BEFORE AND AFTER for GUARD SERVICES

BEFORE C.1 OVERVIEW. The Contractor shall provide, operate, manage, and maintain a uniformed protective security force 24 hours a day, 7 days a week, for the physical protection of the United States Department of Commerce DoC! head"uarters# The head"uarters site is also known as the $er%ert C# $oover &uilding $C$&! in 'ashington, D#C# (f ma)or importance within this area of responsi%ility is the need for highly "ualified, highly skilled personnel working within the $C$&, and providing daily deterrent against unauthori*ed, illegal, or potentially life+threatening activities directed toward DoC employees, visitors, information, programs, property, and the like# The Contractor shall furnish management, supervisory, administrative, professional, and technically trained personnel, training, uniforms, e"uipment, materials, and supplies necessary to provide routine and emergency protective and security support services re"uired, including %ut not limited to, armed security patrols, entrance control, personal escort duties, traffic and parking control, law and order duties, and security and fire safety surveillance# The Contractor shall provide replacement or su%stitute e"uipment and staffing to continue full services re"uired at all times# The Contractor will %e responsi%le for monitoring and responding to the $C$& %uilding security systems, which include interior intrusion detection, entry access control systems, and closed circuit television surveillance systems# The $C$& re"uires one -! Special .olice (fficer S.(! to monitor the security systems# DoC will conduct tests, inspections, preventative maintenance, and repairs to the security systems and keep all e"uipment in optimum operating condition# C.1.1 The Herbert C. Hoover Buil i!" #HCHB$ % W&'hi!"to!% D.C. The $C$& is located in 'ashington, D#C# This %uilding takes up an entire city %lock %etween the streets of Constitution and .ennsylvania /venues, -4th and -0th Streets# The offices of the Secretary, Deputy and the Su%+ca%inet are in the $C$&# The office hours are from 1211 to 2111 with peak hours from 1311 to -711# The %uilding has a high rate of pu%lic use# The main lo%%y, auditorium and conference rooms are used %y many DoC and non+ DoC functions# During security hours, some events are conducted in the %uilding# These functions can %e open to anyone, including foreign nationals# C.(. GENERA) RE*UIRE+ENTS

The Contractor shall furnish management, supervisory, administrative, professional, and technically trained personnel, training, uniforms, e"uipment, materials, and supplies necessary to staff and operate and provide routine and emergency protective and security support services in accordance with the contract, .ost (rders, (fficer4s Duty &ook, and national standards# 5n the event of conflicts, the contract takes precedence over the other documents#

Contractor as allowed in the attached Department of Da%or Service Contract Da%or 'age Determination shall pay cleaning, pressing, and repair costs# c# Shoes shall %e %lack low "uarter or high topped, lace type with a police or plain toe and standard heel# Shoes shall %e kept shined# ;etal taps are not permitted on the sole or heels of the shoes# d# The uniform4s color s! shall %e the same as that in general use %y large guard or security organi*ations in the United States either %lue or %lack! see paragraph C.0.( for Contractor issued uniform re"uirements!# Uniforms shall %e readily distinguisha%le from those of local, state, and 7ederal enforcement agencies# /ll employees shall wear the same color and style of uniform and accessories, with the e@ception of the .ro)ect ;anager# The .ro)ect manager shall wear %usiness attire, i#e# coat and tie, pants suit and appropriate low+heal shoes, etc# e# The uniform shall only %e worn when the S.( is on official duty or when the S.( is in transit %etween his8her place of residence and duty station# f# /ppropriately lettered %reast and cap %adges, shall %e worn as part of the uniform# 5dentification nametags shall %e worn over the right %reast shirt pocket# g# Shoulder patches stating EUnited States Department of Commerce display of /gency logo! SecurityF not larger than 4 G inches %y 4 G inches shall %e worn on the uniform4s right shoulder shirt and )acket!# See paragraph C.0.(.- for a visual illustration and color description of the patch# h# 'hile on duty, S.(4s and Supervisors shall not wear any e@posed )ewelry, i#e#, in their nose, eye%rows, ears, etc#, e@cept that female S.(4s with pierced ears may wear Eflat studF earrings# Hecklaces, %eads, chains, %racelets, religious insignia, etc# are prohi%ited# (rnaments, other than those descri%ed in paragraph C.-.-.11, shall not %e worn on the uniform# i# 6ings shall %e limited to wedding rings, engagement ring and8or a class ring# 'ristwatches may %e worn with the e@ception of EornamentalF and loose fitting watches# )# (nly prescription eyeglasses may %e worn with the uniform# Sunglasses or darkly tinted glasses shall not %e worn inside the %uilding without a medical e@emption# C.(.( FIREAR+S. The Contractor shall %e responsi%le for accounting for all firearms at all times# (n+site Supervisors and S.(4s shall make accurate receipt and return entries on the :overnment furnished firearms and e"uipment control register# Supervisors shall inspect firearms prior to issuance to the S.(# 7irearms shall %e returned to, and inspected %y, the Supervisors at the end of each tour of duty# a# 7irearms will %e assigned to individual S.(4s# S.(4s will maintain the weapon and will utili*e their assigned weapon during annual re"ualification# %# 7irearms shall %e cleaned and oiled weekly, or more fre"uently as weather and8or environmental conditions may re"uire, ensuring optimum operating condition# c# 7irearms shall %e handled in a safe and prudent manner# Doading and unloading of ammunition and the cleaning of the firearm shall take place in designated areas only# d# /ll weapons and associated ammunition shall %e stored in accordance with safeguard standards esta%lished %y the :overnment# /mmunition will %e rotated during annual re"ualification# Unless re"uired in the performance of assigned duties, no firearms shall %e removed from the premise s!# 'hen not in use, all firearms shall %e stored in a safe or other

