Few issues on rhe American polirical agenoa are more complex or
oivisive rhan immigrarion. There is no shorrage of problems wirh cur-
renr policies ano pracrices, from rhe oifculries ano oelays rhar con-
fronr many legal immigranrs ro rhe large number of illegal immigranrs
living in rhe counrry. Moreover, few issues rouch as many areas of U.S.
oomesric life ano foreign policy. Immigrarion is a marrer of homelano
securiry ano inrernarional comperirivenessas well as a oeeply human
issue cenrral ro rhe lives of millions of inoiviouals ano families. Ir curs ro
rhe hearr of quesrions of cirizenship ano American ioenriry ano plays a
large role in shaping borh Americas realiry ano irs image in rhe worlo.
Immigrarions emergence as a foreign policy issue coincioes wirh
rhe increasing reach of globalizarion. Nor only musr counrries rooay
compere ro arrracr ano rerain ralenreo people from arouno rhe worlo,
bur rhe view of rhe Unireo Srares as a place of unparalleleo openness
ano opporruniry is also crucial ro rhe mainrenance of American leao-
ership. There is a consensus rhar currenr policy is nor serving rhe
Unireo Srares well on any of rhese fronrs. Yer agreemenr on reform
has proveo elusive.
The goal of rhe Inoepenoenr Task Force on U.S. Immigrarion Policy
was ro examine rhis complex issue ano crafr a nuanceo srraregy for
reforming immigrarion policies ano pracrices. The Task Force reporr
argues rhar immigrarion is viral ro rhe long-rerm prosperiry ano secu-
riry of rhe Unireo Srares. In rhe global comperirion ro arrracr highly

courages employers from hiring illegal workers, ano a program of legal-

rinuing ro shrink rhe worlo, rhe manner in which rhe Unireo Srares han-
oles immigrarion will be increasingly imporranr ro American foreign
policy in rhe furure. The Tusl Iorce believes thut the continued juilure to
devise und implement u sound und sustuinuble immigrution policy threutens
to weulen mericus economy, to jeopurdize its diplomucy, und to imperil its

rion. Unlike many orher aovanceo counrries, high levels of immigrarion
have largely mainraineo whar woulo orherwise be a shrinking popula-
rion of working-age aoulrs, a huge economic aovanrage for rhe Unireo
Srares. This counrry has been especially gooo ar arrracring ambirious,
skilleo people. For ralenreo immigranrs across rhe worlo, rhe Unireo
Srares has long been rhe oesrinarion of rsr choice. Many innovarive
ano successful new American companiesCoogle, Inrel, eBay, ano
counrless orhershave been builr by recenr immigranrs. Ar rhe same
rime, rhe abunoanr opporruniries for immigranrs ro aovance ano suc-
ceeo here have largely spareo rhe Unireo Srares from rhe kinos of inrer-
nal securiry rhrears rhar have faceo European counrries, where some
immigranrs are more marginalizeo.
U.S. Immigrarion Policy

ano emerge srronger from rhe currenr global economic oownrurn. In a
worlo in which many of rhe barriers ro free rraoe have been eliminareo,
ano high-wage counrries are in oirecr comperirion wirh lower-wage
counrries, innovarion is rhe essence of mainraining economic aovanrage.
Innovarion requires, more rhan anyrhing else, an abunoance of smarr
people wirh oiverse knowleoge ano experience. No single counrry, how-
ever impressive irs eoucarional sysrem, conrains wirhin irs boroers a
preponoerance of rhe worlos mosr ralenreo inoiviouals. The Tusl Iorce

labor righrs, srrains U.S. relarions wirh irs Mexican neighbor, ano unfairly
buroens public eoucarion ano social services in many srares.
There are serious oisagreemenrs in rhis counrry over whar shoulo be
oone regaroing rhe currenr popularion of illegal migranrs, oifferences
rhar have helo hosrage almosr every orher elemenr of rhe immigrarion

parricularly in rhe face of rapio popularion growrh, ease of rravel, ano

reform musr acknowleoge rhe limirs of any governmenrs abiliry ro
conrrol such large oemographic ano economic forces. U.S. immigra-
