EXECUTIVE SUMMARY

A. Background of The Study This draft scenario report is presented to fulfill the contract number AGN-3-23361-01 between NREL and PT. DESAINAS June 27 2013. The objective of this work effort is to support renewable energy deployment in Indonesia with a goal of contributing to poverty alleviation. The scope of work was to conduct technical feasibility near Rantau Suli Village Merangin District of Jambi Province. The particular scope of work of this project is to obtain and provide a technical feasibility study including the hydrology, environment, civil, and mechanical aspects. The details of the scope of work are presented on chapter 1 page 21. The general of the scope of work are as follows: a. Survey the area around the village of Rantau Suli and Conduct a Study of the nearby villages to determine location, population size, approximate power needs, and possible end uses of power. b. Develop basic project scenarios that detail several possible project options for hydro energy projects near Rantau Suli and for each scenario calculate rough estimates of power production potential, hydro energy system cost, distribution costs, and power demands required. c. Produce a draft report that outlines the basic project scenarios above in both English and Bahasa Indonesian. The report should cover Civil, Mechanical, Electrical conceptual design and construction requirement along with budgetary costs and permit requirement as well as operation and maintenance schedule. B. Economic Development of Merangin District Based on the calculation of Gross Domestic Product (GDP) at constant prices of 2000, economic growth in 2006 was 5.19 % and 6.99 % in 2007. But the global crisis in affected 2008 regional economic growth was only 3.21 % in 2008. In general agriculture is the main part of the economic structures of Merangin District which is also contributes to GDP number of Merangin District. The economic structures of Merangin District is provided by the following chart

Industry such as Coffe and rice mill operating in this district is also an important part of the economic structure of Merangin District beside construction and trading as well. Meanwhile the poverty percentage at Merangin is 7.68 %. By increasing the production number of these sector means more unemployement can be diminished. Therefore by developing the Rantau Suli Micro Hydro Power Plant at Merangin District can help developing the production of agriculture and industry in Merangin District and also contributing to poverty alleviation.

Annual Electricity Demand Of Jangkat Sub-District, Sungai Tenang Sub-district and Dusun Tuo Village a. Annual Electricity Demand at Jangkat and Sungai Tenang Sub-district Based on our survey, the electricity conditions in Jangkat and Sungai Tenang Subdistrict is supplied from the existing picohidro with the capacity of 50 kW, using crossflow turbine and distributed using off grid system. PLN has installed Medium Voltage Electric Networks (Tegangan Menengah/ TM) from Bangko Substation to Lembah Masurai Sub-district up to Talang Asal Village. The

distance from the last grid from Talangsal Village to Muara Madras Village is 58 km and to Rantau Suli Village is 76 km.

The total annual electricity demand for Jangkat and Sungai Tenang Sub-district is presented by the following table:

The total number of households that has to be supplied are 4115 households. Power capacity that will be distributed to every house divided into 2 types, namely a capacity of 450 VA and 900 VA. Assumptions the number of homes using 900 VA capacity is assumed to be 33.33% x 4115 households = 1372 households and the rest using 450 VA capacity. Based on data above the peak load forecast at Jangkat and Sungai Tenang Sub-district according to number of houses is: Where, assumed losses Assume cos Peak Load Peak Load = 10 % = 0.8 = (((1372 x 900) + (2743x450))x0.8 )/ (100%-Losses) = 2750 kVA or 2200 kW

To accommodate peak load, the installed capacity of power plant should be minimum 2250 kW. b. Annual Electricity Demand at Dusun Tuo Review of Dusun Tuo and Nilo Dingin potential electricity supply and demand was conducted as requested by MCA-I although is not specifically part of the scope of work. Dusun Tuo and Nilo Dingin villages are located in Lembah Masurai Sub-district are quite far from Rantau Suli. The distance between those two village with Rantau Suli is about 80 km. Electricity demand in Dusun Tuo is dominated by domestic activity. Dusun Tuos economic condition is developing due to the activity of coffee plantations and many

shops in the Dusun Tuo market. To supply the electricity demand these villages still depend on Sigerincing MHPP with the capacity of 50 kW. The total annual electricity demand for Dusun Tuo village is presented by the following table:

The total number of households that has to be supplied are 1383 households. Power capacity that will be distributed to every house divided into 2 types, namely a capacity of 450 VA and 900 VA. Based on data above the peak load forecast at Lembah Masurai Sub-district according to number of houses is: Where, assumed losses Assume Cos Peak Load Peak Load = 10 % = 0.8 = ((461 x 900) + (922x450)) x 0.8 / (100%-Losses) = 590 kW

To accommodate peak load, the installed capacity of power plant should be minimum 600 kW. D. Concept Design for Proposed Rantau Suli MHPP Proposed Rantau Suli MHPP consists of two alternatives: a. 2 x 700 kW b. 2 x 1250 kW

Both alternatives use the same weir location, the different is the length of water ways and penstock. Both alternatives also use a diversion micro hydro power plant scheme and also can be used as flood prevention. We also assessed the possibility of upgrading the existing micro hydro in Rantau Suli by extending the length of existing penstock. However, as the location of potential power house is located in the area with high moisture due to the nearby waterfall therefore it is not suitable for the operation of turbo generator. We recommend the use of Francis turbine due to high head instead of cross flow turbine coupled with Synchronous Generator 1000 rpm (6 Poles, 50 Hertz). For distribution system include one step up power transformer and one step down power transformer (20 kV to 380/220 V) for each village. The 20 kV primary distribution line consists of 3 phase 3 wire AAAC conductor.

Rantau Suli MHPP Turbine Capacity Simulation During the survey, the surveyor observed that there are 2 potential sites based on

topographical data. This potential site is called alternative 1 and alternative 2. The potential alternative 1 hereafter we called it Rantau Suli 1A MHPP (has a coordinate: Weir (2 33 28.39 S; 101 58 19.41 E), Fore-bay (2 33 26.14 S; 101 58 50.03 E), Power House (2 32 48.93 S ; 101 59 29.72 E). For the second alternative its coordinate is provided as follows: Weir (2 33 28.39 S; 101 58 19.41 E), Fore-bay (2 33 23.81 S; 101 58 29.04 E), Power House (2 33 12.73 S; 101 58 37.39 E) and we called it Rantau Suli 1B MHPP. Both simulations conducted to supply Jangkat and Sungai Tenang Sub-district, the following tables are representing summary of micro hydro site at Rantau Suli Village. Both locations have the same weir location and catchment areas, therefore these MHPPs have the same Flow Duration Curve. Simulation resume of MHPP Rantau Suli MHPP is presented as follows:

The capacity for each alternatives are provided as follows. The evaluation is conducted for Alternative 1A (2x1250 kW capacity) and Alternative 1B (2x700 kW capacity). The capacity of both alternative 1A and 1B can generate more electricity than the current electricity demand at Jangkat and Sungai Tenang Sub-district. F. Permit Requirement

Since this micro hydro power plant is and off grid system and addressed to public concerns, based on the Republic of Indonesia regulation no.15 year 1985 on electric power plant, the permit should be obtained from one of this following authorities:

Merangin Major Minister of Energy and Mineral Resources of Republic Indonesia.

The detail of permit requirement is provided at chapter 5.1. G. Cost Estimate Cost estimate consists of: a. Engineering And Supervision The engineering and supervision cost consist of : detail engineering design phase and supervision during the construction. Based on review of topographic map and field observation, we identify a number of other potential hydro sites for which may be technically feasible but, will require more detail study.
