Ms Bishop will join other senior Pacific Island ministers for a two-day trip to Fiji, where the country's planned September elections will be top of the agenda. The federal government hopes these elections - the first elections held in Fiji since Frank Bainimarama's military regime took power in 2006 - can pave the way to democratic reform. Ms Bishop will meet with senior Fiji ministers, registered political parties and civil society organisations to discuss the country's transition to democracy. "My visit will provide an important opportunity to discuss with the Fiji government ways we can build the bilateral relationship into a dynamic and productive partnership," she said in a statement. "My discussions will underline the Australian government's commitment to normalize our relationship as Fiji progresses towards elections." Amnesty International says the foreign minister has an obligation to raise her concerns about alleged human rights abuses in Fiji if the two countries are going to continue engaging. "In the lead-up to elections in Fiji it is imperative that countries including Australia and New Zealand remain vocal and vigilant to any increased crackdown on activists and opposition members," Amnesty International Australia spokesman Michael Hayworth said in a statement. Australia is Fiji's largest bilateral aid donor, and more than 300,000 Australians visit the Pacific islands every year but relations at a diplomatic level have seen better days.

India, the world's largest democracy, will provide indelible ink, vehicles and training for election officials to Fiji, where long-awaited general elections are due in September. This was announced by External Affairs Minister Salman Khurshid during an interaction here with Fijian Foreign Minister Ratu Inoke Kubuabola. The South Pacific Ocean island nation last year adopted a new constitution. "We shall be providing Fiji with indelible ink for the elections, vehicles for the Election Commission and training of election and parliamentary officials as our contribution towards Fiji's march towards a democratic polity," Khurshid said in his address. Kubuabola said the elections would be a "truly democratic" with "one man one vote". Describing Fiji as an important partner in the region and as part of India's Look East Policy, Khurshid said India welcomes the "positive developments initiated by the Fiji authorities for the population of Indian origin in recent times". Fiji's sanctions continue to restrict the ability of his country's officials to visit Australia on legitimate business. Fiji has accused Australia of engaging in "cocktail diplomacy", calling on Canberra to instead make meaningful reforms such as lifting sanctions against the coup-plagued South Pacific nation's military regime. Australian Foreign Minister Julie Bishop is due to start a two-day visit to Fiji on Friday as part of a Pacific Islands Forum (PIF) delegation examining how the regime's plans to hold elections in September this year are progressing. Attorney-General Aiyaz Sayed-Khaiyum said travel sanctions introduced by Canberra continued to restrict the ability of Fijian officials to visit Australia, even when they were on legitimate business with no political implications. Sayed-Khaiyum said he would complain to Bishop about the restrictions, which were imposed in 2009 when ruling military strongman Voreqe Bainimarama reneged on a pledge to hold elections after seizing power in a coup three years earlier. "The reality is that Fiji is on its way to having elections and to still hold out on those types of measures is an abomination," he told the media. He said Australia had recently made overtures "about how we're supposed to be best mates again" but it refused to address fundamental issues such as the sanctions. New Zealand, another strong critic of the Fiji regime, had similar sanctions in place until last September when it eased them, saying it wanted to encourage the country's move towards democracy. Fiji's Foreign Minister Inoke Kubuabola said at the time that the move was welcome but "a little too late". Bainimarama has announced he plans to run in the September polls and will stand down as military leader at the end of this month so he is eligible to be a candidate.

The man accused of assaulting a former Fiji resident in Auckland last month has been arrested for failing to appear in court. Praveet Singh was assaulted by a stranger while she was out walking in the suburb of Papatoetoe and was left with fractured eye sockets, a broken nose and bruises on her face.
Attacker Arrested After Skipping Court
The incident happened in broad daylight and despite her cries for help, Singh was not helped by on-lookers. According to TV NZ, Lual Lual, 26, has been accused of the brutal assault. He was charged with injuring with intent to cause grievous bodily harm, but failed to appear in court and a warrant was issued for his arrest.
Man In Custody For Alleged Murder

A 35-year-old unemployed man who allegedly murdered a woman at Nakavu Nadi three weeks ago has been further remanded in custody by the Lautoka High Court. Talat Mahmood allegedly attacked a 50-year-old woman on the 27th of last month during a dispute. Her body was discovered by her 20-year-old son. The matter has been adjourned to the 7th of next month for the State lawyers to file information and disclosures. Mahmood is representing himself.