ca%inet that complies with :overnment standards for storage of weapons# The :overnment shall furnish a safe8ca%inet for storage of weapons and ammunition# C.(.2 FIREAR+S )ICENSING AND 3ER+ITS. The Contractor must %e licensed %y the District of Colum%ia to provide armed security guard services# /ll S.(4s assigned to this contract shall %e licensed and certified %y %oth the :eneral Services /dministration :S/! and the District of Colum%ia to carry firearms# The Contractor shall provide all official %onds re"uired, and pay all fees or costs involved or related to the authori*ation for arming of all employees engaged in providing on+site services specified under this contract# The Contractor shall ensure all S.(4s and Supervisors, performing duties on+site, comply with all current :S/, District of Colum%ia and local firearms suita%ility, licensing and permit re"uirements including9 a# C@cept where precluded %y local law or ordinance, the Contractor shall o%tain and maintain on file a valid :S/ and District of Colum%ia Security :uard .ermit and 'eapons .ermit for each S.( and Supervisor to carry while on duty# %# /ll Supervisors and S.(4s shall carry their firearms permit on their person at all times while on duty# c# / copy of each S.(4s permit shall %e provided to the C(T6 at least three working days prior to the anticipated assignment date of any individual# d# The C(T6 shall %e immediately notified should such firearm permits %e terminated, revoked or suspended at any time and the S.( s! affected shall %e immediately removed from the worksite# C.(., SCHEDU)ED +AN4HOURS. S.( services are re"uired 24 hours a day, 7 days a week with actual hours scheduled varying %y individual post# $owever, %ecause of changing conditions within the DoC facilities it may %e necessary to occasionally alter scheduled start and stop times to meet security needs or to re"uest additional S.(4s# The .ro)ect ;anager shall %e notified as far in advance as possi%le when it is determined that a change in hours will %e re"uired# 5n cases of an emergency nature, DoC reserves the right to notify the S.( or Supervisor directly and later as soon as time permits! advises the .ro)ect ;anager# C.(.,.1 3ro5e1t +&!&"er +&!4Hour'. The .ro)ect ;anager shall maintain an office at the $C$& and shall work ;onday through 7riday 1311 to -211 hours# The C(T6 is authori*ed to unilaterally change the time of day or num%er of hours worked %y the .ro)ect ;anager# /ny C(T6 change shall %e at no increase in contract price provided the resultant .ro)ect ;anager working hours e@cluding lunch %reak! do not e@ceed 3 hours per day ;onday through 7riday# C.(.,.( Su6ervi'or7 +&!4Hour'. The man+hours stated in the S.( .ost (rders are the minimum man+hours of supervision, which have %een pre+determined as essential to provide the degree of supervision re"uired %y the :overnment# The Contractor is cautioned that the minimum num%er of man+hours identified in the post orders are only the minimum re"uired personnel needed to maintain a presence and do not reflect the actual num%er of personnel needed to accomplish all the re"uirements of this contract# The Co!tr&1tor 'h&ll be re'6o!'ible for &''i"!i!" the Contractor not provide the minimum num%er of supervisory man+hours, deductions may %e made as specified# C.(.,.2 3ro u1tive +&!4Hour'. The manpower re"uirements outlined in the Security (fficer .ost (rders Se1tio! ;% Att&1h8e!t (! are the minimum productive man+hours determined %y the :overnment as essential to perform the work re"uired %y this contract# The Contractor is cautioned that the minimum num%er of man+hours identified in the .ost (rders are only the minimum re"uired personnel needed to maintain a presence and do not reflect the actual num%er of personnel needed to accomplish all the re"uirements of this contract# The Co!tr&1tor 'h&ll be re'6o!'ible for &''i"!i!" 'uffi1ie!t & itio!&l 6er'o!!el &' !e1e''&r7 to &11o86li'h &ll the re9uire8e!t' i! the SOW. /s used herein, the term E.roductive ;an+ hoursF shall include only the actual working time of employees performing services as specified on the individual :uard .ost /ssignment 6ecord :S/ 7orm 2031!# The specific duties and hours of each post %y shifts are descri%ed in the S.( .ost (rders# The duty hours of posts are su%)ect to change# Should the Contractor fail to provide the specified num%er of minimum productive man+hours, deductions may %e made as specified .art 5, Section :# C.(.ADDITIONA) SERVICES. /dditional services are defined, as any work, re"uested and authori*ed %y the :overnment, which is not covered elsewhere in this S('# This work generally will %e for additional security support of scheduled events that may occur during or after duty hours or for unscheduled emergencies# 'ork shall %e performed immediately, if necessary, e#g#, for an e@igency or emergency situation# a# /dditional service work will %e separately reim%ursed using firm+fi@ed+priced orders, re"uested on an as needed %asis# %# The total num%er of prime+Contractor provided S.(4s for additional services ordered during a given eight 3! hour shift would not e@ceed fifteen -0!# 5f DoC re"uires in e@cess of fifteen -0! additional S.(4s, those personnel in e<1e'' of the i!iti&l fiftee! #1-$ the Contractor via a su%contract may provide S.(4s# The C(T6 and the Contracting (fficer C(! on a case+%y+case %asis must approve utili*ation of the aforementioned su%contract la%or in advance# (nly pre+approved S.(4s will %e allowed to work on the su%contract and all su%contractors must meet the same terms, standards and conditions as outlined in the contract# c# 7or the additional services, the Contractor shall %e responsi%le for providing any supervision or direction of his8her employees in the normal course of their security function# /ny variation in duties will %e coordinated %etween the C(T6, .ro)ect ;anager and8or Supervisor# C.(.-.1 Authori=&tio!. The Contractor shall, at u!il&ter&l Gover!8e!t ire1tio! of the Co!tr&1ti!" Offi1er% who has specific authority to issue /dditional Services (rders for this contract, %e re"uired to perform all additional services ordered# The Contractor shall not proceed with any additional services without such :overnment authori*ation# :overnment authori*ation to proceed may %e accomplished %y a written (rder or ver%ally# /ll ver%ally authori*ed work will %e supported %y a follow+on written (rder multiple ver%al orders issued during each month may %e consolidated on a single monthly follow+on written order!# /ll delivery orders will %e issued in accordance with the terms and conditions of this contract, including this S('#

C.(.-.( A v&!1e Notifi1&tio!. The :overnment will attempt to schedule re"uests for additional services at least 24 hours in advance %ut reserves the right to re"uest additional security services for emergency purposes with no advance notice to the Contractor# The Contractor4s .ro)ect ;anager shall %e responsi%le for providing additional services when notified %y the C( or the C(T6 at least one -! hour prior to the scheduled completion of the regular tour of duty e#g#, -011 hours when the tour of duty ends at -211 hours!# C.(.-.2 /dditional Services include, %ut are not limited to9

a# E8er"e!17 or Ur"e!t Situ&tio!. /dditional Security (fficers may %e re"uired for %om% threats, fires, natural catastrophes, civil distur%ances, or other large gathering of people where, in the opinion of the C(T6, a threat to life and property e@ists# %# S6e1i&l Eve!t'. /dditional Security (fficers may %e re"uired for planned special events that re"uire additional security e#g#, I5.s! or where large crowd or traffic conditions are anticipated# c# U!'1he ule Eve!t'. /dditional Security (fficers may %e re"uired for unscheduled events that re"uire additional security due to unanticipated conditions# C.(.. SECURIT> 3OST ORDERS. The :overnment will provide the Contractor with .ost (rders# The Contractor shall provide the re"uired num%er of personnel to perform the specific duties outlined in the .ost (rders for each post for all applica%le shifts# The post orders define the %asic work to %e performed at each post, including the e@act hours of duty# /ll security posts are su%)ect to rotation# The fre"uency of rotation will depend on the post location# Temporary post orders or post orders pertaining to specific posts shall %e termed S.CC5/D (6DC6S and shall have the same status as any other post order# C.(...1 Ch&!"e' to 3o't Or er'. The C(T6 may modify, amend, and8or revise .ost (rders to change shift start and stop times and post locations# Such changes shall not re"uire modification of the %asic contract unless they result in an increase or decrease in contract price# Changes which increase or decrease re"uirements, such as the total num%er of %asic hours specified, the amount of e"uipment, supplies, etc#, or otherwise affect the Contractor4s cost, must %e made %y the C( through a written %ilateral modification to the contract# C.(...( 3o't Or er Devi&tio!'. 5n the case of emergency conditions re"uiring immediate attention, the C(T6 may direct the Contractor4s on site Supervisor to temporarily divert personnel from their normal duties to respond to the emergency conditions, at no additional cost to the :overnment# Such employees shall return to their normally assigned duties when released from the emergency situation# C@cept for the emergency conditions, the Contractor shall not divert personnel from their prescri%ed post duties without the prior approval of the C(T6# 5n instances where ver%al deviation approval is given %y the C(T6, all pertinent facts concerning the deviation shall %e recorded in an incident report and forwarded to the C(T6 within three hours of the approval# Diversions resulting from emergency situations shall %e reported to the C(T6 in an incident report within three hours of the diversion# C.(...2 Bre&: 3erio '. S.(4s shall %e provided restroom, meal, and other %reaks as appropriate# Ho S.( shall %e authori*ed to leave their post during their tour of duty e@cept when

