1.0 SCOPE



This Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of outdoor/indoor duct sealing units that are intended to be used in the
Transmission system of Saudi Electricity Company, Kingdom of Saudi Arabia.

2.0 CROSS-REFERENCES

This Transmission Material Standard Specification shall always be read in conjunction
with the Transmission General Specification No.01-TMSS-01, titled "General
Requirements for All Equipment/Materials", which shall be considered as an integral
part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision of the following Codes and Standards shall be applicable for the
material covered in this TMSS. In case of conflict, the vendor/manufacturer may
propose material conforming to one group of Industry Codes and Standards quoted
hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The duct sealing units shall be of the manufacturer's standard design
and shall meet or exceed the requirements of this Specification in all
respects.

4.1.2 As required in the material description, the duct sealing units shall be
either solid duct sealing units, hereinafter referred to as empty duct
sealing units, or split or segmental contour duct sealing units,
hereinafter referred to as cable duct sealing units.

4.1.3 Empty duct sealing units will be used for sealing unoccupied ducts.
Cable duct sealing units will be used to seal occupied ducts.

4.1.4 The duct sealing units shall be the elastomeric (rubber) expansion
type.

4.1.5 Empty duct sealing units shall consist of one sealing part. Cable duct
sealing units may consist of one, two or more sealing parts,
depending upon the application.

4.1.6 The duct sealing units shall be resistant to saline water, chemical
agents and traces of petroleum products.

4.1.7 The surface condition of ducts or openings may vary from smooth, as
PVC pipe, to a coarse surface such as concrete or other similar
surfaces.


4.1.8 Shapes of the openings may vary from a perfect circle to slightly
irregular.

4.2 Ratings

The specific requirements for the duct sealing units shall be as specified in
Data Schedule.

4.3 Design Criteria

4.3.1 The cable conductor operating temperature is designed to be 90C
and the jacket temperature will be approximately 82C. Empty duct
sealing units shall be designed for service conditions as specified in
01-TMSS-01. Cable duct sealing units shall be designed for 82C
expected cable jacket temperature, in addition to service conditions
specified in 01-TMSS-01.

4.3.2 The duct sealing units shall be designed and constructed to maintain
sealing efficiency for a period of 20 years under a constant pressure
of 69 kPa (10 psig, 7.05 m of water head) under service conditions.

4.3.3 The duct sealing units will normally be installed in ducts as detailed
in the Data Schedule.

4.4 Materials

4.4.1 Sealing Materials

a. The sealing material used shall consist of a solid cylindrical
core or segmental contour sections of high grade rubber
compound with a basic polymer of first grade natural rubber or
synthetic rubber. The rubber compound shall contain no rubber
substitutes, reclaimed rubber or deleterious substances.

b. The solid cylindrical core or segmental contour sections are to
have flat end surfaces and holes for through bolts. The through
bolt holes shall be such that no voids exists within the
core/sections once the through bolts/compression plates are
installed. Also, the holes shall be such that once the through
bolts/compression plates are installed, a good seal shall be
created along that part of the through bolt(s) which passes
through the core/sections (i.e. good seal along the bolt(s) from
compression plate inner surface to compression plate inner
surface).

c. The sealing material shall be soft and pliant with the ability to
adjust while compressed to form a liquid and gas-tight seal with
various types, shapes and sizes of duct and cable surfaces. The
Shore-A hardness shall be 45 +3.


d. The sealing material shall be smooth and free from air marks
and surface defects. Cable holes surfaces shall also be smooth
and free from sharp cuts and abrasions. Drilled holes shall not
be permitted as they tend to rupture the unit when under
compression and the properties of the unit along the holes will
be inferior to the parent unit.

e. The material forming the expansion portion of the duct sealing
units shall be homogenous and free from porosity and grit and
shall be judged visually on the surface of any cut sections of the
test samples.

f. Flash and mould marks shall be reduced to a reasonable
minimum. Hardware and metal components shall not bear any
marks or surface defects other than welding marks.

g. Natural Rubber (NR) is generally preferred for the sealing
material but if the site conditions are not conducive to natural
rubber (presence of petroleum/exposure to direct sunlight)
suitable elastomers like EPDM, neoprene, nitrile or styrene-
butadiene rubber (SBR) should be used.

h. The rubber compound shall meet the physical requirements as
indicated in Section 5.0 (Tests) when tested in accordance with
the test methods and conditions indicated therein.

