Generic forms for NB certificates
General scope, limitations and aim of this guidance for notified bodies
The Construction Products Regulation (CPR) is based on the use of harmonised technical
specifications, and these often require the involvement of a conformity assessment body to
demonstrate compliance. Such bodies must be designated by the Member States as notified
bodies (NBs). CPR Articles 43(11) and 55 require the formation of a group of notified bodies, and
that NBs should participate in its work. Article 43(11) states that the notified body shall apply as
general guidance the administrative decisions and documents produced as a work result of that
group. The GNB-CPR is the group referred to by Article 43(11).
This position paper contains guidance for notified bodies (NBs) involved in the assessment and
verification of constancy of performance of construction products or their FPC to harmonised
technical specifications. The purpose is to help NBs work equivalently and come to common
judgments. This guidance contains informative material (which NBs should or may follow), and
normative guidance (which NBs shall follow, or at least work equivalently to as circumstances
demand).
The primary document for NBs is the edition of the relevant harmonised technical specification that
is currently cited in the Official J ournal of the EU, or the European Technical Assessment, to which
the manufacturer works. This guidance is thought necessary to provide clarity and completeness
for NBs so that they can work equivalently. It supplements and makes practical for NBs the
relevant harmonised technical specifications. This position paper should not contradict nor extend
the scope of the work and role of a NB, nor impose additional burdens on the manufacturer, beyond
those laid down in the CPR and the relevant harmonised technical specifications.
This guidance should be considered valid until guidance from the Commission has changed on
relevant matters. Whereupon, the paper should be considered for withdrawal/revision and be
replaced by new guidance as necessary.
This position paper was considered approved in its original form (as annexes to
NB-CPD/AG/03/002) by Advisory Group on 7 April 2001, and in its revision 8 form on 18 December
2013.

Revision 8 or this position paper was produced to add the name of the person giving the authorised
signature, and make other minor improvements.

Revision 7 of this position paper was produced to address the CPR; previous versions had
addressed the CPD.

issued for ETAs to give the period of validity of the ETA, and refer readers to the ETA for detailed
information on the performance characteristics of the product. To achieve this, separate example
certificates for hENs and ETAs are given. It also addresses translations of the example certificates
and improves the descriptions of the periods of validity of all certificates. The example certificate at
AoC system 2 has been omitted as that system is no longer used, following Decision 2010/683/EU.
Revision 5 of this position paper was produced to improve the first paragraph of the example
certificates, using the form of reference to the CPD proposed by the Commission. (Revision 4 was
an attempt to improve this reference, but the text was not consistent for all AoC levels.)
Revision 3 of this position paper was produced to improve the reference to whose products the
AoC 2+and AoC 2 example certificates cover from produced by the manufacturer to placed on
the market by, to match the AoC 1+and AoC 1 example certificates, and to correct the AoC 2
attestation to match that for AoC 2+.
Revision 2 of this position paper was produced to indicate that GNB-CPD certificates shall include
full references to the versions of the standards they are issued against, including the most recent of
any amendments and corrigenda, in accordance with NB-CPD/AG/08/009. Also, the placeholders
used to indicate notified body number and individual certificate number have been updated to
prevent the previous yyyy placeholder being mistaken for the year, and to conform with
Commission Guidance Paper D.
1 Introduction
These generic forms for certificates are provided as templates for NBs to use when drafting
certificates of constancy of performance for construction products under AVCP systems 1+or 1,
and certificates of conformity of the factory production control under AVCP system 2+. This paper
gives forms for certificates at these AVCP systems for hENs and then for ETAs. Following these
forms should assist NBs in meeting the requirements of the CPR and GNB-CPR horizontal position
papers. NBs should refer to the harmonised standard or ETA, and to any relevant GNB-CPR Sector
Group position paper, for details specific to the construction product(s) covered by the certificate.
2 GNB-CPR numbering system for certificates
The proposed numbering system for GNB-CPR certificates (nnnn-CPR-zzzz) is set out in
NB-CPR/AG/03/001 Numbering of NB certificates

If a NB re-issues a certificate first issued for the same product under the CPD, the NB may either use the
same certificate number (but replacing CPD with CPR), or give the certificate a number unrelated to that of
the CPD version of the certificate. In either case, the NB shall maintain records of the change in certificate
numbers for reasons of traceability.

NOTE The reference to a standard, including dates, shall be to the CEN document, and not to a national
implementation of the standard. It shall refer to the version of the standard on which the
manufacturer bases his production, and this must be a version that was cited as current in the OJEU
and on NANDO when certification commenced.

versions of the certificates. If working from a translation of a previous version of a certificate, please
try to adapt it to match the latest version as available in English.
Those wishing to translate these forms for certificates into another language are requested to work
from document NB-CPR/AG/03/003r8a. That version of the document marks key words and
phrases derived from the CPR. Translators are requested to use the equivalent words and phrases
taken from an official translation of the CPR into the target language.

It is recommended that CPR is left untranslated
The CPR does not specify the language to be used for the certificate, and so the certificate may be in any
language agreed between the manufacture and NB. The manufacturer might require the certificate to be in
the language or the languages accepted in the Member State(s) where the product is made available.
However, the acronym CPR is widely recognized as standing for the Construction Products Regulation,
and so for clarity it is recommended that the characters CPR are left untranslated in the certificate
number.

CE marking method used if relevant for the technical specification
Many technical specifications for structural products specify methods of determining properties relating to
the essential requirement for mechanical resistance and stability that include determination according to
the Eurocodes, as will be explained in the planned CEN guide. These are commonly described as
Method 1, Method 2 and Method 3 (sometimes subdivided into Method 3a and Method 3b). If the technical
specification permits more than one method, the certificate should make clear which method(s) the NB is
certifying.

Coded format for place of production
The place(s) of production of the product should be identified for reasons of traceability. However, this
may be given in a coded format. (These manufacturing plant details may identify particular production
units, lines or facilities.)

Cumulative AVCP
Commission Decisions make clear that when products are subject to cumulative AVCP, a NB is only
intended to certify the essential characteristics subject to the relevant AVCP systems. However, this may
not be explained clearly in the Annex ZA of a harmonised standard. If a NB is certifying only certain
essential characteristics, it is recommended that the NB states these characteristics before the word
product or products. For example:

Some products combine certification of constancy of performance of the product for reaction to fire with
certification of conformity of the factory production control for other characteristics, in which case the NB
will need to word the certificate with great care to ensure it reflects accurately what is being certified. In
difficult cases, the notified FPC certification body should consult the sector group concerned, which might
consider drafting a position paper that includes advice on wording to include in a certificate for the relevant
product.

Date the certificate was first issued
If a certificate for the product was first issued under the CPD, with the same number as is used for the
CPR version of the certificate, the reference to the date of first issue should be expanded to make clear
that this was under the CPD.
