Editorial:
Private sector’s role in overcoming crisis
SPEAKERS at a seminar on
‘Public-Private Partnership’ jointly
organized by Planning Commission
and Lahore Chamber of Commerce
on Friday were of the unanimous
view that the public and private
sectors must work closely to
overcome the current economic crisis,
besides playing their role in poverty
reduction efforts.
Except a few years of seventies when
the then Government pursued the
destructive policy of nationalization,
the successive Governments have
been laying emphasis on the role of
the private sector in harnessing the
developmental potential of the
country. For about a decade now, the
Government has been claiming that
its role is restricted to facilitation and
it is the private sector that has to serve
as engine of economic growth.
However, despite all these claims the
Government still holds the sway and
instead of facilitation the bureaucracy
and complicated rules, regulations
and procedures impede the growth of
the private sector. The monumental
growth of telecom sector and its
impact on economic and social life of
the country bears testimony to the fact

that given right kind of incentives and
enabling environment the private
sector can deliver in every sphere of
national economy. However, there are
vested interests in every field
including import mafia, commissions
and kickbacks and internal
wranglings that do not allow
realization of the full potential for
development. Exploitation of the Thar
Coal deposits is one such example
where a number of foreign investors
showed interest but the country could
not benefit from this huge resource
because of vested interests. There are
numerous instances in every field
when local or foreign entrepreneurs
were ready to make huge investments
but the opportunities were lost due to
considerations other than national
interests. We, therefore, believe that
the Government should formulate
comprehensive and transparent
policies for every sector in close
consultations with all stakeholders so
as to accelerate the pace of socio-
economic development.


Anatomy of
politics &
politicians

Ask any man in the street in any part of
the country, “ Do you trust in politics and
politicians?” Simple answer to this
question is: “ No, we don’t trust in any
politician of the country.” Of course, all
over the globe today most people mistrust
most politicians but degree of mistrust in
politicians is alarmingly on the rise in our
country. This really does not augur well.
Irrational statements of of the opposition
leaders, their political scandals and
conspiracies have made both, our politics “
bete noir” and our politicians as “ persona
non grata”. I have heard many young and
old people saying that they won’t vote in
the future. They no longer believe
elections can make a significant change.
Often people disgusted by most
Politicians’ duplicity seek trustworthy
politicians. If they find some, those too
eventually disappoint them. No wonder
some believe a dictator should replace
parliament. Others, rejecting dictators but
seeing no alternative, give up and leave
politics to politicians. This makes matters
worse as politicians concerned more with
their power than with the interests of
society are left to run society. Indeed, there
is none on the political landscape of

Pakistan for whom politics is a mission.
For whom it is a means to serve. For
whom it is an instrument of change and
vitality — to make Pakistan and Pakistani
self-reliant, strong and a proud world
leader. There is none who is an ardent
advocate of a non-exploitative, egalitarian
world order. There is none who is inspired
by the desire to wipe a tear from every eye
and bring a smile on every face. There is
none with the commitment to the values of
Indus valley Civilization only makes
him/her more concerned for the weak and
deprived. There is none who stands for
combining effective leadership with broad
participation to achieve a radical
transformation for society. Sadly there is
none in our politics now become a darling
of the masses. Regrettably, in today’s
Pakistan our politics is clearly in a rut. Our
Politics is strictly domestic; there is no
pressure for social change. Unfortunately,
we have a majority of insular breed of
politicians in our parliament. Neither they
are in touch with the people nor do people
have access to them. Those who want to
be with the people and for the people are
being dragged into the petty issues. As a
result of unethical rhetoric of a few
opposition parliamentarians our politicians
have become the most hated people in the
society. There is growing cynicism among
people towards politics and politicians and
this could hurt Parliament in the long run.
Politics is, in large part, nothing but a
semi-serious war of words, one in which
many of the actors opt for the hysterical
approach. Politicians hurl words at each
other to create a charged atmosphere.
Journalists turn minor sentences into major
headlines. Our parliamentarians who enjoy

still exist today, as they should in a
democracy, but the struggle itself has
become secondary. Reconciliation is the
name of the game these days.
Our politicians, our parliamentarians must
keep in mind: It is always character,
contribution, competence, compassion,
courage and wisdom of a person that
counts and make one immortal, and not
the conflict for the sake of conflict or
media hype, not criticism and war of
words. Our politicians, our
parliamentarians must associate and
integrate themselves with the people of
Pakistan, not distance and dissociate
themselves from the poor people, as they
are doing nowadays, and take bold steps
for redressal of their grievances today and
may not leave up to tomorrow because
tomorrow comes with more new
challenges and with more new problems.


