Pouring foundation seals at Pier E4/IL13, Pier E5, Pier IL12, Pier NO2 and Pier NO3 is mandatory. The cofferdam seal shall not be poured until the Engineer approves the seal dimensions and elevations. The price bid for Class S Concrete (Foundation Seal), Item 604-03.25 will be full compensation for foundation seals, complete, in place, and accepted, including all materials, equipment, tools, labor, and other incidentals necessary to complete the seal for the footing. Excavation below the footing elevation will be considered incidental to Class S Concrete (Foundation Seal) and the cost included in the unit price paid for Class S Concrete (Foundation Seal). Class S concrete for foundation seals shall be placed in accordance with the requirements of Subsection 604.19 of the Standard Specifications for depositing concrete under water. A "Type D", water reducing and set retarding admixture, meeting the requirements of ASTM C494, shall be added to the mix in the proportion recommended by the manufacturer for tremie concrete and as approved by the Engineer. The slump of the concrete shall be 6" 2" as approved by the Engineer. The seal shall be placed through tremie pipes as specified in the Standard Specifications. Underwater inspection will be required to determine the adequacy of sheet piling installation for cofferdams, the suitability of foundation material prior to pouring seal concrete, and the final condition and soundness of the seal in-place. The inspection is to be performed by either a professional engineer registered in Tennessee, or a certified commercial diver with five years experience in this work. Underwater inspections will be considered as incidental and necessary to constructing cofferdams and foundation seals and the cost included in the unit prices paid under the contract items requiring inspection. While constructing other cofferdams on I-40 bridge seismic retrofit projects, contractors have found pieces of steel and other remnants from the original cofferdam construction buried below the mud line. Steel or other remnants from previous cofferdam construction shall be removed as required for wet excavation, cofferdam (location) or seal concrete, and the cost of removal shall be considered as an incidental and a necessary part of Wet Excavation, Cofferdam (location) or Seal Concrete. MEASUREMENT AND PAYMENT The cofferdam constructed at each location will be measured and paid as one unit. The Class S Concrete (Foundation Seal) will be measured and paid by the cubic yard based upon the approved plan dimensions of the seal. Seal concrete placed within cofferdam flutes and concrete placed below the approved bottom seal elevation will be considered as concrete placed for the convenience of the Contractor and will not be measured and paid.