proper relieved# 5t is the responsi%ility of the Contractor to provide a %reak relief S( s! and to coordinate a schedule for S.(4s so that the necessary %uilding security and posts are manned as re"uired at all times during a %reak period# Rovi!" 6&trol S3O?' 8&7 !ot 6rovi e relief bre&:'. C.(..., Tour of Dut7. /ll S.(4s shall %egin work promptly see attachment! at the start of their tour of duty and shall remain on the )o% until the end of their full tour of duty e@cept for authori*ed %reaks# S.(4s shall not leave their posts during the post operating hours unless properly relieved# No Co!tr&1tor S3O 'h&ll &''u8e 1o!tr&1t utie' u!le'' '@he h&' bee! i! & !o!4Aor:i!" Ho employee of the Contractor shall provide more than twelve -2! consecutive hours of duty under this contract# These limitations may %e waived %y the C(T6 in emergency situations which are %eyond the control of the Contractor, i#e# weather conditions which prevent the ne@t shift from getting to the %uilding, civil distur%ances, or %om%ings# / written confirmation of waiver shall %e o%tained for each occurrence from the C(T6# C.(.C SECURIT> OFFICER DUTIES. The Security (fficer4s duties re"uired to meet the security re"uirements include, %ut are not limited to the following9 C.(.C.1 a# %# c# d# e# f# g# Ge!er&l Dutie'. .rotect all persons an property# 6eport all violations of pu%lished and8or ver%al orders# 6emain on post until properly relieved# .ass all information relative to post to the relieving Security (fficer# Jeep Supervisor advised of changes and conditions around post# (%ey all proper orders emanating from Supervisor# 6eview new orders or assignments upon assuming post#

C.(.C.( 3ubli1 Rel&tio!'. Security (fficers shall conduct themselves in a manner reflecting the highest credit to DoC# Security (fficers shall treat all persons with courtesy and respect, constantly striving to win the god will of the pu%lic %y demonstrating impartial enforcement of regulations# Courtesy, tact, diplomacy and self+control shall %e maintained even when firmness is necessary in the performance of duties# C.(.C.2 E!tr&!1e &! E<it Co!trol #E86lo7ee' &! Vi'itor'$. The Security (fficer shall operate and enforce a system of personnel identification# This may include the operation of ;agnetometers, hand+held metal detectors, or @+ray e"uipment, and the checking of hand%ags, packages, vehicles, etc#, to detect weapon, contra%and and the like# a# The Security (fficer shall deter unauthori*ed personnel or property from entering the $C$&# 'hen directed %y the C(T6 the Security (fficers shall take action to deter unauthori*ed individuals or vehicles from entering the $C$&# .ersonnel authori*ed access to DoC controlled areas must present8display a valid DoC identification %adge permanent or temporary!#

%# The Security (fficer shall courteously and promptly issue temporary %adges to :overnment employees, visitors, Contractors, vendors, and others, and record the re"uired information# c# The Security (fficer shall comply with all .ost (rders regarding entrance8e@it control# C.(.C., Re'erve .

C.(.C.Rovi!" 6&trol. The Security (fficers shall patrol areas inside and outside the $C$& in accordance with routes and schedules provided %y the C(T6# During this patrol, these procedures include, %ut are not limited to, the following9 a# 6eporting immediately, in accordance with procedures in the (fficer4s Duty &ook, any pro%lems, incidents, violations, etc#, immediately taking corrective action, secure the area if necessary!, and documenting the incident# %# 6eporting daily, in accordance with procedures in the (fficer4s Duty &ook, potentially ha*ardous conditions and items in need of repair, including inoperative lights, leaky faucets, toilet stoppages, %roken or slippery floor surfaces, etc# c# Turning off unnecessary lights, checking safes, lock+type repositories, ca%inets, closing windows, and opening and closing secure! doors and gates, etc# d# Hot distur%ing papers on desks, opening desk drawers or ca%inets, erasing %lack%oards, or using :overnment e"uipment e@cept as authori*ed# C.(.C.. Fi<e 3o't. The Security (fficers shall maintain fi@ed, stationary positions at the entrances to the $C$& and individual offices and other designated areas in order to prevent unauthori*ed entrance# Security (fficers may also monitor closed+circuit television or other such e"uipment in order to promptly respond to security situations# C.(.C.C 3er'o!&l E'1ort Dutie'. The Security (fficer shall assist in directing traffic on :overnment property vehicle and pedestrian!, controlling parking, monitoring parking and controlling vehicle entrances8e@its# C.(.C.0 DoC Rule' &! Re"ul&tio!'. The Security (fficers shall o%serve %uilding occupants and visitors for compliance with posted and pu%lished rules, regulations, and polices# Take immediate corrective action for violations, detain suspects for violations until 7ederal or local police assistance arrives, and initiate or assist in preliminary investigations and reporting procedures#

C.(.C.1D )&A &! Or er. This shall also include taking whatever action is necessary to detect, stop, and detain any individual s! attempting to commit criminal acts against the safety and security of the :overnment, its employees or property, and the general pu%lic# a# /fter apprehension of a person suspected of committing a criminal offense, the suspect shall %e turned over to the proper law enforcement agency for transporting and processing# The S.( shall prepare an incident report and may possi%ly %e called as a witness in legal proceedings# %# 5n the event of a %reak in, attempted %reak in, or any law and order violation, the S.( shall immediately notify the following authorities in the order indicated9 -! 7ederal .rotective Service 6ecords and Communication Center 6CC! 2! a# ;onitor and respond to $C$& intrusion detection systems# Security (fficers shall %e dispatched and arrive at alarm sites within five 0! minutes of the alarm sounding# The Security (fficers shall secure the area and %e responsi%le for detaining any person or persons attempting to gain unauthori*ed access to the property# Security (fficers shall %e capa%le of communicating wit the control center so that appropriate authorities police department, etc#! may %e contacted immediately if re"uired# The :overnment reserves the right to test the Contractor4s response to intrusion alarms not more than three >! times a month during the term of the contract without prior notice# %# ;onitor and respond to fire and other %uilding e"uipment alarm systems# S.(4s shall %e dispatched and arrive at alarm sites within five 0! minutes of the alarm sounding# Security (fficers shall %e capa%le of communicating wit the control center so that appropriate authorities fire department, etc#! may %e contacted immediately if re"uired# S(s shall take what action is warranted in the event of fire or other emergency# They shall assist in evacuating personnel, e@tinguishing fire, moving valua%le materials, etc# The :overnment reserves the right to test the Contractor4s response to intrusion alarms not more than three >! times a month during the term of the contract without prior notice# C.(.C.12 Buil i!" S7'te8'. 'hen re"uired %y written instructions, or ver%al instructions in emergency conditions from the C(T6, the Contractor shall perform minor operations and8or record data in connection with the operation of the %uilding systems#

