College0 *adras. &n t1e personal 7omplaint of t1e (/&0 a 7ase <as registered in Pora.iar poli7e Station against t1e (espondent under Se7tions 1CC0 189 and !09(ii of t1e Indian Penal Code. #1e (espondent <as arrested and in t1e morning of 2Ct1 of August 19980 1e <as produ7ed =efore t1e +udi7ial *agistrate No. 2 *a.iladut1urai and remanded to 3udi7ial 7ustod.. &n t1e ne;t da.0 t1e respondent <as granted =ail and <as released from 7ustod.. &n 2nd of Septem=er0 19980 t1e respondent 1erein alleged to 1a>e gi>en a 7omplaint against t1e (/& and ot1er offi7ers for 1a>ing tortured 1im and for 1a>ing 7ommitted ot1er illegal a7ts =et<een 29t1 of August 1998 and 28t1 August0 1998. 9. &n 09t1 of Septem=er0 19980 t1e respondent filed a petition =efore t1e State $uman (ig1ts Commission0 #amil Nadu. &n t1is 7omplaint0 t1e /istri7t Colle7tor0 Nagapattinam0 ordered an ela=orate en?uir. and on t1e =asis of su71 an order0 a report <as su=mitted to 1im. &n 0!t1 of &7to=er0 19980 t1e /istri7t (e>enue &ffi7er (/(& and t1e Additional /istri7t *agistrate su=mitted t1e report of t1eir en?uir. to t1e /istri7t Colle7tor.
