I. INTRODUCTION
INTRODUCTION. HISTORY
The Saint Apollonia Foundation was set up at the beginning of 1990 and its main objective was to create a private university that would offer an alternative to the public education system. Thus, in February 1990 the Apollonia University was founded and the Saint Apollonia Foundation would continue to closely observe the Universitys evolution so that it would not stray away from the didactic and research strategy proposed by its founders. Created under the law that entitles foundations to set up universities, the Apollonia University of Iasi was officially set up in accordance with Law 481/11 July 2002 which states that it is constituted as a legal entity of private law and public utility, part of the national education system, based in Iasi, str Pcurari no. 11. (Anexa 1.1) Art. 2, Law 481/11 July 2002 mentions that Apollonia University of Iasi is set up with the following faculty and specialization: Faculty of Dental Medicine, Dentistry Specialization. This legislative recognition is the result of following these steps, in accordance with Law 88/1993 on the accreditation of higher education institutions and recognition of diplomas: a) In the academic year 1990-1991, under Law 54/1990 and the endorsement of the Ministry of National Education no. 82799/18 July 1990, within the Apollonia University of Iasi, began to operate the Faculty of Dentistry (full-time, 6 years), the School of Dentistry (full time, 3 years) and the School of Dentistry/ Prevention Nurses (full time, 3 years). b) By H.G. no. 294/1997 the Faculty of Medicine (profile Medicine, Dentistry specialization, full time, 6 years) was granted (at the proposal of the National Council for Academic Evaluation and Accreditation) a temporary operating permit (after the implementation of Bologna process, the name of the specialization Dentistry was changed to the European formula Dental Medicine). (Annex 1.2). c) The decision regarding the university structures and specializations accredited or temporarily approved (H.G. no. 410/2002, published in the Official Gazette, Part I, no. 313 of May 13, 2002) authorized the Faculty of Communication Sciences, Page 3 of 149

with the specializations Communication and Public Relations, full time, 4 years and Journalism, full time, 4 years, and Faculty of Dental Medicine, Dentistry specialization, full time, 6 years, and Dental Technique, full time, 3 years. d) Under Law. 481 of 11 July 2002 (Official Gazette, Part I, no. 518 of July 17, 2002) the Apollonia University of Iasi, Faculty of Dental Medicine, Dentistry specialization (CNEAA proposal, including institutional accreditation) was established and accredited. e) The Senate decisions of Apollonia University of Iasi (established under Law no. 481 of July 11, 2002), with the accredited and authorized Faculties of Dental Medicine and Communication Sciences, having the specializations Communication and Public Relations, Journalism and the Technical University College of Dentistry and Dental Care, and the Senate decision of Petre Andrei University of Iasi (established under Law 408 of June 20, 2002, with the accredited Faculties of Law, Economics and the Faculty of Psychology and Social Assistancy), decided to merge the two higher education institutions under the name Petre Andrei University of Iasi, process established by the decree of the Council Chamber, Iasi Court of 24.09.2004 (file no. 201/PJ/2004). f) The stalled merger between the two universities prompted the return of the two faculties, Faculty of Dental Medicine, Dentistry specialization, accredited, full time and the Faculty of Communication Sciences, with the specializations Journalism and Communication and Public Relations, authorized form, full time, at Apollonia University of Iasi, H.G. no. 1093 of September 30, 2009, published in the Official Gazette, Part I, no. 684 of October 12, 2009. (Annex 1.4) g) The H.G. no. 631 of June 30, 2010 stipulates the composition of the Faculty of Dental Medicine with the specialization: Dentistry and Dental Technique and the Faculty of Communication Sciences with the specializations: Communication and Public Relations and Journalism. (Annex 1.6) h) Under the H.G. no. 966 of 29 September 2011 stipulating the structure of the Faculty of Dental Medicine with the specializations: Dentistry full time six years, Dental Technique full time 3 years, General Nursing full time 4 years and Balneofiziokinetotherapy and Recovery full time three years, and the Faculty of Communication Sciences with the specializations: Communication and Public Relations full time, 3 years and Journalism, full time three years. ACHIEVEMENT OF THE COMPULSORY REGULATORY REQUIREMENTS 1. THE LEGAL STATUS OF APOLLONIA UNIVERSITY OF IASI The current academic structure of Apollonia University of Iasi has 2 faculties, each having two specializations: the Faculty of Communication Sciences with two specializations: Communication and Public Relations and Journalism authorized to function temporarily and the Faculty of Dental Medicine with the specializations Dentistry accredited and Dental Technique authorized. Under the H.G. no. 966 of 29 September 2011 to the structure of Dental Medicine Faculty were added and authorized to function temporarily two more specializations: General Nursing full time 4 years and Balneofiziokinetotherapy and Recovery full time 3 years. (Annex 1.7) The University functions in accordance with the Romanian Constitution and the countrys laws and implicitly the National Education Law no.1/2011. It shares the The Lima Declaration on Academic Freedom and Autonomy of Institutions
of Higher Education (1988), The Magna Charta of European Universities (Bologna, 1988) and the Academic Freedom and University Autonomy (Sinaia, 1992), and adheres to university

organizations that recognize these documents. The University Charter represents an application of the specific country laws, university academic activities, in compliance with the academic freedom and autonomy. In this spirit, the Charter represents a sum of principles and laws that are legally binding, for the entire academic community. (Annex 1.8) Apollonia University of Iasi is a higher education and scientific research institution functioning in accordance with Romanias Constitution, the Romanian Education law and the spirit of the European principles laid down in the Great Charter of Bologna Universities. In its relations with society, Apollonia University of Iasi is identified by name, seal, logo, flag, anthem and headquarters in Iasi, str. Pcurari no. 11, established by the Senate decision, and it is presented in the picture published on the Internet site www.univapollonia.ro. Apollonia University of Iasi operates in full autonomy and academic freedom, enjoying a material base and equipment which allow a communication centered education process as a vital part of it and an applied medical education which also facilitates a sustained research activity. The University status is underlined by Law no.481 of 11 July 2002

(Annex 1.1), Apollonia University of Iasi being a mixted university as it prepares specialists both in the socio-humanities and in the medical field. Apollonia University of Iasi has a Charter, approved by the Senate, which represents the fundamental document laying down the principles, functions, objectives, the academic and institutional frame of the University. (Annex 1.8) The Charter provisions are in accordance with the national legislation and the principles of the European Space regarding Higher Education. Apollonia University of Iasi Charter is kept at the rectors secretariate and it can be studied by any member of Apollonia university community. The Charter is also posted on the university site together with the other documents that are relevant for the proper conduct of the educational and research activities (www.univapollonia.ro). The detailing of the operating
and functioning, the design and evaluation of the processes and activities are done through our own regulations which are structured on two levels: the University Charter and the Regulations. The University Charter and the Regulations have been updated in 2011 in accordance with the Universitys evolution and the national regulations. The concern for legal compliance is highlighted by Apollonia University of Iasi Senate

initiative, to establish a legal department, overseing the legality and legitimacy of the decisions and measures adopted and approved at management level. (Annex 9.14) The approval of the University Charter went through several stages: the debate of the Charter by the Academic Community (departments, faculties, Board, Senate), then its approval by the University Senate and endorsement by the founder or his representative. The Regulations for academic activity, as well as the Charter Annexes are part of the University Charter and have been discussed, approved and endorsed together with the Charter. The Charter and the Regulations will come into force only after going through all the above mentioned steps. Changes in the Charter and Regulations may be done only at the initiative of the President, the Rector, 2/3 of the Board members, 2/3 of the Senate members or 2/3 of the Academic Council members. For this purpose the Universitys legal department will write down the required modifications and will submit them for debate, following the same steps as for the approval of the Charter.

2. THE MISSION AND THE OBJECTIVES OF APOLLONIA UNIVERSITY OF IASI

The mission of Apollonia University of Iasi is educational, cultural and scientific research and it is done with the participation of all the Academic Community members. The mission and objectives taken on by the institution individualize it in the higher education national system through: clarity, specificity and competence. Apollonia University of Iasi pursues its mission assumed by its own institutional, administrative and managerial structures and achieving through consistent work. For the achievement of the assumed mission, the University carries out its activity in accordance with the Strategic Plan. (Annex 8.4). This is done according to the yearly operational objectives
(for 2010/2011 Annex 8.6; for 2011/2012 Annex 8.7 for 2012/2013- Annex 10.13). The strategic plan is formulated in accordance with the possibilities and aspirations of the academic community, by consulting with the faculties, the departments belonging to the university structure and as well as through debates and by Senate decisions. The strategic plan (Annex 8.4) is

developed in accordance with the requirements of future development, starting with human and material resources, and the existing offers for educational and scientific research. The strategic plan is updated in accordance with the evolution of the legislation in this domain. The strategic plan for 2009-2014 and the yearly operational plans are considered public documents, known to the academic community and accessible on Apollonia University of Iasi site (www.univapollonia.ro). A. General Objectives 1. Education Process The teaching-learning process is the main process that takes place within the Apollonia University of Iasi, together with that of research. Its aim is to train qualified personnel and specialists in the field of Dental Medicine (MD, TD, BFKTR, AMG) and of Communication Sciences (CRP, J) who would be an example of education and morality in
nowadayssociety.

The achievement of high-quality education, student-centered, focused on practice.

Promoting an education process which focuses on values, creativity, cognitive abilities, volitional and actional abilities, capability, fundamental knowledge, skills and abilities that are directly useful in the profession and in society;

Defending and promoting the fundamental educational rights and freedoms throught the life of man and citizen in the state law. Forming through education the mental infrastructure of the Romanian society, in accordance with the new demands derived from Romanias status of EU member state and from the functioning within the globalization context, and generating sustainable national human resources that are highly competitive and able to function efficiently within the current and future society;

The free, complete and harmonious development of human individuality, by summing up a system of values that are necessary for the personal fulfillment and development, for the development of entrepreneurship, for playing an active part in society, for social inclusion and employment;

Promoting and developing interuniversity cooperation with similar national and international institutions; The continuous improvement of performances and activities through lifelong learning, without any form of discrimination and the integration of the teaching staff in the administrative institutions, the media, the health and medical research;

Promoting the principles that govern higher education, as well as lifelong learning in Romania: The principle of equity, quality, relevance, efficiency, decentralization, public liability, guaranteeing cultural identity and intercultural dialogue, the recognition and guaranteeing the rights of people belonging to national minorities, university autonomy, respect for the rights and freedoms of students and teaching staff, freedom for national and international mobility of students, of the teaching staff and of researchers, transparency, freedom of thought and independence from ideology, religious dogma and political doctrine, social inclusion, focusing the educational process on its beneficiaries, promoting health education, basing all decisions on dialogue and consulting,

respect the students right to an opinion as a direct beneficiary of the education system, managerial and financial efficiency; Assertion of the national cultural identity and participation in the European integration; Education and training for youth and adults whose main purpose is to form skills, seen as a multifunctional and transferable set of knowledge, abilities and skills need for the: Fulfillment and personal development by achieving ones goals in life, according to ones personal interests and aspirations and desire to learn throughout life; Finding a job and taking part in the functioning and development of a sustainable economy; Forming a concept of life, based on humanistic and scientific values, on the national and universal culture and on stimulating intercultural dialogue; Education in the spirit of dignity, tolerance and respect for human rights and fundamental freedoms; Growing sensitivity to human problems, to moral and civic values and respect for nature and natural, social and cultural environment. 2. Scientific research improving the quality of scientific work at national and international standards by concrete scientific results; assert the scientific performance of university members within national and international events; material support for taking part in such events. 3. Academic Development the optimization of study programs and their organization on theoretical and practical skills for students, teachers, researchers, therefore the development of specialized human resources, setting up the curriculum content, the management of our own resources and of the institutional image. 4. Academic Management improve awareness and communication in each organizational structure of the university, the transparency of decisions and their implementation. B. Specific Objectives 1. Regarding the teaching process the teaching process at Apollonia University of Iasi is conducted in two faculties as shown in the organizational chart (Annex 2.1) having a total of six undergraduate degree programs. The fulfillment of the Universitys objectives Page 10 of 149

requires the development of specific objectives on activity domains correlated with the evolution of the Romanian and European community. In the field of teaching activities, the main objectives are: The promotion of science in the spirit of democratic values, moral standards, academic freedom, openness to integration into the international scientific community and in the spirit of European culture and civilization; the promotion of academic programs to meet labor market development, to allow students to express their personalities, to develop their intellectual skills and professional knowledge according to their talents and aspirations; improve the quality of the teaching activity by finishing the accreditation of undergraduate programs, by continuously monitoring so that specific quality standards should meet the highest level; attract high school graduates to higher education within the study programs: Dentistry, Dental Technique, Balneofiziokinetotherapy and Recovery, General Nursing, Communication and Public Relations, Journalism through information activities on the offer of study programs on the University site, on the place our graduate occupies in a knowledge-based society, the study and living conditions for the students of Apollonia University of Iasi; the harmonization of study programs with universities in the country and in Europe, so that the credit transfer system gains value in student mobility; use the opportunities offered by European programs to achieve teacher and students exchanges (visiting professor) to improve teaching and learning methods and raise the quality and responsibility of education. 1.1. Process-based approach to the teaching activity Apollonia University of Iasi promotes a process-based approach on the development, implementation and improvement of the quality management system in order to increase customer satisfaction by meeting his/her requirements. The processes defined within the university, which are generally multidisciplinary services include administrative services and other forms of support, as well as those regarding evaluation, such as: strategic processes to determine the universitys role in the socio-economic environment; Page 11 of 149

ensuring the capability to educate; develop, analyze and update the curriculum; the admission and selection process of students and trainees; students final evaluation; support services for the teaching-learning process; internal and external communication; processes management.

