PREFACE

Being a Principal and Chairman of IQAC, Government Saitual College, I am extremely happy in submitting the Self Study Report (SSR) of Government Saitual College to the National Assessment & Accreditation Council (NAAC), Bangalore for Second Cycle Accreditation in compliance with Letter of Intent (LOI) requirements for further quality sustenance, enhancement and improvement of the College.

It gives me great pleasure to report that the College has complied with all the recommendations of the last Peer Team in a planned and systematic manner except introduction of Science and Commerce Programmes. The Government of Mizoram is planning to introduce these Programmes step by step from Higher Secondary (Plus Two) level from 2014 2015 session in Government Higher Secondary School, Saitual, the main feeder of this College. It is expected that our College would be in a position to introduce these two Programmes in 2017 2018 session onwards.

I feel proud to mention that this report is the outcome of the collective efforts of the entire College community. I really appreciate the wide involvement and sincere, collaborative efforts of the entire team.

PART: II EXECUTIVE SUMMARY: An agnostic doubtfully announces that it is not possible to know whether God exists or not; an atheist, on the other hand, boldly declares that God does not exist. We, the Principal, Staff and Students of Government Saitual College, not only believing in the existence of Almighty God but also enjoy His goodness abundantly. One could feel this by strictly observing the development of the College from its inception till date from borrowed building to mushrooming infrastructure. To God be the Glory!! Aiming at fulfilling the long aspirations of the people of Saitual Town and its surrounding villages who could not afford to move to other places for further studies in higher education, Saitual College was established by the people themselves in 1984. In the first committee for the establishment of Saitual College held on 28th May 1984, the 22 members representing three Village Council areas of Saitual Town (formerly Saitual Town consisted of three Village Councils viz. Rulchawm, Keifang and Saitual; now five V.C.s- Ruallung, Sihfa, Rulchawm, Keifang and Saitual) unanimously resolved to open the College with effect from the academic session of 1984-85.

Initially, the College owned no land or building of its own. Classes were conducted in the morning hours at Govt. Primary School I for a period of two years (1984-86) and then in the premises of Govt. Saitual High School for a period of another two years (1986-88). Thus in February 1989, construction of temporary building for the College was started and completed within a short span of 3 months. Later, Saitual College was allotted an extensive area of land (35.56 Bighas + extended 30.00 Bighas = 65.56 Bighas) in the northern part of Saitual Town for its permanent campus. The building was roughly made ready for occupation on 31st May, 1996 and regular classes and office works started on 3rd June, 1996 in it. The timely help of the Government of Mizoram especially the Department of Higher & Technical Education can never be forgotten. It was only recently that the construction work of plastering, ceiling and painting of walls for class rooms, lecturers common room, office, Library and Principals Chamber could be

continued due largely to the concerted efforts and contributions of the members of faculty. Saitual College has a distinction of being the lone Degree College in the north eastern region of the State consisting of four MLA (ST) Constituencies namely: Chalfilh, Lengteng, Tawi and Tuivawl. As such, its location is of strategic importance for the education of the youth in this region at a degree level. The aims and objectives of Saitual College are: Physical, intellectual and spiritual development of an individual. Development of balanced personality in the students. Broadening of the mind, inculcation of values and building of character. To enlighten the youngsters in the line of education in order to meet their future requirement.

The Colleges motto Brighter Tomorrow conveys that the College shall render education that will lead people from darkness to light and from ignorance to knowledge. Vision: It is expected that the College will be brought to the forefront of Higher Education in Mizoram because of the aspirations, efficiency and leadership of the College Administration & IQAC; the commitment, service and flexibility of teaching and nonteaching staff; support of the parents and Alumni Association; Prayer of the employees, students and well-wishers; the financial support of the Government (State/Central/UGC); the hard works of the students, the physical, moral and financial support of the people of the area.