India Offers $45M For Parliament Upgrades

The Indian government has offered $45million for the upgrading of the parliamentary complex in Veiuto, Nasese. Attorney General Aiyaz SayedKhaiyum confirmed this at a press conference. Sayed-Khaiyum said Indias offer does not necessarily mean the upgrading of the physical infrastructure like replacing of roofs and paints. India have also generously offered up to $45m for the upgrade of parliament infrastructure, but when I say infrastructure it does not necessarily mean physical infrastructure like roof or paint but it can also mean IT infrastructure; Library infrastructure." Sayed-Khaiyum said there were also other resources which the government was grateful for and its currently being worked through. Apart from the $45m that the Indian government has offered, they will also provide indelible ink and Mahindra vehicles. He said they hope to enter into further engagement with the Indian government. With Fijis Minister of Foreign Affairs Ratu Inoke Kubuabola currently in India with the Indian High Commissioner to Fiji, Sayed-Khaiyum said they hope to see some finalization on these plans. India has also offered to pay for the education of 40 reporters who are expected to travel to India.
Council Warns Against High Bank Fees

The Consumer Council of Fiji is urging consumers to be aware of the excess fees charged by banking firms which makes loans very expensive. Council chief executive Premila Kumar said they conducted a survey on six banks last month and want to advise consumers of excessive of fees and charges that can make such loans very expensive. The survey was based on establishment fees, approval fees, documentation process, stamp duty, interest rates, monthly service/account maintenance fees and other requirements that consumers have to go through to acquire unsecured personal loan. Based on a typical $3000 personal unsecured loan, the Council found Bank of Baroda and Westpac offered the best deal for consumers who needed quick cash after the festive season." The Council found establishment/ loan approval fees ranged from $100 to $200 for loans amounting to $3,000." Bank of Baroda charges a $60 security documentation fee, and the lowest establishment/loan approval fee of $75 while Bred Bank and BSP had the highest loan establishment fees of $200." All banks charged $10 for stamp duty except HFC where consumers did not have to pay $10 for the stamp duty. Monthly Service/Account maintenance fee ranged from no fee to $10 a month. Westpac did not charge monthly service/account maintenance fee while Bank of Baroda charged a six-monthly maintenance fee of $20. Once again, Bred Bank and BSP changed the highest monthly account service or maintenance fee of $10. The Council also found that interest rates varied from 14% to 17%. Four financial institutions HFC, ANZ,
BSP and Bred Bank charged a variable interest which means the interest rate are susceptible to change by the banks. Thus, consumers signing up for variable interest rate will have difficulty predicting what they will end up paying during the term of the loan. The terms of the unsecured loans are normally short and consumers can have difficulty paying up when interest rates are variable. Westpac and Bank of Baroda offer 14% and 14.75% interest rate respectively fixed for two years. With fixed interest rate, consumers should not expect change in their total loan amount during this fixed interest term. Kumar said though they understand that personal loan is a way for consumers to excess some financial resources, they have urged a greater consumer responsibility. It is common knowledge that a large majority of bank customers in Fiji fail to do bank shopping. Instead, they continue being a loyal customer of a bank that provided its services to their parents or grandparents without considering which bank is giving better financial products at an affordable rate. Kumar has advised that personal loans be taken only for necessary needs and not for wants. Consumers should be aware that their financial status can change due to various reasons such as loss of job, sickness, personal disasters, rise in cost of living and so forth." The debt management and credit advisory services are available for consumers who need more information or are seeking assistance regarding their debt or intending to take loan. This service is free and all information will be kept confidential at the Consumer Council, Kumar concluded.

