We, the members of the Drake University Student Senate, do hereby move to amend the following change
to Student Senates official Rules and Regulations document in order continually review, update and
improve the governing document of our organization.

In the Drake University Student Senate

MOTION SS [131121] I [PN]; Amendment to Student Senates Rules of Procedure Bylaw
Change

To affirm and enact the proposed amendments in Drake Universitys Student Senate bylaws in an effort to
continually review, update and improve the governing document of our organization.

1. Whereas, Student Senate needs to continually update and improve upon our own Rules and
Regulations;

2. Whereas, several positions can be reformed to increase efficiency and better represent students and
organizations;

3. Whereas, codification of the actions is necessary in providing a sustainable future for this body;

4. Whereas, this will better help the Senate fulfill its mission to the campus;

5. Whereas, these amendments fall within the 50 Strategic Goals to always review existing structures
to increase efficiency, communication with students, and overall maintenance of the body;


Now, therefore, be it

Moved. That the following be amended and added in the Student Bylaws:


I.2.3. Two One Diversity Interest Senators

I.2.5. Two Organizational Council Senators

IV.2.5. Organizational Senator Elections

IV.2.5.1. Organizational Senator shall be elected by the Organizational Council during the month
of April for the following session.

IV.2.5.2. Ballots will be distributed at the last meeting of the second semester, and collected no
more than two weeks after the general election, and collected no more than two later. The
Organizational Council representative shall seek input from their organization in completing their
ballot.

IV.2.5.2.1. Only organizations in accordance with the attendance policies of the
Organizational Council will be allowed to vote.

IV.2.5.3. The Student Senate shall not vote in this election.

VI.2. Building and Grounds Liaison Facilities and Technology Senator-at-Large

VI.2.1. The Facilities and Technology Senator shall chair the Facilities and Technology
Committee (FTC) and facilitate the committees work and communication with relevant campus
administration and staff. The Building and Grounds Liaison shall meet regularly with
representatives from Facilities, Physical Plant, Security, and Dining Services.

VI.2.2. The Building and Grounds Liaison Facilities and Technology Senator shall serve as the
student representative to the Building and Grounds Committee of the Board of Trustees.

VI.2.3. The Building and Grounds Liaison Facilities and Technology Senator shall address the
physical nature of the University and the technology services offered to the Student Body and its
interaction with the Student Body.

VI.5. Diversity Interest Senator-at-Large

VI.5.1. The Diversity Interest Senator-at-Large shall participate in the monthly chair UNITY
Table meetings Committee.

VI.5.2. The Diversity Interest Senator-at-Large shall coordinate work with the activities and
initiatives of the Diversity Interest Senator.

VI.5.3. The Diversity Interest Senator-at-Large may be one of the Diversity Interest Senators to
sit on the Student Fees Allocation Committee. The representing Senator will be determined at the
beginning of the session by the Student Body President and Vice President of Student Life.

VI.5.4. The Diversity Interest Senator-at-Large shall promote the awareness and education
surrounding issues of inclusivity, including diversity in all forms, equal opportunity, social justice,
gender inequality, and non-discrimination by working with students, student organizations,
faculty, staff, administration, and members of the local community.

VI.5.5. The Diversity Interest Senator-at-Large and the Diversity Interest Senator shall act as
liaisons to the Multicultural and Religious organizations of the Organizational Council as
determined by self-selection through the Office of Student Involvement and Leaders. The
Diversity Interest Senator will actively report, communicate with, and address concerns of the
Multicultural and Religious Organizations. These organizations will remain members of the

Organizational Council, but the Diversity Interest Senator-at-Large and Diversity Interest Senator
will serve as regular liaisons to these groups.

VI.6. Organizational Council Committee Chair

VI.6.1. The Organizational Council Chair shall chair facilitate the Organizational Council and
chair the Organizational Council Committee

VI.6.2. The Organizational Council Chair shall foster the growth and development of newly
approved student organizations within the past two years.

VI.6.3.The Organizational Council Chair shall sit on the Student Affairs Committee as an ex
officio member during new organization approval processes.

VI.6.4.The Organizational Council Chair shall actively work with Presidents Panel to ensure
proper communication between the Organizational Council Committee and the Organizational
Council.

VI.10. Technology Liaison

VI.10.1. The Technology Liaison shall meet regularly with the Chief Information Technology
Officer.

VI.10.2. The Technology Liaison shall oversee all matters related to campus technology.

VIII. Organizational Senator

VIII.1. The Organizational Senator shall serve the interests of all recognized student
organizations in the broadest sense and report the Student Senate proceedings to all organizations
once a month.

VIII.2. The Organizational Senators shall request a report from all annually funded organizations
once a semester.

VIII.3. The Organizational Senator shall be available to meet with any student organization that
is two years or older upon request or at discretion. They shall act as contacts between these
organizations and the Student Senate.

IX. Diversity Interest Senators

IX.1. The Diversity Interest Senators shall participate in the Presidents Panel and the monthly

IX.2. The Diversity Interest Senators shall seek to maintain a voice and vote of diversity on the
floor of the Student Senate.

