SSA McFeely is the supervisor for the squad at WFO that is handling the Abdelghani
Mzoudi and Mounir Motassadeq cases.

• SSA McFeely has been with the FBI for fourteen years, the last four at WFO. Prior to
being assigned to his current squad, his experience was handling drug cases. His squad
works on international terrorism from a criminal prosecution angle, rather than FISAs.

His squad was formed because so many WFO agents were being sent to Penttbomb.
WFO agreed to permit the agents to work on the cases on the condition that they
originated out of WFO. As a result the Motassadeq and Mzoudi cases were assigned to
this squad. Other Hamburg figures such as Bahaji and Essabar are still the responsibility
ofPenttbomb.

9/11 Classified Information

Mzoudi was probably at the camps in March or April of 2000, and there is reporting that
Mzoudi was not able to complete the training due to illness .

• Under the German prosecution theory, the fact that Mzoudi was a close associate of the
hijackers and took care of their affairs such as checking accounts and rent while they
were at the camps means that Mzoudi was a part of the plot. A similar theory was the
basis of the Motassadeq prosecution.

The Germans can make conc1usory statements in their indictments even if they are not
supported by what would be considered hard evidence in the U.S. For example, the
Germans' assertion that the 9/11 plot was conceived in Germany before the hijackers
went to Afghanistan is based on the testimony of the librarian who reported overhearing
the hijackers making comments about attacking America in early 1999.

Until recently, it was believed that a U.S. indictment could be obtained against both
Motassadeq and Mzoudi following the conclusion of the German proceedings.

9/11 Classified Information


McFeely has not seen any indication that Motassadeq orMzoudi knew about the 9/11
plot. There are no signs that Motassadeq or Mzoudi were attempting to leave Germany
shortly before 9111 as some of the other Hamburg figures. Motassadeq and Mzoudi also
did not make any effort to enter the United States.

McFeely has not looked into whether Atta might have gone to Afghanistan before 1999
since the focus of the case is potential criminal prosecution of Motassadeq and Mzoudi.
