University of the Philippines Diliman College of Home Economics Student Council

The Constitution
I. Preamble We, the members of the Student Council of the University of the Philippines College of Home Economics, in order to contribute to the promotion of the general welfare and interest; to strive for the attainment of fairness, freedom and democracy; and to develop the dynamic qualities of the Filipino youth upon the studentry, do hereby ordain and promulgate this Constitution. II. Official Name This organization that shall represent the students of the University of the Philippines College of Home Economics shall be known as College of Home Economics Student Council (CHE SC).

III. Duties and Responsibilities The CHESC shall have the following duties and responsibilities: 1. to arouse in the students the university spirit and the recognition of their Alma Mater that they may stand by the best traditions of the University of the Philippines 2. to organize and direct activities for the promotion and protection of the students rights and welfare 3. to play an active role in all major policy-making bodies of the College 4. to inform the Dean of the College of Home Economics on student affairs and activities 5. to represent the students of the College of Home Economics in any other higher student organizations 6. to cooperate with the highest student organization in the University 7. to set up its own internal and general government 8. to train the youth for an ideal democratic society and to instill in them a sense of public dedication and service

IV. Composition of the CHESC 1. The CHESC shall be composed of the following: a. a duly elected Chairperson and Vice-Chairperson b. duly elected Program Representatives enrolled at the semester of the election 2. The Chairperson, the Vice-Chairperson and the Program Representatives shall be elected some time during the first week of February of each of the second semester of every academic year. 3. Every Council member shall hold office for one year and until the last day of classes for the second semester even if his/her successor has been elected unless otherwise incapacitated. 4. The induction of the Elected Council members into office shall take place within one week after the proclamation by the electoral board, the oath to be administered by the Dean of the College or his duly authorized representative. 5. To qualify for the office of the CHESC, one must a) Be a bonafide student of the College b) Have been to the College of Home Economics under one degree program regardless of the duration of his residency c) Have a weighted average of 3.00 or better in two semesters preceding the elections excluding summer, and must have completed all grades of Inc, and/or removed all grades of 4.00 before his certificate of candidacy is approved d) Carry the normal load of his curriculum, or one must carry not less than twelve (12) units but must be properly accompanied by any of the following documents properly vouching for his/her under loading. 1) Unavailability of other choice subjects or schedules 2) Cannot take any other subjects or schedules other than the prescribed courses of his/her curriculum e) Not have been adjudged guilty of any act of constitutional turpitude; 6. A faculty adviser shall be elected by the members of the CHESC among the active, full-time faculty members of the College , and shall have the following duties: i) to guide and advise the UP CHESC in the conduct of their activities ii) to help the UP CHESC in the promotion of smooth student faculty relationship

V. The Officers of the CHESC 1. The Chairperson The Chairperson shall be the Executive Officer of the Council. The following are his/her duties and responsibilities: a) To exercise general supervision over all the activities of the council b) To see to it that all council policies and guidelines are properly implemented c) To call and preside over council meetings, but shall not vote except in case of a tie d) To call the students in a general meeting, if deemed necessary; e) To see to it that the College Official Paper is published regularly and adequately distributed f) To represent the Council in his official capacity as Chairperson in all occasions and events where the students of the CHESC needs representation g) To perform other duties as may be necessary or incidental to the discharge and performance of his office 2. The Vice-Chairperson The Vice-Chairperson shall have the following duties and responsibilities: a) To take over the office of the Chairperson and perform the latters duties, powers and privileges in case of removal fro m office, absence, resignation, illness, mental incapacity or death of the Chairperson in his failure to qualify for office b) To cooperate with the Chairperson in the performance of his/her duties and responsibilities c) To coordinate with the different student organizations both in and out of the college d) To participate in external affair functions e) To bring to the attention of the Chairperson and other officers problems affecting the students f) To perform other duties as may be prescribed by the Chairperson

3. The College Councilors The Program Representatives shall have the following duties and responsibilities: a) To see to it that the offices of the Chairperson and ViceChairperson are properly occupied b) To recommend to the Chairperson the creation of committees necessary to fulfill the Councils duties and to participate in these committees created for each purpose c) To see to it that the charter of the College Paper is implemented d) To ensure that the Chairperson and the Vice-Chairperson fulfill their duties e) To recommend agenda to the Chairperson as deemed necessary f) To perform other duties that are essential for the protection of student welfare g) Each Program Representative shall belong to a committee created by the CHESC to fulfill the Councils tasks and duties. 4. The Program Representatives shall elect among themselves a secretary, a finance officer, a press relations officer and an auditor. a) The Secretary shall have the following duties and responsibilities: i) shall make a record of all meetings of the council, and keep the minutes of such meetings ii) shall keep a record of all members of the UP CHESC iii) shall take charge of all council supplies and other council files iv) shall perform such other duties and responsibilities which the Chairperson may assign him/her b) The Finance Officer shall have the following duties and responsibilities: i) shall take charge and keep records of the funds of the council ii) shall program the budgetary policies of the CHESC with the approval of the Council iii) shall exercise control and implementation of the approved budget and other policies concerning the councils finances iv) shall submit a written semestral financial statement v) shall perform such other duties and responsibilities which the Chairperson may assign

c) The Press Relations Officer shall have the following duties and responsibilities: i) shall make press releases or announcements upon due consultation with the Dean or adviser ii) shall act as liaison officer between organizations and other units or institutions iii) shall also perform such other duties which the Chairperson may assign to him/her d) The Auditor shall have the following duties and responsibilities: i) shall do the auditing of the funds of the CHESC; ii) shall help the finance officer in the programming of the budgetary policies of the CHESC iii) shall perform such other duties and responsibilities which the Chairperson may assign to him/her

