DoPTs Fresh guidelines for disclosure by States Governments under Section 4(1)(b) of the Right to Information Act 2005
Honble Sir, Dr. S.K. Sarkar, Secretary, Department of Personnel & Training under the Ministry of Personnel personal Grievances and Pensions, Government of India, vide 52-page DO No. 1/6/2011-IR of 21 November 2013 to the address of Chief Secretary of each State, has circulated the 52-page guidelines for disclosure by States Governments under Section 4(1)(b) of the Right to Information Act 2005, along with illustrative templates for disclosures at various levels under PDS, Panchayats, MGNERGA, Primary and Secondary Schools etc., for facilitating disclosure at district and lower levels of government through suggestive templates for key areas. A copy of the same is attached herewith once again, or the same can be downloaded at the below mentioned web-links:

Even after the passage of almost 3-months from the date of the Do letter of Dr. S.K. Sarkar, Secretary, Department of Personnel & Training, GoI, there seems no effect of the same in the State of Punjab and Haryana. Other states would be in no better position.

these new guidelines is already available in the various departments in the digital form, and there should be no difficulty in putting the same on the website of the respective departments, as well as updating the same from time to time as the data renews.

Since the non-disclosure is the breach of the rights of the citizens, it is domineering on the Governments to ensure that the same is done without wasting any further time. Subverting the information from the public not only breeds corruption, rather the corrupts go scot-free.
RTIFED would request the latest status of the implementation of the fresh

guidelines as referred to above may please be apprised and the time line for the dull implementation thereof may please be made public. It may also be apprised as to how many department/districts/units have: i. ii. Not yet initiated the implementation of these guidelines. Initiated the process of implementation of these guidelines.

This is just a benignant public reminder to the DO letter referred to in the opening paragraph of this communication.