Mission: Govt. Saitual College is committed to the cause of empowerment of rural youth (boys and girls of this region who could not afford to move to other places for further studies in higher education), through access to higher education, enabling them to develop as intellectually alive, socially responsible citizens ever ready for continuous personal and professional growth, to inculcate social moral and spiritual values. Moreover, it is committed to provide possible range of professional and vocational courses besides conventional ones for rural students to meet the changing needs. Management: Saitual College has been under the management of Local Board formed by the public from its inception till 17.5.1990. Academically, Saitual College is a Degree (Arts) College affiliated to Mizoram University having Seven Departments viz. English, Mizo, Political Science, History, Economics, Education and Geography with both General (Pass) and Honours Courses. Provisional Affiliation was granted to Saitual College by the North Eastern Hill University for Pre-University Courses on 9th March, 1992 and for Degree Courses on 6th December, 1995. The College was given Government th recognition on 24 January, 1990 and was upgraded to Deficit SystemGovernment Grant-in-Aid status with effect from 1st April, 1993 and again elevated to Provincialisation status (purely government) on 11th October 2007. The College has been listed under 2(f) since 19.7.2005 and 12(B) (paving the way to receiving grants from UGC) only from 24th June, 2008 of the UGC Act, following acquisition of Permanent Affiliation (14th August, 2007).. Govt. Saitual College is now completing its 30 years of existence- 10 years (1984-1993) purely private, 14 years (1st April, 1993 10th October, 2007) under Govt. wholly under the Government of Mizoram. Praise be the LORD for His unfailing love, faithfulness and wonderful guidance throughout these series of trials, troubles, pleasing, hardship and delightful years. Games and Sports: Ample facilities are given to students of this College in the field of Games & Sports but not at the expense of studies. The College has sufficient playgrounds /courts for Badminton, Basket Ball, Volley Ball, Tennis, Table Tennis, etc. The achievements of our College in the Inter-College Athletic Meet organized by NEHU in 1994 and 1996 at Shillong were worthy of mentioning. Our student Ms. Lalhruaipari got three Gold Medals in Shot Put, Discus and Javelin Throws and

thereby awarded the BEST ATHLETE TITLE FOR WOMEN. Our College contingent bagged 10 medals. The College Hockey Team has been one of the best Hockey Teams under MZU for more than ten years. National Service Scheme: The NSS Unit of Saitual College has been functioning actively since 1993. The Unit organizes various programmes. The NSS Volunteers under the leadership of Programme Officers, as a centre of service to community, have been actively working since its inception. The handiworks of the NSS Govt. Saitual College such as waiting shed, students recreation shed, pavilion, public urinal, public water-point to the needy ones, plantation in the College campus and along highway, park benches, bazaar shed, etc. are found here NAAC-SSR Govt. and there in and around Saitual town and its surrounding areas. Special camps, having various themes such as Youth for National Integration, Youth for Watershed Management, Youth for Water Conservation, Youth for Cleanliness, Healthy Youth for Healthy India, Health, Public Sanitation and Personal Hygiene, etc. are organized every year in the adopted villages. The College used to receive commendations from the public for NSS activities. Adventure Club: Saitual College Adventure Club was established on 10th November, 1995. It has been affiliated to National Adventure Foundation as Life Member for conducting various Adventure Programmes. Our students are selected every now and then for Adventure Camp, National Integration Camp, Cultural Exchange Programme, etc. held outside the state. In 2004, six girl students with their PO (lady) attended National Integration Camp at Shillong and in 2005, one PO and ten volunteers attended the next camp at Kalyani University, West Bengal. Four students also selected to participate in the Adventure camp conducted at National Level in Himachal Pradesh from 9th 16th June, 2011.

RECENT DEVELOPMENTS Though our College was established way back in 1984, development had been retarded for about 20 years. We could get grants from UGC since 2008. Then only started the growing facilities enjoyed by the College. The significant achievements are as follows: Womens / Girls Hostel: Construction of Womens Hostel, funded by UGC (Estimated Amount Rs.39,50,000/-, started on 23rd March, 2009, was completed recently. Boys Hostel: Boys Hostel (Area Statement : Ground Floor =247.53 sq. m, Total Area = 533.53 sq. m; Estimated Amount = Rs.51.43 lakh), sponsored by DONER Ministry and constructed by contractor through Mizoram PWD, is under construction. It is expected to be completed very shortly.

