CHANGES IN THE RULES


General
The present edition of the rules includes additions and amendments decided by the Board in December 2008 and supersedes the January 2002 edition of the same chapter. The rule changes come into force as indicated below. This chapter is valid until superseded by a revised chapter. Supplements will not be issued except for an updated list of minor amendments and corrections presented in Pt.0 Ch.1 Sec.3. Pt.0 Ch.1 is normally revised in January and July each year. Revised chapters will be forwarded to all subscribers to the rules. Buyers of reprints are advised to check the updated list of rule chapters printed Pt.0 Ch.1 Sec.1 to ensure that the chapter is current. Failure Mode and Effect Analysis (FMEA) as a consequence of the HSC Code. The subsequent item has been renumbered. The renumbered item E104 has been amended to cover documentation of control and monitoring systems of bow doors and television surveillance. Table D1 has been deleted. Sec.5 Control and Monitoring This new section has been introduced to cover requirements for instrumentation and automation additional to those given in Pt.4 Ch.9 Control and Monitoring System and Pt.4 Ch.14 Steering Gear.

If any person suffers loss or damage which is proved to have been caused by any negligent act or omission of Det Norske Veritas, then Det Norske Veritas shall pay compensation to such person for his proved direct loss or damage. SECTION 1 GENERAL REGULATIONS


A. Classification
A 100 Class notation 101 High Speed and Light Craft built in compliance with the requirements for the notation Passenger and in addition to the relevant requirements in this chapter may be given one of the following class notations: Car Ferry A, (or B), (or C). Ch.1 Sec.2 A201 and B201 are not applicable to craft with notation Car Ferry C.
Guidance note: Ch.1 Sec.2 A201 reads: The number of passengers used for the maximum loading condition of the craft shall be established from the number of permanent seats on board. Ch.1 Sec.2 B201 reads: On board high speed craft safety belts shall be provided for all seats from which the craft can be operated.

206 Car Ferry A: Car ferries with special category spaces. 207 Car Ferry B: Car ferries with cars in open ro-ro cargo spaces or on weather deck. 208 Car Ferry C: Car ferries with cars on weather deck. 209 Open vehicle spaces are spaces:
.1 .2 .3 to which any passengers carried have access; intended for carriage of motor vehicles with fuel in their tanks for their own propulsion; and either open at both ends or open at one end and provided with adequate natural ventilation effective over their entire length through permanent openings in the side plating or deckhead or from above.

B. Application
B 100 The HSC Code 101 The requirements of this chapter apply to craft which may be defined within the International Code of Safety for High Speed Craft (the 2000 HSC Code), but also to craft which may be operated under equivalent certificates. 102 The requirements in this chapter apply to craft intended for regular transport of passengers and vehicles. Requirements listed in Ch.1 for Passenger notation are also to be complied with. 103 The notation Car Ferry A is applicable to car ferries with a totally enclosed car deck. 104 The notation Car Ferry B is applicable to car ferries with car deck open for free ventilation in at least two ends, i.e. fore and aft or port and starboard. 105 The notation Car Ferry C is applicable to car ferries where the car deck is an open weather deck. B 200 Cars 201 Ferries may be designed for vehicles of various weight classes and limitations on the weight of the cars shall be clearly marked and given in the Appendix to the classification certificate.

102 Craft arranged for carriage of vehicles in enclosed spaces and built in accordance with the relevant requirements as specified may be given the class notation Car Ferry A. 103 Craft arranged for carriage of vehicles on weather deck or in open ro-ro spaces built in accordance with relevant requirements for open ro-ro cargo space may be given the class notation Car Ferry B. 104 Craft with an operational speed of less than 25 knots, and arranged for carriage of vehicles on weather deck, may be given the class notation Car Ferry C. 105 For craft with a car ferry class notation a statement of the total effective deck area for cars will be entered in the Register of vessels classed with DNV, e.g. 850 m2 cardk. 106 Text quoted from the 2000 International Code of Safety for High-Speed Craft (2000 HSC Code) is printed in italics. 107 For the application of these rules, wherever the term Administration is quoted, this shall be read as Society. A 200 Definitions 201 Special category spaces are those enclosed spaces in-

tended for the carriage of motor vehicles with fuel in their tanks for their own propulsion, into and from which such vehicles can be driven and to which passengers have access, including spaces intended for the carriage of cargo vehicles.

C. Safety for Persons Onboard


C 100 General 101 Safety measures for craft with Car Ferry C notation will be handled on a case by case basis, but are in general to comply with the 2000 HSC Code and Pt.1 Ch.2 Sec.9. Measures shall be taken to ensure that there is enough space between the vehicles to allow for easy access to the muster stations in order to evacuate.

