2.1 Introduction

Overview

In recent years, GSM packet-switched (PS) services have developed rapidly to supplement UMTS PS services in terms of wireless coverage. Data traffic is multiplied every year. The percentage of wireless resources occupied by PS services rapidly increases. However, operators benefit less from each packet data channel (PDCH) during peak hours. This is because lowthroughput services occupy a large proportion of the services on live networks and the number of temporary block flows (TBFs) multiplexed on a PDCH cannot reflect the actual PDCH usage. During a TBF, only data transmission occupies transmission resources on the Um interface even though data transmission time accounts for only part of a TBF life cycle. For low-throughput services, data transmission time accounts for a small part of a TBF life cycle. This leads to a low efficiency for PDCHs to carry TBFs, which wastes channel resources. The Active TBF Allocation feature enables the BSC to periodically measure the downlink TBF transmission on PDCHs and directs the BSC to allocate TBFs to PDCHs to balance the loads between PDCHs. This brings the following benefits: l l Increases the downlink logical link control (LLC) throughput for GPRS and EGPRS MSs when the number of activated PDCHs is constant. Decreases the number of activated PDCHs and improves the efficiency in which PDCHs carry TBFs, while maintaining the cell throughput and downlink user rate. This reduces network interference.

2.2 Benefits
The Active TBF Allocation feature applies to areas with hot spots for PS services with the following characteristics: l l PS traffic volume is high. For example, the average downlink PDCH multiplexing rate is 3 or higher. Wireless Application Protocol (WAP) and instant messaging (IM) services account for a large proportion of PS services, among which IM services account for more than 60%. These hot spots include colleges, waiting rooms, and shopping malls. Enabling this feature in the preceding scenarios provides the following benefits:

Increases the downlink LLC throughput of GPRS or EGPRS MSs by 10% to 20% when the number of activated PDCHs remains unchanged. This significantly improves the PS user rate and user experience. Decreases the number of activated PDCHs by 10% to 25% and increases the efficiency in which PDCHs carry TBFs by 10% to 25%, while maintaining the cell throughput and downlink user rate. This improves the usage of TRX resources, reduces unwanted capacity expansions, and brings more profits to operators. Optimizes the PDCH allocation by simultaneously adjusting the PS user rate and the number of activated PDCHs, for example, increases the PS user rate while decreasing the number of activated PDCHs.

Technical Description

On live GSM networks, the BSC uses the common PDCH allocation algorithm to allocate PDCHs to MSs and perform dynamic PDCH conversions based on the number of TBFs multiplexed on PDCHs. In this scenario, the BSC: Preferentially allocates PDCHs or PDCH channel groups that carry a small number of TBFs. Triggers a dynamic PDCH conversion when the average number of TBFs on PDCHs reaches the specified threshold.

The number of TBFs multiplexed on a PDCH cannot reflect the actual PDCH usage. For lowthroughput services, data transmission time is a small part of a TBF life cycle. This leads to a PDCH usage. The BSC uses the active TBF allocation algorithm to calculate the downlink load on each PDCH in a cell and allocate PDCHs to MSs based on the downlink PDCH load to balance the loads between PDCHs. This increases the downlink LLC throughput of GPRS or EGPRS MSs and improves user experience. Assuming that three PDCHs (P1, P2, and P3) are available. The following table lists the number of TBFs multiplexed on each of the three PDCHs and the types of services carried by these TBFs. 3 Technical Description

In this example, the differences between the common PDCH allocation algorithm and the active TBF allocation algorithm in terms of TBF allocation are as follows: In the common PDCH allocation algorithm, the BSC preferentially allocates P2 to a newly accessed MS. This brings a problem that the data transmission rate decreases for the highthroughput FTP services carried by the TBFs on P2 because the newly accessed PS services occupy TBF resources on P2. In the active TBF allocation algorithm, the BSC monitors and measures the data traffic or load on each PDCH before allocating PDCHs to an MS. The BSC detects that P3 is carrying lowthroughout services while P2 is carrying high-throughput FTP services. Therefore, the BSC attempts to allocate P3 rather than P2 to the newly accessed MS. In this manner, data traffic of different services is evenly distributed on PDCHs to achieve conflict-free data transmission. The BSC implements the Active TBF Allocation feature as follows: 1. 2. Monitors the downlink data transmission on each PDCH in real time and periodically measures the downlink load of each PDCH. Preferentially allocates PDCHs with lighter loads to MSs based on the latest load information of PDCHs. This balances the loads between PDCHs and improves the downlink user rate.

To enable the Active TBF Allocation feature, set ACTIVETBFSWITCH(GSM BSC6900,GSM BSC6910) to ON(On). You can view the values of the AL9529: Downlink Throughput of GPRS Users LLC PDU or AL9530: Downlink Throughput of EGPRS Users LLC PDU counter to know the benefits of this feature on the PS user rate. To increase the efficiency in which PDCHs carry TBFs, set the following parameters to large values: UPDYNCHNTRANLEV(GSM BSC6900,GSM BSC6910) and DWNDYNCHNTRANLEV (GSM BSC6900,GSM BSC6910) l If either of the two parameters is set to a large value, the average number of activated PDCHs is small. This improves the efficiency in which PDCHs carry TBFs and the gains in key performance indicators (KPIs) for circuit switched (CS) services. However, if either is set to a too large value, the performance of PS services may deteriorate and the downlink PS user rate decreases. If either of the two parameters is set to a small value, the average number of activated PDCHs is large. This reduces the efficiency in which PDCHs carry TBFs, decreases the gains in KPIs for CS services, but increases the user rate and improves user experience.

