32ace /e22 in advance of the 1eginning of the academic year /ith an aim to 3romote the o1Dectives of this ,egu2ation7 o) #very institution sha22 engage or see< the assistance of 3rofessiona2 counse22ors 1efore the commencement of the academic session, to 1e avai2a12e /hen re=uired 1y the institution, for the 3ur3oses of offering counse22ing to
freshers and to other students after the commencement of the academic year7

3)

he head of the institution sha22 3rovide information to the 2oca2 3o2ice and 2oca2 authorities, the detai2s of every 3rivate2y commercia22y managed hoste2s or 2odges used for residentia2 3ur3oses 1y students enro22ed in the institution and the head of the institution sha22 a2so ensure that the Anti,agging S=uad sha22 ensure vigi2 in such 2ocations to 3revent the occurrence

of ragging therein7
672 An institution sha22, on admission or enro2ment or registration of students, ta<e the fo22o/ing ste3s, name2y? a) #very fresh student admitted to the institution sha22 1e given a 3rinted 2eaf2et detai2ing to /hom he6she has to turn to for he23 and guidance for various 3ur3oses inc2uding addresses and te2e3hone num1ers, so as to ena12e the student to contact the concerned 3erson at any time, if and /hen re=uired, of the Anti-,agging 'e232ine referred to in these ,egu2ations, Fardens, 'ead of the institution, a22 mem1ers of the anti-ragging s=uads and committees, re2evant district and 3o2ice authorities7 1) he

institution, through the 2eaf2et s3ecified in c2ause (a) of ,egu2ation 672 of these ,egu2ations sha22 e>32ain to the freshers, the arrangements made for their induction and orientation /hich 3romote efficient and effective means of integrating them fu22y as students /ith those a2ready admitted o the institution in ear2ier years7 c) he 2eaf2et s3ecified in

c2ause (a) of ,egu2ation 672 of these ,egu2ations sha22 inform the freshers a1out their rights as 1ona fide students of the institution and c2ear2y instructing them that they shou2d desist from doing anything, /ith or against their /i22, even if ordered to 1y the seniors students, and that any attem3t of ragging sha22 1e 3rom3t2y re3orted to the Antiragging S=uad or to the Farden or to the 'ead of the institution, as the case may 1e7

d)

he 2eaf2et s3ecified in c2ause (a) of ,egu2ation 672 of these ,egu2ations sha22 contain a ca2endar of events and activities 2aid do/n 1y the institution to faci2itate and com32ement fami2iariAation of freshers /ith the academic environment of the institution7

e)

he institution sha22, on the arriva2 of senior students after the first /ee< or after the second /ee<, as the case may 1e, schedu2e orientation 3rogrammes as fo22o/s, name2y? (i) Doint sensitiAation 3rogramme and counse22ing of 1oth freshers and senior students 1y a 3rofessiona2 counse22or, referred to in c2ause
(o) of ,egu2ation 671 of these ,egu2ations? (ii) Doint orientation 3rogramme of freshers and seniors to 1e addressed 1y the 'ead of the institution and the anti -ragging committee?(iii) organiAation on a 2arge sca2e of cu2tura2, s3orts and other activities to 3rovide a 32atform for the freshers and seniors to interact in the 3resence of facu2ty

mem1ers ? (iv) in the hoste2, the /arden shou2d address a22 students? and may re=uest t/o Dunior co22eagues from the co22ege facu2ty to assist the /arden 1y 1ecoming resident tutors for a tem3orary duration7(v) as far as 3ossi12e facu2ty mem1ers shou2d dine /ith the hoste2 residents in their res3ective hoste2s to insti2 a fee2ing of confidence among the freshers7

f)

he institution sha22 set u3 a33ro3riate committees, inc2uding the course-in-charge, student advisor, Fardens and some senior students as its mem1ers, to active2y monitor, 3romote and regu2ate hea2thy interaction 1et/een the freshers, Dunior students and senior students7

g) +reshers or any other student(s), /hether 1eing victims, or /itnesses, in any incident of ragging, sha22 1e encouraged to re3ort such occurrence, and the identity of such informants sha22 1e 3rotected and sha22 not 1e su1Dect to any adverse conse=uence on2y for the reason for having re3orted such incidents7 h) #ach 1atch of freshers, on arriva2 at the institution, sha22 1e divided into sma22 grou3s and each such grou3 sha22 1e assigned to a mem1er of the facu2ty, /ho sha22 interact individua22y /ith each mem1er of the grou3 every day for ascertaining the 3ro12ems or difficu2ties, if any, faced 1y the fresher in the institution and sha22 e>tend necessary he23 to the fresher in overcoming the same7 i) &t sha22 1e the res3onsi1i2ity of the mem1er of the facu2ty assigned to the grou3 of freshers, to coordinate /ith the Fardens of the hoste2s and to ma<e sur3rise visits to the rooms in such hoste2s, /here a mem1er or mem1ers of the grou3 are 2odged? and such mem1er of facu2ty sha22 maintain a diary of his6her interaction /ith the freshers under his6her charge7 D) +reshers sha22 1e 2odged, as far as may 1e, in a se3arate hoste2 12oc<, and /here such faci2ities are not avai2a12e, the institution sha22 ensure that access of seniors to accommodation a22otted to freshers is strict2y monitored 1y /ardens, security guards and other staff of the institution7 <) A round the c2oc< vigi2 against ragging in the hoste2 3remises, in order to 3revent ragging in the hoste2s after the c2asses are over, sha22 1e ensured 1y the institution7 2) &t sha22 1e the res3onsi1i2ity of the 3arents6guardians of freshers to 3rom3t2y 1ring any instance of ragging to the notice of the 'ead of the &nstitution7 m) #very student studying in the institution and his6her 3arents6guardians sha22 3rovide
the s3ecific affidavits re=uired under c2auses (d), (e) and (g) of ,egu2ation 671 of these

,egu2ations at the time of admission or registration, as the case may 1e, during each academic year7