4.4.2 Characteristics of Sealing Material

a. The sealing material shall have the inherent ability to absorb
transient shocks and accommodate movement due to thermal
cycling (expansion and/or contraction), or compression of ducts,
conduits, pipes or cables, caused by faults on cables, water
hammer or demand change. The sealing capability shall not be
lost during or after any of the above events.

b. The duct sealing units shall be designed such that seal pressure
will be exerted along the entire length of the unit. Also, the duct
sealing units shall be designed such that sealing pressure will be
exerted on the entire length of that part of the through bolt(s)
which passes through the core.

c. The density of the sealing material shall provide satisfactory
heat transfer characteristics so that hot spot problems will not be
encountered.

4.4.3 Hardware



a. All metal used in the manufacture of the duct sealing units,
including bolts, nuts and washers, shall be AISI Type Number
316L. If no welding is involved in the manufacturing process,
Type 316 stainless steel is acceptable.

b. Compression plates shall be manufactured from fiberglass
reinforced polyester resin or stainless steel. Selection of the
compression plate material shall be at the option of the
manufacturer and shall be dependent upon the application and
design of the duct sealing units. Selection of one material over
the other shall not affect the overall quality and performance of
the duct sealing units.

c. As the compression plates are subjected to continuous pressure
and compression, the material shall have sufficient strength to
withstand the required conditions. The material shall be free of
shrinkage. Compression resin plates shall not show any cracks
during use.

4.5 Fabrication

4.5.1 Elastomeric components shall be produced by the compression
moulding method. For cable duct sealing units, cable holes shall be
provided during the moulding process only. This is to assure the
precise dimensions of units and cable holes essential for proper
sealing performance. Holes made by any other method may
eventually leak or damage the unit while under compression and will
not be acceptable.

4.5.2 For compression plates manufactured from fiberglass reinforced
polyester resin, holes to accommodate the through bolts and bolt
heads shall be constructed during the moulding process only.

4.5.3 The through-bolts shall extend a minimum of 20 mm beyond the
compression plates (uncompressed assembly) to facilitate installation
of washers and nuts.

4.6 Installation and Removal

4.6.1 The duct sealing units shall be designed and manufactured for easy
installation and removal with standard tools and without causing
damage to either the duct sealing units or the ducts, conduits, pipes,
cables or openings or components within such openings. A lubricant
such as silicone soap may be used for installation or reinstallation if
required.

4.6.2 Excess mechanical force, open flames or other similar procedures are
not acceptable and shall not be required for either installation or
removal of the duct sealing units.



4.6.3 The duct sealing units shall be reusable after removal. Reinstallation
shall be possible with standard tools and without causing damage to
either the duct sealing units or the ducts, conduits, pipes, cables or
openings or components within such openings. The use of solvents
(except for cleaning the duct sealing units or the interior surfaces of
the openings) shall not be required for reinstallation.

4.6.4 Manufacturer's recommended installation torque shall be provided by
Vendor in Data Schedule and in the Installation Instruction which
shall be provided in each duct sealing unit package. The torque
information in the Installation Instructions shall cover all possible
variations in the internal diameter of the conduit.

4.7 Marking and Identification

4.7.1 The duct sealing units shall be permanently and legibly marked with
the following information in such a manner as not to interfere with
their normal function :

a. Manufacturer's name
b. Country of manufacture
c. Date of manufacture
d. Manufacturer's catalog or part number
e. Nominal size (diameter) of unit
f. Number of cables (if a cable unit)
g. Cable diameter (if a cable unit)
h. Type of elastomer (NR, EPDM, neoprene, nitrile or SBR)
i. "See installation instruction for applicable torque"

4.7.2 All markings shall be in the English language.


5.0 TESTS

All test results shall be provided for review and acceptance by SEC

5.1 Type (Design) Tests

unit or on the first unit of every new design or rating to be supplied to SEC.

In lieu of the actual type (design) tests, certified test reports of type (design)
tests performed on an identical unit may be submitted to SEC for review and
approval during bidding stage.

5.2 Routine Tests

5.2.1 All duct sealing components/units shall be routine tested as follows :

a. Routine test shall be carried out on all 100 units of the first batch
production for each SEC stock number.

b. Visual quality examination shall be carried out on 100% of all units.

c. Dimensional check shall be carried out on 5% of all units.



d. Shore hardness test shall be carried out on 100% of all units.

e. Torque test outside the conduit shall be carried out on 100% of all
the units with non-metallic compression plate.

f. Torque test inside the conduit shall be carried out on 1% with
minimum of two (2) pieces of all the units.

5.2.2 All test data shall be supported by test standards used (if any).