C.(.C.1, )o't &! Fou! . Security (fficers shall make every effort to identify the owner and return the lost property to its rightful owner in a timely manner# /ny money or high value items shall %e turned in immediately to the C(T6# 'hen this is not possi%le receive, provide receipt for, and store found articles for up to >1 calendar days pending proper disposition from the C(T6# C.(.C.1I!5urie' &! Ill!e''e'. /ll S.(4s shall %e trained in Cardiopulmonary 6esuscitation C.6! and shall provide C.6 when necessary# The S.(4s also shall %e trained in a certified 6ed Cross %asic first aid course and shall render minor medical assistance when necessary and as re"uired o%tain medical assistance in the event of in)ury or illness to :overnment employees or others while in the $C$& or on the grounds# The Contractor shall ensure that all re"uired C.6 and first aid certifications for the S.(4s are kept current to the District of Colum%ia and8or 6ed Cross standards# C.(.C.1. Civil Di'turb&!1e'. The Contractor shall perform such other functions as may %e necessary in the event of situations or occurrences such as civil distur%ances or attempts to commit other criminal acts adversely affecting the security and8or safety of the :overnment, its employees, property, and the general pu%lic lawfully in the %uilding or on the grounds under control of DoC# S.(4s shall assist and8or supplement law enforcement personnel during such situations# C.(.C.1C E8er"e!1ie'. 5n case of an emergency situation, the C(T6 shall have the right to direct the activities of the S.( in order to respond to the emergency# 'hen the time and circumstances permit, such direction will %e re"uested through the .ro)ect ;anager# Cmergencies will include, %ut are not limited to, such things as a %om% threat, fire, imminent or the potential for imminent personal danger to DoC employees, visitors, etc# The diversion may %e for the duration of the emergency or longer# Under no circumstances may the S.( refuse to cooperate with such directives when DoC determines that an emergency situation e@ists# The .ro)ect ;anager or Supervisors shall %e notified of an emergency situation and the S.( shall make a record of it in his8her log as soon as practica%le after resolution of the situation# Ho additional cost shall %e charged to the :overnment for the diversion, and the Contractor will not %e held accounta%le for the normal daily work that was not done and which was otherwise scheduled for the diverted Security (fficer s!# 'hen the Contractor has reason to %elieve that the C(T6 is a%using the authority of this emergency provision, he shall %ring it to the immediate attention of the Contracting (fficer, citing specific e@amples of such alleged a%use and the Contracting (ffice shall promptly notify the /ssistant Director for Security (perations who will investigate the situation# The Contracting (fficer as to the outcome of the investigation will notify the Contractor in writing# /ll S.(4s shall review and know the floor plan and (ccupant Cmergency .lan of the $C$&# C.(.C.1B 3ro6ert7 +ove8e!t Co!trol. The Contractor shall receive and account for property passes from person s! removing property from the $C$&# The Contractor shall verify information on the property pass in accordance with DoC rules and regulations# C.(.C.10 A!i8&l Co!trol. The Contractor shall %e responsi%le for the general control of Enatural inha%itantsF or other unleashed animals when they %ecome in)ured, entrapped, or

%ecome a nuisance or ha*ard to DoC employees and guests# The Contractor shall coordinate with the local animal control authorities in the capture and removal of live animals and shall notify &uilding ;anagement when a dead carcass needs to %e removed# C.(.C.(D Other I!1i e!t'. 5f multiple incidents occur, the Security (fficer s! may %e re"uired to act independently as a primary security source until law enforcement assistance arrives# C.(.C.(1 Re6ort' &! Re1or '. The Contractor shall prepare re"uired reports on accidents, fire, %om% threats, unlawful acts, etc#, and provide these reports to those officials specified %y this contract, in post orders, or %y the C(T6# The Contractor shall initiate independently, preliminary investigation of reports, and testify in various )udicial proceedings on %ehalf of the :overnment# 6eports will %e typed within 24 hours of occurrence# C.(.C.(( Co86l&i!t'. The Contractor shall respond to complaints from any person concerning security, safety, or law enforcement within the :overnment4s )urisdiction# Such complaints shall %e reported to the control center and the C(T6 for resolution and disposition# The Control shall endeavor to deter crimes against persons without waiting for a specific complaint, while immediately notifying the local law enforcement agency# C.(.B SECURIT> EVA)UATION DRI))S. Depending upon such things as the fre"uency and the nature of the security pro%lem, it is possi%le that a series of evaluation drills will %e conducted periodically %y the :overnment to assure the emergency response capa%ility of security personnel# 5t is anticipated that these drills would %e conducted during normal working hours at no additional e@pense to the Contractor# C.2 +ANAGE+ENT AND AD+INISTRATION.