He said men who engage in such acts will face the full brunt of the law. Bainimarama made the comments while opening the women's resource centre in Tavuki. In his address, the head of government highlighted the number of cases before the courts at the present time of which there are 739 cases of sexual assault. There are a further 739 cases pending in all courts, including the Supreme Court and Court of Appeal. Of these 477 are cases of sexual assault against people over the age of 13. There are another 262 cases of child sexual assault. "It has to stop," Bainimarama said. "The days of any lenient attitude to raping, demeaning, mistreating and exploiting women are over. I am issuing instructions to the police that they are to adopt a policy of zero tolerance of all violence against women. He also called on Fijian men to change

Protect them. They are the heart of the family, the backbone of our communities. They are our partners. They are just as important as men. So set an example to your children and treat them in the way they deserve to be treated, the way they must be treated. The same goes for our children. We should be deeply ashamed as a nation that there are 262 child sexual assault cases currently before our courts." Bainimarama also called on Fijian women to exercise their rights to ensure their protection saying they "must no longer accept being mistreated."

Fiji's Prime Minister Commodore Voreqe Bainimarama will be announcing more details about his party early next month. He made the comment in his address at the opening of the Vunisea telecentre in Kadavu this morning. "I will be running in this election at the head of a new political movement that I will announce at the beginning of next month," he said. Bainimarama further urged young Fijians to register to vote saying he believes "that the votes of young Fijians will largely determine the election outcome." "I appeal to Fijis young people to turn their backs on the politics of the past and embrace my vision of a new and better Fiji," Bainimarama said. "Will you vote to drag Fiji back into the past? Or will you vote to give yourself a place in its brighter future? Think carefully about the choice you make. It is for both yourself and your nation." Meanwhile, the new complex in Vunisea is the 21st telecentre to be opened in the country with 20 already in operation in Viti Levu, Vanua Levu and Ovalau. It is the first to be opened in one of Fiji's remote islands. The Vunisea centre is expected to service villagers living near and around Vunisea. Students of Vunisea Secondary Schools where only one mini laptop was available for 260 students to share will also benefit from the newly opened telecentre.
A man serving time for burglary and theft, having made off with more than $13,000 worth of items in a home break-in in Sigatoka last year, has had his time reduced by a high court in Lautoka following a successful appeal. High court Judge Justice Sudharshana De Silva quashed Manoa Rayawa's initial sentence of two years, 10 months and 28 days with respect to the first charge of burglary while stating no objection to the sentence of eight months imprisonment for the second count of theft. He will now serve seven months. The court heard that Rayawa was sentenced on August 6, 2013 by a magistrates court in Sigatoka for his role in the break in on June 26, 2013 where he and another person made off

FIJI Airways has been making loan repayments to the Fiji National Provident Fund six months in advance. And FNPF CEO Aisake Taito said the airline company was expected to pay out the $181million plus interest ahead of schedule. He said they were also talking about repaying the loan in full in advance. A high court in Suva has sentenced a 40-year-old man to 30 months imprisonment after he was found guilty of indecently assaulting a six-year-old girl at a village in Namosi in 2012. Alifereti Kavurunalase is not eligible for parole until he has served 24 months. High Court Judge Justice Janaka Bandara reduced six months from Kavurunalase's initial term for the time he had spent remanded in custody. In sentencing Kavurunalase, Justice Bandara said the court was concerned about the psychological trauma that the victim experienced "from the point of the indecent assault until she gave evidence in court." "This court witnessed the pain of a 8-year-old girl when she described her sexual experience with the accused. It is a pain which will be with her for the rest of her life," Justice Bandara said. Fiji's Minister for Education Filipe Bole officiated at the opening of the FJ$20million Fulton University College at its present home at the foot of the 'Sleeping Giant' in Sabeto. The first semester is expected to begin on February 24. The official opening comes less than three years since the official groundbreaking ceremony in late 2011. It is also a welcomed development for new students and continuing students following the closure of the school at its old site in Tailevu last year after being home to students from Fiji and the region for 72 years. Two Arrested For Alleged Fraud

Two people have been arrested in Suva for cases of Obtaining Financial Advantage by Deception which was reported to police. In one of the cases a consultant of Marks street, Suva obtained a total of $13,000 from three people promising to arrange work visas in New Zealand but failed to do so. The suspect was arrested and now in custody for interrogation. In the second case a 32-year old self employed male of Korolailai settlement in Wailoku was arrested and charged for 8 counts of Obtaining Financial Advantage by Deception The man received a total of $300.00 to provide a graduation gown for a USP student and after receiving the money she did not provide the gown and evaded the compliant since then. It was also reported that the suspect also obtained cash from other students as well totaling $745.00

