After that, many other
donors also came forward as
well, and fundraising began
in earnest for the Winthrop
Little League. Last Saturday,
Little Leaguers held a Prime
Rib fundraiser, and managed
to raise approximately $315
from the event. Many other
fundraisers are being planned
for the near future, including
the Holiday Sweets &
Frozen Cookie Dough fund-
raiser, currently underway.
To date over $20,000 in
materials and labor has been
raised for the task over the
course of the last three years.
Donors include John Reed
and John Gorman who vol-
unteered to handle electrical
work, Bob Griswold and
Gary Fank who volunteered
to help with construction and
even members of East
Buchanans Advanced
Woodworking class volun-
teered to help, with Jason
Kress willing to serve as
general contractor for the
project.
In addition, land, water
and sewer hook-ups for the
new building were donated
by the City of Winthrop.
When complete the new
concession stand/restroom
facility will have a steel-sid-
ed exterior, measuring 24 x
30 in size, with a six-foot
overhang on one end. It will
also have a steel four-way
roof, and a lot more room
than the parks current struc-
ture. Inside walls will be
glass-board, and roomy rest-
room stalls will all be handi-
cap-accessible, with individ-
ual floor drains. The exterior
color will be green and
white, matching the parks
current sign.
So far, the concrete pad
for the new stand has been
poured, and wall frames and
rafters are almost complete.
Once walls are raised and the
structure is enclosed, interior
work will begin in hope the
new concession stand will be
ready for the opening pitch
of next summers ball games.
Recently, an item wish
list was comprised. Although
80 percent of wish list items
have already been donated,
including an air conditioner,
several items still remain on
the list, such as a three-stall
restaurant sink, and an elec-
tric cooking range. Cash
donations for the Little
League portion of the cost
are also appreciated.
Additional improvements
being planned for the near
future include: dugout reha-
bilitation and possibly mov-
ing the outfield fence in a
little bit.

provided cover for enemy forces.
This new information means that
Vietnam-era veterans whose service
involved duty on or near the perimeters
of military bases in Thailand anytime
between Feb. 28, 1961 and May 7, 1975,
may have been exposed to herbicides and
may qualify for VA benefits.
Veterans and areas include:
U.S. Air Force veterans who served
on Royal Thai Air Force (RTAF) bases at
U-Tapao, Ubon, Nakhon Phanom,
Udorn, Takhli, Korat, and Don Muang,
near the air base perimeter between
aforementioned dates
U.S. Army veterans who provided
perimeter security on RTAF bases in
Thailand between aforementioned dates
U.S. Army veterans who were sta-
tioned on some small Army installations
in Thailand anytime between aforemen-
tioned dates. However, the Army veteran
must have been a member of a military
police unit or was assigned an MP occu-
pational specialty whose duty placed him
or her at or near the base perimeter.
What this means is we are now able
to help many more Vietnam veterans to
get benefits they deserve, said Fayette
County Veterans Affairs Executive
Director John Hintz of Oelwein. This
has been a long time coming, and now
some more of these veterans can quali-
fy.
Hintz explained his county office is
made up of five commissioners who
work to find veterans and/or dependents/
survivors that qualify for benefits. Hintz
then handles the paperwork and helps
them get the benefits that are due to the
veterans or survivors. These are federal
claims that are processed through the
county directors office.
We process all claims at no charge.
This is a free service for our veterans and
their families, he said.

Area veterans and/or dependents or
surviving spouses can contact one of the
commissioners to find out if they qualify
for VA benefits.
Hintz said there are a lot of other
things the county veteran affairs office
has a hand in.
In a nutshell, we perform other ongo-
ing duties such as assistance with nursing
home aid, attendance, service and non-
service connected pensions, transporta-
tion, inform of funeral, burial and grave
opening assistance through funeral
homes, respectfully, as they apply to the
state. We supply all flag holders (grave
markers) denoting which war the veteran
was in. We are also required to do all
veterans home applications for the Iowa
Veterans Home in Marshalltown, he
said, adding that is just a small list of
ongoing services the veterans affairs
office does for veterans.
Hintz said recently the Department of
Transportation allowed veteran designa-
tions to be put on their drivers license.
He said application for that is also done
through his office.
I dont mind being busy, Hintz said
with a laugh. That is why I took this job
more than 10 years ago, to help veter-
ans. Hintz, who served in Vietnam in
1969-1970, said he gets great satisfaction
in seeing that benefits are established for
those who have them coming. A graduate
of Upper Iowa University, he also is a
nationally accredited veterans service
officer, a designation that required
national training in order to process fed-
eral claims.
Since 2003, when Hintz began as
director, the commission has brought a
total of more than $50M in veteran ben-
efits into Fayette County. In 2012 alone,
the office generated nearly $7.2M to vet-
erans. Annually, he works with an aver-
age 1,800 veterans in the county.

