Vision
To be a centre of excellence in the region for the rehabilitation and habilitation of children and adults afflicted with cerebral palsy.

Mission
To promote the sharing of knowledge and ideas, quality training, rehabilitation and habilitation and to enhance the concept of the learning processes so as to enable and empower children with cerebral palsy to be as independent as possible.

Objectives
To develop skills and enhance confidence among children afflicted with cerebral palsy. To share knowledge and skills in the training of children with cerebral palsy. To plan and design relevant curriculae and training programmes. To develop local and international networking. To develop and support research and programmes related to children with cerebral palsy.

Message From The Chairman

On behalf of The Spastic Childrens Association of Johor, I wish to record our gratitude and utmost appreciation to our Royal Patron Duli Yang Maha Mulia Raja Zarith Sofiah binti Almarhum Sultan Idris Shah and to our Honourable President and Menteri Besar of Johor, Yang Amat Berhormat Dato Haji Abdul Ghani bin Othman for their inspiration, sincerity and continuous support and care for special needs children. In April 2012, our Association celebrated its 45 years anniversary. Having started with only eight(8) children in a borrowed premise at the Jubliee Home, we have grown and today we have our own premise and cater to 151 special children afflicted with Cerebral Palsy. In the same year, our main hall had been renovated to be more user friendly to the spastic children in our care and other users (tenants). I am very pleased with this years programmes, activities and the services carried out by the Association for our special needs children. I wish to extend my special appreciation to the Board Members who have always given their unwavering support, time and co-operation and also to the volunteers, friends, sponsors and the caring citizens of Johor who have generously donated to make our projects and events possible. My deepest appreciations also go to the various government agencies, nongovernmental organizations and corporate companies for their contributions thus enabling our childrens welfare needs and services are being appropriately taken care of. We firmly believe that with the continuous care, ardent and whole hearted support from the public, we will achieve greater heights in the delivery of services for our special children. Thank you.

AGENDA 1 : WELCOME ADDRESS BY THE CHAIRMAN The meeting was called to order at 5.30 pm by the Chairman, Yang Mulia Tunku Yan Nazihah binti Tunku Laxamana Nasir. She welcomed and thanked all present for taking their precious time to attend this meeting. In her speech, Yang Mulia Tunku Yan Nazihah outlined the highlights of the projects and activities in 2011. AGENDA 4 : ADOPTION OF THE STATEMENT OF ACCOUNTS FOR THE YEAR ENDING 31 ST DECEMBER 2011 The Statement of Accounts for the year ending 31st December 2011 was presented by the Chairman on behalf of the Honorary Treasurer. Mr. A. Thiyagarajah stated that he wished to bring up the matter he had mentioned last year that the electricity charges should be put under General Expenditures and the Security expenses should be classified into the General Expenses as the Security is not only for the Hall but also for the Association as a whole. He further questioned on Note 7, page 21 as reflected, the cash and bank balances at bank at the end of the year was RM484,990.00, and that this amount should be placed in fixed deposit to gain interest. The Honorary Treasurer, En. Mohd. Daruis Zainuddin said that he would look into the matter and would make sure that the bank balance would be minimum at year end. Mr. Thiyagarajah again questioned on the list of donors not presented in the annual report. The Chairman explained that some donors do not wish their names to be appeared in the annual report and she that said she would seek donors permission before having their names in the annual report and will publish in future if they agree. En. Mohd Shah mentioned that on the Income and Expenditure Account at Page 14 of the annual report it is stated that only RM244.00 was spent for book and educational material in 2011, while RM14,400 was spent in 2010. The Treasurer said that with regards with this matter, it will be raised to the Auditors after the meeting as they are not here today. AGENDA 5 : ELECTION OF THE BOARD OF DIRECTORS FOR 2013/2014 As the new constitution has been approved by the Registrar of Societies in December 2009, this election therefore was conducted according to the new constitution. Under the new provisions, only the Chairman and Deputy Chairman were to be elected to the specific positions. The other eight ( 8 ) elected members of the Board shall have their portfolios decided jointly by the Chairman and her deputy. In addition, the Chairman may co-opt three ( 3 ) members to the Board in consultation with the new Board, anytime during the tenure of office. AGENDA 7 : APPOINTMENT OF HONORARY TRUSTEES There is no provision for the appointment of Trustees under the new Constitution and therefore no appointment was made.