(HSC Code 1.4.45) 202 Ro-ro cargo spaces are spaces not normally subdivided in any way and extending to either a substantial length or the entire length of the ship in which goods (packaged or in bulk, in or on rail or road cars, vehicles (including road or rail tankers), trailers, containers, pallets, demountable tanks or in or on similar stowage units or others receptacles) can be loaded and unloaded normally in a horizontal direction. 203 Open ro-ro cargo spaces are ro-ro cargo spaces either open at both ends, or open at one end and provided with adequate natural ventilation effective over their entire length through permanent openings in the side plating or deckhead. 204 Closed ro-ro cargo spaces are ro-ro cargo spaces which are neither open ro-ro cargo spaces nor weather decks. 205 Weather deck is a deck which is completely exposed to the weather from above and from at least two sides.

D. Service Restrictions
D 100 General 101 The requirements for Car Ferry B (or C) are normally based on the craft operating on a national certificate with service restriction of 20 nautical miles or less. The Code for Dynamically Supported Craft (DSC Code), IMO res. A.373(X)

only allows for special category spaces which implies Car Ferry A. For Car Ferry B the arrangement and extended service restriction will be specially considered for each design of craft built under the DSC Code. 102 For craft built under this edition of the rules based on the HSC Code, Car Ferry A and Car Ferry B will be given the same maximum service restrictions.
Guidance note: The HSC Code allows for this principle as the open vehicle space is defined without any other restrictions than for craft with special category space.

power ventilation system including number of air changes/ hour fixed pressure water-spraying system (manual) fire main system portable fire extinguishers indicators on the bridge indicating when any fire door or doors in Sec.2 B306 is closed precautions against ignition of inflammable vapours location of water or fog applicators (minimum 3) location of portable foam applicators (minimum 2) arrangement of fire detectors and call points unless shown on other drawings. 102 A Failure Mode and Effect Analysis (FMEA) shall be prepared for vessels required to comply with International Code of Safety for High-Speed Craft 2000 (hereafter referred to as the HSC Code). The FMEA should follow guidelines in HSC Code Annex 4 and should include at least: machinery systems and associated controls directional control system stabilization system integrated control and monitoring system electrical system.

103 The requirements for Car Ferry C are based on a more restricted service than the HSC Code and equivalent requirements are given without exemption from the safety level of the code, as described in Pt.1 Ch.2 Sec.1 A200. Craft with the notation Car Ferry C will be given service restrictions R3 or R4.

E. Documentation
E 100 Plans and particulars 101 The following plans and particulars shall be submitted for approval: arrangement, scantlings and closing appliances for doors arrangement, scantlings and supports for movable car decks and ramps, if any loading manual containing information on the loading conditions on which the hull scantlings are based make and type of vehicles with all relevant load data as maximum axle load, number of wheels on each axle, design, wheel print etc. securing plan for vehicles with fastening and securing devices arrangement of air intakes, ventilators etc. arrangement of doors from vehicle decks calculation of transverse strength arrangement of drainage openings or freeing ports for vehicle deck boundary bulkheads of the special category spaces (if not included on other drawings), including means of escape

For Category B Passenger Craft, the FMEA shall take into consideration fire and flooding in one compartment (except in bridge) as a single failure scenario. A test programme demonstrating conclusions of the FMEA shall be prepared and submitted for approval together with the FMEA.
Guidance note: Machinery auxiliaries, control and electric equipment location serving independent system shall not be placed in the same fire zone. Proper arrangement drawings shall be included in the FMEA. Exemptions will be considered in each case.

SECTION 2 ARRANGEMENT
A. Hull Arrangement
A 100 General 101 Special category spaces shall be structurally separated from the operating compartment, passenger accommodation and evacuation routes as effectively as practical. If the adjacent arrangement of these spaces is permitted, provision shall be made for easy evacuation of the passenger accommodation away from the special category space. A 200 Collision bulkheads 201 Collision bulkhead shall be arranged in accordance with Pt.3 Ch.1 Sec.1 B300. A 300 Doors and access openings 301 Arrangements and scantlings of doors in ships side and ends are in general to satisfy the requirements given for the main class, with relevant additions as given below. 302 For ferries with the class notation Car Ferry A warning indicator lights for open or locked doors shall be arranged also on the bridge. 303 For ferries with the class notation Car Ferry B or Car Ferry C openings in sides and ends leading to the vehicle deck need not have closing appliances. 304 Doors and sill heights are in general to satisfy the requirements given for the main class. 305 Doors leading from vehicle deck to engine room shall have sill heights not less than 380 mm. Other doors leading from vehicle deck within a closed superstructure to spaces below freeboard deck, are in no case to have sill heights less than 230 mm. Access hatches for inspection of void spaces do not require any sill heights. 306 Ramps used for embarkation or disembarkation of passengers to be fitted with suitable portable handrails. A 400 Signboards 401 NO SMOKING signs shall be posted at all entries to vehicle space. Such signs are also to be prominently displayed in the vehicle space. to the strength of the surrounding structure. Impact strengthening shall be considered. 202 Bow doors of the visor or hinged opening type shall be adequately stiffened, and means shall be provided to prevent lateral or vertical movement of the doors when closed. Adequate strength shall be provided in the connections of the lifting arms to the door structure and to the ship structure. B 300 Closing and securing arrangement

