SCOPE
This document is intended to be read in conjunction with Anglo Fatal Risk Standard 2: Surface Mobile Equipment and its associated technical guideline as well as Anglo Fatal Risk Standard 6: Isolation and the relevant country legislation. This document provides information concerning procedures for Surface Mobile Equipment working in close proximity to overhead power lines. It is recommended that the example be modified to suit the mine site needs. It is important to note that all work should be preceded by a properly facilitated Risk Assessment with all involved stakeholders. It should also be noted that this document does not cover working on overhead power lines.

WORKING NEAR ELECTRIC CABLE


a. A driver shall not drive his vehicle over unprotected cable The mine site will implement means of protecting cable from equipment. This could include: b. cable marking (witches hats and reflective witches hats) coloured cable cable arches cable mats buried cable cable cross overs cable covers Use of spotters if equipment working in restricted areas.

Cable cross over towers or arches Height of cable low point will be shown on cross over tower or arch. To allow this to be done readily, the mine will implement a system to measure clearance height. To reduce risk of rear dump trays from contacting cable on towers or arches, trucks will be fitted with devices such as: body up alarm gear / speed limitation with tray up tell tale tray device.

MOVEMENT AND OPERATION OF VEHICLES NEAR POWER LINES


a. Power lines A minimum separation distance of 3 meters is adopted for all medium and high voltage (below 400kv), bare wire conductor and power lines, other than railway feed lines where the crossing indicators shall be complied with. Any requirements to reduce this minimum distance shall be approved by the Engineering Manager.

Movement and operation of drill rigs near power lines is of particular concern. b. Movement of high equipment Movement along mine site standard travelling route Definition of mine site standard travelling route The mine site standard travelling route plan will show all roads where general traffic goes under power line and where: power line clearance heights have been measured clearance warning signs have been erected indicators on power lines have been erected. The mine site standard travelling route plan will be maintained by the Engineering Manager. Determine safe high equipment clearance Operator will determine a proposed route for transport for high load. If he is unfamiliar with travel route, he will drive the route in a light vehicle. Operator will check that proposed route will be made along a mine standard travelling route by checking Mine Standard Travel Route Plan. Operator will determine equipment height (i.e. height of equipment to be moved and if appropriate, height of transport). Height of all equipment will be kept in a register. Secondary to this, equipment will have height labelled in cab. Operator will assess that height of high equipment is less than maximum permissible clearance height along route. Operator will sign log book that equipment height does not exceed maximum permissible clearance height along route. If the high equipment height exceeds maximum permissible vehicle height on any power line crossing, the operator will contact the Engineering Manager. If the high equipment height is less than the maximum permissible vehicle height on any power line crossing on the route, the operator shall: use an escort if necessary e.g. where loads create a hazard to other traffic or personnel or contractor vehicle being used; contact operators if entering into restricted areas; proceed with caution and check signage before passing under power lines. No equipment will travel under a power line unless there is a sign post before the crossing and maximum permissible vehicle height displayed, or unless permission is obtained from the Engineering Manager. A mine site standard travelling route plan, register of equipment heights, high movement log book and copy of this standard operating procedure are to be kept in the mine site low loader. -

Movement along non-mine site standard travelling route If the proposed route of travel of high equipment necessitates travelling off a mine site standard travelling route, the operator will drive the route in a light vehicle and ascertain whether there are any hazards or crossings. He will fill out log book of observations and any corrective actions required.

If it is necessary to travel under power lines, the operator will contact the Engineering Manager to initiate permit and procedure.

Action to be taken by operator if contact made with power lines Should rubber tyred equipment contact live power lines, the equipment shall be taken to an area well clear of people and parked. An area surrounding the machine, with a radius of about 300m shall be cordoned off for a period of 12 hours. During this time the machine shall only be approached using methods approved by the Site Senior Executive or Department Manager. This action is taken to avoid injury should the tyres explode as a consequence of the contact. A full accident investigation shall be conducted.