local as well as foreign NGOs is also key
to success in such betterment schemes.
When people find the way to good life
they gradually start distancing with these
hawkish elements. The focus on universal
education should be instilled in them

The prime focus should be on indigenous
growth led schemes. Sensing the steep rise
in the social sector development project,
the local people will soon realize the
optimum gains of peace and tranquility.
The government have to give focus on the
weakness of the Talibans. The first and
foremost strategy for government should
be to provide security to the local people
and to cut the supply line of Arms to
Taliban. Both are the part and parcels of
any strategy to success.


How to cope with energy
crisis?

Energy crisis signifies a great shortfall or a
price rise in the supply of energy resources
and generally refers to the dearth of oil,
electricity and other natural resources such
as gas. Any crisis related to energy can
adversely affect the economic performance
of any state and the situation as in Pakistan
today with shortage of all the energy
resources, be it electricity, natural gas or
oil, economy as well as life is bound to get
worse. The gas and electricity supply
situation has deteriorated to such an extent
that many industries have closed and
household consumers have brought their
protest to streets. The energy resources in
Pakistan are either depleting or the
existing infrastructure is unable to cope
with the growing economic and household
consumer’s demand. What is more terrible
is that since 2004 there were estimates of a
possible power shortage by 2007 due to
escalating electricity demand and yet no
substantial power generation projects were
initiated on urgent basis. A threefold
increase in energy demand over the last
two decades has been responded to with an
ill-proportioned increment at the supply

end. Consequently, with the advent of
2008 the gap between demand and supply
grew to 4,500MW indicating a 40% deficit
of electricity. The prevalent energy crisis
has not appeared overnight — the omens
were evident for a number of years but the
authorities failed to react in time.
At best, the problem can be prevented
from aggravating until a sustainable
solution is struck. Hard-hitting decisions
will have to be made, and executed with
commitment. The first point of any
remedial efforts should be an
acknowledgement of the fact that the crisis
is a self-inflicted one. It cannot be denied
that something has been wrong down the
line that caused this crisis. The country has
nearly gone energy bankrupt while a total
disaster appears to be round the corner
unless pragmatism is shown. It is also
important that lessons be learnt from the
past mistakes on part of relevant circles.
The crisis is still addressable as long as
there is due vision and devotion. In order
to tackle the existing crisis and ensure a
prosperous energy future, the backbone of
the future energy policies would have to

revolve around national interest rather than
naïve political and personal gains. Energy
offices should be run by qualified,
committed and deserving people equipped

large dams and do not pose problems of

for the 21st Century and in comparison to
India, Pakistan uses only 6.5 percent of its
coal for energy while India uses 55
percent. Pakistan uses 50 percent gas and
India uses seven percent. The use of oil in
Pakistan as fuel for energy production
stands at 30 percent, while it is 35 percent
in India. However, the power generation
potential of renewable resources is
attracting more interest and debate.
Renewable energy is defined as energy,
which is created by a source or fuel that
can be regenerated again by natural forces.
Renewable energy sources can be applied
for cooking, air conditioning, home
heating and general domestic and
industrial applications. Electricity
generation from renewable resources
generally does not directly contribute to
climate change or air pollution since no
fuels are burned.
Another application of solar energy can be
to convert available saline water (bad for
washing and cleaning due to high salinity
level) into potable water. This could
compensate for the unavailability of
drinkable water in Baluchistan, Sindh,
Southern Punjab and Thar. Biomass
Biomass is the organic material in trees,
crops and other living plant matter. In a
way, biomass is solar energy stored in
organic matter. Biomass is a renewable
energy source because the growth and re-
growth of new plants and trees replenishes
supply. Globally, biomass meets about 14
percent of the world’s energy needs. Using
biomass to produce energy is an
economical and friendly way of disposing
of the waste materials that is collected in