As a strategy to the above listed requirements, Apollonia University of Iasi intends to continue the identification and analysis of processes, the documentation, monitoring, the evaluation and continuous improvement. The Evaluation and Quality Assurance Commission in the University has a clearly defined role, through the Functioning Regulation (Appendix 8.1) and it has received the authority to meet the requirements of the applicable laws. The internal evaluation activities will continue for the accreditation of the other undergraduate programs and the evaluation activities will be completed in order to maintain the accreditation of the undergraduate program-Dental Medicine. 1.2. Developing teaching and learning methods to ensure excellence in education by: curriculum development for a greater adaptive flexibility and the ability to meet the customers demands. The programs will be structured in such a way that the teaching process is carried out with minimal costs, to increase the graduates ability to adapt themselves to the changes that are taking place within society, to enable them to adjust themselves more easily in the fields related to their specialization; harmonization of content between basic and specialized disciplines to eliminate overlaps, duplications and outdated information; periodically, the faculty Councils will analyze regular and complex disciplines and will make recommendations for content improvement; enrichment of the curricula with actual, newly introduced subjects: Physical Agents in Medicine Cold Plasma, Echotoxicology, Leadership and Project Management, European Integration of Labor; introduction in the curriculum, for the first time in the country, of modern disciplines such as: Gnathology, Oral Implantology, Dental Cosmetics, Complex Oral Rehabilitation, Clinical Odontostomatology, Dental Biomaterials, Algesiology and others that add successfully to the recommended European standards; Page 12 of 149

modernization of educational technologies and material basis, providing classrooms with audio-visual means of teaching, laboratories, seminar rooms and specialty clinics with appropriate equipment as well as the promotion of an interactive teaching-learning system and of learning practical skills; improvement of methods of examination and grading of students by expanding the student-teacher dialogue, by an ongoing assessment of students at courses, seminars, during practical training, by promoting the assignment of synthesis summary reports and homework, by assessment of students ability to apply acquired knowledge and their understanding of phenomena, by increasing the role of individual learning;

development of forms of university continuing education by means of the following CNFPA authorized courses: Project Management, Human Resources Management, Human Resources Inspector, Modern Languages, Trainer, Mentor, Teacher Training Courses and Voice Mastery;

Inclusion of students in the internal research programs. 1.3. Student Focus

a) acquiring specific skills and competences after completion of each subject, year of study, specialty, in accordance with the new knowledge development stage of each field for the faculties students; b) general skills training for all university students to improve their degree of labor market insertion; c) ensuring excellence in education medical education and scientific research; d) training of specialists in dentistry (MD, TD, BFKTR, AMG), with very good knowledge of current methods and techniques, professional, with practical skills leading to the completion and smooth functioning of the team: dentist dental technician medical assistant; e) acquisition of knowledge in dentistry, oral health assessment, clinical and preclinical evaluation, laboratory and application of appropriate treatment for the patient, application of all execution techniques (maneuvers) of Roth-maxillo-facial territory; f) knowledge of dysfunctional and algo-dystrophic manifestations, referring the patient to physical medicine service, collaborating with the balneo-physio-kineto therapist, assisting the patient during professional treatment; g) knowledge of and compliance with legislation, the principles of bioethics and medical ethics, establishing a harmonious relationship between doctor and patient; Page 13 of 149

h) individualization of or to-dental treatment plan and work techniques in patients with special needs; i) training of specialists in communication sciences (CRP, J) with very good knowledge of the methods of communication, public relations, forms of inter- and intrapersonal communication, journalistic techniques; j) knowledge of methodology and technology characteristic of journalist activity, of the public opinion mechanisms, of assessing the accuracy of language and journalistic text style; k) learning the features of mass communication skills, the specifics of work techniques and ethics regarding journalism, public relations, advertising, political communication, publishing; l) promoting the design and editing principles of a publication issue, of a radio/TV program, Web page, an online publication; m) training specialists able to meet the requirements for maintaining the health of beneficiaries in the country, throughout the European Community and outside it, knowing and applying the specific Balneophysiokineto therapy process; n) training specialists with skills in the research fields of Balneophysiokinetotherapy and Rehabilitation, fact that will allow for the promotion as a science of this profession; identifying, supporting and making it easy for the future students direct participation in the educational process, by the gradual insertion, besides the doctors, of nurses and midwives; o) aligning to the modernist ways and techniques of teaching professional knowledge, technical-medical and communication skills, so that the young people learn life and health care and how to treat the human being holistically; p) knowing and applying the techniques of physical therapy, kinetic, preventive and motor recovery support, electrotherapy, hydrotherapy, thermotherapy and massage; q) physiotherapeutic diagnosis and prognosis; r) assessing the general condition of patients in anatomical and functional terms and providing the medical specialist with the relevant information; s) training specialists in the nursing specific fields; t) regarding the exercising of the general medical assistant profession and midwives; u) training specialists able to meet the requirements for maintaining the health of beneficiaries in the country, throughout the European Community and outside it, knowing and applying the specific nursing process; Page 14 of 149

v) training specialists with skills in the research fields of Nursing, fact that will allow for the promotion as a science of this profession; w) identifying, supporting and making it easy for the future students direct participation in the educational process, by the gradual insertion, besides the doctors, of nurses and midwives; x) aligning to the modernist ways and techniques of teaching professional knowledge, technical-medical and communication skills, so that the young people learn life and health care and how to treat the human being holistically; y) providing training programs both scientifically and methodologically valuable for the students as well as for the teachers (foreign language courses French, Italian, German, English Cambridge). 1.4. Objectives Regarding the Human Resources To provide a quality academic staff for the Apollonia University of Iasi there are taken into account: Recruitment of future teachers from graduates with best professional results, after doing a previous work of junior honorary; Promote a climate of success in their careers so that all staff can work at maximum capacity, in recognizing and rewarding for such activity Supporting and encouraging teachers to improve by all means provided by law (PhD, documentation and refresher training at home and abroad etc.);

Optimization of total human resources management by training strategies and activities to improve the non-teaching staff (teaching auxiliary, administrative) in administrative management and organization.

2. THE FRAME OF SCIENTIFIC RESEARCH stimulation of scientific research activity of all teachers and students in the research structures organized within the Research Institute Ioan Hulic of Apollonia University of Iasi; orientation of scientific research toward the target fields declared utterly important in the national strategy for development and research, with an accent on the fields in which the Apollonia University of Iasi is well represented; periodic evaluation of the research stage by annual reports presented in the Universitys Academic Council with the purpose to identify the scientific research potential, the priority directions as well as to reorganize the research strategies;

stimulation of interdisciplinary research, oriented on performant technologies or representing national and European priorities; strengthening the scientific research center within the Ioan Hulic Institute, to achieve in the future the level of Center of Excellence; improving the scientific value of the scientific manifestations within the Apollonia University of Iasi (The University Days, The Ioan Hulic Institute Congress, The Clinical Evenings, The Apollonian Colloquia, study-clubs, scientific circles) through which to achieve dissemination of scientific research results;

concern for attracting the best students and young teachers for the accomplishment of scientific projects and within the scientific sessions, to the end of identifying, training, stimulating and capitalizating the potential of performant young people, in accordance with H.G no. 34/16.01.2003, regarding the establishment of the National Centre of Excellence (NCE);

to contribute to the development of young peoples research and innovation interest and skills throughout the entire educational length.

3. CULTURE QUALITY The Apollonia University of Iasi, according to its acquired renown, to the image it has gained for itself in the collective mind, has always manifested a constant interest for a high standard of the academic activity, in all sections that characterize this type of activity: teaching, scientific, economic and financial, international relations, students activities, social services, etc. Accomplishing an educational and scientific act of great impact on the students is an essential feature of the activity manifested by the Teaching Board and the Commission for the Evaluation and Quality Assurance (ECAC). Major changes in the universitys policy Page 17 of 149

in terms of quality occurred with the emergence of the Quality Law, the ARACIS Methodology and the Education Act of 01.01/2011. CEAC members are involved, together with the Academic Councils members, in the development of methodologies, regulations and guidelines necessary to assess quality. Within the Apollonia University of Iasi the quality of teaching and learning is assessed by the results. For a more effective learning one aims at essential changes of methods in the educational process by means of complex inter and transdisciplinary approaches. Within the Apollonia University of Iasi, the objectives of quality culture concept aim at: encouraging performance in learning, teaching and research, analysis and debate of the studies programs, of the university curriculum by comparison with existing programs at other universities in the country and abroad, student and teaching staff mobility, experience exchanges visiting professor, diversification of knowledge and training sources, transfer credits system within the principles outlined in the Bologna process. The development of the complex systems of evaluation (students, teachers, graduates) contributes to the quality feed-back at all educational levels of the university. The improvement of the teaching-learning process in the modular system is characteristic of the Apollonia University of Iasi.

4. PROMOTION OF UNIVERSITYS IMAGE mass-media promotion of teachers with an outstanding scientific activity; mass-media promotion of the scientific events in the university; organizing meetings of students with public personalities from the medical, cultural scientific or political life; attracting high school graduates to attend the Dental Medicine Faculty and the Communication Sciences Faculty by campaigns promoting the educational offer of the faculties through leaflets, brochures, flyers, media, StudentClub and radio (platform for the universitys practical training); implementation of e-learning study programs; permanent updating of the website; complete database of Apollonia graduates for the Vocational Guidance and Alumni Center; Page 18 of 149

organization of The Open Gates Days event; increasing the national and international visibility of the publications from the Dental Medicine Faculty and the Communication Sciences Faculty of the Apollonia University of Iasi by book launches with media participation, book fair participation a.s.o;

supporting the cultural-educational events within FACIPA (Academic Forum of Creativity, Innovation and Performance in the Arts) belonging to the Apollonia University of Iasi.

5. OPTIMIZATION OF ACADEMIC AND ADMINISTRATIVE MANAGEMENT accomplishment of an efficient management through development of management competences for the leading officials of the two faculties; ensuring buildings and spaces for education and research through acquisition, construction and modernization; provision of infrastructure to equip teaching and research facilities, laboratories, the library, the practical training platform; increasing the quality of students life not only in terms of education but also in terms of leisure (Apollonia Cup table tennis, music and poetry evenings, etc.); creating an efficient economic and financial management to ensure access to resources and adequate equipping of the teaching facilities; The Apollonia University of Iai understands its public responsibility, and to this end, it has established monitoring and evaluation mechanisms to ensure transparency of decision-making activities and of processes of teaching and research. Thus, the University has an Academic Code of Ethics adopted in accordance with the University Charter and Art. 1 of OMEdC no. 4492 of July 6th 2005 on the promotion of professional ethics in universities and approved by the University Senate. (Annex 2.7) Monitoring of the University Code of Ethics implementation is carried out by the University Ethics Commission of the Senate University, which operates under the Rules for operation of the University Academic Ethics Commission of the Apollonia University of Iasi, regulation adopted in the open meeting of the University Senate. (Annex 2.6) Applying the Academic Ethics Code, which contains principles and mechanisms of evaluation application, the Ethics Commission is invested to defend morality and academic integrity Page 19 of 149

within the Apollonia University of Iasi. The Commission has jurisdiction to consider violations of the principles and values of the University Code of Ethics in the university and has specific levers of action and sanctions; all measures undertaken by the Commission are disseminated throughout the entire academic community of the Apollonia University of Iasi.

