Public Cooperation Division Public C ooperation (PC ) Advancement of Rural Technology (ARTS) Organization of Beneficiaries (OB) Disability Gram Shree Mela (GSM)/ Buyer Seller Meet (BSM)/ Workshop/ Seminars (Marketing) Young Professional Scheme C APART's thrust is directed towards promoting innovative and integrated projects for employment, income generation, creation of community and fulfillment of basic needs like housing, drinking water, sanitation. C APART has now come up with the sub guidelines under Pc schemes are as follows: Micro finance Micro planning (adopt a village program) Drought proofing in drought prone areas Innovative housing programmes Health and Sanitation Sustainable development and organic farming Education Environment and Energy C limate change mitigation and Adaptation Approach in Activities supported by C APART(Pg-8) (i) Micro-finance : C APART in its effort to bring about sustainable development has chosen the path of self help groups (SHG) and Micro-finance, which is more sophisticated and sustainable form of financing. Main objective of the program is to pace the formation and strengthening of and to improve upon quality of the groups by extending promotional and capacity building training support.It aims at taking a pro active role required to utilize the potential of SHG movement for poverty alleviation by linkages, income generation programmes could easily be within the scope of the program and the SHGs themselves. (ii) Micro planning (Adopt a Village Programme) : This scheme endeavors towards integrated rural development activities through experimental and innovative efforts over a period of three years.Desirous VOs having a good track record of working with the people of C APART at either the concerned Regional C enter or HQ as per suggested format.Here again though-varied activities could be taken up a s per suggested format.Here again though varied activities could be taken up as per justification and need, thrust areas are to be provided based on a definite a strategy to be adopted for the implementation of a C omprehensive Action Plan.Empowerment issues are to be a normally taken up first only, to be followed by infrastructure related or income generation activities.Schemes purely or infrastructure will not be entertained. Ideally, C APART funds must be used to mobilized the people , empower them, so that they can stand on their own feet and demand the schemes and projects due to them from either the government or other agencies Public C o-operation is one of the Scheme of C APART, which has its focus on kill up gradation, Employment and Income generation activities for the weaker sections especially for disadvantaged sections of the village society. The thrust is directed towards promoting innovative and integrated which have is replicable potential on sustainable and equitable basis. It also emphasis on the involvement and active participation of the target groups from its designing, planning stage to actual implementation mid-way course corrections, monitoring, evaluation, operationalisation and maintenance of activities/assets at their own even after the project duration is over. It has been felt that the collective efforts can only makes a community/society to improve the standards and life-style of rural households. In order to bring the like minded people, group formation is one of the methodology through which process of decision, designing an appropriate proposal by considering the availability of local resources like material, man and marketing and thereafter its maintenance. Empowering the groups through skill development and capacity building programmes becomes an integral component of a project. The project also needs to be developed and workout the marketability of the products so that better returns of value additions could be entertained by the Self Help Groups (SHGs). The exposure and opportunities to the target beneficiaries about the latest development of technologies, processes, strategies and methodologies are also encouraged.The programmes having its replicability are specially have its strong parameter. The Scheme encourages the integrated village development plan focus on establishing linkages with other programmers/activities y various state/central government institutions. It will facilitate to dovetail the efforts, identify linkages and eek convergence of activities in the village(s) so that all available resources could be converged and effectively utilized. The available resources from financial institution/Bank also need to be explore for the holistic development of the community.

The proposal developed through the active consultations of the beneficiaries and after conducting a detailed PRA exercise (Identification of their problems, resources available, utilization of manpower) followed by their involvement in terms of labour/financial contribution help in delivering the desired results for the improvement of the quality of life. In case of bankable activities like funds to purchase milch cattles, machineries equipments for the individual beneficiaries shall not be normally considered. However their empowerment through training, provision of collective/community facilities strengthening SHGs or marketing support (through backward and forward linkages) are welcome. Infrastructure and salary dominated proposals are also not considered for support. While labour intensive technologies are normally be adopted during the implementation of the project, use of labor force may not suffice or may not be available or ma be highly uneconomical or two time consuming. It is expected from the projects as the result/outcomes that the activities leads to employment and income generation and sustain even after he duration of project is over. Social returns like improvement in the quality of life f of the rural households, increase in their awareness level, self reliance also the major parameters, in judging the success of the Programme. Replicability of the modal so developed, in other areas with minor changes/ modifications in also welcome and appreciated. Back