large quantities every day in Pakistan’s
cities. Ethanol is being used as an
alternative source of fuels for the transport
sectors in countries such as Sweden, Brazil
and the United States. Biogas is generally
between 40 and 70 percent methane, with
the remainder consisting of carbon
dioxide, hydrogen sulfide and other trace
gases. Biogas is a cheap source of energy
because it is manufactured from natural
products like animal dung and human
waste and is widely used in countries, such
as China, India and Nepal. Pakistan, being
agriculture based, breeds sufficient
livestock to produce enough animal dung
for the production of biogas. Currently all
such animal waste is burnt in dry form as a
domestic source of energy. This could
potentially be used for producing biogas
on a community basis or for cooking and
lighting purposes.
Hydropower generation involves
production of power obtained from water.
The Northern part of Pakistan is rich with
hydropower resources. Other than 12 big
hydropower plants (with a capacity greater
than 1MW), a large number of sites has
been identified in high terrain, where
natural and manageable waterfalls are
available. The remote population in
underdeveloped areas can benefit from
such energy sources, as the cost of
conventional energy supplies is reasonable
high. Wind energy can also be converted
into electricity efficiently. The lack of
wind data at altitudes of 30 to 100 feet
make it difficult to determine the potential
of wind energy in Pakistan especially at
sites situated along the coastline and in
mountainous areas.

Wind turbines (designed to automatically
face the wind) have blades designed like
airplane wings. They rotate due to the
pressure differential caused by air moving
over the surface of the blade. So far, wind
turbines for power generation have not
been installed in Pakistan. However about
30 wind mills for pumping water have
been constructed for experimental
purposes in different parts of Sindh and
Baluchistan. Small electric wind turbines
for residential or small commercial use
can be made available in Pakistan. Nuclear
energy falls into a controversial energy
source category; however its consideration
as an alternative fuel option is valid, as it
is clean and effectively endless in supply.
Nuclear power plants are said to provide
about 17% of the world’s electricity. In a
number of countries like France, USA, and
Russia a significant amount of electricity
is generated from nuclear power.
Had visionary strategic planning been
implemented in a timely manner, Pakistan
would have electricity sufficient by now.
Its shore lines could be studded with
windmills. The glacial waters of NWFP
could be gushing hydel power. Thar’s coal
deposits, the fifth largest in the world,
could have long been exploited with
Chinese collaboration. The geographic
proximity of Pakistan as one of the largest
coal-producing countries and China as
world’s largest coal-consuming country
would have been advantageous for both. In
due course, Pakistan could even be
bartering its coal for China’s clean-coal
technology, as Thar would hold a solution
to China’s acute coal shortage. A
combination of wind, hydel, solar, gas,
coal and nuclear technology could have
turned Pakistan into an energy hub at a
time when most of the world is suffering

from either energy anxiety or energy
depression.

relationship. America is no doubt the
godfather of the world today. This
supremacy and preeminence is the result
of an unending struggle, timeless effort
and selfless labour, not only on the part of
the US government but also on the part of
the American nation. That is the reason;
the world is always looking towards
America for help and guidance at every
critical juncture and at every moment of
disaster. The USA has always been
striving for a prosperous and strong
Pakistan by supporting it politically and
economically .It is all because the USA
knows that Pakistan is its most trusted and
tried friend in the South-Asian region.

