Foreword EN 12201 specifies the requirements for a piping system and its components when made from polyethylene (PE). It is intended to be used for water supply intended for human consumption, including the conveyance of raw water prior to treatment. This Specific rules (SBC) cover compound, pipes and fittings. To comply with expressed request from the market, and in expectation of the revision of EN 12201, this SBC also covers certification of pipes with dimensions according to ISO 4427 that are not covered by EN 12201. 0 INFORMATION

To be used for drinking water purposes in Denmark and Finland the national requirements need to be fulfilled. In Denmark the authorities require a DS-approval, which is indicated with an additional DS-mark. In Finland an additional FI-mark is required. Dimensions according to ISO 4427-2:2007 to cover dimensions not covered by EN 12201-2.

CONDITIONS FOR CERTIFICATION

The issuing of a certification license requires that the applicant commits himself to follow the General Rules for the services provided by INSTA-CERT Product certification (hereafter INSTA-CERT GRC) and the specific rules but also to make sure that the products mentioned fulfil the requirements in EN 12201.

APPLICATION FOR A CERTIFICATION LICENSE

The applicant is free to choose at which certification body, partner of INSTA-CERT, he wants to apply and subsequently a licence is issued. The licence is valid in all 4 countries (Denmark, Finland, Norway, Sweden) The application shall be in writing on a separate form, which might be required from the certification body chosen. The application form should include information concerning the applicant as well as information concerning the relevant compound, fittings and dimensions of pipes and fittings per SDR series mentioned in the application. The application shall include: Reports covering type tests (testing and inspection) according to clause 4.1. The type test report or any other test reports should be presented in any of the Nordic languages or in English. The age of the reports should preferably not exceed two years. Information concerning the material in pipes and fittings stating the name of the manufacturer of raw material and information of the raw material. Description of the manufacturers internal control system and instructions for quality assurance of relevant product according to clause 4.1.2. Proposal for marking according to clause 5 and Annex B.

Only manufacturers of materials, pipes and/or fittings can apply for an INSTA-CERT certification.

3 CERTIFICATION LICENSE

The certification license may be prepared, when the reports from the type testing proves that the requirements in EN 12201 are fulfilled as well as other application initiatives according to clause 2 are approved. A certification licence is covering a number of material designations and product dimensions per SDR series. The correlation between SDR, PN, compound designation, design coefficient and design stress for the permitted range according to this SBC is shown below, Table 0. Alternative pipe constructions and black pipes Alternative pipe constructions may be certified based on EN 12201-2 and by an INSTA-CERT approved factory norm describing the construction and the additional tests. Black pipes may be certified based on EN 12201-2. Dimensions Dimensions according to ISO 4427-2 to cover dimensions not covered by EN 12201-2. Fittings with insert sockets and fittings for butt fusion shall be separately considered for each fitting group. A certification license covers only one manufacturer and one site of production.

4 TESTING AND INSPECTION

Testing and inspection include: o o o o type testing and inspection, 4.1 factory production control, (BRT, PVT)4.2, audit testing (AT) and inspection, 4.3 other testing and inspection, 4.4 testing and/or inspection at change of production conditions, 4.5

4.1

Type testing and inspection

The type control includes type testing and initial inspection. 4.1.1 Type testing Type testing is carried out on compound, pipes and fittings, which are to be included in the certification license and to the extent stated in Table 3, 4 and 5. On request by the applicant the type test is carried out by an approved testing laboratory according to Annex A to this SBC. The type test report shall confirm that all requirements are fulfilled with regard to the relevant compound and pipes/fittings and verify that the manufacturers test results are available and fulfils the requirements in this SBC. The type test report shall state the designation of material from which the pipes and fittings are made. 4.1.2 Initial inspection The initial inspection shall be carried out by an approved inspection body according to Annex A to this SBC. The initial inspection forms part of the type test and shall verify that the manufacturers system for quality assurance for relevant products comply with the below notes and clause 4.2.1. Documented routines shall cover: - Disposition of responsibility - Documentation (manual or document shall refer to INSTA-CERT GRC and this SBC) and valid standards for actual products) shall be available for the personnel involved. - Purchase and reception control, stocking of raw material - Factory production control - Recording of the results from the internal inspection including handling records in electronic form - Deviations and corrective actions - Calibration of control, measuring and testing equipment with traceability to accredited calibrated instrument - Final control of finished product (correct marking, to ensure that specified requirements are fulfilled) - Handling of finished product (stocking, packaging and delivery) to prevent damages - Claims - Traceability from products to internal records In case the applicant has a valid INSTA-CERT licence for similar products this shall be taken in consideration when deciding in the extent of initial inspection At the preliminary inspection it shall be evaluated if the resources of the manufacturer are sufficient to ensure a satisfactory quality level on the products and to carry out internal testing according to clause 4.2.1.