CONTRACT MANAGEMENT AND SUPERVISION IS CONSIDERED CRITICAL TO THE PERFORMANCE OF THIS CONTRACT. 7ailure on the part of the contractor to furnish, at all times, a competent and knowledgea%le .ro)ect ;anager, and such supervision as re"uired herein, may render the Contractor su%)ect to default# b. 'hen the .ro)ect ;anager or Supervisors will %e unavaila%le due to illness, vacation, or for any other reason, the Contractor shall assign another individual of e"ual or greater "ualifications to perform all re"uirements set forth in the contract# The Contractor shall provide the C(T6 the name s!, telephone num%ers s!, and address es! of the .ro)ect ;anager, alternate .ro)ect ;anager and Supervisors# 1. The .ro)ect ;anager, alternate .ro)ect ;anager, or Supervisors shall not alter the assigned duties of the S.(, particularly when the S.( is on duty, without first notifying the C(T6# The purpose of this restriction is to prevent %reaches of security from occurring when a .ro)ect ;anager or Supervisor changes the assignment or duties of a S.( without knowledge of the current security situation at the facility# C.2.1 RE3ORTS% RECORDS% 3)ANS AND OTHER DATA. The term E.ro)ect ;anagerF means the person, designated in writing %y the Contractor, who has complete authority to act for the Contractor during the term of the contract# a# 5t is the responsi%ility of the Contractor to appoint a full+time on+site .ro)ect ;anager who is "ualified and competent# The .ro)ect ;anager shall %e availa%le to act for the Contractor to oversee and coordinate the services descri%ed in this contract# /s such, the .ro)ect ;anager shall provide the single point of contact through which all Contractor8:overnment communications, work, and technical direction shall flow e@cept in cases of an emergency# The :overnment will not accept any individual as .ro)ect ;anager or Supervisor! who cannot act and make sound decisions entirely on their own or who is not availa%le to the C(T6 24 hours through a telephone, pager system, or radio communication# The .ro)ect ;anager shall respond to emergencies or critical situations, call %ack the C(T6 within -1 minutes to confirm the %eeper page8call, and %e on the site within one hour 21 minutes! of the pager8%eeper page8call %eing placed %y the :overnment# The pager8%eeper shall %e of the type that can %e contacted via a telephone# Uniformed employees performing as a Supervisor shall not perform the duties of the .ro)ect ;anager or S.( under the terms of this contract or any other security service contract e@cept during an emergency situation and with authori*ation of the C(T6 for each e@emption re"uested# The .ro)ect ;anager is not allowed to act in the complicity as a Supervisor or S.(# %# The .ro)ect ;anager shall receive and e@ecute, on %ehalf of the Contractor, such technical direction as the C(T6 may issue within the terms and conditions of the contract# The .ro)ect ;anager shall have the authority to accept notices of deductions, :uard .ost Spot Surveys, and all other correspondence on %ehalf of the Contractor#

The .ro)ect ;anager is responsi%le for providing professional and "ualified manpower as necessary to perform the Security Services outlined in this contract# S8he shall provide the $C$& with a full+time Security Supervisor for each shift and provide necessary leadership and support to ensure security services are provided as documented and re"uested in this contract# >! The .ro)ect ;anager shall perform Buality Control 5nspections on all shifts and maintain fre"uent liaison with the C(T6 on this contract# S8he shall attend security performance meetings with the C(T6 and company inspectors# . 3ro5e1t +&!&"er S1he ule' &! Re6ort'. -! Wor: Co!trol S1he ule. The .ro)ect ;anager shall prepare separate work control schedules for contract Supervisors and productive S.(4s and post them in work areas and locker rooms at 2+week intervals# The schedules shall %e prepared on forms furnished %y the C(T6 or an e"uivalent su%stitute form approved %y the C(T6# Changes to schedules shall %e posts in work areas and locker rooms in sufficient time to assure that employees affected %y a change in duty hours are properly notified# / copy of the schedule and all changes shall %e furnished to the C(T6 prior to posting# The work schedules shall include scheduled relief periods and starting and stopping times# +o!thl7 St&tu' Re6ort. The .ro)ect ;anager shall prepare a monthly status report for the C(T6# The report shall identify significant issues, pro%lems, or concerns related to the performance or administration of the contract# The report shall include statistics on the suita%ility and sta%ility of the work force i#e#, a%senteeism, turnover rates, and %ehavior infractions, training accomplished during the month, summary of incidents, in)uries reported, etc#!

C.2.2 SU3ERVISORS. The term ESupervisorF means a person designated in writing %y the Contractor and approved %y C(T6, who has authority to act for the Contractor on a day+ to+day %asis at the work site# The Supervisors shall not simultaneously perform the duties of Supervisor and Security (fficer under the terms of this contract# Contractor provided supervision should %e commensurate with the workforce si*e# Cach supervisor shall have a security clearance at the Secret level# C.2.2.1 The Supervisor shall ensure that employees9

a# /re availa%le to man all posts as re"uired %y the contract# %# /re properly trained to perform all duties as specified in accordance with this contract and the .ost (rder 6ecord for the security post assigned# c# /re properly uniformed and present a neat appearance# d# ;aintain a continued state of proper training# e# .ossess the necessary permits, authority, etc#

C.2.2.( Av&il&bilit7 of Su6ervi'io!. Supervisory personnel in charge of work under this contract shall %e availa%le 24 hours a day, 7 days a week# The Contractor4s supervisor shall respond to pager8%eeper calls within five 0! minutes# Contractor representatives contacted %y the %eeper pager8call num%er shall %e empowered %y the Contractor to make decisions and take corrective action when necessary to fulfill the terms and conditions of the contract# The pager8%eeper shall %e of the type that can %e contacted via a telephone# C.2., AD+INISTRATIVE SU33ORT. The Contractor shall provide all administrative support necessary to accomplish the contract re"uirements# The administrative support shall provide the typing, filing, data entry, and other services re"uired for the proper administration of the contract# /dministrative support staff functions include, %ut are not limited to, personnel file maintenance, preparing reports and records, ordering any necessary materials and tracking inventory, maintenance of :overnment property records, and o%taining all necessary permits and licenses to comply with all applica%le 7ederal, state, and local laws# C.2.*UA)IT> CONTRO). The Contractor shall esta%lish and maintain a Buality Control BC! .rogram to provide independent corporate and on+site management surveillance and inspection of Contractor security operations to assure that the re"uirements of the contract are satisfactorily performed# The BC program shall %e documented in a comprehensive Quality Control Plan/Quality Control Inspection Report# C.2.. SAFET>. The Contractor shall esta%lish procedures to ensure all operations are performed in a safe manner# The Contractor4s safety procedures shall include methods that ensure continuous strict adherence to proper safety procedures, particularly firearms safety# C.2.C CONTINUTIT> OF O3ERATIONS. Continuity of Security operations for the $C$& is critical# The Contractor shall ensure "ualified, trained additional personnel are availa%le, when re"uested, in the event of disasters or emergencies such as fires, acts of nature, accidents, and civil distur%ances# /dditionally, the Contractor shall ensure "ualified personnel are always availa%le to prevent any interruption of security services in the event of server weather conditions, snow, ice, etc#! or la%or pro%lems la%or slow downs, sickouts, or strikes!# /ccordingly, the Contractor shall9 a# Develop and implement emergency call%ack procedures, which ena%les the Contractor to promptly respond within - hour! to re"uirements for emergency services at any time other than during the normal operating time# The plan shall provide for the availa%ility of additional security personnel to reform those services necessary to meet the re"uired security operational standards# The plan shall also include provisions for recall of key technical, supervisory, and management personnel as re"uired# The Contractor4s on duty personnel shall in addition to any immediate response provide these services# %# .erform tasks as assigned in the $C$& E(ccupant Cmergency .lan#F .articipation in this emergency plan shall %e mandatory during the event of a %uilding related emergency or natural disaster regardless of the time of occurrence# c# Cnsure all Contractor employees receive Cmergency 6esponse Training# This training shall include, %ut is not limited to, procedures to %e followed#