Pakistan is a peace loving country and
never creates problems for its neighbors.
The new presidential regime of Barcak
Obama is going to give a new complexion
to the Pak-US relations. The people of
involved in any of the US presidential
elections as they were in the recent
presidential poll. The day when Obama
was taking oath as the newly elected
president, the people of Pakistan were
celebrating the occasion in their own way.
So many welcoming statements, so many
well-wishes, all for Obama. They are
dreaming Obama as their savior. Might be
their dreams are their expectations, their
hopes and desires. Obama will surely have
to take care of them. It won’t be a
misjudgment if Pakistan is considered the
most sincere supporter and promoter of the
US policies in the South Asian region.
Without the moral and military support of
Pakistan, the USA would never have been
able to fight against the menace of
terrorism. It is only Pakistan who
remained the most important ally of the
USA in the war against terror since the
very first day. As a result of this support
Pakistan had to face very grievous
consequences. It had to sacrifice hundreds
of it soldiers in the northern tribal areas, its
economy had to bear serious setbacks and
its innocent people had to face the reaction
of the extremists in form of horrible
suicidal attacks. But in spite of all these
trials and tribulations, Pakistan never
backed out of its support to the US
mission against terrorism. Unluckily the
Bush administration did not respond to
Pakistani efforts in a positive way,
particularly in the last phase of its regime.
There were a lot of blames and allegations,
distrusts and misunderstandings regarding

administration gave birth to a very strong
feeling of disliking for the Bush
administration in the people of Pakistan
but astonishingly this disliking was not for
the USA. The situation aggravated when
President Bush intentionally started
patronizing India in different political and
regional affairs particularly with reference
to the nuclear deal in which Pakistan was
totally neglected and ignored. As a result
of this undue patronizing India started
behaving negatively with Pakistan
considering herself the most favorite of the
world’s godfather. Now the chapter of
Bush has been buried somewhere in the
past. The world without Bush is looking
towards Obama in the light of his own
statements during his presidential
campaign. In one of his speeches he
expressed his desire to win the global war
on terror through ‘the battle of ideas’ by
following an American foreign policy
based on country’s traditional values and
by partnering with moderates within the
Islamic world. He seems determined to
resolve the nuclear issue of Iran through

is his keenness for the resolution of the
Kashmir issue. His strong fortitude in this
prospective has brought a ray of hope not
only for the people of Pakistan but also for
the oppressed people of Indian occupied
Kashmir. The USA has always been
striving for a prosperous and strong
Pakistan by supporting it politically and
economically .It is all because the USA
knows that Pakistan is its most trusted and
tried friend in the South-Asian region.
Pakistan is a peace loving country and
never creates problems for its neighbors.
Unfortunately its closest neighbor India is
never willing to let Pakistan in a state of
peace and calm. The root cause of this
hostile attitude is nothing but the Kashmir
issue. Pakistan has ever been advocating
for the suppressed and crushed Kashmiris
who are leading an inhuman life since
long. India does not like this approach of
Pakistan. That is why she is always trying
to de-stabilize and defame Pakistan. The
recent Mumbai blasts could be one of
many strong examples in this respect.
President Obama must keep in view that
there could be no peace in the South-Asian
region unless there is a friendly co-
operation between Pakistan and India. The
problem of Kashmir is the basic root cause
of all confrontation between the two

Indian Parliament in December 2001. It
gave a ready-made excuse to deploy over
one million troops along Pakistan border
to bully Pakistan and extract concessions.

impact because of tit-for-tat response by
Pakistan armed forces, USA helped India
in forcing Musharraf to cede to Indian
demands. India once again manufactured
9/11 like drama in Mumbai to extract
further concessions from Pakistan which
are the ultimate of Indo-US-Israeli sinister
plan. Mumbai attacks had similarities with
9/11 attacks particularly with regard to
hostile media warfare and the anger
expressed. Americans had bayed for blood
and the UN hurriedly sanctioned the
invasion of Afghanistan which had no role
in the terrorist attacks. Afghanistan under
the Taliban had neither any means to
defend on military or technological planes
nor on the media front and hence was
made a scapegoat to assuage the rising
anger of the American public.
The Indian media too went bonkers,

a need for Afghan refugees to return to

refugees are reluctant to repatriate, citing

become accustomed to and the absence of

of Pakistan must adhere to the closure of
refugee camps without any further delay
because these camps pose a ‘security
threat’ to Pakistan. Closure of these camps
is necessary to eliminate safe havens for