AGENDA 8 : APPOINTMENT OF HONORARY ADVISORS The Chairman informed that the Honorary Advisors namely Yang Berbahagia Datin Paduka Hajjah Aminah binti Hashim and Datin Hajjah Jelita Noor Ashikin binti Hussein will remain. AGENDA 9 : ANY OTHER MATTERS 9.1 Smoking in Association premises Ms. Lekha Nandey brought up a complaint that a few of SCAJ staff were found smoking at the premises. She added that smoking in public area is prohibited and suggested that the Management should strictly look into this matter. Mdm. Sukhjit Kaur suggested a penalty for those found smoking. The Chairman said that the Board of Directors ( BOD ) would discuss with regards to this matter.

AGENDA 10 : CLOSING ADDRESS The Chairman, in her closing address once again thanked all members who were present, the generous public who donated, not forgetting the welfare and government departments. The Chairman further said that if any member has any comment or wish to bring any matter to the BOD s attention, they can email through www.spasticjohor.com or to spasticjohor@yahoo.com. SCHOOL REPORT Teaching And Learning

The Special Education School for children afflicted with Cerebral Palsy provides special education for 82 children between the ages of 5 to 20 with Cerebral Palsy in 10 classrooms. Many of these children have multiple disabilities and are not able to benefit from the education curriculum provided by normal schools. The school aims to provide opportunities to maximize the potential of each and every student at the school, through reviews of the services of programmes that are being offered, in order to ensure that the students receive the best education at this centre. Teacher pupil ratio of 1:8 is kept low so that greater individual attention can be given to each child. The more academically-inclined children are given the opportunity to handle various levels of the special primary school syllabus in Mathematics, English, Bahasa Melayu and Science, tailored closely following the guidelines by the Ministry of Education Malaysia. Educational goals of each student are analyzed to ensure continuity and suitability to the future needs of each student. This is where the Individuals Education Plan (IEP) was developed to provide appropriate education and training for every child with disability. A well planned IEP is programmed for the child by including various specialists Physiotherapy, Occupational Therapy, Speech and Language Therapy and behavioral management in addition to special education. Significant developments have also been made in the area of co-curriculum activities. The revamping of co-curriculum activities will ensure greater focus, so that students can be provided with more opportunities to grow and develop in specific skill areas. The objectives of the activities are two fold. Students who are new to the activities are given exposure and focus on skills acquisition while students who possess pre-requisite skills focus on competence training. In this way, a greater student population can be involved and benefit from the co-curriculum activities.

Early Intervention Programme (EIP)

Children between the ages of five and six are placed in E.I.P. to receive programmes designed to their individual needs. Once they learn to adapt to the classroom set up, to peer group integration, to attend to basic manipulative activities, they are separated into categories, namely those academically inclined and those who are not.

Oral Lesson : to encourage students to communicate by speaking and sign language.

Morning Break : students are trained to feed themselves. Students are provided with special cutlery if needed

Focus : teach children to focus on the activities.

Individual training: one to one activities

Special Pre-School Curriculum

The children are taught special pre-school curriculum tailored to their individual needs. The activities normally cover motor skills, perceptual skills, self care skills, social competence, pre-numbers and language development. At the end of the year, students who are able and independent will be assigned to the main stream school.
Oral Class : students are taught to recognize and get used to basic everyday words

Often, each student is given personal attention by the class teacher to ensure all students benefit.

Special Curriculum
Children in class 1 Jingga and 1 Hijau, are taught special curriculum tailored to their individual needs. They are taught a special curriculum, stressing on daily living skills. They are taught motor skills, self care skills and social competence, pre-number, colouring and language development. These activities are conducted in a play mode for them to enjoy and remember easily. At the end of the year, they are separated into two categories, namely those who are academically inclined and those who are not.

Main Stream School Curriculum

Children who are academically inclined are taught KSSR (Kurikulum Standard Sekolah Rendah) curriculum tailored to their individual needs. Academic classes are divided into two levels. Level 1 for year 1, 2, 3 and level 2 for year 4, 5, 6. In level 1 and level 2, students are taught Bahasa Melayu, English, Science, Mathematics and Arts. In these classes, the teachers will instruct more of KSSR curriculum lessons and activities. Those who are academically inclined, are also taught skills in computer. Computer skills are important for students because they will be sitting for the UPSR examination using the computer. To enhance their understanding towards their learning, students sit for monthly examinations, besides the usual year end examinations. Children who completed standard six are encouraged to sit for the UPSR school examinations. We are proud to mention that some students continuing their Secondary School Education at Sekolah Menengah Bandar Baru Uda and Sekolah Menengah Tasik Utara are from here.