New Academic Block: The construction work of New Academic Block (Area Statement : Ground Floor = 143.00sq.m, First Floor = 143.00sq.m, Total = 286.00sq. m; Estimated Amount : Rs.45.81 lakh), is nearing to be completed. The new Building is also sponsored by DONER Ministry and is constructed, supervised and monitored by Mizoram Government (PWD).

New Administrative Building: Construction work of Building Extension Administrative Block (three-storied), accommodating Principals Chamber, Office (for administrative/establishment staff), IGNOU Coordinators Room, UGC Network Resource Centre and College Library, started on 10th April, 2010 was made ready for occupation on 21st January, 2011. The College spent about 10:00 lakh. A simple but special function, was organized on 25th January, 2011 in the new Office Chamber of the Principal. Rev. Zosanglura Pakhuangte, Saitual dedicated the new Building for the development of the College and for the Glory of God. Outdoor Stadium: UGC funded construction of Outdoor Stadium/Facilities for Football-cum-Hockey playground (50x108=5400sq.m) was roughly made ready for playing hockey and football on 1st June, 2012. It has now been one of the main attractions of the youngsters of the locality. Indoor Stadium: We are delighted to mention here that Indoor Stadium (90x 65x 41) containing two Badminton Courts with well furnished carpet (STAG), construction started on 1st June, 2011, has been made ready for playing on 4th September, 2013 . It is now becoming the centre of attraction for sport lovers especially badminton players hailing from Saitual town and its surrounding areas.

Tennis Court: Govt. Saitual College is blessed with suitable Tennis Court. The construction work of this Court could be started on 11th July, 2006 and completed on 18th September, 2006 with the sum of Rs.1,00,000.00 (MPLADS WORK-2006-2007), donated by Mr. Lalhmingliana, M.P. (Rajya Sabha). Maintenance has been made from time to time. We are proud to point out that our Tennis Court is the lone Tennis Court, so far constructed within College Campus and solely for the College, among 22 Affiliated Colleges and a Constituent College of Mizoram University. Faculty /Academic Development Programmes: The College Authority encourages all the faculty members to do research work and renders all possible help to do it. Six of us have already completed their research work and acquired Ph.D degree accordingly.

Their success is a great achievement for the College.Mr. Benjamin L. Saitluanga and Mr. Lalhumbika, Geography Department and Mr. Andrew Lalsangzela Sailo, Department of Economics are actively pursuing their Ph. D. research work. We appreciate their untiring efforts and enthusiasm. We are expecting them to come out with flying colours very shortly. Research Projects: The UGC approves the proposals for undertaking Minor Research Projects of the following faculty members. As they have already received the 1st Installment of the grant from UGC, they are supposed to get busy with their respective research works.

College unit, organized a One-Day Seminar on Mahatma Gandhi and Non-violence on 5th October,2012.

College Award: In view of creating academic atmosphere in the locality and making competitive spirit among the students, the College Authority has decided to make GOVT. SAITUAL COLLEGE AWARD which carries Rs.10,000/- (in cash) and a citation. The Award is given to any student who passed University Final Examinations in 1st Division or secured 60 % or more marks in aggregate. As many as 6 candidates have been awarded so far. This year (2012-2013), GOVT. SAITUAL COLLEGE AWARD goes to Mr. Lalduhsaka (Editor of this College Annual Magazine) s/o Lalthlamuana, Keifang who passed B.A. English Honours in First Division securing 61.50%. He ranked 3rd Position in the University. The AWARD was distributed to him by Pu R. Lalzirliana, Honble Home Minister on College Graduation Day (i.e. 19.7.2013). We are proud of his Grand SUCCESS.

Incentives: In addition to Govt. Saitual College Award, incentives (Rs.2000/- to Rs.4000/-) are also given to those students who obtained the required percentage of marks in any Semester Examination.