Repatriation efforts must comply with the
international law and previous agreements
by a Tripartite Commission comprised of
Pakistan, Afghanistan, and UNHCR must
be followed. Afghan Government should
seriously contemptible improving law and
order situation and economic
developments of the country since, a stable
and peaceful Afghanistan can accelerate
the return of the Afghan refugees.

economic background. Unfortunately,
child labor is deeply engraved in the social
culture of Pakistan. The issue of child
labor and the economic exploitation of
children of a lesser God has always been a
burning issue in Pakistan. Successive
governments tried to hush up this
gargantuan issue, having multiple
implications, while civil society and the
media attempts to draw out kaleidoscopic
view of the spiraling problem. While child
labor has serious impact on the children’s
mental and social development, it also
impedes their emotional growth. Children
are our only hope for a better future and if
we desire a better and prosperous

remain unresolved. Pakistan has enacted
many laws for eradicating child labor. The
Constitution of Islamic Republic of
Pakistan states that: “No child below the
age of fourteen shall be engaged in any
factory or mine or in any other hazardous
employment.” And also, “All forms of
forced labor and traffic in human beings
are prohibited.” Various child labor issues
are dealt with under following laws. 1-The
Factories Act, 1934 2-The West Pakistan
Shops and Establishments Ordinance,
1969 3-The Employment of Children Act,
1991. 4-The Bonded Labour System
Abolition Act, 1992. 5-The Punjab
Compulsory Education Act, 1994
It is a great pity that out of the 160 million
population of Pakistan, it is estimated that
there are well over 10 million child
laborers below the age of 18 years, the age
where childhood ends. The International
Labor Organization (ILO) defines child
Labor as: 1- When a child is working
during early age. 2- He overworks or gives
over time to Labor. 3- He works due to the
psychologically, socially, and materialistic
pressure. 4- He becomes ready to Labor on
a very low pay. Another definition states:
“Child Labor” is generally speaking, work
for children that harms them or exploits
them in some way: physically, mentally,
morally or blocking access to education.
United Nations International Children’s
Emergency Fund (UNICEF) defines
“child” as anyone below the age of 18, and
“child Labor” as some type of work
performed by children below the age of 18
years.
Elimination of child labor from the foot

established in 2002 to sustain the
workplace monitoring system against child
labor setup by the ILO-IPEC in the foot
ball industry in Sialkot. Since then, the
programme is working efficiently to work
place monitoring. Punjab government is
giving special attention to the social sector
development for poverty alleviation and
creating more job opportunities for the

that the government always harbored
grudge against conversion. Orissa,
Madhya Pradesh, Rajasthan. Arunachal
Pradesh and Tamil Nadu have passed
Freedom of Religion Acts. A common
feature of these anti-conversion law is that

they made so-called ‘forced conversion’ a
cognisable offence under sections 295 A
and 298 of the Indian Penal Code.
Cognoscibility of the offence licensed

courts intervened to stop persecution of
nouveau converts or Christian preachers.
For instance, Chief Justice A.N. Ray in
Reverend Stanislaus v. State of Madhya
Pradesh (AIR 1977 SC 908), and Yulitha v.
State of Orissa and others, ruled that
propagation is different from conversion.
Ray observed adoption of a new religion is
freedom of conscience, while conversion
would impinge on ‘freedom of choice’
granted to all citizens alike. But the state
governments remained nonchalant to the
courts’ observations. The courts’ decisions
being declaratory (certiorari), not
mandatory (mandamus), remained un-
implemented. Interestingly, India’s
Ministry of Home Affairs (February 1981)
advised the State Governments and Union
Territories to enact laws to regulate change
of religion on the lines of the existing Acts
in Madhya Pradesh, Orissa and Arunachal
Pradesh (The Statesman, Delhi, November
16, 1982). The genocide of Christians in
India’s north-eastern state Orissa was
outcome of Hindus’ muffled hatred against
Christians. Over 500 Christians, including
some nuns, were burnt alive. Countless
churches, houses and shops were gutted.
Even Christian orphanages were not
spared. According to religious tables in
India’s Census Report, 24 million
Christians constitute 2.3 percent of India’s
total population of 1,028 million. The
Christian population includes 14 million
Christian dalits. Dalits are Hindu, Sikh and
Buddhist members of “untouchable”

