MINUTES

I. CALL TO ORDER
A meeting of the Board of Supervisors of the St. Joseph County Soil and Water Conservation District was
called to order by John Dooms at 7:07 p.m. at 5605 U.S. 31 South, South Bend, IN 46614.

II. ADDITIONS TO AGENDA

III. NRCS
Debbie Knepp introduced Lindsay Martinez. Lindsay will be working in the office until the end
of the year as part of the NRCS Student Career Experience Program (SCEP).

IV. REGULAR BUSINESS


A. MINUTES: The minutes were reviewed from the September meeting. The minutes were
filed as presented.

B. TREASURERS REPORT: The Treasurer’s report was filed as presented.


1. Claim Approval: A recommendation and motion were made and seconded to approve
Claim numbers 9471-9485. Motion carried.

V. OLD BUSINESS
A. WRITTEN REPORTS:
1. Field Office Report: The Field Office Report was distributed.
• A PowerPoint presentation on the Pokagon WRP project was viewed by those in
attendance.

2. Rule 5/Rule 13 Report: The Rule5/Rule 13 Report was distributed.


• The Education MOU should be ready for the November Board Meeting.
• Anderson Lakes received 2 complaints; Katie has sent 2 letters. If the problems persist,
the St. Joseph County MS4 Operator will be contacted.

B. COMMITTEE REPORTS:
1. Education:
• Owl Prowl season is in full swing, with 8 currently scheduled.
• Rick Glassman thanked the Board for his nomination as the IDEA Education District
Employee of the Year. He was selected and will receive the Award at the IASWCD
Annual Conference Awards Banquet.

1. Forestry:
• Currently, we have 4 tree orders (75 trees, 25 pachysandra plants, and 1 pack of
wildflower seed).
• In comparison to last year at this time, the number of orders is the same. However, the
dollar amount this year is substantially less due to a large order that was placed last year.
• Tree Posters will be put up after the first of the year.

C. NRCS TALKING POINTS:


• Attached.

E. IDEA Fall Workshop:


• Troy reported that the workshop was very good. It was good to see some of the research
plots that Purdue has for wildlife habitat.

VI. NEW BUSINESS


A. SCHEDULES: Distributed.

B. ELECTION COMMITTEE:
• The current committee consists of Jan Ivkovich, Chair, Paul Williams, III and Carole
Riewe. Paul and Carole’s terms are up, so Jan will proceed with selecting 2 new
committee members to avoid any conflict of interest.

C. ANNUAL CONFERENCE:
• For the upcoming Annual Conference, a delegate and an alternate are needed to be
turned in by November 14, 2008. They must both be SWCD Supervisors.

D. NW RC&D MARKETING WORKSHOP:


• Katie Kurtz requested approval to attend the Marketing Workshop on November
6th in Valparaiso at a cost of $20.00. A recommendation and motion were made
and seconded to approve Katie Kurtz to attend the Marketing Workshop at a fee of
$20.00. Motion Carried.

E. ST. JOSEPH COUNTY BUDGET UPDATE:


• The County is waiting on the outcome of a tax levee and will make County Budget
decisions thereafter.
• SWCD does not receive any funds from County other than for salaries and the MS4
Contract Agreement.

VI. PRIVILEGE OF THE FLOOR


• Christmas Dinner: Friday, December 5th was chosen as the date for the Christmas Dinner. The
alternate date chosen was Thursday, December 4th.
• John Dooms, Chairman, read Sara McClaran’s resignation letter which announced that her last
date of employment with St. Joseph County SWCD would be Friday, October 24, 2008.
• Jim Lake reported that the IRS training session will be held in Fort Wayne on December 10,
2008, from 9:00 A.M. to Noon.

VII. ADJOURNMENT
Meeting adjourned at 8:11 a.m.