IX.3. The Diversity Interest Senator may be one of the Diversity Interest Senators to shall sit
on the Students Fees Allocation Committee. The representing Senator will be determined at the
beginning of the session by the Student Body President and Vice President of Student Life.

IX.4. The Diversity Interest Senators shall promote the awareness and education surrounding
issues of inclusivity, including diversity in all forms, equal opportunity, social justice, gender

inequality, and non-discrimination by working with students, student organizations, faculty, staff,
administration, and members of the local community.

XII. Standing Committees

XII. 1. Academic Affairs Committee (AAC)

XII.1.3. The Academic Affairs committee shall act as liaisons to the Academic Organizations of
the Organizational Council as determined by self-selection through the Office of Student
Involvement and Leaders. The AAC will actively report, communicate with, and address concerns
of the Academic Organizations. The Academic Organizations will still be apart of the
Organizational Council, but the AACwill serve as regular liaisons to these groups.

XII.2. Campus Advancement Committee (CAC)

XII.2.2.1 Six to ten students Five to seven students

XII.4. Facilities and Technology Committee

XII.4.1. The Facilities and Technology Committee shall review and address the physical
composition of campus and the technology services provided to the student body. The Buildings
and Facilities Committee shall seek information from officers of the University and other sources,
and shall make recommendations for action to the Student Senate.

XII.4.2. The Facilities and Technology Committee shall be chaired by the Facilities and
Technology Senator and shall consist of:

XII.4.2.1. Five to seven students

XII.5. Organizational Council (OC)

XII.5.1. The Organizational Council shall exist as a forum for all student organizations. It shall
seek to promote organizational advancement and development, and shall facilitate
cooperation and communication among student organizations. The Organizational
Council shall work with the Office of Student Involvement and Leadership to promote
the interests of student organizations.

XII.5.2. The Organizational Council shall consider all legislation brought to it by its members and
shall refer legislation passed by a majority vote to the Student Senate.

XII.5.3. The Organizational Council shall meet as a whole once a semester, and meet with all
annually funded organization Presidents or executive council member at least twice a
semester individually, with the first meeting falling no more than four weeks after the
start of the semester.

XII.5.4. The Organizational Council shall be chaired facilitated by the Organizational Council
Chair and supported by the Organizational Council Senators Committee.

XII.5.4.1.The Organizational Council shall be comprised of a member from each
recognized campus organization that chooses to join the Organizational Council
as an official representative.
XII.5.4.2.All annually funded organizations are required to send a representative to

all meetings of the Organizational Council.

XII.5.4.2.1.If an annually funded organization fails to attend a general body meeting
and/or the individual meetings with the Organization Senators Council
Committee, the organizations status as an annually funded organization shall be
reviewed by the Student Affairs Committee.

XII.5.4.2.2. Organizational Council attendance records shall be submitted to the Student
Affairs Committee each semester and to the Student Fees Allocation Committee
prior to the initiation of budget hearings during the second semester of every
academic year.

XII.5.5. The Organizational Council Senators shall meet collectively once a month. The
Organizational Council Committee

XII 5.5.1. In order to support the communication and efficiency between the
Organizational Council and the Student Senate, an Organizational Council Committee
will be established.

XII. 5.5.2. The Organizational Council Committee will be composed of at least one
liaison from each division of student organizations as deemed by the organizations
themselves through the Office of Student Involvement and Leadership.

XII. 5.5.3. The Organizational Council Committees composition will include the
following liaisons:

XII. 5.5.4. The Organizational Council Committee shall serve as liaisons from the
Organizational Council at large to the Student Senate. They shall work to better
communicate policies, questions, and concerns between Student Senate, the Office of
Student Involvement and Leadership, and the Organizational Council. The Committee
will actively work with organizations and make themselves available for meetings with
Student Senate and the various organizations. These liaisons shall not dictate policy or be
viewed as an official representative of the Organizational Council to Student Senate. That
right is still reserved for all organizations individually. The Organizational Council
Committee is strongly encouraged to cooperate with other committees and officers of the
Student Senate that are relevant to their role.

XII. 5.5.5. The liaisons shall be chosen in a similar fashion as other standing committees
of Student Senate. In May, the Student Body President, Vice President of Student Life,
and the Vice President of Student Activities shall review applications from perspective
liaisons. Together, these officers will conduct interviews and appoint the most qualified
applicant to serve as the organizational liaison. The Greek Life Liaison shall be
determined by the same process but with the additional input and advice of the Presidents
of the Drake Interfraternity Council and Pan-Hellenic Council.

XII. 5.5.6. The organizational area liaisons not listed above will be referred to Academic
Affairs Committee (Academically-Related Organizations) and UNITY Table Committee
(Multicultural Organizations and Religious Organizations for active membership). These
organizations shall report to either the AAC or UTC for concerns, policy questions, and
general communication of events. However, these organizations are still considered
members of the Organizational Council at large and have all privileges of all
Organizational Council organizations.