4.2 Factory production control

4.2.1 Internal testing The manufacturer is responsible for demonstrating through described procedures and written instructions that INSTA-CERT marked pipes and fittings included in the certification licence fulfil the requirements in this SBC. The internal testing is carried out partly as batch release test, BRT, with the minimum extension stated in Tables 6, 7 and 8 attached to this SBC, and as process surveillance process verification test, PVT, carried out according to Tables 9, 10 and 11. Documentation from the control should be kept for 5 years. The licensee/manufacturer is responsible for ensuring that the instructions concerning the internal quality inspection are available for the personnel in the language of the manufacturing country concerned. Records of the internal control shall be signed, dated and be available to the controller at the external control according to clause 4.3.1. If the tested pipes and fittings do not fulfil the requirements the manufacturer/licensee must immediately initiate the necessary corrective actions to ensure that the products fulfil the requirements, see clause 8.2 batch release tests in this SBC. Sales of the defective products have been prevented.

4.3

Audit testing and inspection

Audit testing and inspection of pipes and fittings shall be carried out twice a year and for compounds once a year by an approved inspection body and testing laboratory according to annex A of this SBC (see 4.3.3)

4.3.1 Inspection The inspection includes review of the manufacturers documentation of the internal testing according to clause 4.2.1 including inspection of records as well as inspection of the manufacturers testing equipment and calibration of measuring and testing equipment used. storage, packing and delivery of final products. In addition also random surveillance of the quality insurance routines is made according to 4.1.2. compound, pipes and fittings are sampled from the manufacturers stock for audit testing according to clause 4.3.2.

4.3.2 Audit testing Testing is carried out according to Tables 12, 13 and 14 attached to the present SBC covering compound, pipes and fittings with sizes representative for the manufacturers production. All test results should be documented in a report stating the designation of the material used in the tested pipes and fittings. 4.3.3 Results from inspection and testing If the requirements are not fulfilled the certification body decides, if necessary in consent with the inspection body and/or testing laboratory concerned, which actions shall be taken. Deficiencies in the internal control and/or in the test results may result in a cancelling of the approval marking temporarily or definitely until actions are taken to state correct quality. The certification body may even extend the number of testing to be carried out within a fixed period. 4.4 Other testing and inspection

Other testing and inspection may be carried out under the conditions stated in INSTA-CERT GRC. 4.5 Control by change of material or production conditions

For definition of change of material for the compound manufacturer see CEN/TS 12201-7:2003, Annex A. The licensee shall in advance inform the certification body of change of compound/recipe, design or production method. Tables 4, 5 and 6 describe the extent of the control due to the change. The licensee is not allowed to mark any changed product with the conformity mark without a written permission from the certification body.

MARKING

Compounds, pipes and fittings included in the issued certification license shall in connection with the conformity mark, see Annex B, be marked with: 1. The conformity mark 2. Information according to EN 12201-2 clause 11 including pressure class achieved applying the lowest design factor or EN 12201-3 clause 11 respectively 3. If relevant an assigned identity number 4. If relevant DS and/or FI-mark, see clause 0 Information Marking according to clauses 1 to 4 shall be approved by the certification body. Any additional marking shall not be in conflict with marking according to clauses 1 to 4.