d# 5f re"uested, provide operational support until relieved of such responsi%ilities %y the C(T6# e# &e prepared to resume normal operations immediately upon cessation of emergencies# f# 5n the event of la%or pro%lems the Contingency Plan shall detail how the Contractor will provide "ualified personnel to ensure that no interruption of services occurs as a result of a la%or strike# C., TRAINING AND CERTIFICATION. To %e eligi%le to perform under this contract, all employees, including replacement employees shall meet the training re"uirements set forth herein prior to performing any on+site security services under this contract# /ll aspects of the training re"uirements under this contract are su%)ect to evaluation and approval or re)ection %y the C(T6 or his8her designate# Unless otherwise specified, all personnel shall successfully complete all re"uired training prior to performing services under this contract# a# Tr&i!i!" a# 7ollowing the :overnment provided training, personnel shall %e re"uired to pass a written test on all training su%)ects prior to performing any security duties under this contract# / student must attain a minimum score of 31K %efore a certificate will %e issued# The written test results shall %e su%mitted to the C(T6 for review# /fter the C(T6s review the test results shall %e kept on file and %e accessi%le at the re"uest of the C(T6# %# Training will usually %e presented during normal :overnment %usiness hours# The Contractor shall re"uest this training in writing to the C(T6 at least five 0! working days %efore the training will %e re"uired, indicating the names of persons to attend# The C(T6 will confirm this re"uest and esta%lish the time and place for the presentation# c# The :overnment will provide the initial contract start+up orientation training session# The :overnment may choose, to videotape the orientation training session and provide the Contractor with a copy of the videotape# This videotape would %e utili*ed %y the Contractor to administer su%se"uent orientation training due to replacement, attrition, etc# 7ollowing the videotaped session, a :overnment representative will %e availa%le to answer "uestions and to proctor the government test# The :overnment may e@ercise the right to hold additional training session as it deems necessary# d# Se1urit7 Offi1er'% Su6ervi'or &! 3+ O!4'ite Orie!t&tio! provide training re"uired for new personnel due to replacement, attrition, etc# S(C training includes su%)ects such as9 5ntroduction to Security ;anagement Systems, 5ntroduction to /ccess Control, 5ntrusion Detection and other associated Clectronic Security Systems, (peration of the $C$& Iideo ;onitoring Systems9 Jey Control, C"uipment Control, Cmergency 6esponses and Hotification, and Communications .rocedures#

During the %ase year of the contract, three two 2! hour sessions of refresher training will %e provided to the .;, S( and supervisory contract personnel currently assigned to duty within the $C$&# During su%se"uent years of the contract, two 2! hours of "uarterly refresher training will %e provided to the .;, S(, and supervisory contract personnel currently assigned to duty within the $C$&# The training will focus on su%)ects such as9 Updates or new policies and procedures, Security .rocedures and C"uipment, Cmergency (perations Safety, and Communications#

The Contractor shall provide a "ualified competent instructor s! and facility ies! for all Contractors training# /n instructor s! certified %y the :eneral Services /dministration :S/! shall provide all training# /ll S(s and Supervisory personnel shall complete all Contractors training and %e re"uired to pass a written test administered %y the certified instructor! on all training su%)ects prior to performing any security duties under this contract# / student must attain a minimum score of 31K %efore a certificate will %e issued# The certified instructor cannot %e an employee of the Contractor4s organi*ation or %e affiliated with the Contractor# The written test results shall %e su%mitted to the C(T6 for

review# /fter the C(T64s review, the test results shall %e kept on file and %e accessi%le at the re"uest of the C(T6# a# B&'i1 Tr&i!i!". 5n addition to the %asic training and firearm "ualifications set forth elsewhere in this contract, the Contractor shall provide at least 41 hours of %asic training to all employees working under this contract on the su%)ects listed on the training sylla%us# The training shall meet the :S/, District of Colum%ia and %asic industry+wide law enforcement training "uality and standards# %# Su6ervi'or7 Tr&i!i!". 5n addition to the %asic training, all Supervisors working under this contract shall successfully complete Contractor provided supervisory training# Supervisory training shall %e speciali*ed and include, %ut not %e limited to, the following management areas9 ;anagement principles, Control center operations and procedures, Dealing with security pro%lems and issues, Techni"ues for issuing written and ver%al orders, Uniform clothing and grooming standards, Code of Conduct, Cmergency response, Scheduling, 6eports, .lans, 7orms and Documentation, and Buality Control Techni"ues#

C.,.(., I!'tru1tor *u&lifi1&tio!'. /ll re"uired formal Contractor training shall %e administered i#e#, taught, presented! %y persons who are certified %y either or %oth the :S/ and the District of Colum%ia as "ualified to instruct or teach the specific su%)ects or topics re"uired# Certification to instruct the specific su%)ect shall %e in the form of a certificate issued %y an accredited institution of learning school, college, university etc#!, a governmental 7ederal, state, county, etc#! educational certification %ody agency, %oard, commission, etc#!, or %y documentation that the person instructing has sufficient e@perience in8with the su%)ect to %e a%le to instruct the su%)ect in an authoritative, practical, and current manner# Such certification documentation! offered shall %e current %y date!, and shall meet the approval of the C(T6# Copies of the instructor4s certification and documentation shall %e su%mitted to the C(T6 for approval# C.,.2 FIREAR+SF TRAINING@*UA)IFICATION AND CERTIFICATION.

The Contractor shall %e responsi%le for firearms training re"uired for all employees, including Supervisors, who are working under this contract# The Contractor shall su%mit the Certificate of 7irearms Training to the C(T6 certifying that the contract employee has %een trained in the correct handling and safe use of firearms and ammunition# /lso, that s8he has demonstrated proficiency in firearms "ualifications prior to the scheduling of any contract employee for certification in firearms "ualification %y %oth the :S/ and the District of Colum%ia# The :overnment will provide %lank forms# Ho other form will %e accepted for satisfying this re"uirement# C.,.2.( *u&lifi1&tio! &! Certifi1&tio!. /ll employees performing under this contract shall %e "ualified and certified in firearm proficiency %y a firearm instructor certified %y %oth the :S/ and District of Colum%ia# Ho employee shall %e assigned to perform under this contract prior to the receipt of written notice to the Contractor from the C(T6 approving the firearm "ualifications# 7irearm "ualifications under this contract shall %e valid for one year from the date of "ualification and certification# Training, recertification, and "ualification shall %e conducted no less than annually for all personnel# C.,.2.2 *u&lifi1&tio! The Contractor shall provide the necessary weapons for "ualification# /ll Contractors provided weapons used for the "ualification of contract employees shall %e inspected and approved %y an authori*ed range officer prior to the scheduled use of any District of Colum%ia, State of ;aryland or Iirginia certified firing range# The Contractor shall provide ammunition used for firearm "ualification# The Contractor shall %e responsi%le for licenses and permits re"uired for weapons during transit %etween the employees4 dispatch points and firing range# C.,.2., Fire&r8' S&fet7 Te'ti!". The Contractor using a firearm instructor certified %y the :S/ and8or District of Colum%ia, States of Iirginia or ;aryland shall accomplish firearm safety training and testing# Cach Supervisor and S( shall demonstrate knowledge of firearms safety %y properly loading and unloading a weapon# (ther demonstrations, such as lowering the hammer on a round and firing single or dou%le action may %e re"uired#