3. INSTITUTION MANAGEMENT. MANAGEMENT STRUCTURES The University structure and organization is summarized in the Organization proposed by the Board of Directors, discussed and acknowledged in the Senate and approved by the Academic Council. (Annex 2.1) In the spirit of its mission and goals, the Apollonia University of Iasi has a consistent, transparent and integrated management system, in order to achieve effective and efficient administration and a proper management. St. Apollonia Foundation as the founder of the Apollonia University of Iasi has the duty and right to support coordination in all aspects of university teaching, research, finances, accountancy, development strategy, etc. To implement these rights and obligations, and being founded on the right of private property, President of the St. Apollonia Foundation is also Chairman of the Administration Council of the Apollonia University of Iasi (President of the Apollonia University of Iasi). The Apollonia University of Iai benefits by law from university autonomy and economic and financial autonomy, being founded on the private property right, guaranteed by the Romanian Constitution. (Annex 1.8) The University Senate is the party with the highest management level of the academic activities. The Senate is elected by faculties representation, study programs and departments, plus the legal rate of students in order to ensure effective decision-making and representativeness of the academic community. The University Senate is composed of 75% teachers and research stuff and 25% students representatives. The Senate consists of 21 teachers (percentage per faculties), 8 student representatives (percentage per faculties), with a total of 29 members. The mandate of the university Senate is 4 years. (Annex 1.8) The rector, the university president, deans, vice-deans, heads of schoolsdepartments are not part of the University Senate and they may only participate as guests at the University Senates meetings, with no voting rights. The Senate has competence in all areas of teaching and research, and as far as the relationship with the Ministry of Education, Research, Youth and Sports is concerned. Functions are described in the University Charter. The rector is chosen by universal, direct and secret suffrage by all teachers and researchers holders within the university and by student representatives of the university Senate and faculty councils. (Annex 2.2) The Administration Board. The Administration Board members are appointed by the founding foundation. The Administration Board is led by the President of the St. Apollonia Foundation who will also hold the post of President of the Apollonia University. The Administration Board is formed by the University President, the rector, the vice-president (who is also the second vice-president of the University), the financial chief officer, the head of legal department, the heads of the administrative departments, library and publishing managers, coordinators of certain activity fields and students. Within the Administration Board there are appointed 19 members, 5 students (nominated by the students organization), the universitys rector, president, and vicepresident, all summing up 27 members. The Administration Board is the structure created to take over the administrative, technical and economic concerns of the university, allowing the Senate to focus on academic issues of education content, management of the studies papers etc. Quarterly and whenever is necessary, the Administration Board informs the Academic Council on its activity. Board decisions are taken by the majority vote of the members present, if the number of those present is at least two thirds of all members. The members of this management structure have equal right to vote. (Annex 1.8), (Annex 2.4) The Administration Board Office coordinates the Board activity. The Administration Board Office consists of: Universitys President, Vice-President, Rector (who is also the second vice-president of the university), one student, the Economic Manager, the Legal Advisor, the Human Resources Manager, the Deans, the Heads of Departments, the Quality Commission Head, the Manager of the Institute of Modern Languages and the Manager of the Academician Ioan Haulica Research Institute. For achieving their objectives, the Administration Board and the Senate organize their work in various areas through structural departments and working committees, which include all employees, all teachers, student representatives, within the concept of total management of human resources. To ensure the coordination of the various structural sections, the Board may appeal to teachers or specialists outside its own academic Page 21 of 149

community. With their inclusion in the working commissions or structural departments, these ones become members of the academic community and can coordinate a committee, a department or a teaching or research field. The Academic Council is the advisory structure of the university and is formed by joining the University Senates members with the Administration Boards members, thus reconciling the Senates opinions with those of the Administration Board and the founders. While the Senate and the Rector ensure the foreground relations with the Ministry of Education, Research, Youth and Sports, the Academic Council and the Administration Board ensures the foreground relations with the founder and the third parties. (Annex 1.8) The rector, dean, vice-dean or head of department positions do not cumulate. Should a vacancy occur in the management positions, partial elections will be organized, within 3 months from the date of vacancy. Secretary activity within the university is carried out by the Rectors Secretary Office and by secretary offices of the faculties. The main task of the University Secretary Office is the proper management of study documents and student records. Secretary offices provide the script, programmatic and minutes part for the meetings of the Administration Board Office, Administration Board, Senate and Senate Office. All secretary staff are employed contestbased and a prerequisite for all positions are a foreign language competence and that of using computers. The General Secretary of the University and the Head Secretaries of the faculties form the Secretary College that meets regularly and ensures the coordination of secretary activity. According to their available resources, departments may hire full-time department secretaries. Funding for these positions is provided from the budget or grants, international programs, sponsorships. Secretary of Department reports to the Head of Department. The academic structures of the University include: faculties, departments, disciplines, the Research Institute Academician Ioan Haulica, the Methodological Center of Narcosedation Morris Clark, labs, clinics, S-Club TV station, SClub radio station, the Nova Apollonia magazine, which is the practical training platform etc. Membership, objectives and liability of these structures are prescribed by law and the University Charter, supplemented by regulations. (Annex 1.8), (Annex 2.4) The faculties are multifunctional units that develop and manage study programs. The faculty consists of departments, disciplines, libraries, laboratories, research units where operates that part of the academic community dedicated to a specialty or a group of specialties. Within the faculty there are teaching activities, scientific research and cultural activities, sports specific for the academic institutions. The faculty establishes its structure in Page 22 of 149

accordance with the Charter, with its teaching and scientific needs and its allotted budget. The faculty is organized and operates under the University Charter (Annex 1.8), following the University regulations and its own regulations. On the basis of its autonomy, the faculty elects its own academic administration under the Charter and Regulation of the faculty. The faculty elaborates the faculty Regulation, which governs the way studies and research are conducted, as well as its own elections Rules in accordance with the University Charter and the Rules of the University elections. The Staff Council of the faculty is the management structure of the faculty and consists of teachers, researchers (75%), students (25%). The Council has representatives from all specialties and departments. (Annex 1.8) The Faculty is headed by the Dean. The deans are selected through public competition, organized by the rector, in each faculty, in accordance with the rules of election and statutory provisions. (Annex 1.8) The department is the academic functional unit that ensures the production, transmission and use of specialized knowledge in specific areas of the Apollonia University of Iasi. Within the Dental Medicine Faculty of the Apollonia University there have been established the Teaching Department of General Medicine (including clinical and surgical disciplines) and the Teaching Department of Dental Medicine (including specialty subjects). Within the Faculty of Communication Sciences there has been established the Communication and Public Relations Department. Journalism. Departments role is to concentrate scientific potential, coordinate uniform policies within the remit of the department, and ensure efficient use of resources and heritage. Departments are established at the facultys proposal, approved by the Senate and by the Administration Board and the Academic Council. The department elects the Department Council and votes the Head of Department. They are approved by the Senate, the Administration Board and the Academic Council. Academic related structures from Apollonia University of Iai: a. Ioan Hulic Research Institute is a structural unit for coordination and development of fundamental and applied research in the university. Its activity takes place under its own rules (Annex 6.2) under a Scientific Council, led by a president. The scientific production of the institute is valued by participating in national and Page 23 of 149

international scientific meetings and through publication in professional journals, as well as in their own publications of the University such as International Journal of Medical Dentistry and International Journal of Communication Research. The budget of the institute is ensured from its support by the University, St. Apollonia Foundation, grants and contracts. b. Apollonia University Library, Publishing House and Book Shop Apollonia University Library of Iai is an important source of information for students and teachers, equipped with new releases, references, manuals, handbooks and journals in the areas of interest every year. Connected to the Internet and working with the academic subjects, the library regularly informs the Senate and the related disciplines about the background information. Headed by a director, the library is coordinated by a Scientific Council. (Annex 7.2) Apollonia Publishing House and Book Shop capitalize the teaching and research experience and contribute to the material made for the university students. They are coordinated by a Scientific Council. (Annex 7.6) Apollonia University of Iai has its own publishing house. Thus, the necessary academic books, courses and the cultural, educational and scientific research mission of the university are provided and fulfilled. The Editorial Plan of Apollonia Publishing House covers all areas of the university specialization. Apollonia University Press of Iai is coordinated by the Scientific Council of the Publishing House, representative for the scientific fields, consisting of academics, professors and specialists respected and recognized both in Romania and abroad. The Publishing House has in its portfolio books from specific areas of specialization of Apollonia University of Iai, and books that address a wider audience, such as those in the arts or cultural field etc. Its publications are grouped in several collections, among them: Hermes includes books in science communication, Gnatos contains books of dentistry, Logos gathers works of literature and linguistics. c. The Practical Training Platform (PTP) provides the basis for practical activity by the University in which students practice the mandatory scales for each subject. Entities falling within the structure of PTP are: Specialized Clinics of Medical Dentistry, Laboratories of Page 24 of 149

Dental Technology, Department of Physio-Therapy and Spa, Integrated Laboratory of biotolerance for drugs, biomaterials and medical devices, Didactic Laboratories for fundamental disciplines, morphologic and functional. Due to ongoing concerns of the university s management on the continuous upgrading of material basis, starting with the 2012-2013 university year it has purchased 4 Moog units, the most modern haptic simulating system, unique in Romania and Easter Europe. This laboratory develops the Apollonia concept regarding education and the maintanance of the bodys working ability and manual dexterity after the students have acquired theoretical and practical knowledge in ocupational ergotherapy, stereognosis and learning during the Bioinstrumentation. Ergonomy. Dexterityeducating the corect postural behaviour for a life-time. Apart from the haptic simulation laboratory, recent facilities include endodontic microscope, 5 fully programmable Artex simulation articulators and 24 units for specialized disciplines, etc.The theoretic and practic training of students from the Faculty of Dentistry is consolidated via professional extracurricular activities which complete the scientific horizont of the future specialist in dentistry. The Practical Training Platform (PTP) of Communication Sciences Faculty comprises Radio Student Club, Student Club Television, Nova Apollonia Magazine, Apollonia Publishing House, Press Agency, Multimedia Laboratory, Phonetic and Informatics Laboratories, Organizational Analysis and Diagnosis. This Practical Training Platform is unique in our country due to the fact that it puts the stress on the studentspractical training, who are able to go through all the stages of the different types of TV and radio shows, newspaper editing and publishing. (Annex 4.25). The Phonetic laboratory is highly modern and it also has the technology for simulataneous interpreting. The theoretical and practical training of students from the Communication Sciences Faculty is consolidated via extracurrilar professional activities which complete the scientific horizont of the future specialist in communication and public relations and journalism The Management Department of European Programs, Development Strategies and Foreign Relations is designed to inform teachers about national and European programs, the teachers getting used to identify issues for programs, implementation programs, and skills for a project manager. The Compartment for External Relations is a specialized structure in making connections with European universities and outside contracting for partnerships, contracts that offer Apollonia University of Iai an external way of standing out (studyvisiting, exchange of experience between teachers and students etc.). (Annex 9.12) Page 25 of 149

d. The Commission for the Evaluation and Quality Assurance prospects and prepares programs for the university development strategies under the University Rector and Senate management and presents them for discussion at all levels of the academic structure, so as finally to be submitted to the Academic Council. It coordinates all the activities and ensures quality in all the teaching, administrative and economic departments. (Annex 8.1) e. The Institute of Modern Languages of Apollonia University in Iai includes training programs to fill the skills profile in modern languages, the dominant target group consisting not only of students from Apollonia University of Iai, but also people of all ages, with secondary and higher education studies, employed or seeking employment in the country or abroad. Its mission is to coordinate all the activities through which skills are created in foreign languages knowledge: Italian, English, French, German and Romanian for foreigners. As a benchmark, I.M.L.A organizes introductory courses / training to acquire skills in modern languages. I.L.M.As activity is aimed at students, third parties, and the university and auxiliary staff. However, I.L.M.A is one of the interfaces within the university environment it serves. (Annex 9.17) f. The Performance Training Center (CPFPC): CPFPC mission is to coordinate all the activities of lifelong education in Apollonia University of Iai, in cooperation with faculties and other institutions in the country and abroad to provide training programs valuable both scientifically and methodologically, in accordance with the requirements of the education reform. As a benchmark, CPFPC organizes specialization courses / training, retraining, results of Apollonia University of Iai as a response to the request of the applicants. (Annex 9.18) g. The Morris Clark Methodological Center of Narco-Sedation made in order to outline the range of professional practical skills useful to every dentist, containing modern equipment that should not be missing from any dental practice. h. The Integrated Laboratory of bio-tolerance to Drugs, Biomaterials and Medical Devices (LIBMED) operates within Apollonia University of Iai, being affiliated to Ioan Hulic Research Institute. LIBMED goal is to develop, integrate the research infrastructure of Apollonia University of Iai and achieve its own research protocols, experimental and clinical, in terms of medical bio-tolerance, biomaterials and medical devices used in general practice and dentistry, to provide equipment, as well as the experience of the academics Page 26 of 149