castes who convert to Christianity. The
untouchable Christians are the most
neglected community in India. India is,
constitutionally, a secular country. There
are iron-clad guarantees in the
Constitution for religious freedom. Yet,
not only the born Christians but also
Hindus who become Christians complain
of persecution. It is not only Orissa, but
also several other Indian states that have
passed anti-conversion bills forbidding
Hindus to convert to other religions. Such
legislation violates the UN Charter of
Human Rights which gives a person right
to change his or her religion.
To discourage Dalits from converting to
Christianity, not only the Centre but also
the Indian states have deprived ‘dalit
Christians’ of minority-status privileges.
Any Hindu who converts to Christianity is
socially boycotted and tortured in different
ways. Six women at Kilipala village in
Jagatsinghpur district (Orissa) had their
heads tonsured by influential Hindus.
Their offence was abandoning Hindu faith
at their own free will. Christian
missionaries are harassed, deported and
even killed. Indian government ordered
‘deportation of three American preachers
from Church of Christ in North Carolina
on the first available flight to the US.’. To
add insult to their injury, the preachers
were even attacked by Hindu fanatics.
They had a narrow escape. Courts rarely
punish people who manhandle Christian
preachers. Dara Singh murdered
Australian missionary Graham Staines and
his two minor sons.
Three years back, Hindus justified attacks
on Christians as tit-for-tat for a book
which allegedly insulted Hindu deities.
Investigations revealed that the book was
not written by any Christian. But, it

happened to be displayed on one of the
Emmanuel Mission’s book-shops for sale.
The Mission is a Christian organisation
that runs a chain of schools in various
Indian states. The bill makes religious
conversion a non-bailable offence. While
giving vent to their wrath against
Christians, Hindus ignore the fact that
Christian missionaries started coming to
India, particularly the North-East, in the
late 19th century. They promoted
education and socio-economic
developmental work in the region. In
Rajasthan, the Emmanuel Mission, alone,
runs over 50 schools.


blessed with a country which is indeed

million people to reap benefit i.e. practice
religion without any binding/fear. This
undoubtedly speaks of his vision. It was
therefore our bounden responsibility to
steer our country on the path of progress
and prosperity at par with the developed
countries in all spheres of life, remaining
within the parameters prescribed in the
glorious Quran which says “fear Allah as
witness for fair dealing. In hatred of others
do not depart from justice. Being just is
next to piety (5/9)”.
However, if analysis is carried out with
unbiased mind, one tends to assume that
we have not been able to shape our lives as
desired by Islam, rather we have
deliberately turned our blind eyes for
worldly gains. It is not permissible under
Islamic Laws. This undesired act is like
consuming wood by fire. Hence I have a
lurking fear in my mind that my article
may not find acceptance because the
conclusions drawn and/or to be drawn do
not seem compatible with the common
perceptions created by most of the well to
do people/ bureaucrats, who have
distanced themselves from the Quranic
injunctions to spend out of what Allah has
provided to them has a share of the poor
and needy. The most regrettable aspect is
that the rich people of our society have
forgotten the divine assurance to return
more than what they spend/give to the
destitute, consequently the plight of the
poor is supplementing with each passing
day forcing them to indulge themselves in
malpractice to fill belly.
I read the details of assets submitted by
certain candidates having affiliation with
various political parties for senators’
which took me into complete surprise to
find their declared assets/ wealth in a poor

country like ours. Even if it is assumed
that the properties/wealth acquired legally,
was it not their moral and religious
obligations to share some portion of it for
welfare of the needy? This would have
surely mitigated the distress of the
wretched people. Muslims (Pakistanis) are
facing serous problems today as a result of
oppression, hunger, diseases and
exploitation of man by man. One of the
major causes of suffering is a lack of
justice and compassion in the conduct of
affairs. Verily we will meet our Lord and
we will be held answerable for our actions.

