Guidelines for Construction

Dear Plot Owner, Before starting the construction of your dream home, please go through following rules and guidelines. Please ensure that your site engineer, construction supervisor and watchman are fully aware of these. These guidelines are aimed at ensuring the smooth running of the layout and making your subsequent stay pleasant. Non-adherence to the rules would attract suitable penalty and rework to correct the anomaly. Please, therefore, we vigilant all through the construction phase and co-operate with layout RBDPOA committee and layout managers. Construction plan approval and NOC (for new construction as well as modification to existing house) 1. First obtain an NOC for your plan from the Managing Committee. Your plan should also show that you have made provisions for Rain Water Harvesting (RWH) and ground water recharge well. 2. Deposit a sum of Rs 30,000 ( Rs.Thirty thousand only ) with the layout manager and obtain a receipt. The same would be refunded after the manger files the satisfactory inspection report with the committee when construction completes. To get the deposit back, all the rules and guidelines listed in this document must be strictly followed. Few of them are summarized below: - RWH and ground water recharge well must be installed. - Water meter must be installed properly. - No construction debris is left around the constructed house. - Storm water drain must be cleaned and covered with stone slabs. No lawns/garden allowed on the storm water drain or the road.

Watchman & Laborers - Watchmans shed in an empty site requires approval from the site owner. - Only watchman and family can reside inside layout. - IDs required for watchman & laborers. Please obtain it from the Office Manager. - Toilet is a must for watchman and family. They cannot defecate/urinate in the open. - Working hours Monday to Saturday, 8:00 AM to 7:00 PM only. - No construction material will be permitted to be brought inside the lay out after 7pm till 6am. - No minor children should be engaged in the construction work.

Road Usage during construction: - As far as possible, use the neighboring site to dump/store construction material. - If unavoidable, at most 1/3rd of the road can be used for keeping construction material. - Keep the road free of debris, sand, cement, nails, etc. every day. - Do not use the road for bar-bending activity; it damages the road. Use neighboring site for this purpose. Violations would attract penalty in the range of 5K to 20K. - Cover the storm water drain in front of the site with stone slabs. Do not dump Construction material in it. - If there is any recharge well in the storm water drain, please keep it unblocked and litter Free. Rain Water Harvesting and recharge wells: - Every construction must make provision for Rain Water Harvesting. It is a mandatory requirement from BBMP as well. Please plan for it along with the plan of your house and show it to RBDPOA construction sub-committee. RBDPOA will not issue construction NOC without this. - RBD is dependent on ground water. Plan for a ground water recharge well. It is fairly easy to have one if planned along with the house. - Rain Water Harvesting and ground water recharge well must be completed for getting water meter connection. Water meter connection will not be given until construction sub-committee inspects and verifies RWH & recharge well. All new recharge well must follow the 3 feet diameter and 25 feet depth recommendation from RBD POA. [AGM, 21 July, 2013] - If a constructed house does not have RWH and recharge well provision, NOC will not be given for any modification to the house. [AGM 21, July, 2013]

Water: - No private bore wells are allowed inside the colony. RBDPOA supplies metered bore well water to all residents. - The RBDPOA does not supply water during the construction as this is a commercial activity and in the past we have been penalized by the Vigilance Dept of BESCOM for providing water for construction. Please construct your sump at the outset and then call for water tankers. Same is true for addition/modification in existing house. Construction water must be brought from outside. Violation would attract penalty. - Water Meters once installed are the responsibility of the plot owner. Install the meter outside the sump. There must not be any taps installed before the water meter. Violation of these would attract penalty.

As mentioned earlier, water meter connection will be given only after inspection of RWH and recharge well. [AGM 21, July, 2013] - Using hose pipes for washing vehicles is strictly prohibited to avoid wastage of water. Please instruct your car wash boys to use buckets instead. - No meter, defective meter, hard to read meter, leaking valves/taps, unattended open taps will be charged a flat rate of Rs.600/- per month and/or possible disconnection. - A rebate of Rs 100/- per month is given in the water bill after the Ground water recharge well and rain water harvesting system is installed by the owner.

- For residents who have not done RWH and recharge well, RBDPOA will supply the water at prevailing market rate which is Rs120 per KL as on today. RBD POA MC will have the right to adjust the rate in future. [AGM 21, July, 2013] - Since water scarcity is acute and unpredictable, RBD POA recommends that the residents build water sump of larger capacity (6000L, to match with tank capacity) which would provide adequate storage of water for them. Sewage Chamber & STP problems - Sewage Chamber has to be covered with a proper slab so that no sand/debris gets into it. - Workers should not put solid objects like plastics, cloth, shampoo sachets; soap covers etc. down the toilet/sewage lines which cause blockages in the drains and STP. - Ensure that Unharvested rain water, if any, flows out of the house into storm water drain on the road side. No rain water should enter the sewage line/chamber. - Sewage Drain blockages inside the house or when caused by the workers near the house needs to be rectified by the owner. - Frequent drain blockages, allowing rain water into the sewage drain will invite severe penalty. Garbage Disposal - Small amounts of garbage can be kept out daily tied in a plastic bag. Larger amounts have to be off loaded from the colony by the owner as and when they are created. - Do not dump debris, garbage, packaging materials, Plastics, thermo-Cole, paper, cement bags in the surrounding drains or open sites. - Do not use plastic disposable plates/cups during the House warming Ceremony. Plumbing [AGM 21, July, 2013] - RBD POA construction sub-committee highly recommends residents to consider dual plumbing line (separate line for flush) for any new construction. This would help them tremendously when they harvest the rain or if & when we supply the STP treated water. In turn, it would help the society by reducing load on borewell

water. [AGM 21, July, 2013] - Please ensure that no rain-water from roof top or compound enters the sewage chambers. All the rainwater should either be harvested or should to the recharge well. [AGM 21, July, 2013] - Please consider having separate line for grey water (water from kitchen sink, bath tub and washing machines). It can be fairly easily treated in-house and reused for various purposes like flushing and car/compound cleaning. This is a recommendation, not a mandate. [AGM 21, July, 2013]