and researchers from Ioan Hulic Research Institute, of the scientists teams who are interested in those areas with the intention of reaching an inter-university and inter-academic research networks. The main objective of the laboratory is to help develop specific analytical procedures and implement the best practices related to bio-tolerance effect characterization of several medications, the evaluation of biomaterials, biocompatibility and medical devices. i. The Laboratory of Electronics and Informatics is a partner in students training from the Faculty of Communication Sciences, made to achieve communication and publicity materials (audio-video editing and graphic-design), media materials and managing Apollonia University of Iai website. j. The Office of School Medicine monitors the health of students and university staff. k. The Academic Forum of Creativity, Innovation and Performance of Arts (AFCIPA) aims to develop knowledge in all fields of art, both in fundamental and advanced research. AFCIPAs main objective is to value the artistic production shows, concerts, exhibitions, book presentations, etc. and to promote artistic value. AFCIPA also supports regular meetings between scholars and artists from home and abroad, colloquia, conferences, and sets up special interest groups, reading groups or circles on various topics in the arts. AFCIPA stimulates specific activities in publishing results in journals and Romanian or foreign collective volumes. As well, on the medium-term target, AFCIPA aims at editing a magazine of art and for the long term, at reducing it to the international quality standards (with the editorial team of specialist reviewers, frequency, etc.). AFCIPA stimulates the exchange of ideas and information between specialists in the country and abroad through participation in joint projects, seminars, conferences and congresses on artistic creations. It will also initiate and implement interdisciplinary projects (with specialists in science education, anthropologists, sociologists, architects, etc.). (Annex 9.20) With the help of AFCIPA our university is able to accomplish its cultural and professional mission as it is laid down in the Charter, by hosting a series of extracurricular activities that are comprised in a plan written down at the beginning of each year.

The Administrative and Economic Department aims to a good management of Apollonia University of Iai assets, technical and material insurance of teaching and research Page 27 of 149

process, budget implementation, efficient handling of funds, and the proper distribution and use of the human resources. It includes: legal, accounting, human resources, administrative, property management, facilities and investment departments. All the elected academic subjects in leadership positions are full-time permanent employees of the institution and are qualified for those occupied positions. The University is an organization framed by its own personnel (Annex 2.1) which corresponds, in terms of qualifications, to the conditions required for the provided jobs. There are state positions/functions for all the teaching staff. (Annex 4.4) The two people working in the university library have specialist training, respectively specialized programs for the librarian position.

4. THE TEACHING STAFF The human resource (Annex 3.2) of Apollonia University of Iai is made of academic subjects and administrative staff. (Annex 9.1). The university teaching staff is tenured by contest according to the Statute of the Teaching Staff, the National Education Law no. 1/2011 and of its own Internal Regulation of Contest. (Annex 3.4), (Annex 3.6), (Annex 3.1), (Appendix 3.4.1). At the university level the states functions comprise a total of 99 legally constituted posts, of which 81 posts for the Faculty of Dentistry and 18 posts for the Page 28 of 149

Faculty of Communication Sciences. (Annex 4.3), (Annex 4.4) Of the 81 legally constituted positions (Faculty of Dentistry) 70.37% are teachers with basic norm or reserved position, tenured in higher education, and of these 24.5% are lecturers and professors (57 full-time of 81 of which 14 are lecturers and professors). The ratio teachers / students to study Dentistry program is 1/6. 8, and for the Dental Technique program the ratio teachers / students is 1/4. 8. Of the 18 legally constituted positions (Faculty of Communication), 8.89 jobs are legally established for the study program of Communication and Public Relations 7.76 (87.28%) are teaching staff with full-time basis or reserved position, higher tenured education, and 2.04 of these (26.28%) are lecturers and teachers. For the Journalism study program of the 9.11 legally constituted positions 7.24 (79.47%) are occupied by owners, of which 1.96 (27.07%) are lecturers and teachers. At the Faculty of Communication Sciences, specializing in Communication and Public Relations the ratio is 1 teaching professor / 4.63 students, for Journalism specialization a teacher / 2.20 students. (Appendix 4.20), (Annex 4.21), (Annex 4.22). The associated staff has the suitable training and it was employed with the law in force. Of all the university level holders (72) (15 Faculty of Communication Sciences, 57 Faculty of Dentistry), 41 have PhD in science (29 Faculty of Dentistry, 12 Faculty of Communication). University teachers, tenured in higher education, are covering during one academic year no more than two teaching times. (Annex 4.4) All holders of the university teachers had written statement on their own risk that they have the basic norm within the university. A total of 19 people non-tenured in higher education (8 Faculty of Dentistry, 11 Faculty of Communication Sciences) perform teaching activities in Apollonia University of Iai, satisfying legal requirements for occupying those teaching activities. (Annex 4.20) Within Apollonia University of Iai most of the discipline holders have developed courses and other educational materials needed for the educational process covering the issue provided by the discipline sheet. All the university teachers prepare at the beginning of each academic year discipline records, in compliance with the methodology and objectives for achieving them (Annex 4.5), (Annex 4.6), (Annex 4.7) based on the modular structure (Annex 4.8) and that of the academic year (Annex 4.13). The academic subjects who develop activities from the curricula (Annex 4.1), (Annex 4.2) provide a proficient cover for a license cycle. Page 29 of 149

For the 2012-2013 university year the human resource at Apollonia University of Iasi comprised of teaching and administrative staff in accordance with the annexes. Annex 10.10; Annex 10.17. At university level member functions comprise a number of 117 legally established positions, of which 92 positions for the Faculty of Dentistry, 25 positions for the Faculty of Communication Sciences. (Annex 10.7) Of the 92 legally established positions (Faculty of Dentistry)- 71,74% are covered by teaching staff with a permanent position or with a reserved position, tenured in highereducation, of which 27,27% are covered by lectures and professors (66 tenured of 92 of which 18 lecturers and professors). (Annex 10.7). The ratio teaching staff/student for the Dentistry program is 1 professor/ 6.8 students. Of the 25 legally established positions (Faculty of Communication Sciences) 12,51 are legally established for the study program Communication and Public Relations-9,18 (73,38%) are covered by teaching staff with a permanent position or with a reserved position, tenured in higher-education, of which 3, 34 (36,38%) are covered by lectures and professors. For the study program Journalism, of the 12,49 legally established positions- 9,82 (78,62%) are occupied by tenured staff, of which 2,66 (27, 08%) are lecturers and professors. At the Faculty of Communication Sciences, Communication and Journalism specialization, the ratio is 1 professor/ 1,14 students, at Journalism specialization the ratio is 1 professor/ 0.58 students (Annex 10.7). The associated staff have adequate training and were employed in accordance with the legislation in force. Of the total of tenured teaching staff at university level (69) (22-Faculty of Communication Sciences, 47-Faculty of Dentistry) 51 have their Pds (36 at the Faculty of Dentistry, 15 at the Faculty of Communication Sciences). The university teaching staff, tenured in higher education do not take on more than two didactic norms during an academic year. (Annex 10.7; Annex 10.10) At Apollonia University of Iasi the majority of the tenured staff have written courses and other didactic materials necessary for the teaching process, covering the main topic of the respective discipline, as it is laid down in the course description sheet. All the teaching staff from the university draw up at the begginning of each university year the course description sheets, observing the methodology and the objectives for their drawing up. (Anexa 10.21) on the basis of the modular structure (Annex 10.2) and of the university year (10.1) The university teaching staff who teach disciplines from the curriculum (Annex 10.6) ensure in a competent way that a B.A cycle is covered. 5. THE INFRASTRUCTURE Apollonia University of Iai has a heritage that effectively contributes to achieving its mission and objectives. The property consists of university teaching and research areas that correspond to specific fields of study, with lecture rooms, teaching and research laboratories, specialized clinics, in accordance with the technical, safety and hygienic norms in force. (Annex 9.3), (Annex 9.4), (Annex 9.5). Apollonia University of Iai has an available number of 4 classrooms with an area of 301.38 m2 (of which 4 rooms in the property), five seminar rooms with an area of 134.81 m2 (which 4 rooms in the property with an area of 114.81 m2, a rented hall with an area of 20 m2), 10 laboratory rooms with an area of 746.23 m2 (of which 8 rooms are in the property with an area of 516.63 m2, 2 rooms rented with an area of 229.6 m2), 3 specialized clinics with an area of 327.84 m2 (including 2 in the property with an area of 246 m2, and 1 rented with an area of 81.84 m2) and the library with an area of 102 m2. For practice the students have also available: laboratories, specialized and surgical dentistry clinics, with access through cooperation agreements. (Annex 9.5) The spaces found fit include purchased spaces by Apollonia University of Iai (Annex 9.3), with an area of 1280.82 m2 (Annex 7.1). Within Apollonia University of Iai the classrooms, preclinical laboratories, clinics, seminar rooms, PTPs are properly equipped, according to the current standards, PTPs and clinics being well above average equipped, and continually retrofitted. (Annex 7.1) In 2012-2013 university year Apollonia University of Iasi has considerably enlarged its own spaces thus having a number of 5 classrooms with a total surface of 428, 38 m2 (of which 4 classrooms with a total surface of 301, 38 m2 , 1 rented room with a total surface of 127 m2), 5 seminar rooms with a total surface of 169, 81 m2 (of which 4 rooms in private propriety with a total surface of 144, 81 m2 , 1 rented room with a total surface od 25 m2), 15 laboratory rooms with a total surface of 1036, 07 m2 (of which 11 private propriety with a total surface of 772, 54 m2 , 4 rented rooms with a total surface of 263, 53 m2). (Annex 10.11) The students also benefit from 10 laboratories and clinics and of the Practical Training Platform. In the 2012-2013 university year we notice a significant improvement of the ARACIS requirements concerning the norm on the space allocated for the total number of students at Apollonia University for classrooms, seminar rooms, laboratories and speciality clinics, the Page 31 of 149

Prcatical Training Platform, the Clinical Training Platform to which we can add the rented spaces on the basis of lease contracts with the Military Hospital of Iasi, Providenta Medical Center and SC Domenica. (Annex 10.11, Annex 10.8, Annex 10.9) By purchasing a new building which contains generous spaces for classrooms and didactic laboratories, as well as for the organization of the education system from the point of view of the modular system, the number of students that can be trained has significantly increased, so the university tequests the increase of the number of students that it can train. An important aspect to consider is the increased addressability of youg people from our countru and abroad for our study programs. From this point of view weve reorganized the university within the new spaces and weve optimized the university infrastructure. All the dentistry clinics have been concentrated in the Clinical Training Platform from Pacurari street nr.11, the Practical Training Platform of the Faculty of Communication Sciences has concentrated its headquarters on Stefan cel Mare Street. As a goal of ensuring an adequate framework for the study of both students and teachers the library was organized in 1990 together with the establishment of Apollonia University of Iai. Apollonia Library is itself one of the research laboratories of the university and offers its users access to resources and services for the educational process. The library is involved, along with the academic subjects into the composition of editorial plans, for printing textbooks and university courses at the university publishing house. The documentary heritage includes: lithographed courses, handbooks, books, treated serials, electronic documents and other documents. The book stock covers different areas: medical, dental, communication, media, advertising, public relations, law, sociology, political science, general knowledge etc. (Annex 7.3) The library collections are established and developed by their own sources (direct purchase, donations, sponsorships and exchange with libraries from the country and abroad). The total amount of publications on May 18, 2012 was: 4750 titles in 13451 copies, of which: books: 4,379 titles in 8658 copies, periodicals: 371 titles in 4793 copies. (Annex 7.2) The number of seats in the reading room is 92 and covers over 10% of the students. There are a number of 20 subscriptions to Romanian and foreign publications which are regularly in the library, subscriptions to publications including 13 specific medical specialties and 7 specific specializations subscriptions to Journalism and Communication and public relations. Following the movement of the headquarters on Muzicii street no.2, the Apollonia University Library has a space of 97 table places on which there are installed 25 high-tech computers which users can employ. The computers have installed the needed softwares for the students activities of reading, editing and online research. On the 25 computers the courses of the teaching staff have been uploaded. The students have the possibility to directly communicate with the teaching staff and have direct access to the needed materials for the training in order to abtain the necessary competencies and skills offered by the 6 study programs of the university. The total number of publications on October 23 2012 in the university library is of 5672 titles in 13.613 exemplaries, of which 5301 books (titles) in 8820 exemplaries and 371 periodicals (titles) in 4793 exemplaries. In the 2011-2012 university year in the library there were 1359 newly registered books of which: 599 books- purchased (374 books with 146 titles for the study program Communication and Public Relations and 225 book awith 186 titles for the study program Dentistry); 30 books through interlibrary exchange; 177 graduation papers; 543 donations from 21 donators (4 institutions, 17 persons).