Classroom management is one of the
greatest concerns for any teacher. This is
especially true when teaching Middle
School. In the paragraphs that follow It is
my greatest hope that I will empower you
as a teacher with some powerful tools that
will improve your classroom management.
After all, teaching and learning really
should, and can, be fun.
The foundation of classroom management
is the relationship that you develop
between yourself and the student. After all
it will ultimately be you that will
determine what goes on in your classroom.
Second only in importance, for good
classroom management, is the relationship
that you have with the parents of your
students.
The best way to develop a good
relationship with students is to follow
these three rules: 1) Treat your students
with respect. 2) Respond to miss behavior
quickly. 3) Be consistent with your
expectations and consequences.
As a teacher you must also develop a
healthy relationship with the parents. You
do not want parents to be on the defense. I
suggest that you make sure that you
contact each and every parent in the first
month of school. It will not take you long
to identify the students who have trouble
making good decisions. Contact those
parents in the first week or two of school.
A positive phone call to all parents, just to
let them know that their child is important
to you, many times will get them on your
side. This healthy relationship will prove
to be especially helpful when you must
make that second phone call and set up a

conference to make a plan about their
Childs' behavior.
Building a healthy relationship with both
student and parent will greatly enhance
your ability to have effective classroom
management. Treating students with
respect while responding quickly and
consistently will also enhance your
classroom management. But you must
have a discipline plan in place prior to the
start of school. No matter what your plan
is it must have well thought out
expectations and consequences.
Remember, consequences should be
planned for both positive and negative
behavior. If you are teaching Middle
School and following the Middle School
concept, then you have a team of teachers.
These teachers should get together and
work out the specifics concerning the
expectations and consequences for your
individual school.
While I would not try to make a
conclusive list of helpful hints, concerning
expectations and consequences, these are a
few of the tools that I would suggest you
include in your tool box for effective
classroom management:
1. Group work or cooperative learning is a
valuable model of teaching. When you use
this model make sure that you have plenty
of hands on activities to keep students full
attention.
2. be careful about letting Middle School
children out to go to the restroom. Many
times another student has set up an
appointment to meet them at a certain
time. I would tell that student to finish

their work and if they still need to go in
about ten minutes I will send them.
3. Your first line of preventative discipline
is facial expressions, gestures, eye contact
and physical proximity. Make sure that
you use them prior to more extreme
measures.
As you enter a new year and look forward
to having fun with your students, I wish
you the best of luck. Keep in mind, as the
school year progresses, that discipline is
the art of teaching young people how to
act. More importantly know that setting
limits is easy... enforcing them is not. So
take the time it takes to put a classroom
management plan in effect that you will
enforce quickly, consistently, and
respectfully.

and unsympathetic as media suffered three
casualties of its working journalists in two
separate incidents. In NWFP, two working
media persons Dr Tahir Awan and
Mohammad Imran were killed in a blast as
both rushed to scene of a suicidal blast in
front of the Government Polytechnic
College near an Imambargah on Multan
Road in Dera Ismail Khan. The suicide
attack followed an explosion in which
both fell in prey. Dr Tahir Awan was
freelance for local dailies Eitedal and
Apna Akhbar while Muhammad Imran
was working as trainee cameraman for
Express News.
In Rawalpindi Punjab, unknown assailants
gunned down ‘Dr Aamer Wakil’, a senior
journalist of Rohi TV, and editor in a local
week, his brother journalist Kamal Azfir
survived an attempt on life in separate
firing incident near Kohat in NWFP.
Armed activists of Sindh National Front
(SNF) attacked on the Sindhi daily Awami
Awaz in Karachi for poor coverage to
party. The editor of Awami Awaz, Jabbar
Khattak told he had been threatened by the
SNF for not publishing its statement. Later
Mumtaz Bhutto leader of SNF was
arrested as nominee in case and produced
before court in which bail was granted.
According to news, Awami Awaz, received
threatening fax for dire consequences if
Mumtaz Bhutto, leader of SNF not
released. “We will attack on newspaper’s
office if Mumtaz Bhutto not released”.