Special Curriculum For The Severely Afflicted Group

These in 3 Biru and 4 Kuning classes, the children are very severely. Children afflicted who are non-academically inclined are taught a special curriculum, tailored to their individual needs. They cant move independently. So, we emphasize more Activities of Daily Living (ADL). ADL is used throughout rehabilitation and also used for adults with developmental disabilities. Dressing, feeding and toileting are examples of ADL activities. We instruct the special children how to be as independent as possible. In addition to the needs of the students, we have two general workers who assist the teacher in the area of toileting and changing diapers. 3 Biru and 4 Kuning are two classes which directly follow this programme.

Pre-Vocational Programme
Between the ages of fourteen to sixteen, students who are physically and mentally able, are placed in pre-vocational classes, where they are taught pre-vocational skills. The type of activities provided to the students are based on their individual capability and ability. Vocational Programme
At the age of sixteen, the students are placed in vocational classes where they are taught manipulative and vocational skills. For example, cutting of paper and cloth, basic sewing, cross stitching, bookmark making, weaving foot rugs or basketry , cooking lessons and personal hygiene. In addition, they also participate in mobility programmes such as going to the supermarket, post office, bank, boarding and alighting the bus and train in preparation for their open employment. Co-Curricular Activities
Girl Guiding and Boy Scouting are two uniform groups in our special education school. These are part of the school co-curricular activities. They hold their fortnightly meetings every Wednesday. They are actively involved in activities which help to mould their characters through the specially modified programme tailored according to their special needs. There are also indoor camps and campfire similar to activities of normal guides and scouts. Our guiders and scouters undergo training courses and sit for various tests in order to upgrade their skills and knowledge in guiding and scouting.

Islamic Religious Classes

The purpose of this class is to teach basic Islamic beliefs and concepts. It comprises of teachings and practices from the Holy Book of Al-Quran and Hadis. The Iqra, Fardhu Ain and Fardhu Kifayah practical classes are provided to help students to visualize and enhance their understanding from the learned theories. The Jabatan Agama Islam Johor assists us in getting Ustazah to guide Islamic Education for our children.

Computer Programme
Computers not only aid in reinforcing classroom lessons but also serve as a mode of communication to non-verbal CP children. More students are being encouraged to become computer savvy.

Occupational Therapy
Occupational Therapy services promote a cerebral palsy child to perform daily rituals and activities of daily living (ADL) in a way that will enhance their quality of life and make possible enjoyment of independent living. Occupational Therapy services provide them with positive, fun and purposeful activities to enhance their cognitive, physical, and fine motor skills and increase their self-esteem and sense of accomplishment. There are 83 school students and 25 out-patients receiving occupational therapy services at Spastic Johor. Activities of Daily Living (ADL) Skills Activities that are oriented towards taking care of ones own body also called basic activities of daily living such as personal hygiene, grooming and feeding.

Fine Motor Skills Involves the using of small muscle groups for controlled movements, particularly in object manipulation.

Cognitive The ability to use higher brain functions in attention span, memory, orientation, categorization and problem solving

Sensory and Perception The ability to receive input and organize sensory input into meaningful patterns

Prewriting and Scissoring Skills The functional skills of handwriting support the academic tasks of writing. Scissoring skills are what we need to manipulate scissors specifically opening and closing the hand to cut paper, straws, and yarn.

Coordination It is related to using more than one body part to interact with task objects in a manner that supports task performance.

Group Therapy The group allows the student to develop good peer relationship and socialization skills.

Home Modification Home modifications change the home environment to allow children to function with maximum independence.

Speech therapy provides services and supports for families and their children with cerebral palsy who have speech, language, communication, drooling, and feeding/swallowing difficulties. Synchronized Swimming

Hydrotherapy helps in reducing spasticity, improving breathing control, balance and co-ordination. These are half hour sessions, 5 times per week, basically on Tuesdays, Thursdays and alternate Fridays.

Hippotherapy is carried out with 12 students on pre-fixed dates at the Horse Riding School, UTM Skudai, Johor Bahru.

Home Management Programme Physiotherapists with other staff, visit students homes during school holidays to train the parents on how to modify the available material, furniture and apply it for home exercises programme.

Early Intervention Programme for Infant and Children (EIPIC)

The aim of EIPIC is to maximize the childs developmental growth, by providing holistic and individualized programmes. It equips them with fine/gross motor, cognitive, communication, social and self-help skills. The age range is between 3 to 5 years old.