C.3ERSONNE). The Contractor shall only furnish .ro)ect ;anagers, Supervisors and Security (fficers who meet or e@ceed the "ualifications set forth herein from the commencement of performance under this contract and throughout the term of the contract, including options and e@tensions# /ll Contractor personnel shall also %e properly trained, including weapons training, and receive $C$& orientation prior to their assignment under this contract# Should the :overnment elect to re"uire an increase in the num%er of %ase positions, such individuals assigned shall meet or e@ceed "ualifications, specified herein# The Contractor shall su%mit Pre-E ploy ent Screening !ocu entation for all employees, including replacement employees, prior to their assignment in this contract# a# Ho Contractor person shall assume duties for this contract until approved in writing %y the C(T6# %# The Contractor is re"uired to implement personnel policies including wage and %enefit policies! designed to effectively limit turnover at %oth the supervisory and productive officer levels# c# .roposed su%stitute personnel shall %e e"ual to or %etter "ualified than the personnel %eing replaced# d# The Contractor shall not employ any civilian employed %y the :overnment at the $C$& or any of its tenant activities# ;ilitary personnel may %e employed provided that prior written consent is o%tained from their commanding officer# C.-.1 EE> 3ERSONNE). DoC has determined that the level of security services re"uired under this contract definitely e@ceeds the traditional E:uard 55F level and is e"ual to Special .olice (fficer "ualifications as determined %y the Department of Da%or4s 'age Determination# The normal level of %uilding guard services generally re"uired for :S/ contracts is not accepta%le# The ideal Security (fficer S(! under this contract is an individual who shall possess the capacity to ac"uire a good working knowledge of $C$& re"uirements, %e proficient in reading and understanding printed regulations and detailed written orders, and %e a%le to compile reports which convey factual information# S.(4s shall also possess honesty, integrity, good )udgement, courage, alertness, self+reliance, and the a%ility to deal with the pu%lic in a tactful and courteous manner in dispensing information relating to the $C$& its organi*ation and functions, and the layout of the facility#

The Contractor shall %e responsi%le for assuring that the .ro)ect ;anager, Supervisors, and all S.(4s utili*ed under the contract meet the following general standards# S(s shall conduct themselves in a manner reflecting highest credit to DoC# S(s shall treat all persons with courtesy and response, constantly striving to win the good will of the pu%lic %y demonstrating impartial enforcement of regulations# .ersonnel shall provide the following9 a# /%ility and skill to interact and tactfully communicate with DoC employees, other :overnment personnel, and the general pu%lic# %# /%ility to %e courteous, tactful, diplomatic, and maintain self+control even when firmness is necessary in the performance of duties# c# /%ility to understand, clearly e@plain, interpret, and apply rules, regulations, directives, and procedures# d# /%ility to demonstrate poise, self+confidence, and an a%ility to make sound decisions and react "uickly under stressful conditions# e# /%ility to prepare clear and concise written reports# f# /%ility to learn and adapt to changing situations# g# /%ility to accept and respond to ver%al and written instructions and directions# C.-.(.2 E<6erie!1e@E u1&tio! *u&lifi1&tio!'.

Shift Supervisors shall %e individuals of un"uestiona%le integrity and display a mature attitude with good )udgement# /s a minimum, the Shift Supervisors shall possess at least a minimum of three >! years of successful security e@perience in field supervision civilian community law enforcement, military service law enforcement, commercial or industrial guard service!# d# Ar8e Se1urit7 Offi1er. /s a minimum, each S( shall %e :S/ certified as an armed Security (fficer, possess a high school diploma or :CD, %e a United States citi*en, possess at least three >! year of armed security e@perience within the last five 0! years, %e at least 2- years of age, and a%le to fluently speak, read, and write the Cnglish language# Bualifying security e@perience consists of law enforcement, contract security, or military police# Document Security (fficer and incidental guard duty is non+"ualifying# C.-.(., +i!i8u8 +e i1&l *u&lifi1&tio!'. &efore entrance on duty, all Sos and Supervisors shall undergo a pre+employment medical e@amination at the Contractor4s e@pense# The Contractor shall su%mit to the C(T6 a :S/ 7orm S7+73, ;edical Certificate or e"uivalent for all S(s performing services under this contract# Ho S( shall %e allowed to assume a post under this contract until the C(T6 has approved the ;edical Certificate# S(s will %e re"uired to

o%tain a medical e@amination once every two 2! years or once a year if 41 years or older after the initial e@am# Supervisors will %e re"uired to meet the same minimum standards or %e relieved of their duties until the condition is satisfactorily corrected or eliminated# 7ailure to meet any of the following re"uired medical "ualifications would %e dis"ualifying for appointment# These medical "ualification standards are considered minimum standards and will not %e waived in any case# /ny individual who has %een incapacitated due to serious illness, in)ury, disease, or operation which could interfere with the effective performance of assigned Security (fficer service duties, shall, prior to resumption of such duties, provide medical evidence of recovery and a%ility to perform such duties# The minimum re"uirements are as follows9 a# Ge!er&l He&lth. /ll Security (fficer service personnel working under this contract shall %e in good physical condition and health and is a%le to protect themselves and others, and withstand sudden emotional stress and physical e@ertion in apprehension of suspects and violators# 'hile no specific limits are given for weight versus height, they should %e roughly proportionate %ased on commonly used life insurance ta%les e#g#, ;etropolitan Dife 5nsurance Company Ta%le of $eights and 'eights!, see attachment L# 6esponding to an emergency situation will %e on foot, re"uiring running, )ogging, )umping, clim%ing, and8or crawling, and followed %y physical efforts as necessary to resolve the emergency situations such as assisting in suppressing fires, evaluating personnel, and overpowering an intruder or violator as necessary# %# Vi'io!. &inocular vision is re"uired and shall test 21821 Snellen! with or without corrective lenses# Uncorrected vision shall not test less than 21841 in one eye and 21801 Snellen! in the other eye# Hear vision, corrected or uncorrected, shall %e sufficient to read Meager Type 2 at -4 inches# The a%ility to distinguish %asic as well as shades of color is re"uired, as is normal peripheral vision# -! Doss of vision in one eye is dis"ualifying# 2! :laucoma shall %e dis"ualifying unless controlled %y accepta%le medical or surgical means, provided such medications, as may %e used for controlling glaucoma, do not cause undesira%le side effects which adversely affect the individual4s a%ility to perform assigned security )o% duties, and provided the visual re"uirement stated in % -! a%ove is met# >! 'here corrective eyeglasses are re"uired, they shall %e of the safety glass type# 4! The use of corrective eyeglasses or contact lenses shall not interfere with individual4s a%ility to effectively perform assigned security )o% duties during normal or emergency operations# c# He&ri!". medical evidence that the condition can %e controlled with proper medication so that the individual will not have a sei*ure, or lapse into a coma or unconscious state while performing assigned Security (fficer duties# /ny other disease or condition, which interferes with the full performance of position duties, is also grounds for medical re)ection# e# A itio!. 5ndividuals shall have no esta%lished medical history or medical diagnosis of ha%itual alcoholism or drug addition, or where such a condition has e@isted, the individual shall provide certified documentation of having completed a reha%ilitation program which would give a reasona%le degree of confidence that the individual would %e capa%le of performing assigned Security (fficer services duties# f# +e!t&l He&lth. 5ndividuals shall %e emotionally and mentally sta%le with no history of any %asic personality disorders# C.-.2 3H>SICA) FITNESS. The physical stamina of Security (fficers in responding to handling emergency situations is crucial in the performance of this contract# The Contractor shall develop and maintain a physical fitness program for all Security (fficers assigned to perform duties under this contract# The program shall %e sufficiently comprehensive to ensure employees maintain physical fitness allowing them to continuously meet the physical re"uirements of the duties# /ny individual who cannot meet the physical re"uirements, including ina%ility discovered through on+the+ )o% performance shall %e dis"ualified to work under this contract# See attachment on $eight and 'eight standards for ;ale87emale (fficer# C.-., SUITABI)IT> CHECES.