SOCIAL sciences play a crucial role in
personal and professional development of
learners. Institutions recognize the
importance of social sciences as it shapes
one's vision and improves the decision-
making skills of policy makers, strategists,
managers and leaders. Although social
sciences play a great role in the
development of a nation, it has hardly
been given any importance in the national
education policy. As compared to this, the
world's leading educational institutions,
such as the London School of Economics,
has given a place to social sciences.
Social sciences broaden one's
vision, enhance critical thinking and
promote a culture of pluralism. However,
curriculum designers and policy makers
have been ignoring this aspect of social
sciences with respect to human
development. Policy makers do not give
due importance to these disciplines
although social sciences play a leading
role in intellectual development if the
subject is taught in the correct spirit.
The 2002 task force has had serious
implications regarding the declining
quality of education at university level.
The task force, in its research findings, has
pointed out that the intellectual
development of students who have passed
out from universities in Pakistan is poor
and they do not possess the fundamental
skills mandatory for acquiring a job.
According to the task force's research
findings, an average student has:
1. Poor communication skills.
2. Poor reading skills.
3. The inability to upgrade his/her skills.
4. Narrow vision, no free thinking ability
and sprit of inquiry and a limited world
view.

While these problems are common to all
universities in Pakistan, they are more
pervasive in business colleges and
universities because social sciences do not
get their due place in such institutions.
Business colleges and universities teach
only five or six courses of social sciences
to their students. It is a commonly held
belief that social sciences have no
correlation with courses like marketing,
advertising, quality control, management,
etc. This is hardly true because social
sciences provide diverse knowledge that
can eventually help students become better
learners. The subjects taught in social
sciences directly or indirectly contribute to
the decision-making skills of business
graduates. For instance, the study of
philosophy sharpens one's ability to reason
and helps in understanding some of the
problems faced by business organizations.
In fact, General Motors is one of the
leading examples in this regard because as
an organization, it is incapable of
diagnosing the real problem because of the
narrow vision and poor decision-making
skills of the top leadership. Decision-
making skills are one area where the
managers and executives should excel. A
broader picture of the environment in
which a decision must be made can be
difficult if one does not have a clear
understanding of the political and legal
constraints of the country in which the
organization is operating.
Then there is the case study approach
which is a useful tool when it comes to
enhancing critical thinking. In this method,
participants are given a new situation
which they have to understand and then
provide a solution for it. Thus, learners
apply theory to the given situation and
integrate subject knowledge from

management, economics, culture, public
policies, and as a result of this, critical
thinking skills develop. Free-thinking
skills can develop by increasing the degree
of pluralism in our culture of teaching.
Open debate, discussions, criticism and
book reviews are some of the common
methods that can be used to provide an
opportunity for participants to think and
decide freely. Most of the points made in
the "9 Ways" entry are OK, if a little
overly specific ("make your content work
on cell phones and PDAs") and trendy
(tagging!). There's nothing wrong with
that -- the online newspaper industry needs
all the advice it can get. But more
fundamental shifts need to happen for
newspaper companies to remain essential
sources of information for their
communities.
One of those important shifts is:

style of journalism, newspaper
Journalists tend to see their primary role

The problem here is that, for many types
of news and information, newspaper
stories don't cut it anymore. So much of

blob of text -- a newspaper story -- that has
no chance of being repurposed.

communication skills. Innovation and

responsibilities of middle managers, top-
level mangers and chief executive officers
demand a high degree of creativity and

A political advertisement has a candidate,
a state, a political party, multiple issues,
characters, cues, music and more. Every
Senate, House and Governor race in the
U.S. has location, analysis, demographic
information, previous election results,
campaign-finance information and more.

savvy bunch, they're not the most
innovative bunch, and they're (just a tad)
resistant to change.
One barrier to this thinking is a sort of
journalistic arrogance: "How is this
journalism? We're journalists, and we've
been trained to explain complex
information to people in ways that they
can understand. Displaying raw data does
not help people; writing a news article
does help people, because it's plain