The University has, according to the inventory lists, a total of 60 computers. Linked to the curriculum (Annex 4.2) and teaching hours, the available computer hours meet the activities of the 751 students (467 students specializing in Dentistry, 232 in Dental technical expertise, 36 in communication and public relations, 16 in Journalism). In Apollonia University of Iai there are basic licenses to use software, windows, bitdefender, and office. The university computer system has an internal regulation (Annex 7.5) and regulations for using the computer system. (Annex 7.4) The financial and accounting department has a clear record of all inventory items (fixed and low value items), including the provision of teaching and research laboratories (Annex 9.4). In the last three cycles of education, the university has owned over 70% of fully equipped school premises. In the 2012-2013 university year the students have access to a number of 102 computers in the university library, in the informatics laboratory and the phonetic laboratory (Annex 10.19), in clinics and loboratories, in the Practical Training Platform and the Clinica Traning Platform from the 5 buildings belonging to the university. In the 2012-2013 university year the University has, according to its inventory list, a number of 102 computers that are at the studentsdisposal. Correlated with the teaching plans (Annex 10.6) and with the classes of the teaching activities, the available number of hours per computer meets the requirements of the 967 students (565 students in Dentistry, 240 in Dental Technique, 96 in General Nursing, 18 students in Balneophisiokinetotherapy, 31 in Communication and Public Relations, 17 in Journalism). (Annex 10.3) The computerization in the university was made on areas (secretarys office- computerization of the data base, student record, teacher-student digital communication by e-mail, accounting - specific software, teaching - computerization of tuttoring and research work in clinics, laboratories and disciplines), the radiology laboratory, the phonetic laboratory.) 6. THE FINANCIAL ACTIVITY Apollonia University of Iai holds an accounting service/department for financial management of higher education and research activities, VAT and bank account. (Annex 1.5) The economic manager of the university is responsible for the functioning of the university financial accounting, with the task to execute decisions taken by the universitys academics, to contribute to strategic and daily management of the university. Apollonia University of Iai meets all the legal requirements for a qualified employment of the financial and accounting department. The University has also its own budget of income and expenses for teaching, research, investment and personnel costs. (Annex 9.8). In Apollonia University of Iai there is a service contract no. 61 of 27.01.2012 with the auditing company AUDIT SERVICES LLC, a CAFR member under the license no. 279/05.11.2002. The financial audit results with the annual review of the implementation of revenue and expenses were discussed and published by the University Senate. (Annex 9.9), (Annex 9.10), (Annex 9.11)

7. THE STUDENTS Apollonia University of Iai adopts its own methodology for the selection of students that meet all the provisions of Order regarding the general criteria for admission and organization of the undergraduate academic studies. (Annex 4.15) The registration for admission is based on a baccalaureate degree or equivalent training and other documents Page 34 of 149

specified in the rules of admission. (Annex 4.14) The University applies a transparent policy of recruitment and admission of students, publicly announced at least six months prior to application, through advertisements in local and national press, through its television (www.sclubtv.ro) and radio (www.sclubradio.ro), on the universitys Web site (www.univapollonia.ro) respectively, where there is a special admission containing the complete methodology of admission. The enrolled students fill in two contracts: the Contract fee studies (Annex 5.5) and the annual study contract. (Annex 5.6) The results of the examinations held by students are listed in catalogs, signed by the appointed academic discipline holder, recorded in a summary and shifted in the register. The Diploma Supplement is based on the Student Records. Diplomas are accompanied by the Diploma Supplement. There is a register on which to issue diplomas and diploma supplement, which contains all the information required by current regulations. (Annex 4.19) In the academic year 2011/2012 209 students were enrolled in Apollonia University of Iai. Of these 191 students are at the Faculty of Dentistry (101 students specializing in Dentistry, 90 students specializing in tooth engineering) and 18 students at the Faculty of Communication Sciences (12 students in Communication and Public Relations, 6 in Journalism). Currently, there are 751 students in Apollonia University of Iai: in the past six years, there were 699 students at the Faculty of Dentistry and 52 students at the Faculty of Communication Sciences (Annex 5.12). In Apollonia University of Iai each year of study has a supervisor (Appendix 5.9), a practice used in the university being that of the tutor, each teacher having tutoring students in each year. (Annex 5.8) Apollonia University of Iai, through the regulation framework for organizing the graduation examination (Annex 4.17) complies with applicable laws on the general organization of the graduation exams in higher education. Our university students are part of the leadership, being elected according to rules of students election in management structures. (Annex 5.2) Moreover, students benefit from sponsorship under the form of social grants, awarded by St. Apollonia Foundation (Annex 5.7). Students receive a Student Guide and a Code of Student. (Annex 5.10) Graduation exams are held in two sessions: Summer Session, June-July and September for medical graduates; winter session, in February. Faculties inform, by posting, the boards, but also on the university website (www.univapollonia.ro) the candidates support periods, registration requirements, content, software, access to libraries, training, organizing Page 35 of 149

committee of the license etc. (Annex 4.17) During the graduation exam session in September 2011, 221 students have passed of 226 enrolled graduates. The situation of the license exam session in February 2011 and February 2012 was the following: from 8 enrolled graduates, 8 were promoted. (Annex 5.13) In the 2012/2013 at Apollonia University of Iasi 316 students were enrolled. Of these 304 at the Faculty of Dentistry (120 students in the Dentistry study program, 72 students in the Dental Technique study program, 96 students in the General Nursing study program, 18 students in the Balneophysiokinetotherapy and Recovery study program) and 12 students at the Faculty of Communication Sciences (8 students in the Communication and Public Relations study program, 4 in the Journalism study program) (Annex 10.3) In the 2012/2013 at Apollonia University of Iasi each study year has an attending professor, another important aspect is the tutoring practice, each member of the teaching staff tutoring students from each study year. (Annex 10.20) In the September 2012 session of the graduation exam (Faculty of Dentistry) of a total of 148 graduates, 125 enrolled, 123 graduated. The students who did not pass the exam will sit again in February 2013 and there are 13 in Dentistry and 12 in Dental Technique. In Julie 2011 the Fcaulty of Communication Sciences of Apollonia University of Uasi has organized its graduation exam together with West University of Timisoara (West University of Timisoara being on the list of universities with which Apollonia University can organize a B.A exam given the Monitoring Order). Thus, because in 2012 the protocol measures were prepared according to the provisions of the law regarding the admission and the regulation of the West University of Timisoara. At the end of may the arrangements for the approval in Senate of the Partnership Agreement regarding the graduation exam were finalized. The Senates vote was negative rejecting the organization of the 2012 graduation exam by Apollonia University within the West University of Timisoara. Faced with this situation repeated efforts were made (Adress no 297/08.06.2012 registered at MERYS with no. 45701/13.06.2012, Adress no. 382/04.07.2012 registered 48653/05.07.2012, Adress no. 537/05.09.2012 registered 56374/06.09.2012) at the Ministry of Education Research at MERYS with no. at MERYS with no.

organize the B.A exam, either by mediating the relation between our university and the ones listed in the Monitoring Order, either by adding other Universities with which we can organize the B.A exam. These requests were supported by the fact that the informal discussions with Al.I Cuza University of Iasi, Bucharest and Babes-Bolyai of Cluj-Napoca have shown us that it is impossible to obtain the Senate agreement from each of the above Page 36 of 149

mentioned universities. MERYS answered our request by issuing in October 2012 of an Order (OMERYS no. 15891/27.09.2012) which modifies the Special Monitoring Methodology for Apoloonia University of Iasi which adds to the initial list University of Craiova and Lucian Blaga University of Sibiu. Currently, the partnership agreement with Lucian Blaga Universty of Sibiu is in work with which we will organize a special graduation exam. According to preliminary discussions the session will be organized between 7 and 17 december. The enrolled students fill-in two contracts: a study contract with the tuition and the yearly study contract (Annex 10.26) 8. THE RESEARCH ACTIVITY The scientific research activity within Apollonia University of Iai is a proceeding according to the university research strategy (Annex 6.3) adapted to the development of scientific research at the national and international level, to a research plan (Annex 6.4) and to the University Strategic Plan. (Annex 8.4) In addition, at the faculty level, the university research is guided by the annual research plans of the two faculties. (Annex 6.4) Within the University, the scientific congresses (International Congress of Apollonia University of Iai, Apollonia University Days, the annual International Congress of Ioan Hulic Research Institute, other conferences and congresses, and the Congress of Dentofacial Somato-sensory Aesthetics), symposia, round tables and work-shops are annually organized, that can be viewed on the university website (www.univapollonia.ro). (Annex 6.18) The research interests of our university are predominantly institutional. (Annex 6.16) The university research is also relevant at the national level (Annex 6.7, Annex 6.8, Annex 6.13), in the current academic year the number of projects submitted in national competitions increased. (Annex 6.14) Following the research activities conducted in university during 2010/2012, the resulting published articles are: in ISI Journals during 2010-2011-2012 = 25 (Annex 6.17) (of which 23 to MD and 2 to CS) in CNCS journals, IDB and other magazines 2010-2011-2012 (Annex 6.7) = 137 (of which 65 and 72 MD SC) Published books during 2010-2011-2012 = 35 (including 25 in MD and 10 to CS) Page 37 of 149

(Annex 6.7) Participation in scientific events during 2010-2011-2012 (Annex 6.8) = 96 (of which 38 abroad) to MD = 43 (18 abroad) and CS = 53 (20 abroad). The journals published by Apollonia University of Iai: International Journal of Medical Dentistry, the scientific journal of CNCS rated B + (http://www.ijmd.ro/index.php?limba=ro) and International Journal of Communication Research (http://www.ijcr.eu/), both included in international databases are not only a means to exploit their research results through publication of scientific papers written by university teachers and researchers, but also a way of maintaining links with other research groups in the country and the world published in these journals. The University Training Platform Practice (PTP) contributes to the development of teachers and students scientific research in which all the internal research projects and students are involved. (Annex 6.9), (Annex 6.19) The international links in scientific research have resulted in the establishment of collaborations with academic and research institutions: research protocol signed by Apollonia University of Iai and institutions gathered Joint Institute for Nuclear Research Frank Laboratory of Neutron Physics and (JINR FLNP) in Dubna, and the Memorandum of establishing the International Research Group: Bio-Plasma-Group; the Memorandum concluded with the Swiss School of Management, Universita Europea di Roma, Italy cooperation agreement with the State University of Moldova to ensure a scientific process, modern teaching and instruction (Appendix 6.12) and recognized personalities in medicine and science communication. The Scientific Research Committee (Annex 6.1) prepares an annual report on scientific research in the university. (Annex 6.5), (Annex 6.6). The scientific research committee within Apollonia University of Iai observes the code of ethics (Appendix 6.11) in scientific research, each year, the Ethics Commission developing a report of research activity. (Annex 6.10) In the 2012-2013 the Acad. Ioan Haulic Research Institute of Apollonia 2010. Apollonia University of Iasi has played an active part in the information activities organized by MERYS via its units UEFISCDI and ANCS so that the teaching staff was permanently informed on the debated programs. (Annex 10.25) Moreover, between 22-24 October 2012 the School of Advaced Studies in Bio-Plasma was organized by the Apollonia University of Iasi and the International Bio-Plasma Club. These events received special appreciation from the participants from the country and from abroad. School of Advaced Studies in Bio-Plasma includes Apollonia University in a highperformance research area, and the fact that our university has joined the International BioPlasma Club certifies the acknowledged value of the research that take place within the university, which ensures a remarkable position in a unique and highly refined research area at national and international level. The University also publishes and updates annually the Brochure of the university and the Students Guide (Annex 5.10) which contain all the information concerning the programs of university studies. S.A.1.1. Misione, objectives and academic integrity IPA 1.1.1 Mission and objectives Min: Apollonia University of Iasi was set up and it functions according to the law. (Annex1.1),(Annex 1.2),(Annex 1.3),(Annex 1.4),(Annex 1.6),(Annex 1.7) Apollonia university of Iasi has an University Charter (Annex 1.8) whose provisions are in accordance with the national legislation and with the EU principles for higher education and are known to all the members of the academic community. The University Charter has been updated in 2011. The mission and objectives undertaken by the institution set it apart in the national higher education system via: clarity, distinction and specificity (Annex 1.8) Ref.1. As noticed from the following we hereby consider that the basis of the mission and objectives of Apollonia University of Iasi institution set it apart in the national higher education system via: clarity, distinction and specificity. We can assert that Apollonia University of Iasi already has a tradition demonstrated by its 22 years of activity in which the following requests laid down for the higher education have been and are promoted: clarity, distinction and specificity. Clarity- is approved in our university by our internal ability to self-analize and self-evaluate (Annex 8.8, Annex 8.9) and out (Reports, Visits, Commissions ARACIS). In the Apollonia University of Iasi, the quality of studies, learning and research is evaluated in the light of the results. For efficient learning and research we follow permanent improvement of method in the educational and research process by complex, inter and transdisciplinary approaches. Distinction besides didactic and research activity, the Apollonia University of Iasi distinguishes also by other activities and cultural initiatives, of national relevance which contributes to its prestige (with the help of FACIPA). Our university distinguishes by facilities concerning the access to courses, seminars, practical works and different study conditions, by partnership relations professor-student, with the universities from abroad (Annex 6.12), by conferring the title of assistant of honour for the students of the last years who have got excellent results, by the occidental modular system of teaching-learning. The 2 directions outline the humanist character of the specialization directions. Competitiveness at the moment when our country became member of the European Union on the 1st January 2007, the Romanian Higher Education integrated in the European Space of the Higher Education Page 40 of 149