C.-.,.1 The Contractor shall provide, for each prospective S(, all data at the time of hire and in the form and format as may %e necessary see Su%section C#0#4#2 %elow! to assure the completion of the :overnment investigations# The Contractor shall assure that all Contractor employees working under this contract have successfully passed the Contractor4s screening process as re"uired 5 Su%section C#0#4#> %elow# 5nformation developed during the Contractor4s screening is to %e furnished to the C(T6 prior to the employee %eginning work on this contract# C.-.,.( The Contractor shall take necessary steps to assure that employees who are selected for assignment to this contract are professionally and personally relia%le, of reputa%le %ackground and sound character, and meet the training and e@perience re"uirements stipulated herein# The fact that the :overnment performs suita%ility determinations shall not in any manner relieve the Contractor of his8her responsi%ility to assure that all employees furnished are relia%le and of reputa%le %ackground and sound character# Should suita%ility checks conducted %y the :overnment render ineligi%le a Contractor+furnished S(, the Contracting (fficer, in con)unction with the C(T6, will investigate the cause and determine whether the Contractor has a%dicated his8her responsi%ilities in this respect# Should there %e a need to replace a S( due to nonperformance, the Contracting (fficer, in con)unction with the C(T6, will determine whether the Contractor has a%dicated his8her responsi%ilities to select trained and e@perienced employees of sound character# C.-.3ERSONA) A33EARANCE. The guidelines prescri%ed in this section apply to all Contractors S( employees providing security services under this contract# S(s are representatives of the :overnment and shall meet the highest standard of personal appearance#

These standards are not intended to demorali*e or depersonali*e individuals, %ut to prevent individuality from interfering with or detracting from the proper wearing of the uniform# C.-.-.1 Groo8i!" St&! &r '. The Contractor is responsi%le for assuring that Supervisors, S(s maintain a neat appearance in accordance with generally accepted standards of the community, and the specific re"uirement of this contract# a# Ge!er&l. S(s shall %e clean and properly groomed when reporting for duty and while on duty# Their fingernails shall %e free of dirt and shall %e trimmed so that they do not e@tend %eyond the fingertips# %# H&ir +&'' &! St7le'. -! The hair should not interfere with the proper wearing of any official headgear# The height of the hairstyle measured from the scalp to the highest point of the coiffure should not e@ceed 2 G inches# 2! $air at the front of the head should not descend %elow either eye%row when the head is uncovered or protrude %elow the sweat%and of the headgear# >! Special re"uirements ? female S(s# 'hen in uniform, female S(s should keep their hair neat and clean at all times# $air styles that fall %elow the ears shall %e tied %ack and hair shall %e arranged in styles that do not e@tend %elow the %louse collar or %elow the front sweat%and of the uniform cap# Upswept hairstyles that prevent the proper wearing of the uniform cap will not %e allowed# 4! distur% papers on desks, open desk drawers or ca%inets, or use :overnment telephones, e@cept as authori*ed# The following in addition to Title >2, Code of 7ederal 6egulations, .art -231! minimum standards shall apply to Contractor employees performing service under this contract# /ll S(s shall9 a# &e courteous and demonstrate good manners toward DoC employees, 7ederal (fficials, and the general pu%lic# S(s shall maintain a respectful and helpful attitude in all endeavors# %# ;aintain a neat, clean and %usinesslike appearance and, comply with dress standards while on duty# c# 6eports to work physically fit and mentally alert# S(s feeling otherwise shall make appropriate notification to their Supervisor and re"uest necessary relief or instructions# d# 6eport any circumstances that may adversely affect their performance on a particular assignment to their immediate Supervisor prior to the assignment# e# C@cept in an official capacity, not possess narcotics, dangerous drugs, controlled su%stances, or mari)uana either on or off duty# S(s shall a%stain from the consumption and possession of alcoholic %everages while on duty, and shall not report to work under the influence of into@icants or drugs# f# Hot inspect, clean, e@change or handle weapons in pu%lic areas or in the presence of DoC employees, family mem%ers, or mem%ers of the general pu%lic# g# Store weapons in space designated %y the C(T6 at the end of duty# h# Hot engage in any discussions concerning DoC internal matters, policies, grievances, or personalities, or financial, personal, or family matters with DoC employees, family mem%ers, the pu%lic, or any known associates of the a%ove# i# Hot entertain, sociali*e, or enter into %usiness arrangements with, give legal advice or grant special favors to, DoC employees, family mem%ers, and friends of the a%ove# )# Hot gam%le or unlawfully %et or promote gam%ling on :overnment owned or leased premises# k# 6emain on duty until properly relieved# Hever desert a duty post and remain alert at all times while on duty# l# Hot disclose any official information, e@cept to DoC or other officials having a need to know, or make any news or press releases without the e@press permission of the Contracting (fficer or C(T6# m# 6efrain from discussions concerning duty assignments s!, particularly manpower, weapons, security precautions, or procedures, e@cept with those person having a need+to+know# n# Hot accept or solicit gifts, favors, or %ri%es in connection with official duties# o# Hot use official identification for other than official purposes# p# Hot knowingly give false or misleading statements or conceal material facts in connection with employment, promotion, travel voucher, any record, investigation, or other proper proceeding# "# Heither discriminates against, nor se@ually harasses, employees or mem%ers of the general pu%lic# r# 6efrain from any activity that would adversely affect the reputation of the DoC# s# /void personal and %usiness associations with person4s known to %e convicted felons or persons known to %e connected with criminal activities# This does not apply to immediate family mem%ers#

The Contractor shall make application and initiate action otherwise re"uired to receive a license and authori*ation to operate radios on fre"uencies specified %y the appropriate agency of the 7ederal :overnment# 'hen necessary, the C( or his8her authori*ed representative will issue a letter of authori*ation, identifying the Contractor has having a need to communicate over a fre"uency or fre"uencies in order to fulfill o%ligations under this contract# >!