At about this stage, children are ready for a little independence and have the opportunity to share and play with others.

By now their social capacity would have increased and they will be able to understand simple commands.

Play activities and socializing in unstructured situations with the combination of music, language, mathematics, art, themes, stories and other resources.

The use of play is not only to develop the childs functional skills but also to fulfill their interactive activities to help them understand new concepts and skills easily.

Sheltered Workshop
The Sheltered Workshop with 43 adults afflicted with Cerebral Palsy was setup to cater for employment skills. These special persons are unable to find work in the open employment as mobility and transportation facilities are main obstacles faced by them. We have wheelchair and rollator bound workers. They are mainly involved in weaving floor mats and rugs. They also do cross stitches for clocks, cushions and decorative items, Knitting and recycling paper items are also done here. Floor mats are the main products. On an average of 30 to 50 floor mats are produced monthly and sold at RM5.00 per piece.

1. Sports activities were carried out according to schedule prepared. 2. 5 pupils participated in Athletics whilst 6 pupils took part in Boccia games. 3. Intensive sports training was being conducted in October 2012 for preparation for the National Championships Paralimpiad XVI held on 8th 14th December 2012 at Kuantan, Pahang. 4. The athletics team sent 2 athletes and won 1 gold medal and 2 bronze medals. The boccia team sent 5 persons and won 1 gold medal and 2 bronze medals.

Introduction to the Spastic Childrens Association of Johor

BRIEF HISTORY The Spastic Childrens Association of Johor was formed in 1967. It started with only eight (8) children in a borrowed premise at the Jubilee Home. Today the Association has its own premises and caters to the needs for 157 special children afflicted with Cerebral Palsy (CP). The Association takes pride in being one of the First and only organization in the State of Johor that provides specialized professional services for children with Cerebral Palsy. PATRONAGE / HONORARY PRESIDENT Her Royal Highness Raja Zarith Sofiah binti Almarhum Sultan Idris Shah is the Royal Patron and the Chief Minister of Johor is the Honorary President of the Association. MANAGEMENT An elected Board of Directors manage the Association. FACILITIES The Association manages a Special Education School, a Rehabilitation Department, Vocational Classes and also runs a Sheltered Workshop for those who graduate from the school at the age of 18, the oldest being 49 years old. EARLY INTERVENTION PROGRAMME (PRE-SCHOOL) Children are admitted to the Early Intervention Programme upon attaining the age of five (5). In this programme, children learn mainly through play and attend regular therapy sessions. It is also at this stage when children who are academically inclined are identified. SPECIAL EDUCATION Children who are admitted to the Special School from the EIP programme are separated into two categories. Those who are academically inclined are taught the mainstream curriculum while the others are taught a special curriculum tailored to suit the individuals needs and abilities with special emphasis on functional skills. The academically inclined sit for the UPSR examinations and will be transferred to the mainstream schools on passing the examinations. REHABILITATION SERVICES The Rehabilitation department caters to the needs of the children at the School as well as to provide out-patient services to young children as early as 1 year old. While at school the children are provided regular Occupational Therapy, Physiotherapy, Speech Therapy, Hydrotherapy and Hippotherapy. These children are attended to by medical consultants from the Government and Private Hospitals. These consultants plan the childrens mode of treatment and review their progress. VOCATIONAL CLASSES At the age of sixteen, the children are placed in Vocational classes where they are taught social and daily living skills together with academic work. SHELTERED WORKSHOP After two (2) years of Vocational training they are transferred to the Sheltered Workshop where they are paid for their handicraft or do simple assembly lines work. Those who are skilled may be able to find employment in the public sector while those who are unable will continue in the Sheltered Workshop at the Association. EXTRA CURICULAR ACTIVITIES Our children are exposed to a variety of co-curricular activities such as Scouting/ Girl Guiding, sports and hobbies. Those who excel in sports, participate at district, state, national and international events. Many of the young Cerebral Palsy adults have represented Malaysia at international games like the Far East & South Pacific International Council Paralympics and even participated at the Paralympics at Athens in Greece. FUNDING The Association receives grants from the Johor State and Federal Government with grants less than 50% of the annual expenditure of RM 1.57 million. However, this is only a portion of the total funds needed to finance the Association. In order to meet the shortfall, the Association raises additional funds from the public through Food and Fun Fairs and Fund raising projects to meet the yearly financial constraints.
