Bayside Beautiful Campaign Launches

Greetings Bayside Neighbor, You may have noticed that things are looking better in the neighborhood lately, and it is not by chance. In the fall of 2012, the Bayside Residents Association board of directors approved the creation of the Historic, Environmental Preservation & Beautification Committee (HEPBC). The committee was created to help protect, preserve and beautify Bayside. And so it is with great pleasure that we announce the launch of the Bayside Beautiful campaign, our community-wide effort to make living in Bayside a bit more beautiful and enjoyable. On the HEPBC committee, our aim is to help implement the following initiatives, which are part the Bayside Beautiful campaign.

Inform & Unifyensure that neighbors understand our historic district guidelines, and making sure the City understands our concerns, all while creating a sense of unity and belonging for residents. 2. The residential buildings in the Bayside Historic District reflect Miami's growth from a pioneer settlement to a significant metropolitan area. Comprised of four distinct subdivisions, Bayside mirrors the diversity and taste of its early, fashionable residents. Houses in the neighborhood represent an eclectic mix of architectural styles including Mediterranean Revival, Art Deco, and Streamline Moderne.

Bayside Historic District Informational Pack


Did you know that in 1991, the Bayside Historic District was created? That measure included the creation of specific guidelines for any exterior changes made to homes within the district. These guidelines cover everything from windows to roofs, security bars to hurricane shutters, awnings to doors, driveways to carports, fences to hedges, and porches and painting. To better educate and assist new and longer-term residents about our historic guidelines, we have created the attached Bayside Historic & Guidelines Info Pack. Becoming familiar with this information will help you plan for future exterior home improvements and in some cases, to help neighbors bring homes into compliance.

Baywood Park Improvements


Neighbors have been asking, and we are pleased to share, that improvements have started at Baywood Park. The first step in upgrades included repairing the non-operative FPL street lights around the park. We then worked with the City of Miami to plant 24 new shade trees in the park. We are grateful to our City Commissioner Marc Sarnoffs office, as well as the Parks Department, for their help. Future plans include adding more trees, replacing and adding more furniture in the park (benches, trash receptacles), and cleaning the Mangrove Basin and removing invasive plant species. We will also set forth plans for a longer-term master plan vision for the park, with even more amenities, which might include new lighting and a bayside promenade.

Baywood Park Policing Initiative


We have worked with the City of Miami Police Department to enact stricter community policing standards in and around Baywood Park. These efforts include: enforcing the NO FISHING law; nightly police patrol at sundown to remind visitors when the park is closed; and enforcing the overnight NO PARKING rules around Baywood Park. If you see questionable or illegal activity, please call Miami Police at (305) 579-6111.

Historic District Gateway Marker Upgrade


We recently worked with the City of Miami NET (Neighborhood Enhancement Team) Office to replace the dying plantings from the 69th Street Bayside Historic District entrance sign planter with bright new bromeliad plants, paid for by the association. Special thanks to neighbors Bill Mathisen and Freddy Hernandez for their volunteer planting efforts.

NEIGHBORHOOD VOLUNTEERS

71st Street Median Improvements & Swale Tree Plantings


We have worked with the City of Miami Public Works Department to remove 7 dead and diseased trees from the 71st Street median. We will then replace those trees with new trees, while seeking to plant additional shade trees on the side swales along NE 71st Street. We will also put forth a request to the City for additional shade trees for the swales along all streets in the neighborhood. If you would like to request a tree in front of your home, please contact us, so that we can explain the qualifications. We will also reach out to neighbors whose front lawns have been identified as opportunity spaces for new trees.

The Broken Window Theory Monitoring and maintaining urban environments in a well-ordered condition may prevent further vandalism as well as an escalation into more serious crime... The theory shows that well maintained neighborhoods not only boost the value of each property but also deters crime. Statistics from developed countries show a marked decline in crimes against property and its inhabitants when the property is maintained.

Overgrown Lot Cleanup


Overgrown lots and vacant or unmaintained properties attract crime and destroy the beauty of our neighborhood. We have worked with vacant lot property owners to ensure that previously overgrown lots are mowed regularly and kept free of trash and debris. We thank the following property owners for their cooperation: 1025 NE 72 Street, 1000 NE 72 Street, 7101 NE 10 Avenue, and 860 NE 71 St. If you see overgrown lots or poorly maintained properties, please alert us, so we can try to get them cleaned up, and keep Bayside beautiful.

Beautification & Historic District Expansion for South Bayside


Neighborhood beautification efforts include our non-historic streets as well, where we seek to expand property beautification and improvement efforts, as well as tree and streetscape beautification. Over the next coming year, we will work with our NE 67th Street neighbors to determine eligibility for, and interest in, historic designation. We will also seek to expand historic designation into Legion Park and the American Legion/VFW Post, in an effort to preserve and protect those areas from inappropriate future development.