6 FEES

Information about application and annual fees can be given by the INSTA-CERT members. The costs for type testing and inspection as well as audit testing and inspection are paid by the applicant/the licensee directly to the inspection body/testing laboratory. Costs related to other kind of testing and/or inspection shall be paid according to the conditions stated in INSTA-CERT GRC.

8.1

TESTING EXTENT
Type testing

Relevant type testing according to tables 3, 4 and 5 shall be carried out when changes in construction, changes in design, changes in material and/or production method are taking place. Characteristics with a given frequency are tested by an approved testing laboratory. Relevant type testing for compounds when changes are taking place is given in CEN/TS 12201-7:2003, Annex A. The number of samples given in the table is the minimum. All samples shall pass the relevant tests. Only applicable if the requirement for volatile content is not conformed to. In case of dispute the requirement for water content shall apply. To be taken into account for compounds intended to be used in the manufacture of pipes having a wall thickness 32 mm. Assessment of RCP on compounds for fittings is not applicable. Only for non-black compounds. Samples for the OIT test shall be taken from the weathered surface, with the surface prepared as for jointing. The diameter of the test piece should be included in the report. Respectively number of samples for OIT, samples for hydrostatic strength and samples for elongation at break, with one measurement on each sample. For butt fusion pipe to pipe, both components from the same compound.

The number of test piece(s) given in the Table are the minimum. All test pieces shall pass the relevant tests. Successful testing on the lowest SDR pipe will validate pipes in the same size group having the same or a higher SDR i.e. the same or thinner wall thickness. c The number of test pieces and the test piece shape shall conform to EN ISO 6259-1 and ISO 6259-3 respectively. 8.2 Batch Release Test, BRT

The characteristics stated in Tables 6, 7 and 8 are regarded as Batch Release Test, BRT. A batch may only be released when all relevant tests are carried out with a positive result and with a minimum sampling procedure according to the tables. If a product fails in respect to any characteristics stated in tables 6, 7 or 8 the batch shall be rejected or the re-test procedure shall be performed for the characteristic on which the product failed. The following procedures shall then be carried out: - Find the last product, which conforms to the requirements specified in EN 12201. Release all products produced before that point and reject the products after that point. - Routines for handling rejected products shall be described in the manufacturers quality plan. The number of samples given in the table is the minimum. All samples shall pass the relevant tests. An item is a coil or a straight length of pipe, as it is manufactured. The manufacturer can choose between the hydrostatic strength test or oxidation induction time and melt mass flow rate as BRT.

The manufacturer can apply a sampling procedure according to ISO 2859-1:1999 as an alternative with an AQL of 4 and an inspection level S3.

8.3 Process Verification Test, PVT
Process verification testing is carried out by the producer and includes determination of the characteristics stated in tables 9, 10 and 11 with the specified minimum sampling frequencies. For products which have been audit tested in the same period the process verification test does not need to be repeated. If the product does not conform to the requirements in respect of any characteristics in tables 9, 10 or 11 the retest procedures detailed in the manufacturers quality plan shall be performed.

The test shall be performed on size group 1pipes (see Table 1). Check two stress levels at 20 C taken from the predicted LCLcurve of the original classification dataset corresponding to 2500 h and at least 100 h respectively.

Test shall be performed on size group 1 pipe (see Table 1). Check two stress levels at 20C taken from the predicted LCL-curve of the original classification dataset corresponding to 2500 h and at least 100 h respectively. Test three test pieces at each stress level. The corresponding times shall be exceeded without failure.

INSPECTION BODIES AND TESTING LABORATORIES


1 Inspection Body

An inspection body, which fulfils the requirements stated in ISO 17020, shall assess the manufacturers internal routines specified in clauses 4.1.2 and 4.3.1. The certification body is responsible for the evaluation of the inspection body. 2 Testing laboratories

Type testing and audit testing of compounds, plastic pipes and fittings for certification in conformity with the requirements in EN 12201 shall preferably be carried out by a testing laboratory accredited according to ISO 17025. The accreditation shall include the testing standards stated in EN 12201.
