General Conditions for Eligible Tenderers Sl No 1 Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders. 2 Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory. 3 It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission. 4 Conditions

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidder's end. 5 EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection. 6 EMD: As detailed in IFB Tender Technical Qualification Criteria Sl No 1 The bidder shall be manufacturer of Distribution Transformers for the past 10 years from the date of opening of the technical bids. The bidder shall be scan and upload the originals as documentary evidence containing brief profile of the company, manufacturing capability, year wise supply details, registration certificate etc. Capabilities of Vendor Relevant documents 2 The bidder shall have supplied at least 50% of the tendered quantity of 3-Star Rated 25 KVA distribution transformers for the Lot in which the bidder wishes to participate during last 3 financial years (i.e., 2010-11, 2011-12 and 2012-13) to ESCOMs/any electrical utilities in India. As a proof of the above, copies of POs/order completion certificate in original issued by an officer not below the rank of Superintending Engineer (El) shall be scanned and uploaded. The quantity so supplied for one lot shall not be considered for other lots. Past Experience Relevant documents 3 At least 25% of the tendered quantity of 3 Star Rated 25 KVA distribution transformers shall be in successful operation. Performance certificate in original not older than 3 years from the date of opening of Technical bid and issued by an officer not below the rank of Superintending Engineer (El), for the above quantity shall be uploaded. The bidder shall scan and upload type test certificates of Distribution transformers in original issued by CPRI. The Type Test certificates shall not be older than Two years as on the date of Technical Bid opening. Compulsory requirement Relevant documents 5 The bidder shall upload GTP. Bid Documents without GTP shall be liable for rejection. Compulsory Relevant documents 6 The bidder shall not have defaulted in supplies against Purchase Orders placed by ESCOMS/other electrical utilities as on the date of opening of technical bid. A self-declaration shall be uploaded by the bidder. Past Experience Relevant documents 7 The Bidder shall not have been blacklisted in any of public Electrical Distribution Utilities or any department of Government of Karnataka as on the date of opening of technical bid. Self-declaration shall be uploaded by the bidder.Past Experience Relevant documents 8 The bidder shall furnish guarantee for distribution transformers supplied by him for satisfactory operation and against failure due to manufacturing defects and inherent designs/materials used for a period of Two years from the date of supply. The supplier shall make good by replacing with new transformer, at his own cost that fail during the guarantee period. Self-declaration shall be uploaded by the bidder. Capabilities of Vendor Relevant documents 9 The bidder shall upload BEE Registration Certificate in original issued by BEE, MoP. Compulsory Relevant documents 10

Xerox copies uploaded shall not be considered and such tenders are liable for rejection. Compulsory Relevant documents 11 The bidder shall have a minimum annual turnover (MAT) as detailed below for each Lot in which the bidder wishes to participates in any one year during the last three financial years (i.e., 2010-11, 2011-12 & 2012-13). The audited balance sheets in original for 2010-11, 2011-12 & 2012-13 certified by Chartered Accountant shall be scanned and uploaded. For example a bidder bidding for 2 Lots shall have a minimum annual turnover of sum the Annual turnover mentioned against the two lots in which the bidder participates. In case of lesser turnover, GESCOM reserves right to limit the number of Lots by disqualifying the bidder from excess Lots. Financial Status Relevant documents 12 Liquid Assets (Cash in hand + Cash at Bank + Term Deposits in any scheduled Commercial Bank) of not less than the amount shown in the table below (during 2012-13) for each Lot in which the bidder participates or availability of Credit facility issued by any scheduled bank in the current financial year 2013-14 shall not be less than the amount shown in the table below of Lot in which the bidder participates. LA/Credit facility issued by any scheduled bank shall be scanned and uploaded in original. For example a bidder bidding for 2 Lots shall have a minimum Liquid Assets availability or Credit facility equal to the sum of the Liquid Assets availability or Credit facility mentioned against the two lots in which the bidder wishes participates. In case of lesser Liquid Assets availability or Credit facility, GESCOM reserves right to limit the number of Lots by disqualifying the bidder from either of the Lots.
