(2) 8n !o''en!e'ent of this 0!t, the Pakistan %ar!oti!s Contro$ ;oard !onstituted under the Govern'ent of Pakistan, P$annin# 7ivision<s =eso$ution, dated the 5th >ar!h 1972, and 0ntinar!oti!s &ask or!e !onstituted under the 0nti/%ar!oti!s &ask or!e 8rdinan!e, 1994 (?::6* of 1994), sha$$ stand 'er#ed and a$$ personne$@s, in!$udin# offi!ers, 'inisteria$ staff and the !ontin#ent staff of the said ;oard and &ask or!e sha$$, su+3e!t to the provisions of se!tion 11 +e!o'e 'e'+ers of the or!e and +e #overned in a!!ordan!e (ith this 8rdinan!e and the ru$es 'ade there under. (4) &he or!e sha$$ for a$$ intents and purposes +e su!!essor of Pakistan %ar!oti!s Contro$ ;oard and 0nti/%ar!oti!s &ask or!e in respe!t of a$$ !ases, in"uiries, investi#ation, assets, $ia+i$ities, ri#hts, o+$i#ations and privi$e#es and 'atters re$ated thereto or !onne!ted there(ith. (A) %ot(ithstandin# an,thin# !ontained in the Genera$ C$auses 0!t, 1579 (*6 .of 1579), an,thin# done or a!tion taken +efore the !on'1en!e'ent of this 0!t, under the 0nti/%ar!oti!s &ask or!e 8rdinan!e, 1994 (?::6* of 1994), or other(ise +, the Pakistan %ar!oti!s Contro$ ;oard in so far it is not in!onsistent (ith the provisions of this 0!t sha$$ +e dee'ed to have +een done or taken under this 0!t. 4. uperintendence and Ad!inistration of the Force.///( *) &he superintenden!e of the or!e sha$$ vest in the edera$ Govern'ent. 1

(1) &he 0d'inistration of the or!e sha$$ vest in the 7ire!tor/Genera$ (ho sha$$ exer!ise in respe!t of the or!e a$$ po(ers of an *nspe!tor/Genera$ of Po$i!e under the Po$i!e 0!t, 1591 (6 of 1591) ) and a$$ other po(ers under the 0!t. Function of the Force. &he or!e sha$$/// (a) in"uire into, investi#ate and prose!ute a$$ offen!e re$atin# to, or !onne!ted (ith, preparation, produ!tion, 'anufa!ture, transportation, i$$i!it traffi!kin# or s'u##$in# of intoxi!ants, nar!oti!s and !he'i!a$ pre!ursors of rea#ents used in the 'anufa!ture of nar!oti!s, or an, offen!e !o''itted in the !ourse of the sa'e transa!tion under an, $a( for the ti'e +ein# in for!e in!$udin# an atte'pt or !onspira!, to !o''it, or an a+et'ent of, an, su!h offen!e, or an, offen!e !o''itted under the Contro$ of %ar!oti!s .u+stan!es 8rdinan!e, 1999 (:C*6 of 1999), or the Prohi+ition (Enfor!e'ent of Badd) 8rder, 1979 (P.8. 4 of 1979)) (a) &ra!e and freeze the assets, (+) provide assistan!e and advi!e to other enfor!e'ent ,a#en!ies on a$$ 'atters in the fie$d of nar!oti!s and to !o$$e!t infor'ation fro' a$$ nationa$ and internationa$ enfor!e'ent a#en!ies a+out i$$i!it nar!oti! traffi! and traffi!kers) (!) 'aintain ?iaison (ith a$$ nationa$ or internationa$ nar!oti!s authorities, or#anizations, +odies asso!iations and so!ieties and represent Pakistan in su!h !onferen!es, se'inars and (orkshops arran#ed +, an, su!h or#anization on nar!oti!s re$ated 'atters) (d) 0rran#e and !o/ordinate trainin# of o(n staff and 'e'+ers of other enfor!e'ent a#en!ies in various aspe!ts of nar!oti!s of enfor!e'ent) (e) Co/ordinate the pro3e!t and s!he'es for e$i'ination and destru!tion of popp, !u$tivation) 0nd (f) Perfor' an, other re$ated fun!tionC (hi!h 'a, +e assi#ned to it +, the edera$ . Govern'ent. 9. "o#er of the !e!$er of the Force. (*) &he 'e'+ers of the or!e sha$$ for the purpose of an, in"uir, or investi#ation under this 0!t, have throu#hout Pakistan su!h po(ers, in!$udin# the po(ers re$atin# to sear!h, arrest of persons and seizures of propert, and su!h duties, privi$e#es and $ia+i$ities as a po$i!e/offi!er has in respe!t of offen!es under the Code or an, other $a( for the ti'e +ein# in for!e. (1) .ave (hen the 7ire!tor/Genera$ other(ise dire!t, a 'e'+er of the or!e, not +e$o( the rank of an *nspe!tor 'a,, for the purpose of an, in"uir, or investi#ation under this 0!t, exer!ise a$$ the po(ers of an offi!er/in/!har#e of a po$i!e/station in an, area in (hi!h he is for the ti'e +ein# and, (hen so exer!isin# su!h po(ers, sha$$ +e dee'ed to +e the offi!er/in/ !har#e of po$i!e/station dis!har#in# his fun!tions as su!h (ithin the $i'its of his station. (2) Without pre3udi!e to the #enera$it, of the provisions of su+/se!tion (*) and su+/se!tion (1), an, 'e'+er of the or!e not +e$o( the rank of *nspe!tor, authorized +, the 7ire!tor/Genera$ in this +eha$f, 'a, arrest (ithout (arrant an, person (ho has !o''itted or a#ainst (ho' a reasona+$e suspi!ion exists that he has !o''itted an, of the offen!es re$atin# to nar!oti!s referred to in !$ause (a) of se!tion A. (4) %ot(ithstandin# an,thin# !ontained in an, other $a( for the ti'e +ein# in for!e a 'e'+er of the or!e not +e$o( the rank of *nspe!tor, authorized +, the 7ire!tor/Genera$, 'a,< in"uire, investi#ate and tra!e the assets of a person (ho has !o''itted an offen!e referred to in !$ause (a) of se!tion A or (hen in this opinion, there is a reasona+$e suspi!ion that the sand assets 1