and entered directly on the European competitional market. In our university competition is manifested to all levels: a rigurous selection of the high school graduates by tests of admittance (www.univapollonia.ro), by a permanent evaluation of the students (projects, schedules, practical oral examination, their participation at the Students Scientific Session with articles resulted from their activities, their participation in Students Debating Circle, Study Clubs, Apollonia Debates, Clinical Evenings). (Annex 9.20), (Annex 9.21). A great number of graduates who find a working place in the national and international medical system. The teaching staff of the university is implied in internal, national and international research projects. In 2011, two projects ANCS and UEFISCDI were financed as a result of national competitions. (Annex 6.13) Specific features the university study programs offered are in accordance with the university mission and contain elements of specific features and opportunity in accordance with the national background of qualifications. (Annex 1.10) The research fields of our graduates profession are requested on the working market, both in the country and abroad. (Annex 4.11) Cultural, scientific, educational or sportive manifestations which carry on in the university confer specific character and dignity to our institution. (Annex 9.20) Competence staff employed in accordance with law, research the quality of the academic staff represents the most important element in our university approach which concentrates its attention on student. To focus on student is achieved and we assure by its instruction as a specialist from the perspective of certain integration in the medical system and that of communication and journalism. The university provides for the development of a competitive education, updated by a continuous preoccupation of the academic community to offer a university curricula in accordance with the demands of the European education (by debate and annual revision of the university curricula in comparison with renowned universities in the country and abroad) (Annex 4.11), by attracting specialists from other countries like: USA, Israel, Italy, Germany, etc. (Annex 6.12) who offer modern theoretical and practical knowledge to us, by acquiring equipment of last generation (global system of postural gnatology, narcosedation system, Tscan II, BioPack Med, electrognatograph, etc Faculty of Dental Medicine, complex equipment for the program of practical instruction from the Faculty of Science of Communication (S-Club television and radio).Our university offers medical and social services for all the community. Min: The Apollonia University has a Code of Ethics (Annex 2.7) and a Code of Ethics of research (Annex 6.11) by which upholds the values of academic liberty, the university autonomy and ethical integrity and disposes of transparent practices and mechanisms to apply the code. The University has a Commission of ethics and Rules after which it works. (Annex 2.6) The Code of ethics of the university regulates the norms of professional conduct, promotes a high moral attitude of the members of academic community, of the students, the provisions of the Code being compulsory for all the members of the university community. Ref.1: The Apollonia University of Iasi respects the Code of ethics approved by the Senate Decision, constituted on the basis of the provisions Art. 1 1 from OmedC no. 4492 from the 6th of July 2005 concerning the promotion of the professional ethics in universities. The commission of ethics, on the basis of the complaints and claims occurred concerning the activity of management, research; teaching, examining, etc. achieves controls. The results of the Commission activity are included in the written book of official reports and are brought to the university managers knowledge for sanction and follows the sanctions imposing. The commission draws up the annual report concerning the situation of respecting the university ethics and the ethics of research activities which are presented to the university senate and constitutes a public document. IP.A. 1.1.3. Responsibility and public account Min: The Apollonia University of Iasi has in its structure a Commission of internal academic audit, approved by the Senate Decision. The Commission achieves the audience of the main fields of the university activities and follows that the obligations the institution assumed to be respected rigorously, applying the Rules. (Annex 8.19) Ref.1: The academic audience is made on the basis of a audience annual Plan and the results of the audience are included in the annual Report of the Commission for internal academic audit (Annex 8.20) debated in the Senate and elaborates measures of improvement of the academic activity and verifies the degree of achievement of these. Min: The Apollonia University of Iasi has a management system (Annex 2.1) and internal Regulations (Annex 9.1) which respect the legal applicable regulations. The management system is described in the University Charter. (Annex 1.8) There are Rules of choosing the management structures in the university approved by the Senate decision. (Annex 2.2) The mechanism of choosing the students representatives in the management bodies is obviously described in the University Charter (Annex 1.8), in the applicable regulations (Annex 9.1), in the Rules of students selections in the management structures. (Annex 2.2) The mechanism is democratic, transparent, undiscriminating and does not limit the students rights to represent and be represented, the students percentage of our university representatives in the management structures is25% (Annex 5.2) The University has a coherent system of university management, integrated and transparent and which is based on an effective and efficient, adapted to the mission and objectives assumed. The selections for the structures and functions academic management of the Apollonia University of Iasi (Annex 2.2) are organized and carry on in accordance with the applicable regulations, with the provisions of the University Charter, (Annex 1.8), with the order MECTS for selections, respectively the institutional methodologies and regulations, with the Order MECTS no. 4062/15.04.2011, concerning the methodology- framework of organizing of the referendum at universities level to chose the modalities of the rectors appointment (Annex 2.4), with the organizing Methodology of the university referendum to chose the modality of the rectors appointment. (Annex 2.2) The managing staff of the Apollonia University of Iasi is formed by didactic staff tenured in the higher education, with basic norm in the university. The university has an organization chart held with its own staff who correspond, from the point of view of professional qualifications to the conditions required to be employed in such positions. (Annex 2.1) Ref.1: The management system and the internal work regulations use the communication and information systems, of Internet and Intranet type, to transmit in real time the decisions of the Senate, the academic Council and the faculties Councils, and also of the other commissions of the university to all the didactic staff and students interested in the participation in the management and achievement mechanism of the university programs. 2. Strategic Management Min: The Apollonia University of Iasi elaborated a strategic Plan with a perspective of 5 years, 2009-2014, updated in 2011. (Annex 8.4) The strategic Plan was the basis of the annual operational Plans drawing up (Annex 8.6), (Annex 8.7) of the university and the two faculties. (Annex 8.25) Ref.1: The strategic Plan is elaborated on long, middle, and short term, is updated yearly depending on the evolution and context of the higher education. (Annex 8.4)Yearly, the rector presents a Report concerning the university state. (Annex 8.21), (Annex 8.22) The rectors annual Report conclusions are debated in the academic Council (Senate and the administration Council) and is made up in objectives to accomplish for the following period with reference to the increasing of performances of the didactic process, of scientific research, in the university administration and to develop partnerships with students in view to attain standards of continuous increasing of the Apollonia University of Iasi, with the aim of changing the qualificative and the position hold in the hierarchy of classification elaborated by MECTS. IP.A.1.2.3. Effective Administration Min: The Apollonia University of Iasi disposes of an administration which respects the applicable regulations, it is efficient and structured in administrative, departments, offices, financial-account services are outsourced functioning with collaboration agreements. In the university administration there are employed 35 persons, among them 16 with university studies and 19 with middle studies, well grounded in accordance with the position demands. The administrative structures functions on the basis of rules. (Annex 9.1), (Annex 9.2) For the 2012-2013 university year the adminstrative and auxiliary personnel is made up of 53 persons (Annex 10.17) The functional compartments of the university are structured on types of activities, as follows: the secretariate of the university and of the faculty, the accountancy office, the economic direction (the administrative department, with its social and technicsl services),human resources, internal financial control, juridical office, internal audit, library. These compartments workn on the basis of the set of regulations established for each of them in part. (Appendix 6.2), (Appendix 7.2), (Appendix 8.19), (Appendix 9.2), (Appendix 9.6), (Appendix 9.9) Besides the functional compartments of the university there also exist units (departments, commissions) with didactic character, for professional and social formation, Page 44 of 149

Apollonia University of Iai has 4 lecture rooms with a surface of 301.38 m2 (all 4 in its property), 5 seminar rooms with a surface of 134.81 m2 (4 rooms in its property, total surface: 114.81 m2, and 1 rented room surface: 20 m2), 10 laboratories, with a surface of 746.23 m2 (8 of them in its property, with a surface of 516.63 m2, 2 rented rooms, with a surface of 229.6 m2), 3 specialized clinics, with a surface of 327.84 m2 (of which 2 in its property, with a surface of 246 m2, and 1rented, with a surface of 81.84 m2) and the library, with a surface of 102 m2. For the Faculty of Medical Dentistry, the university has 3 lecture rooms, of which 3 in its property, with a total surface of 270.25 m2. (Appendix 7.1) For assuring the didactic activity (stages, practical works, seminars), 8 preclinical laboratories are available, with a surface of 664.54 m2, (7 of which of its own, with a surface of 459.93 m2, and 1 rented room, with a surface of 204.6 m2), 3 specialized clinics, with a surface of 327.84 m2, (2 in its property, with a surface of 246 m2, 1 rented, with a surface of 81.84 m2), and 2 spaces, in its property, with a total surface of 60 m2). The library of the university has a space of102 m2. The university possesses, for the Facultaty of the Sciences of Communication, of 1 lecture room, in its property, with a surface of 31.13 m2, 2 laboratories with a surface of 81.70 m2 (1 laboratory of its own, with a surface of 56.70 m2, and 1 lended laboratory, with a surface of 25 m2), 3 seminar halls, with a total surface of 74.81 m2 (2 of its own, with a surface of 54.81 m2, and 1 hired room with a surface of 20 m2). Within the Ioan Hulic Research Institute there is active the Sclubtv Television, as a component of the Platform of Practical Instruction of the university. Besides the Tv , there is also the Sclub Radio, whose activity is developed in a different location (in the Grii street). The academic spaces in which the academic comunity develops its activity include: Spaces of its own (bought by: Apollonia University of Iai) (Appendix 9.3) and spaces obtained on the basis of cooperation agreements. (Appendix 9.5) The rented spaces are employed on the basis of collaboration agreements with several hospitals, which assure the material basis necessary for students practical training. Apollonia