Therefore, adjust the values of the preceding parameters according to actual network conditions and operators' requirements.

5.1 Impact on System Capacity


On the live network, the number of TBFs multiplexed on a PDCH cannot reflect the actual PDCH usage. For low-throughput services, data transmission time is a small part of a TBF life cycle. This leads to a low PDCH usage. The Active TBF Allocation feature directs the BSC to allocate PDCHs to TBFs to balance the loads between PDCHs. Enabling this feature has the following impacts on system capacity: Increases the downlink LLC throughput of GPRS or EGPRS MSs when the number of activated PDCHs remains unchanged or decreases. Increases the efficiency in which PDCHs carry TBFs by decreasing the number of activated PDCHs, while maintaining the cell throughput and downlink user rate.

5.2 Impact on Network Performance


Enabling this feature has the following impacts on network performance: l l Increases the downlink LLC throughput for GPRS and EGPRS MSs by 10% to 20% when the number of activated PDCHs remains unchanged or decreases. Decreases the number of activated PDCHs by 10% to 25% and increases the efficiency in which PDCHs carry TBFs by 10% to 25%, while maintaining the cell throughput and downlink user rate. This improves the usage of TRX resources. Increases the uplink PDCH multiplexing rate and decreases the uplink LLC throughput for GPRS and EGPRS MSs if the number of PDCHs decreases. This is because this feature enables the BSC to allocate PDCHs based on only the downlink TBF transmission. To increase the uplink LLC throughput of GPRS or EGPRS MSs, increase the uplink coding scheme for transmission during initial access. Increases the CPU usage on the control plane and the user plane by a maximum of 2.5% because enabling this feature causes periodic measurements of downlink TBF transmission. This decreases network capacity.

6.1 When to Use Active TBF Allocation


The effect of the Active TBF Allocation feature depends on the PS service model, traffic volume, and parameter settings. It is recommended that this feature be used when both the following conditions are met: PS traffic volume is high. For example, the average PDCH multiplexing rate is 3 or higher and the average number of activated PDCHs is greater than 8. WAP and IM services account for a large proportion of PS services, among which IM services account for more than 60%.

If either of the preceding conditions is not met, do not enable this feature because the gains will be negligible.

Using the CME


NOTE

When configuring the Active TBF Allocation feature on the CME, you must perform a single configuration first, and then perform batch modifications if required. You must perform a single configuration for a parameter before batch modifications of the parameter. You are advised to perform batch modifications before logging out of the parameter setting interface.

Step 1 Configure a single object on the CME. (CME single configuration) Set parameters on the CME configuration interface according to the operation sequence described in Table 6-3. 6.4.4 Activation Observation


Step 1 Subscribe to the TX.DOWN.EGPRS.LLC.PDU.THRPUT.RATE.AVG counter (AL9530: Downlink Throughput of EGPRS Users LLC PDU). Step 2 On the BSC LMT, run the SET GTRXCHAN command with Channel Type set to PDTCH (PDTCH) for at least one channel and Channel Type set to TCHFR(TCH Full Rate) for multiple channels. Step 3 Run the SET GCELLPSCHM command with Dynamic TBF Switch set to OFF(OFF). Step 4 Use multiple MSs to initiate EGPRS PS services. Ensure that most of them are low-throughput services and others are FTP services. Step 5 Run the SET GCELLPSCHM command with Dynamic TBF Switch set to ON(ON).

6.5 Monitoring
To determine whether network performance needs to be optimized after the Active TBF Allocation feature is enabled, monitor the counters related to the following aspects: 1. Downlink LLC throughput for GPRS MSs and downlink LLC throughput for EGPRS MSs These counters reflect increases in the downlink LLC throughput for GPRS and EGPRS MSs, respectively. 2. Average number of occupied PDCHs and the efficiency in which PDCHs carry TBFs These counters reflect the increase in the efficiency in which PDCHs carry TBFs. l Efficiency in which PDCHs carry TBFs (during half an hour) = (Total bytes of sent LLC PDUs x 8)/(1024 x 1800 x Average number of occupied PDCHs) l Efficiency in which PDCHs carry TBFs (during an hour) = (Total bytes of sent LLC PDUs x 8)/(1024 x 3600 x Average number of occupied PDCHs) 3. 6.6 Parameter Optimization


After enabling this feature, adjust the values of the UPDYNCHNTRANLEV and DWNDYNCHNTRANLEV parameters according to actual network conditions and operators' requirements to achieve optimum network performance. l If either of the two parameters is set to a large value, the average number of activated PDCHs is small. This improves the efficiency in which PDCHs carry TBFs and the gains in KPIs for CS services but may deteriorate the performance of PS services. If either of the two parameters is set to a small value, the average number of activated PDCHs is large. This reduces the efficiency in which PDCHs carry TBFs and the gains in KPIs for CS services but improves the user rate and user experience.