Career Oriented Courses: The College fortunately could introduce UGC sponsored (University approved) Career Oriented Programmes for students in 3 courses viz. i) Spoken Hindi ii) Communication Skill in English and iii) Computer Application. The objective of the scheme is to introduce career and market oriented, skill enhancing add-on courses that have utility for job, self-employment and empowerment of the students along with their conventional degree courses.

Coaching Classes: i) ii) Coaching Classes for Entry in Services for prospective students to get gainful employment in central and other services and Remedial Coaching for weaker students for better results are conducted from time to time.

Financial Aid: Mention may be made that all the employees of Govt. Saitual College, since its inception, voluntarily contributed money from their own pocket for Students Aid Fund. As such, the College could have a provision to offer financial assistance to poor but promising students of this College and outgoing students who pursue further studies.

Poor Fund: It is worthy of mentioning that all the members of Govt. Saitual College Staff Welfare Association contributed welfare fund every month. Out of this, around Rs.80,000/- in cash or in kind(rice), was distributed to poor people of Saitual town every year during the month of December. Selection of receiver and fixation of distribution are made by the Committee, in consultation with different Branches of Young Mizo Association (Y.M.A.), within Saitual Town. NAAC-SSR Govt. NAAC Re-accreditation being awaited: Govt. Saitual College has been accredited by NAAC since 29th January, 2009. Re-accreditation is due now. We had submitted LOI (Letter of Intent) to NAAC Headquarters, Bangalore and fortunately it was accepted online by NAAC on 6th September, 2013. We are now eagerly waiting for Peer Teams visit for 2nd Cycle Accreditation. The IQAC (Internal Quality Assurance Cell), Govt. Saitual College has been intensively preparing itself for facing the said Team. All concerned are doing their utmost capacity so as to get higher grade from NAAC. As we have seen, our College has been developing in terms of infrastructure and academic at a faster rate for the last three years. Moreover, the College is blessed with scores of ambitious and enthusiastic teaching faculty and nonteaching staff. As such, I have full confidence that the Govt. Saitual College will shine ever more in the near future. In deed, Govt. Saitual College is marching towards excellence in all spheres.

1.1

Curriculum planning and Implementation: Govt. Saitual College aims at the enlightenment of the hearts and minds of

the students and moves forwards brighter and brighter, thereby enlightening the whole country, hence transforming life and society. The College with its motto Brighter Tomorrow aims at imparting consistent and reliable educations to the students so as to enable them to stand on their own, thereby, becoming responsible citizens and to effect positive change in the society. It is with these aims and objectives in minds the College follows the curricula designed by the Board of Under Graduate Studies (BUGS) of Mizoram University (MZU) to which the College is affiliated. The Board of Undergraduate Studies designs the curriculum/ Sallybus and reviews and updates the existing syllabus at regular intervals. The Mizoram University also organizes orientation courses regarding new syllabus introduced in which faculty members are also participated. Faculty members also involve in the designing and reshaping of curriculum and examination system by way of providing information to the Board of Undergraduate Studies.

The College campus located on a hill surrounded by green vegetation with beautiful environment. The issue with regard to human rights concerned to all, particularly by the Department of Political Science. With regard to ICT, it has become part and parcel of delivery of knowledge with computer and internet facilities. Catering to Diverse Needs of the Students.

2.2.1 How does the institution cater to the needs of differently - abled students and endure adherence to government policies in this regard? => The institution always cares for the differently abled students in the College. The authorities do their best to detect any differently abled students among the students and then give them proper facilities. They are given special guidance and counseling so that they may not lag behind of other students. The institution through IQAC coordinator looks into the all round development and welfare of these students. Training with regard to the use of projector is also conducted so that the teachers can use projector as one of the teaching aids. Career and Counseling Cell is formed to guide the students in their careers. It encourages training for both the teaching and nonteaching staff wherever possible and research activities are encouraged for the faculty members. The Principal discharges numerous duties such as management, supervision of classroom teaching and special services etc., and the Principal also has general duties such as duties before the session, duties throughout the year. 6.5.1 Internal Quality Assurance Cell (IQAC) Institutional policy with regard to quality assurance and contribution to institutionalizing the quality assurance processes can be mentioned in