University of Iai also provides to its students a space for sporting activities and accomodation. (Appendix 9.5) In 2012-2013 university year Apollonia University of Iasi has considerably enlarged its own spaces thus having a number of 5 classrooms with a total surface of 428, 38 m2 (of which 4 classrooms with a total surface of 301, 38 m2 , 1 rented room with a total surface of 127 m2), 5 seminar rooms with a total surface of 169, 81 m2 (of which 4 rooms in private propriety with a total surface of 144, 81 m2 , 1 rented room with a total surface od 25 m2), 15 laboratory rooms with a total surface of 1036, 07 m2 (of which 11 private propriety with a total surface of 772, 54 m2 , 4 rented rooms with a total surface of 263, 53 m2). (Annex 10.11) The students also benefit from 10 laboratories and clinics and of the Practical Training Platform. In the 2012-2013 university year we notice a significant improvement of the ARACIS requirements concerning the norm on the space allocated for the total number of students at Apollonia University for classrooms, seminar rooms, laboratories and speciality clinics, the Prcatical Training Platform, the Clinical Training Platform to which we can add the rented spaces on the basis of lease contracts with the Military Hospital of Iasi, Providenta Medical Center and SC Domenica. (Annex 10.11, Annex 10.8, Annex 10.9) By purchasing a new building which contains generous spaces for classrooms and didactic laboratories, as well as for the organization of the education system from the point of view of the modular system, the number of students that can be trained has significantly increased, so the university requests the increase of the number of students that it can train. An important aspect to consider is the increased addressability of young people from our country and abroad for our study programs. Ref.1: More than that, as early as the university year 2009/2010, the managers of the university have planned the acquisition od new education and research spaces. (Appendix 8.4) Consequently, in the 2011/2012 university year, a new building has been bought, for assuring an optimum development of all didactic-scientific activities. (Appendix 9.3) IP.A.2.1.2. Endowment Min: At Apollonia University of Iai, the lecture/seminar spaces are provided with technical equipments for teaching and communication, which facilitate the activity of the teaching staff and the receptivity of each student. The preclinical laboratories, the specialized laboratories for the Dental Technique speciality, the spaces for Balneophysiokinetotherapy and recovery, and especially the specialzed clinics, the Sclubtv TV and Sclub radio have suitable Page 47 of 149

equipments and operating means. (Appendix 7.1) In the university year 2011/2012, the Library was enriched with 1019 new books, of which: 466 books bought, 15 by exchange among libraries, 177 diploma works 2011, 361 donations from 21 donors (4 institutions, 17 physical persons). (Appendix 7.2) Following the movement of the headquarters on Muzicii street no.2, the Apollonia University Library has a space of 97 table places on which there are installed 25 high-tech computers which users can employ. The total number of publications on October 23 2012 in the university library is of 5672 titles in 13.613 exemplaries, of which 5301 books (titles) in 8820 exemplaries and 371 periodicals (titles) in 4793 exemplaries. In the 2011-2012 university year in the library there were 1359 newly registered books of which: 599 books- purchased (374 books with 146 titles for the study program Communication 30 books through interlibrary exchange; 177 graduation papers; 543 donations from 21 donators (4 institutions, 17 persons). and Public Relations and 225 book with 186 titles for the study program Dentistry);

IP.A.2.1.3. Financial Resources Min: The planning and defining of the investment and financial management policies is done in a rigorous way within Apollonia University of Iasi. The university financial resources come from its own income (tuitions, Congress tuitions etc) and from other revenues according to the law (sponsorships) (Annex 9.8) The University has financing sources and adequate resources on short-term and long term, which are alotted to achieve in an adequate way its set mission and objectives. The revenue and expenses requires that the expenses be covered of the expected income to be achieved, existing multiannual budgets. (Annex 9.8) Ref 1: In addition to providing current requirements, the university has financial reserves, diversified sources of funding and rigorous planning, investment policy making and financial management. (Annex 9.8) Via its Charter, the Apollonia University has a double character, humboldian and entrepreuneurial because it has created her own profit points (CNFPA, ILMA, DOMENICO Medical Center, the University Publishing House). IPA.2.1.3. Scholarship Awarding System and of other forms of financial support for students. Min: Apollonia University of Iasi has a Regulation for awarding social scholarships (Annex 5.7) which it applies rigurously. The social scholarships are awarded on the basis of a series of selection criteria approved by the Senate. Ref.1: The proportion of its own resources in the scholarship fund is of a minimum of 10%. Student Admission IP.B.1.1.1 Student Admisssion Min: At the beginning of each university year or every time it is needed (MERYS methodology) the Senate of Apollonia University of Iasi modified and aproves the Methodology for organizing the admission for the next year (Annex 4.15). Our University applies a transparent policy in recruting and enrolling students, publicly anounced six mounth before its implementation, by publishing adds in the local and national press, and on the university site (www.univapollonia.ro) where there is a special admission section which contains the entire admission methodology. At academic management level efforts are made to promote real and correct information, including in the Students Guide and the University Guide, The Students Code, (Annex 4.15) published on the site (www.univapollonia.ro),giving candidates the opportunity to check all the necessary information (by telephone, email, organizing visits in highschools via its promotion caravane etc.). Also, the information regarding the admission can be found in our own magazine Nova Apollonia The magazine of the modern student, which can be accesed online on the university site or which can read in printed format -A (http://www.univapollonia.ro/images/stories/pdf/Nova_Apollonia/NA11.pdf VENIT ORA ADMITERII ). Sclubtv, and Sclubradio offer mainly for the students at the Faculty of Communication Sciences the possibility to practice and to elaborate their practical scores for each discipline. Admission is based solely on the candidates academic skills and no discriminating criteria are applied, thus respecting the principle of equality for all candidates. IP.B.1.1.2 Admission Practices Min: At Apollonia University of Iasi the admission for the BA cycle is done starting from the premises that the student must have a baccalaureate diploma taking into account the hierarchical order of graduation averages. The skills, knowledge and obtained abilities by our graduates ensures them a place on the labour marked, a proof is the fact thatr some of our graduates are teaching in state or private universities, from the country of from the EU countries, while others have managed to

Student evaluation of the teaching staff targets the quality of the teaching act expressed by its compatibility degree with the studentsexpectations and it assumes a good knowledge of the teaching staffs activity by the student, based on the shares educational experiences (Annex 8.14). At Apollonia University of Iasi the student evaluation of the teaching staff is done one the basis of a standardized document which will be called Student evaluation questionaire of the teaching staff (Annex 8.14.1). The studentssatisfaction degree was measured within the evaluation process of the

teaching activity within our univeristy based on a complex analysis of the student evaluation questionaire of the teaching staff, its methodology as well as the results being presented in detail in section C.4.3 Student evaluation of the teaching staff Over 50% of the students positively appreciate the learning-developement environment offered by the university and their own learning path. IPB 2.1.4 Student centered learning methods Min: The main resposibility of the teaching staff in our university is to project his/her learning methods and environments so as to be student-centered, with as little accent as possible on the traditional responsability of transmitting just information. The student- professor relation is one of partnership where each takes on the responsability of reaching learning results.The learning results are explained and discussed with the students from the perspective of their relevance for the students development. Apollonia University of Iasi, via its study programs, ensures practical trainings in its clinic, traning in the preclinical laboratores. In the final year the university has alloted consistent financila funds by investing massively in hi-tech equipment, auxiliary materials, from boards to OHP and flipchart. The teaching staff use the resources of the new technologies: email, facilitating the dialogue with the students, bibliography, electronic resources, the courses of each of the teaching staff of taught disciplinies can be found at the university library (Annex 4.2),(Annex 4.5),(Annex 4.6),(Annex 4.7) Ref.1. The teaching staff is specially trained to teach at the Performance center for ongoing professional training set up by Senate decision of Apollonia University of Iasi in Octobert =78. The university teaching and administrative staff has certificates in English Communication (CNFPA certified courses). Apollonia University of Iasi is a certified Cambridge Esol University center for first and sixth year students, but also for students outside the university which will be completed by obtaining a Cambridge Certificate. Via Apollonia University of Iasi we, therefore offer the opportunitu to obtain an Englsih language certificate or an university degree acknowledged internationally which will encrease the students chances to continue their education in Romania or abroad and it will imporve their professional perspectives. Also the teaching and administrative staff has benefited from courses in Project Managament, certified by CNFPA. All courses end by acquiring a certificate bearing the heading of the Ministry of Education, Research, Youth and Sports as well as that of Ministry of Labour and Social Protection. The obtained certificates after these courses are acknowledged throughout Romania and the EU Community and are life-long valid. Moreover, Apollonia University of Iasi via its Performance center for ongoing professional trening organized between 19-29 Aprilie a class of Vocal mastership- for all types of voice, class held by the soprano Maria Slatinaru-Nistor (from the category of Performance classes in artistic domaine). The courses addressed lyrical artists, students and graduates of Art/ Music Universities and Academies and ended by the concert organized by the student sat Union Museum titled Spring Voices (Annex 9.20). The refresher courses certified by Apollonia University of Iasi, such as: The Course of pedagogical training through the centre of performance in the continuous professional training, aims the rise of the pedagogical training degree of the teaching staff of Apollonia University by organizing profile lectures, experience exchanges and debates groups. This debate group was born as a result of the interest increased from Apollonia University of Iasi for the qualitative increasing of the didactic activity. Starting from the idea that an education of quality means not only informational contents connected to actual scientific debates, but also a modern, creative and dynamic method of teaching-learning, we consider that by this initiative of continuous training there are outlined the conditions of didactic progress background in Apollonia University of Iasi. The program of meetings with the due themes can be consulted on the site http://www.univapollonia.ro/images/stories/pdf/Cursuri%20pedagogie.pdf. The centre of performance in the continuous professional training must represent a chance of improvement also for the trainers teaching staff within the courses of our educational offer. Thus there is the possibility of gaining refresher grants financed from the European funds and one of the institutions which offers such opportunities is The National Agency for Community Programs in the Field of Education and Professional Training found out to the Ministry of MECTS which administrates and ear-marks European funds in the education and training field, supporting the institutions, the organizations and the persons to develop their capacities and competences. Such a grant was obtained in January, during this year, offering to the teaching staff the possibility of carrying out a sharing of experience of good trainings and know-how in Italy at Florence where it participated at Grundtvig Grant: The Page 54 of 149

Future of the European Identity. The Continuity Evolution through the Integration of the Regional Identities.(Annex 9.18) With the Centre of performance in the continuous professional training Apollonia University of Iasi has thus the opportunity of becoming a centre with dissemination area, of the training activities they carry on, at national level, the teaching staff belonging to other universities but also the persons outside the university space, having thus the chance of following various courses and acquiring CNFPA certificates, recognized in Europe. The teaching staff associates the students to the teaching activity (questions from the audience, presentation of essays, demonstrative experiments, access to patients) the teaching process being directed according to the rhythm and the studentslearning manner.The students of our university are implied in projects of internal research. (Annex 6.9) Ref.The didactic activity centered on an interactive character, of stimulating the independent thinking and the capacity of solving the problems, create abilities of approaching the research themes, encouraging the students to discover and create themselves the knowledge. (Annex 5.8) Ref.1: There is a Department of the students advise and orientation in career having a rule of functioning approved by the Senate.(Annex 5.4) A frequent practice in Apollonia University of Iasi is the tutorial activity. The tutorial activity is the students supporting and counseling program with the aim of facilitating the integration in the university education, the advice in choosing the most suitable didactic options, the improvement of the school situation. CRITERIUM B.3. THE ACTIVITY OF SCIENTIFIC RESEARCH S.B.3.1. RESEARCH PROGRAMS IP.B.3.1.1.The research program
In Apollonia University of Iasi there is a Strategy of the research activity, on long term (Annex 6.3) approved by the Senate Decision, a Plan of Scientific Research (Annex 6.4)as well annual Plans on short term, on faculties, approved by the professorial Councils of the faculties.The long-term research plan is divided on calendar years, with semester stages, responsibilities and ways to exploit the research results. The research groups consist of teachers, researchers and students, and subject matters concern priority areas, interdisciplinary, topical national and European level. To attractrenowned scientists from national and international impressive universities and research facilities and to ensure the infrastructure of performance research (by developing research projects for equipping units) represent means of achieving the research objectives in our university. The research funds are the amounts allocated by the university (Annex 9.8),obtained by participating in national contests, donations and sponsorships. The research interests of our university are predominantly institutional, with 20 research themesat the university level(Annex 6.16) to emphasize / ensure the interdisciplinary nature of these approaches, namely the establishment of research teams able to perform on national plan. The annual evaluation of teachers of Apollonia University of Iasi aimsalso performance in research. The research protocol signed by the "Apollonia" in Iasi and the institutions gathered together under Joint Institute for Nuclear Research and Laboratory of Neutron Physics Frank (JINR FLNP) in Dubna, Russia (Annex 6.12), provides for joint research in the field of structural investigation by spectral nuclear methods and X-ray of the composite materials used in dental applications.The topic with the title "Investigations of Novel Materials by Neutron NanoSystems and Scattering Methods" unrolls between 2009-2014 and envisages the preparation and the characterization by neutron and X-ray diffraction of new polymeric materials. The establishment, on 6 November 2011 of the international research group "Bio-PlasmaGroup" - coordinated by the Research Institute "Acad.Ioan Haul" , "Apollonia" University, whose founding scientific personalities of the Czech Republic, Serbia and France, along with the university professors in "Apollonia" (Annex 6.12), represent a way to develop research cooperation in the application of cold plasmas in biology and medicine and recovery research in this area of concern. IP.B.3.1.2. Achievement of research Min: In the university expenses budget there are specified resources for scientific research. (Annex 9.8) There are scientific research contracts obtained through national competition. (Annex 6.13). We believe that the university provides an environment and a culture centered on academic research, as pointed out by the existence Research Institute "Ioan Haulica" representing the structural unit of coordination of fundamental and applied research. Its activity follows a proper regulation (Annex 6.2), under the coordination of the Scientific Council consisting of 9 members (appointed by the Board of Directors) and endorsed by the Senate and a chairperson. The Institute funding is achieved through the university funds, grants, research contracts. In the University there is aManagement Department for European Programs, for Strategy Development and for External Relations in order to facilitate the access to research contracts. (Annex 9.12) Ref.1: In our university there is a strategy for long-term research (Appendix 6.3), and scientific research program on short and medium term (Annex 6.4) that provides an environment and a culture focused on academic research. (Annex 6.1) The scientific Council monitors the scientific research and the practical results of this work, developing an annual report on scientific research. (Annex 6.5), (Annex 6.6) Meanwhile the Scientific Council establishes the criteria for evaluating scientific activities, evaluates proposals for the award honorary titles (11 titles were awarded honorary doctorates in 2011, 2012) and the University Senate recommends these applications. (Anexa10.25) In the scientific research plan of the academic year 2012-2013, up to 1 November 2012 a series of scientific meetings with national and international participation were conducted. and the National Symposium of "Apollonia" Modern Languages Institute took place in Iasi, on the Academic Days, XXVII edition, was organized by the Romanian Academy Branch, on 18-19 October 2012. (Anexa10.25) From 22 to 24 October 2012, as well, the School of Advanced Bio-Plasma took place organized by "Apollonia" and Bio-Plasma Club International. These events were highly appreciated by the participants in their country and abroad. The School of Advanced Study of Bio-Plasma includes Apollonia University in a high-performance research and our university join to the International Bio-Plasma Club certifies the amount of research carried out in universities, the high standards achieved by the university staff teaching and research, which provides an outstanding position in a research area of great scientific sophistication and uniqueness on a national and international scale.

