PREFATORYSTATEMENT
On30 September2011, Administrative Order(AO.) No.7, Series of2011, otherwise knownas
"'1he Revised Rules and Procedures Goveming the Acquisition and Distribution ofPrivate
Agricultural Lands under Republic Act (R.A) No. 6657, as amended", was issued pursuantto
Section 49 ofRepublic Act (RA.) No. 6657, as amended, and the overall mandate ofthe
Department ofAgrarian Reform (DAR) to implement the Comprehensive Agrarian Reform
Program(CARP) andotheragrarianreformlaws.
Amendmentstheretowereincorporatedtheretoon20 September2012 tostreamlinefurtherthe
LandAcquisition andDistribution(LAD) process.
Lastyear, bearingin mindthis Department's policythatNotices ofCoverage OCsaresimilarto
Summons issued by courts and their issuance therefore will allow this Department to apply
Section30ofR.ANo.9700whichprovides

of the provisions of Republic Act No. 6657,as amended, which may remain pending onJune30,

this Departmentcommittedtocompletetheissuanceofall NoticesofCoverage (NOCs) byJune
2013. ThevolumeofNOCstobeissuedin thecomingmonthsmayrequiretheDARtopublish
thesemorethantwice amonth. Inviewthereof,theforegoingamendmentis herebyissued:
SECTION 1. Section 18 of A.O. No.7, Series of 2011,is herebyamendedtoreadas follows:
"SECTION 18. Publication of NOC Ifany ofthe circumstances under
Sections 16and17 requires publicationoftheNOC,theNOCshallbepublished
in anewspaperof generalcirculation.
"NOCs required to be published shall besent by the PARO concerned to the
BLADwhichshall beresponsible forpublishingthesame. All NOCssentto the
BLID for publication shall be published by the BLAD at the soonest time
possible.

SECTION 2. Separability Clause. - Any judicial pronouncement declaring as unconstitutional
any provision of this A.D. shall have no effect on the validity of the other provisions thereof.
SECTION 3. Repealing Clause. - All orders, circulars, rules and regulations inconsistent
herewith are hereby revoked, amended, or modified, as the case may be.
SECTION 4. Effectivity. - This Order takes effect ten (10) days after its publication in two (2)
national newspapers ofgeneral circulation.