Cost of binge drinking in Iowa
nearly $2 billion annually
DES MOINES The holidays are a time of celebrating,
and often that includes the consumption of alcohol, but those
who dont enjoy it in moderation are not only affecting them-
selves but also putting a big burden on society.
According to prevention consultant Julie Hibben at the
Iowa Department of Health, binge drinking has many adverse
consequences, including immediate health difculties.
Then theres also some chronic conditions that can happen
to folks if theyve been binge drinking for a period of time,
she pointed out. Also, there are justice issues that happen
when people are binge drinking, as well as productivity when
it comes to work. So there are a lot of issues that we need to
look at, when it comes to addressing binge drinking in our
state.
According to the CDC, the yearly total cost in Iowa from
excessive alcohol consumption is nearly $2 billion.
Hibben said rankings show that Iowa is among the states
with the highest rates of binge drinking and underage drink-
ing in the country. Part of the effort to change that is focused
on the 23 Iowa counties where the problem is the worst, with
the aim of shifting societal norms.
Alcohol use is a very normal part of many of our commu-
nities in Iowa, and so we want people to realize that alcohol
use can be done responsibly, but binge drinking can be very
problematic, she said.
Nationally, the cost of excessive alcohol consumption is
estimated at more than $200 billion, and Dr. Robert Brewer,
alcohol program leader at the CDC, said it is a major public
health issue.
Were talking about costs at the state level that are of the
same order of magnitude as the cost of smoking, and in many
states, the same order of magnitude of the cost of Medicaid.
This is a huge burden for society, Brewer declared.

LANSING Loretta Mae Strong, 80, of Lansing, died
Saturday, Nov. 16, 2013, at Thornton Manor in Lansing.
Funeral services will be 2 p.m. Friday, Dec. 6, at the
United Methodist Church in Lansing, with the Rev. Kevin
Smith officiating. Inurnment will be at Oak Hill Cemetery in
Lansing.
Visitation will be held one hour before services at the
church on Friday, and also following the memorial service
at the United Methodist Church in Lansing.

of Lansing, is in charge of arrangements.

OSSIAN Esther Mary Zweibohmer, 91, of Ossian,
died Sunday, Dec. 1, 2013, at Ossian Senior Hospice in
Ossian.
Visitation will be 3 to 7 p.m. Tuesday, Dec. 3, with a
Catholic Daughters of the Americas Rosary at 3 p.m. and a
scripture service at 5 p.m. at the Schmitz-Grau Funeral
Home and Cremation Service, Ossian. There will also be a
one-hour visitation before Mass at the church Wednesday.
Mass of Christian Burial will be 11 a.m. Wednesday, Dec.
4, at St. Francis de Sales Catholic Church, Ossian with
Monsignor Cletus Hawes as the Celebrant.
Interment will follow at the St. Francis de Sales Catholic
Cemetery, Ossian, Iowa.
In lieu of flowers, memorials may be given to the De
Sales School or the Ossian Ambulance in Esthers honor.

At approximately 4:25 a.m. Sunday,
Dec. 1, a Fayette County Deputy
stopped a vehicle near the intersection
of Highways 18 and 150 in West Union,
for an equipment violation. Keli Sue
Arce-McManigle of Luana, was sus-
pended through the state of Iowa. Arce-
Mcmanigle was arrested for driving
while suspended, transported to Fayette
County Jail, and turned over to the
jailer on duty.
On Sunday, Dec. 1, the Fayette
County Sheriffs Office took a report of
an assault that had occurred at a resi-
dence in the city of Maynard. Upon
investigation, Nicholas Bradley
Kresser, 34, of Maynard was arrested
and charged with domestic abuse
assault, a simple misdemeanor. He was
transported to the Fayette County Jail
and held for an initial appearance.
Buchanan County Sheriffs Office
assisted the Fayette County Sheriffs
Office in locating Kresser.
At 8:10 a.m. Sunday, Dec. 1, the
Fayette County Sheriffs Office took a
report of a vehicle that struck a deer on
Highway 150 south of 190th Street,
approximately three miles north of
Fayette. Doreen Patricia Norris from
Monticello, was operating a 2010 Jeep
Compass southbound on Highway 150
when a deer entered the roadway and
was hit. There was an estimated $3,500
damage to the vehicle. No one was
injured.
On 11-30-13, At approximately
12:55 a.m. Saturday, Nov. 30, Hugo
Frederico Silvia Serpa of Fayette was
pulled over during a routine traffic stop
for speeding. It was later found that Mr.
Serpa drivers license was suspended
with two withdrawals through the state
of Iowa. Serpa was arrested for driving
while suspended and transported to
Fayette County Jail, where he was
turned over to the jailer on duty.
At 7:25 a.m. Wednesday, Nov. 27,
the Fayette County Sheriffs Office
arrested Loren Victor Trappe, 45 of
Monona on a no bond probation viola-
tion warrant. Trappe was transported to
the Fayette County Jail where he was
held for a hearing.