Min: The university has an internal financial audit committee that operates based on an internal Rules and Regulations Manual. (Annex 9.9). In "Apollonia" University of Iasi, there is a service contract, the No. 61 of 27.01.2012 one, with the audit firm AUDIT SERVICES LTD, member CAFR, a firm operating under license No 279/05.11.2002. The results of the financial audit together with the Annual Financial Audit of the implementation of revenue and expenses included in the annual external financial audit report were discussed during the Senate meeting, by the Senate members and made public. (Annex 9.11). The results of the internal and external audit financial activity accounts are discussed in the Academic Council and are brought to the attention of the academic community. (Annex 8.5) Ref.1: In Apollonia" University of Iasi there is a Manual of quality (Annex 8.10) and quality management system is implemented. In the Strategic Plan (Appendix 8.4) and operational ones (Annex 8.6), (Annex 8.7), (Appendix 10.13) there are mentioned strategies for quality assurance including goals and means of achieving quality assurance. For each policy there are set out achieving strategies, being specified the human resources, timelines and measurable indicators. S.C.3.1 STUDENT EVALUATION IP.C.3.1 The university has strict, rigorously applied regulations on the examination and appreciation of students
Min:Examination and marking of the students at Apollonia University of Iai are based on regulations of their professional activity, according to the European system of transferable credits. (Appendix 5.3) The manner of exams organization (written thesis, tests, oral and practical examination) is established for each discipline in part, by the professor responsible with the course, prior to the beginning of the didactic activity.(Appendix 4.5),(Appendix 4.6),(Appendix 4.7), (Appendix 10.21) According to the system of transferable credits, 60 units of credit, distributed along two terms are assigned. The number of credit units attributed to each discipline depends on the volume of activity necessary for passing the exam. The exams, exemplified by marks, as well as the manner in which the checking is made are established by a document elaborated by the chief of the discipline, being communicated to students in the beginning of the didactic activity within the respective discipline. As to the manner in which exams are organized, they are performed in front of the representative of the didactic staff who teached the respective discipline, and of the teacher who conducted the practical activities (laboratory works, clinical stages, seminars). The exam is sustained in sessions (modularly for the Faculty of Dental Medicine, (Appendix 4.8),(Appendix 10.2) semestrially- for the Faculty of Communication Sciences,) according to the established structure of the university year, approved by the Senate. (Appendix 4.13), (Appendix 10.1) Accepted to the exams are the students who fulfilled their professional obligations, attended the didactic activities regularly, and paid their fees. Page 64 of 149

Ref.1: The regulations on the examination and appreciation of students (Appendix 5.15) applied in our university also include details, published on the site (www.univapollonia.ro). The documentation of the disciplines describes the manner of examination for each discipline in part, being encouraged examinations along the whole module/semester of students (delievery of referates, aptitudes tests, manuality, extent of activity, etc. described in the booknote of the assistant for each discipline), according to the regulations of the Bologna process. IP.C.4.1 Ratio between the number of didactic staff representatives and students Min: For the Faculty of Dental Medicine, the ratio between the number of titular didactic staff/number of students is 1 teacher/6.8 students for Dental Medicine specialization and 1 teacher/4.8 students at Dental Technique specialization, while, at the Faculty of Communication Sciences, specialization Communication and Public Relations, the ratio is 1 teacher/4.63 students, and at specialization Journalism - 1 teacher/2.20 students. For the university year 2012-2013, in the Faculty of Dental Medicine, the ratio between the number of titular didactic staff representatives/number of students is of 1 teacher/7.73 students at specialization Dental Medicine and 1 teacher/6.85 students at Dental Page 65 of 149

Technique speciality, while, for the Faculty of Communication Sciences, specialization Communication and Public Relations, the ratio is 1 teacher/1.14 students, and at specialization Journalism - 1 teacher/0.58 students.

Ref.1: The optimum ratio between the number of teachers and of students observes the principles established on the quality of didactic and reserarch activities in the university, on the basis of which the university considered the optimum ratio according to each specific discipline and specialization. IP.C.4.2 Colleaguesevaluation Min: At Apollonia university of Iai, collegial evaluation is organized periodically (modularly for the Faculty of Dental Medicine, semestrially for the Faculty of Communication Sciences), on the basis of a Regulation for the evaluation of the didactic staff (Appendix 8.11) and of a printed form for collegial evaluation.(Appendix 8.11.1) Ref.1: In our university, collegial evaluation is compulsory and periodical (modularly, semestrially). For each faculty, evaluation of the didactic and research performances of every teacher, as well as the report on the quality of the didactic staff is performed by the Commission for Quality Evaluation and Realization (CEAC), after which the documentation is centralized at the level of the whole university, the data are statistically processed, and the Senate proposes the necessary improvement measures, included in the annual CEAC Report. (Appendix 8.12),(Appendix 8.13) IP.C.4.3 Evaluation of the didactic staff by students Min:Students have an evaluation form for their teachers, aproved by the Senate, which is filled in after each cycle (module, for each semester): this information is confidential, being accesible to the dean, rector and the evaluated person, (Annex 8.14.1) In the questionnaire there are indicated the procedure of evaluation of the teaching staff. There is also the Evaluation Regulations of the teaching staff by the students. (Annex 8.14) The teaching staff use their students evaluation to have a feed back regarding their teaching activity in order to improve their courses and methods of teaching. Page 66 of 149

Ref.1: The evaluation of the teaching staff by the students is compulsory and is made on modules according to the specific character of the teaching-learning process in the facuties of Apollonia University of Iasi. The results of such evaluations are discussed individually, are processed statistically in the faculties and in the university, they are analysed at the level of the faculty and university for transparency and devising policies regarding the quality of instruction. The results are taken into account for the promotion of the members of the teaching staff, and , if it is the case, the respective member of the teaching staff is made aware of some critics. (Annex 8.15),(Annex 8.16)

IP.C.4.4- Evaluation by the university board of managers

Min: Each member of the tecahing staff is self- evaluated and is also evaluated by the head of department, by the dean, rector and the president of the university. Ref.1: The University has a yearly multicriterion evaluation form for each member of the teaching staff, which is included in the Evaluation Regulations of the teaching staff (Annex 8.11). Each member of the teaching staff is asked to fill in the self-evaluation form every year in order to have his performance in teaching, research and services for the institution and community quatified. The results of the process of self-evaluation are processed statistically by the Evaluation and Quality Insurance Comission of the university, they are communicated to the leaders of the university and to the respective member of the teaching staff, to which the results of the peersevaluation and the students evaluation are added.(Annex 8.12),(Annex 8.13)

IP.C.5.1 Availability of the learning Resources

Min: The university provides learning facilities for each study program in its own library. The university library has, besides the electronic access, an adequate number of volumes from Romania and from abroad. (Annex 7.2). The titles in the library correspond to the curricula of the specializations of the university, and there are also titles from Romanian and foreign literature. The library has 20 subscriptions for Romanian and foreign publications which come in permanently in the library stock. (Annex 7.2) The total number of publications on 18th may 2012: 4750 titles in 13451 copies, out of which- books: 4379 titles in 8658 copies, periodicals: 371 titles in 4793 copies.

The disciplines in the Study Plan have courses and didactical materials, deposited in the library, ellaborated by tenured professors.

The university has its own Publishing House (Annex 7.6) which has an editorial plan, it develops and provides its own learning materials by editing and re-editing an important number of titles every year for each specialization.

Ref.1: Starting from ARACIS indications, regarding the increase in the number of seats in the library, the board of leaders of the university have been concerned in this respect too, so that, in the academic year 2011/2012 the number of places in the Reading room of the library is 92 seats. The relation between the learning resources available and the number of students allows each student to have free access to every resource, according to the objectives and requirements of the study programs. Students have 60 computers and a total number of books and periodicals of 13451.

After relocation in the building in No 2 Muzicii Street, the library of Apollonia University of Iasi has a proper space with 97 places at tables on which there are 25 computers of the last generation at the users disposal. The total number of publications on 23rdOctober 2012 in the university library consists of 5672 titles in 13613 copies, out of which 5301 are books (titles) in 8820 copies and 371 periodicals (titles) in 4793 copies. In the academic year 2011/2012 there were registerd in the library 1359 books out of which:

599 books acquisition by buying ( 374 copies with 146 titles for the study program Communication and Public Relations and 225 copies with 186 titles for the study program Medical Dentistry;

IP.C.5.2 Student Services Min: The University has a minimum number of social services (lodging space) cultural and sports (sports facilities) (Annex 9.5) for students: counselling services and an efficient administration. There is a Counselling and Career Orientation Department which functions on the basis of a regulation (Annex 5.4). The cultural event sat Apollonia University of Iasi are found in FACIPA (functioning according to a regulation- Annex 9.20) of the university year 2011/ 2012. At the same time, Apollonia University in Iai, through the Performance Center of Continuous Professional Formation (CPFPC) organized, between April 19-29, 2012, special courses of Vocal Mastership (category Performance Courses in artistic domains) for all categories of voices, teached by soprano Maria SLTINARU-NISTOR addressed to lyric artists, students and graduates of the Universities and Academies of Arts / Music, being finalized by a Concert, given the partcipants to the lessons, at the Union Museum of iasi and entitled Voices of Spring. (Appendix 9.20) The continuing education courses certified by Apollonia University of Iai, such as: The course of pedagogical formation, organized by the Performance Center of Continuous Professional Formation, aims at improvingthe pedagogical training of the teaching staff of the university, by the organization of conferences on various themes, exchange of experience and debate groups. The debate group was created as a result of the increased interest manifested by the university for improving the quality of the didacticactivity here developed. Starting from the idea that qualitative education involves not only sets of information on the scientific concerns of today but also a modern, creative and dynamic teaching methodics, the initiative of continuous formation will grant the didactic progress in Apollonia University in Iai.

The Performance Center of Continuous Professional Formation continues to represent an opportunity for the teaching staff implied in the educational offerings of the institution. There thus exists the possibility of receiving grants financed from European funds, one of the institutions in charge of this being the National Agency for Communitary Programs in Education and Professional Training, subordinated to MECTS, which administers and allots European funds for education and training, thus supporting the institutions, organizations and physical persons for the development of their capacities and competences. Such a grant was obtained in January 2012, for a professional stage and know-how in Florence, Italy, where one of our teachers participated to the Grundtvig Grant: The future of European identity. Evoluion of continuity through integration of regional identities. (Appendix 9.18) The Performance Center of Continuous Professional Formation of Apollonia University of Iai has thus the opportunity to become an important center for the dissemination of the training activities it develops at national level, the teaching staff of other universities, as well as non-academics, having the occasion to attend various courses for obtaining CNFPA-authorized certificates, acknowledged over all Europe.
