TREATY OF NEW LENINGRAD


This document establishes a binding treaty of relations between the New Peoples Republic of Moria and the Glorious Workers Republic. Herein the undersigned parties affirm their commitment to the principles of communism and Leninism and call for mutual protection and brotherhood on the brotherhood of all Revolutionary governments across the world.

ARTICLE I: PROTECTION
Section 1 In recognition of the Revolutionary fervor which has liberated Moria from the scourge of the capitalist, degenerate, authoritarian menace, the Glorious Workers Republic hereby declares that the New Peoples Republic of Moria shall henceforth be taken into its comradely embrace. The Glorious Workers Republic hereby declares that a state of Protection exists over Moria, and that the GWR shall defend its fellow Revolutionaries in the NPRM with all its capabilities. Section 2 To better enable the protection which the Glorious Workers Republic pledges to its fellow Revolutionaries in the NPRM, the NPRM hereby agrees to monthly send shipments of iron, xp, and other materials to be mutually agreed upon by the GWR and NPRM at quantities to be mutually agreed upon by the GWR and NPRM. Section 3 In order to protect the Revolution in the NPRM, the NPRM shall amend its Constitution to include the following assurance: To solidify the NPRMs position as a protectorate of New Leningrad and the GWR, the GWR is permitted to intervene should there be substantial risk of the failure of the rule of law or the dissolution of the Government. The GWR reserves the right to determine when such a failure exists or has the possibility of existing.

ARTICLE II: ECONOMIC DEVELOPMENT


Section 1

Both the GWR and NPRM recognize and affirm that the development of economic connections between the two cities is in the best interests of the Revolution and the Pact of Protection established above. Section 2 To further this aim of economic development, the NPRM will permit the construction of a Leninist Quarter in their city at some point in the future, to serve as a shelter and safe haven for Leninists visiting the region as well as a goods distribution hub for the GWR in the Minus Minus Quadrant. Section 3 In order to develop economic ties between the NPRM and GWR as well as provide an easy avenue for the workers of the two Revolutionary states to travel between each other, the NPRM and GWR sanction the construction of a rail line between the cities of Moria and New Leningrad at some point in the future. This railway will be worked on by both Morians and Leninists to increase the comradeship of the Workers of these two Revolutionary states.

ARTICLE III: CITIZENSHIP


Section 1 The NPRM and GWR both declare that their bonds forged in the fires of Revolution should have no bounds. Section 2 To bring these two Revolutionary states together, the NPRM shall grant all comrades of the GWR full citizenship and the pursuant rights in the NPRM. Section 3 Likewise, the GWR shall grant all citizens of the NPRM the dignity, rights, and privileges associated with comradeship in the GWR.

ARTICLE IV: DISSOLUTION OF TREATY


Section 1 This treaty, forged in the bonds of Revolution which are like those of family, shall not be dissolved unless by the consent of both the legally constituted governments of the GWR and NPRM. The GWR reserves the right to determine the legality of the government of the NPRM at such a time as this clause becomes operational.