301 Bow doors shall be fitted with adequate means of closing and securing, commensurate with the strength of the surrounding structure. 302 Closing devices shall be simple to operate and easily accessible. 303 Bow doors with clear opening area 12 m2 shall be provided with closing devices with an arrangement for remote control from a convenient position and with indication of the open/closed position of every closing device. The operating panel for remote controlled bow doors shall be inaccessible to unauthorized persons. 304 Notice plates, giving instructions to the effect that the doors (inner and outer) shall be closed and all closing devices locked before leaving quay side (or terminal), shall be placed at the operating panel (or for small doors at the door when no operating panel) and on the bridge. 305 Where hydraulic cleating is applied, the system shall be mechanically lockable in closed position. This shall be understood to mean that, in the event of failure of the hydraulic system, the cleating will remain locked. 306 Indicators shall be provided on the operating panel and on the navigation bridge for all shell doors, loading doors and other closing appliances which, if left open or not properly secured, could lead to major flooding of a special category space or ro-ro cargo space. The indicator system shall be designed on the fail to safe principle and shall show if the door is not fully closed or not secured. The power supply for the indicator system shall be independent of the power supply for operating and securing the doors. 307 Means shall be arranged, such as television surveillance or a water leakage system, to provide an indication to the navigation bridge of any leakage through bow doors, stern doors or any other cargo or vehicle loading doors which could lead to major flooding of special category spaces or ro-ro cargo spaces. 308 Special category spaces and ro-ro cargo spaces are either to be patrolled or monitored by effective means, such as television surveillance, so that movement of vehicles in adverse weather and unauthorized access by passengers can be observed whilst the ship is underway.
Guidance note: Items 306, 307 and 308 apply to all passenger ships with Ro-Ro cargo spaces or special category spaces as defined in SOLAS regulation II-2/3.

B. Bow Arrangement
B 100 101 Bow ramp arrangement Bow doors shall be situated above the freeboard deck.

102 Where bow doors are leading to a complete or long forward enclosed superstructure, an inner door shall be fitted. The inner door shall be part of the collision bulkhead. A vehicle ramp may be arranged for this purpose, provided the regulations concerning the position of the collision bulkhead are fullfilled. See A201. If this is not possible a separate inner door has to be installed. 103 Bow doors shall be so fitted as to ensure tightness consistent with operational conditions and to give effective protection to inner doors. Inner doors shall be weathertight, and shall be arranged with supports on the aft side of the doors. B 200 201 Structural arrangement In general the strength of bow doors shall be equivalent

A. Wheel Loadings and Car Deck Structure
A 100 Design loads 101 For individual vehicles with specified arrangement and dimensions of footprints, the design pressure is in general to be taken as:

The load area as indicated in Fig.1 are defined as: the footprint area of individual wheels or the rectangular enveloped area of footprints of a wheel group. In general the scantlings shall be checked according to both definitions. If, however, the distance e between individual footprints is less than the breadth b1 of the prints, the load area may normally be calculated for the group of wheels only.

302 If more than one load area can be positioned simultaneously on the same stiffener span or adjacent spans, the sections modulus will be specially considered, based on direct stress analysis. A 400 Steel girders 401 The scantlings of girders will be especially considered based on the most severe condition of moving or stowed vehicles. Double continuous fillet welds are normally to be used between the plating and the strength member. Chain welds may be accepted after special consideration when vehicles are fitted with pneumatic or solid rubber tyres. 404 The necessary connection areas between stiffeners and girders will be specially considered. The shear stresses shall not exceed 100 N/mm2 in the members to be joined and 115 N/ mm2 in the weld material. D 100 Design loads 101 For outer doors the design sea pressure ps is in general to be taken as: ps = p in Pt.3 Ch.1 Sec.2 C500. 102 For outer doors the design bow impact pressure is in general to be taken as: psl = psl in Pt.3 Ch.1 Sec.2 C500. with the correction for the factor Ch, and with design load area taken as L Bwl /1 000 (m2). 103 The design pressures and forces are normally to be calculated at the position h/2 above the bottom of the door and l/ 2 aft of the stem line.
