The facts tending to establish the foregoing grounds fr issuance of a search warrant are as follows:
Your afant, Sgt. Peter Rtschel, is a licensed peace oficer in te state of Minnesota for over 20 years. He is
currently emloyed by the Cit of Minneapolis Police Depar1ent as a sergeant I investigator, currently assigoed as
te Gambling Ispector/nvestigator for the License Ivestigaton Unit. His dutes include, but are not limited to,
the investgation of unlawl gambling in the City of Minneapolis.
On 5/28/2008, I received information fom D.E. regarding an unlawful raffle being conducted by te defendant, Paul
Christopher Stepnes. D.E. stated that she had contacted te Departent of Public Safety, Alcohol and Gambling
Enforcement section. She was instucted to contact your afant regarding fer investigation of tis matter. D.E.
provided te following information: D .E. was a contactor employed by te defndant. The defendant neglected to
pay for the services rendered. A contactor's lien was placed on te dwelling. D.E. stated that several other
contactors have similar liens against the defendant. D.E. stated tat the defndant was tying to give away the house
listed above in a rafle. D.E. refrred to a website- 2857irving.com which was set up t descnbe te rafe. D.E.
contnued to state that the rafle was to be held in November 2008. However, D.E. was informed that te house was
i foreclosure processing and the bank was going to be tang passion of te listed dwelling in August, 2008. D.E.
stated that the Amercana Bank is the fmancial institution in freclosure proceedings related to the listed dwelling.
According to the website, 2857irving .com, for a $20 enty fee, you are eligible to make a guess at the amount of
nails in a t. The person with the closest guess without going over has a chance to win the listed dwelling valued
at $1.8 million, or a $!million cash substtute award. The contest claims to be game of skill. Also, listed in te
website, was included for your $20 enty fe is a chance to win te weekly prize drawing which will be conducted
every Sunday for te next 26 weeks until the November drawing. O May 18, G.J.S. of Minneapolis won a GE
Microwave valued over $300.00. On May 25,2008, tere was a drawing for a $300.00 gif certifcate.
According to the website, the profits fom the alleged contest was to be given to te Chester House Foundation.
According to te Secretary of State's ofice, no such organization exists, as a non-proft or other type of
organization.
According to an interet article written by Dylan Thomas of the Southwest Joual on May 28, 2008, a local
Minneapolis newspaper and news website, te defendant informed the reporter tat he created the foundation at the
same tme he created the contest and the defendant stated tat he would distibute the fnds raised in the contest.
I an article, written by Ji Buchta of the Sta Tribune on May 24, 2008, te defendant intends to raise about $5
million i the alleged contest.
According to te Executive Director of the Minnesota Gambling Contol Board, Tom Barett, No application for a
permit was made to the state's Gambling Contol board allowing for a legitimte non-profit organization told hold
such an event.
According to City of Minneapolis records, no applicaton for approval was requested for te listed event.
According to Minnesota law, the above event consttutes an unlawful lottery becanse for a fnancial consideration,
the $20 enty fee, a participant has a chance to win a cash prize or award of property with cash valne, either te
house valued at $1.8 million, a $1 million cash substtute or one of te many weekly drawing prizes. The defendant
conducted the above listed unlawfl lottery i violation of Minnesota law.
Your affant is requesting a search warrant ta recover the above described items which will indicate that the above
described criminal act has occurr. ed , tat te act will continue to occur and that possession of these items
consttutes that te defendant had comitted the described cal act and will continue to comit said act.
