Comercio internacional y sistema armonizado

El comercio internacional es una actividad que involucra a todas las naciones del mundo, en el   
se intercambian productos, servicios y capitales en unos niveles crecientes. Ese crecimiento se 
debe sobre todo a las reducciones de costo en los  transportes, a las telecomunicaciones y  a la 
eliminación de barreras como los aranceles entre otras.  

En el año 2008 el comercio internacional mundial estuvo avaluado en 15,6 billones de dólares 
americanos. Casi una cuarta parte de los 60,7 billones de dólares que representan el Producto 
Interno Bruto de todo el mundo. Es decir que en el mundo una cuarta parte de las actividades 
económicas  tuvo  como  objetivo  la  importación  o  la  exportación  de  alguno  de  los  productos 
enumerados en el Sistema Armonizado.    

Es una de las actividades que genera las ganancias de la mayoría de las naciones consideradas 
potencias  mundiales  y  en  ellas  el  valor  del  comercio  internacional  representa  un  porcentaje 
más alto del PIB que en el del resto de países.  

El  fenómeno  de  globalización  y  tiene  como  una  de  sus  principales  efectos,  la  apertura  de 
nuevos  mercados  al  comercio  internacional,  fenómeno  que  en  teoría  debería  beneficiar  a 
todos  los  países.  No  existen  teorías  comprobadas  acerca  del  comercio  internacional,  para 
algunas visiones los alcances del intercambio comercial entre países deben tener límites como 
la salvaguarda de sectores estratégicos para el desarrollo de un país.  

Otros  opinan  que  un  mercado  mundial  sin  ningún  límite  permitiría  que  cada  país  se 
especializara  en  la  producción  en  la  que  fuese  más  eficiente,  de  manera  que  habría  una 
hipotética mejora en la eficiencia y en la competitividad global.  

En  cualquier  caso  el  comercio  mundial  es  un  fenómeno  que  es  difícil  de  detener,  aunque  al 
hacer  el  análisis  del  funcionamiento  del    comercio  mundial,  se  encuentran  amenazas  a  esa 
tendencia  que  provienen  de  otras  fuentes.  Por  ejemplo  si  se  diera  una  escasez  de  petróleo 
automáticamente  los  precios  del  transporte  subirían  de  manera  que  cualquier  mercado  más 
allá  de  cierta  distancia  seria  efectivamente  cerrado.  Otras  amenazas  son  las  pandemias,  los 
conflictos  políticos,  los  desastres  naturales  y  las  crisis  económicas  que  impondrían  otra  clase 
de  barreras  a  los  intercambios  comerciales  entre  países  o  regiones.   
 

ITC: International Trade Center y el Trademap 

El  ITC  es  una  agencia  conjunta  entre  el  Organización  Mundial  de  Comercio  y  las  Naciones 
Unidas cuyo objetivo es ayudar a pequeñas empresas de los países desarrollados a entrar a los 
mercados  internacionales.    Funciona  desde  1964  y  tiene  como  sede  la  ciudad  de  Ginebra  en 
Suiza. La meta del ITC es que los países en vías de desarrollo logren un desarrollo sustentable 
con base al comercio con otras naciones.  Desean lograr esa meta activando, dando soporte e 
implementado proyectos que se enfoquen en la competitividad. 

Entre sus líneas de trabajo esta el desarrollo de un sistema para la información de  comercio 
internacional: Trademap surge de esa área de trabajo. 
Trademap  es  una  herramienta  que  funciona  como  base  de  datos  accesible  en  internet  a 
cualquier  usuario  (gratis  para  los  países  en  desarrollo)  y  brinda  cifras  sobre  el  comercio  de 
varios tipos de mercancías y servicios a nivel de intercambio entre países y regiones.  

Funciona con base al “Sistema Armonizado para la Descripción y Codificación de Mercancías” y 
entrega  cifras  anuales  de  importaciones,  exportaciones  entre  distintos  países.    Para  cada 
mercancía enumerada en ese sistema, se encuentran estadísticas muy completas que pueden 
ser consultadas de varias formas. Entre las formas las principales son la consulta del comercio 
internacional  por  un  país  dado  con  respecto  a  otros  países.  Otra  forma  es  la  consulta  del 
comercio internacional por productos o servicios. 

Sistema Armonizado 

El  sistema  armonizado  (Harmonized  Commodity  Description  and  Coding  System)  es  una 
clasificación  para  enumerar  y  ordenar  los  distintos  productos  susceptibles  de  ser 
comercializados entre países. Es un esfuerzo para homogenizar la información que manejan las 
distintas aduanas del mundo. Fue creado por la Organización Mundial de Aduanas (WCO por 
sus  siglas  en  ingles)  y  se  usa  en  200  países  como  para  definir  los  aranceles  que  se  cobran  a 
cada producto y para generar estadísticas.   

El sistema utiliza una codificación de 6 dígitos y una estructura de clasificación de 4 
niveles:  

 Sección con 21 categorías 
 Sección I (capítulos 1 a 5, animales vivos y productos del reino animal); 
Sección II (capítulos 6 a 14, productos del reino vegetal); 
Sección III (capítulo 15, grasas y aceites animales o vegetales); 
Sección IV (capítulos 16 a 24, productos de las industrias alimentarias, bebidas y 
líquidos alcohólicos, tabaco); 
Sección V (capítulos 25 a 27, productos minerales); 
Sección VI (capítulos 28 a 38, productos de las industrias químicas); 
Sección VII (capítulos 39 y 40, plástico y caucho); 
Sección VIII (capítulos 41 a 43, cueros y artículos de viaje); 
Sección IX (capítulos 44 a 46, madera, carbón vegetal, corcho);

La clasificación se realiza según: 
  Origen: Como se produce, si se saca de fauna, flora o si son productos 
minerales. 
 Función   

El mantenimiento del sistema armonizado es uno de los mandatos fundamentales de 
la WCO: el Comité del sistema armonizado hace actualizaciones cada 4 a6 años. Para 
estas  modificaciones  toman  en  cuenta  los  cambios  de  tecnología  y  las  últimas 
tendencias  en  comercio  internacional.  Los  países  pueden  aumentar  el  número  de 
dígitos  de  la  clasificación  de  manera  que  se  pueda  hacer  mas  explicito  el  tipo  de 
mercancía  que  se  quiere  detallar.  Por  ejemplo  en  Colombia  se  llegan  hasta  los  10 
dígitos.

Tomando    como  ejemplo  el  capítulo  de  aeronáutica,  podemos  hallar  con  ayuda  del 
Trademap, datos que pueden ser relevantes a la hora de incursionar en este mercado. 
Hace  parte  de  la  sección  XVII,  VEHICLES,  AIRCRAFT,  VESSELS  AND  ASSOCIATED 
TRANSPORT EQUIPMENT. 

Una  tabla  sacada  del  servicio  UNdata  de  las  Naciones  Unidas,  nos  ayuda  a  desagregar  el 
capitulo 88 en sus partidas y sub‐partidas, y nos da información sobre el flujo de mercancías