New construction within the historic district undergoes a design review by the Bayside Residents Association and the City of Miami Historic Preservation Office and Board. We currently have three new properties in the design or construction phase. The Prescott House, 7101 NE 10 AvenueWe have confirmed with the owners architect that they are now designing a replica of the original Prescott Mansion for that site. The design will include a modern addition to the rear of the lot. We have worked for years with the City to ensure that a replica of the original house be built on that site, due to its historical significance for the neighborhood. A neighborhood viewing of the design will be coming soon.
THE ORIGINAL PRESCOTT HOUSE

The Sarna Home, 1000 NE 72 StreetWe are in discussions with the new owner of 1000 NE 72 Street to ensure that the new single family home design for that site complies with historical guidelines, and to make sure the new home is within character, scope and scale of surrounding homes. Because this is the last never built bayfront lot in a Miami historic district, the final design is of utmost importance. A neighborhood viewing of the design will be coming soon.

The Endres Home, 1025 NE 72 StreetNeighbors have inquired about the status of the partiallypoured foundation at this site. We have contacted the owner, whose primary residence recently burned down in California, causing delays in starting construction on this Bayside home. Nonetheless, the owner has confirmed that he will soon build.

Demolition Update, 660 NE 68 Street


In 2012, the neighborhood association supported the partial demolition of a rear section of the circa 1926 Elmira home at 660 NE 68 Street. Plans called for a new addition to be built onto the rear of the home. And so, neighbors were outraged this past Thanksgiving four day weekend, when the home was completely demolished, which was not permitted. During the 2/13/13 City of Miami Code Enforcement Board meeting, following testimony from our association, along with the City of Miami Code Enforcement Officer and Historical Preservation Officer, the property was found guilty, and over $27,000 in fines and liens were issued. We will work with the City and the property owner to best mitigate the situation for the neighborhoods loss, while guaranteeing that a replica home is built according to the THE DEMOLISHED HOME AT 660 NE 68 ST original approved plans.

New Historic Street Signs Coming Soon


THIS SAMPLE SIGN DESIGN DEPICTS HOW OUR We are pleased to be the first historic neighborhood to NEW HISTORIC BAYSIDE STREET SIGNS WILL partner with the City of Miami Capital Improvements LOOK, ONCE INSTALLED. Department to replace our existing street signs with new historic street signs. The signs will include black iron posts, with brown street signs (rather than the current green background) with white lettering. Historic Bayside will be inscribed onto each street sign. The Bayside Residents Association is matching the citys funds and contributing up to $6,000 to the project. The signs should be installed by Spring.

Spring Cleaning Neighborhood Yard Sale


Like in years past, we plan to hold a Spring Cleaning Community Yard Sale. For the yard sale, residents have the option to host their own yard sale at their home, or for a nominal charge, to set up a table at Baywood Park. Either way, this is a great event to meet neighbors and also get rid of unwanted clutter. Please contact us if you would like to volunteer for this event.

Front Yard Hedge & Fence Alert


Since 1991, hedges and fences are prohibited in front of a homes front faade in Bayside Historic District (this includes side lots/perimeter borders in between homes, if placed in front of a homes front faade). Fences and hedges are only allowed if they are placed one foot behind the front faade of a home. In the historic district, front yard hedges and fences destroy the common HEDGES ARE PROHIBITED IN THE HISTORIC DISTRICT lawn feature historically shared by our homes; they IN FRONT OF A HOMES FRONT FACADE reduce visibility of our homes front facades and historical features; and they drastically invite and attract crime by providing shelter for criminals by reducing eyes on the street (homes with blocked street views tend to get hit by crime more than those with clear view to the street and neighbors). Due to the high number of non-compliant homes with illegal hedges and fences in Bayside, the City of Miami Code Enforcement department has agreed to allow us to work with homeowners for a limited amount of time to correct and remove any illegal hedge and fence situations. In doing so, we can help prevent our residents from receiving unwanted property citations and liens. We realize that many hedges may have been planted with the good intentions of beautification in mind, yet for reasons mentioned, they are not allowed. This also applies to new homeowners who may have unknowingly purchased homes with illegal hedges and fences as well. As a courtesy, we will soon reach out to homeowners who have been identified by the city as being non-compliant, and we encourage everyone to remove those noncompliant hedges.

The Bayside Residents Association encompasses Miamis Upper Eastside neighborhood from NE th nd 60 Street to NE 72 Street, east of Biscayne Boulevard to Biscayne Bay, including the Bayside th Historic District (NE 68 nd street to NE 72 Street).

The initiatives listed in this newsletter have been just a few of the projects we are working on to make Bayside a better place to live. I would like to encourage everyone to participate in the Bayside Beautiful campaign. Without you, we will not achieve our goals. First, get involved. If we all make small improvements to beautify our properties, it will have a huge impact on the neighborhood overall. Second, educate yourself on the historic guidelines. Once you know the rules, it is actually quite simple to make appropriate improvements to your property. Third, get to know your neighbors. A close knit community is a safer community. For more information on future neighborhood projects, please plan on attending the upcoming Bayside Residents Association General Meeting, to be held on March 13, 2013, at 7PM at the Legion Park Community Center, 6447 NE 7th Avenue. If you have not yet paid your $20 membership dues ($15 for seniors), please bring cash or check to that meetingand get involved! The City of Miamis historic districts play an important role in preserving the citys past, while standing as beacons of prominence for the future.