many ways. The IQAC has performed its role as maintaining the quality in the Institution by supervising the performance of every cell in the College. The decisions of IQAC have been approved by the authorities and many of them have been implemented by them. 3. The Context: The importance keeping our environment cannot be over emphasized. The Young Mizo Association (YMA) The biggest nongovernmental organization in Mizoram also conducts every cleanliness competition in every villages and towns in the State. The State Government also used to acknowledged clean towns and and villages in the State by giving them some incentive awards. Awareness programmes for village. Challenges: Due to the location it is difficult to conduct National and International levels seminars. Generally all the students are coming from rural areas, they are weak in English communication as well as have weak financial support from their parents.

Future Plans: To conduct National level seminar Detail study of agriculture and allied activities in Saitual and neighbouring areas.

Post accreditation Initiatives report: Govt. Saitual College was got accreditation from NAAC on 29th January 2009. The College with its intention to keep up its quality has constituted IQAC( Internal Quality Assurance Cell) to oversee quality in all aspects of the College. It will be in the fitness of thing to give a brief summary report of the last four years in the following: During 2009-2010 Examination Cell was formed to improved overall performance of the students in the University examination. Due to the efforts put by the Cell, students attendance in the classes was improved. Weekly tests were conducted for the improvement of the students. Construction of Womens Hostel funded by UGC amounting to Rs 39,50,000 has been completed. Construction of football cum-hockey field started Automation of office administration and library were in the process Water purifier was installed in the office To commemorate the College Silver Jubilee, garden is created in the College Campus. The students of the College also participated in the Inter-Colleges sport in Hockey (both men and women events during 7th -11th September,2009. The College celebrated Silver Jubilee on 28th January 2010 and released souvenir on the same day. During this period the College began to connect with internet facilities which were also accessible to the student community. The Institution also began to conduct Remedial Coaching as well it strived hard for the improvement of College Library. During 2010-2011, a good number of activities had been initiated for the overall improvement of the College Infrastructure: Building Renovation: The office of the Principal and the non-teaching staff office have been renovated and extended to suit the needs of the staff. have purchased for non-teaching staff. For teaching staff twenty four godrej tables and two steel filing cabinet also have been purchased. It is to be noted that chairs for each table were also purchased during the Plan Period.

Five new Class Rooms have been constructed. Beautification of the College Campus: The College received seedlings from the Forests Department and planted in the College Campus. Tennis court and basket ball court are also renovated. Proper fencing of the Tennis Court has also been completed. Extension of Lecturers Common Room: The existing Lecturers Common Room has been extended (19 X 21) so as to give space and accommodation to the teachers. Extension of Library: During the Plan period, the existing Library has been extended (12x so as to accommodate more staff and students. Extension of College Canteen: The building of College Canteen has been extended from the existing (12x 12) one. Communication: During the Plan Period, four Desktop Computers are purchased. One computer is also purchased to be used in Principals Chamber. Creation of College Website: The College Website has been created during the plan Period. The name of the Website is www. gsc.com Football/Hockey field is under construction. Automation of Library - Automation of library is in the process. Water purifiers are installed in the office. Academic: The Examination Committee which has been already in existence has been continued with a little modification. Examination cell is formed to improve the overall performance of the students in the University examination. Due to the efforts put by the Examination Cell, students attendance in the class is improved, Weekly test are conducted in the college. It is expected that the students performance in the University Exam will be improved remarkably. The Examination Committee prepared an academic calendar for 2nd semester. The detailed calendar is as follows :i) Internal test for 2nd semester shall be conducted between 23rd January, 2012 to 27th January 2012. ii) 2nd internal test for 2nd semester shall be held on 26th March,2012 to 30th March 2012. Home Assignment may be given to the students as per the convenience of the concerned department.

Remedial Coaching classes: Remedial Coaching Classes for STs/SCs/OBC and Minorities has also been continued. The cell provides guidance to the students with regard to job opportunities and opportunities for further studies to the students Co-curricular activities: Students participated in the Inter-College Sports Meet organized by the Mizoram University held at Aizawl.