VI. Election 1. All students currently enrolled in the College of Home Economics shall have the right to suffrage. 2. There shall be an Election Code that shall define the election dates, location of poll places, certificate of candidacy, campaign the manner of election of other matters that would assure a free, orderly and honest election. 3. There shall be an electoral board created in every election to be composed of seven members, two faculty advisers to be determined by the Dean; four student representatives to be determined by the CHESC, and the Dean of the College or his duly authorized representatives who shall act as Chairperson. One of the student members must be a candidate for any elective position. 4. The electoral board shall have the exclusive charge of the enforcement and administration all rules and regulations relative to the conduct of elections and shall exercise all other functions which are embodied in this constitution or any other functions conferred upon it by the Election Code. 5. The Electoral Board shall submit to the students following each election, a report on the manner in which the election was conducted and its results. 6. All elections shall be general. Secret balloting shall be observed.

VII. Publication of the College Paper 1. There shall be official publication of the CHESC to be published regularly during the duration of the academic year and distributed to the students immediately after publication 2. Examinations for the editorship shall be held on the third week after the proclamation of elected college council officers 3. The editor of the College Councils official paper publication shall be an ex-officio member of the College Council but without voting power. 4. There shall be an adviser for the paper appointed by the Dean of the College 5. There shall be a Charter that would be adopted by the College Paper

VIII. Impeachment and Resignation 1. Any member of the Council may be impeached on the following grounds a) Any willful violation of the provision of the constitution and bylaws b) Gross neglect of duty c) Dishonesty in office, misconduct, indecency or failure to cooperate in the activities 2. The Program Representatives, by two-thirds (2/3) vote of all its members shall have the sole power of impeachment, at least 15 days notice of the meeting and of the charge to be preferred against himself/ herself at such meetings 3. Any member who wishes to resign shall submit his resignation papers to the Chairperson and shall be considered upon the acceptance of the resignation. For the case of the Chairman, the resignation papers would be submitted to the college councilors and be considered resigned upon the majority approval of acceptance of the Program Representatives. IX. Vacancies 1. For vacancy of the office of the Chairperson, the Vice-Chairperson assumes the office. 2. For the Vacancy of the Vice Chairperson, the Program Representatives shall elect among themselves as a successor to the vacant office.

3. For vacancy of both the offices of the Chairperson and Vice-Chairperson, the Program Representatives shall elect among themselves successors to the vacant offices. 4. For vacancy in one of the seats of the Council, the candidate for the position who received the next highest vote in the last elections will be appointed to serve the remainder of the term. In case none of them is interested to hold office, a general assembly shall be called to elect the officer(s) for the vacant seat(s). 5. Possible causes of vacancy in any of the positions include resignation, death, illness, physical and mental incapability, disqualification from the College, going on leave and impeachment. X. Meetings 1. The CHESC shall hold regular meetings every week. Special meetings may be called by the Chairperson; the written request of at least half of the Councilors for a special meeting makes the convening of such a meeting mandatory. 2. To transact official business the members present should constitute a quorum (50% of the total members + 1) and one of the members present is the Chairperson or the Vice-Chairperson. XI. Funds 1. A membership fee shall be collected from every student currently enrolled at the CHE during regular registration period of each semester. 2. The College Council shall collect the fee from every CHE student during the assessment period. The money will be kept in the bank under the name of the organization. 3. The Chairperson, Faculty Adviser and/or the Finance Officer shall be authorized to deposit and withdraw from the said account. 4. The CHESC shall prepare a budget proposal for each semester from its operations, which will be submitted to the Faculty Adviser for approval. 5. No money shall be paid out of funds of the Council except in the pursuance of an appropriation authorized by Faculty adviser and the Dean.

XII. Amendments 1. Three fourths (3/4) of all the members of the Council may propose amendments to the Constitution in a meeting duly held for that purpose, provided that the proposed amendments must be presented in writing at the previous meetings of the council, copies thereof are sent to the Council members at least 10 days prior to its consideration and the students are properly consulted. 2. Proposed amendments shall be valid as part of this Constitution, if and only when approved by a majority of votes cast on an election at which amendment (s) shall be submitted to the UP President for review and approval before implementation. The CHE Student Council, in its meeting last September 17, 1979 created the Ad Hoc Committee on the Constitution entrusted the task of amending article IV Sections 2, 3, 5b and 5d. As amended by the College of Home Economics Student Council (CHE SC) 2006-2007 on April 30, 2006 at the Office of the Student Reagent, University of the Philippines, Diliman.