Fijis Foreign Minister Ratu Inoke Kubuabola addressed the Indian Council of World Affairs (ICWA) on Tuesday afternoon on Fijis progress towards elections and also on Fiji's foreign relations. In his statement, Minister Kubuabola underscored the significance of the upcoming national elections that will take place by September as a historical milestone for the people of Fiji, where for the first time in its history, Fiji will hold free, fair and democratic elections. He further informed the Council about the reforms and the positive changes that the Government had put in place since 2006 in its efforts to Build a Better Fiji for All'. In his address, he also discussed the developments in Fiji's foreign relations over the years to what it has achieved to date. 'I must admit that Fiji has become a more confident and stronger nation in its conduct of diplomacy among the international community. Fiji has grown and embraces itself as a good global citizen with full respect for international law and practice, Minister Kubuabola said.

Fijian Ambassador Presents Credential To President Of Lebanon

Fijis resident envoy to the United Arab Emirates, Ambassador Robin Nair recently presented his credentials to the President of the Republic of Lebanon, His Excellency Michel Suleiman. Ambassador Nair presented his credentials as Fijis first Ambassador Extraordinary and Plenipotentiary to the Republic and will serve as the non resident Ambassador from Abu Dhabi, in the UAE. In his statement, Ambassador Nair conveyed the greetings from the President of the Republic of Fiji, His Excellency, Ratu Epeli Nailatikau, who, he said, knows Lebanon well as the first Commander of the Fiji Batt in Lebanon, and added that Fijis presence in the Middle East began in Lebanon in 1978, under the Banner of UNIFIL as UN peace-keepers. Ambassador Nair said that despite Fijis historic presence in the areas of peacekeeping, more attention will be given to areas that can strengthen relations between Fiji and the Middle East. We are remembered in the Middle East as a peace-keeping nation but, now Fiji wishes to be recognized also as a Hub of Commerce, Industry, Finance and Trading in the South Pacific region with stability and a most positive environment for investment, and business development in the Pacific Region. Ambassador Nair also acknowledged Lebanons pivotal role of in regional stability and economic development. Now that the formal relationship between the two countries has been sealed and endorsed, I encourage the world-renowned and resourceful Lebanese businessman and the private sector to explore business
and investment opportunities in Fiji. Lebanon and Fijis current relationship would enable the establishment of partnerships and initiate discussion in mutual areas of interest like tourism, industrialization and agriculture, as both countries have similar ambitions on progressive economic growth and infrastructure development, Ambassador Nair said. His Excellency President Michel Suleiman expressed his delight on this recent development and highlighted his gratitude to Fijis role in peacekeeping services. I am surprised that it has taken us this long for our two countries to be united more formally, when your people have been so well-known to us, helping our nation in need with world-renowned soldiers. I am very happy to welcome you and to thank your country, through
you, for being always ready to come in harms way to preserve regional peace and stability. Many of your young men have sacrificed their lives for our cause and lie buried in heroism, becoming a part parcel of our country. I look forward to strengthening our relations also through economic ties. Lebanese people are well-known for their entrepreneurship throughout the world and we would like to see more of them doing business in Fiji. Ambassador Nair also met with the Minister of Foreign Affairs, Monsieur Adnan MANSOUR and the Secretary General of the Ministry of Foreign Affairs HQ in Beirut. The Secretary General invited Fiji to use its presence in the region to attend Arab League Meetings, in order to be recognised more deeply in the region for Fijis contribution and leadership
to international affairs and to the peace and stability in their region. The issues surrounding visas for our UN Peacekeepers were also discussed, initiating the need for a Visa Agreement between the two countries. This will also facilitate ease of travel for Traders and Investors to Fiji. Ambassador Nair briefed the Foreign Ministry on the successful launch of Pacific Islands Development Forum (PIDF) and its role in developing a roadmap to sustainable development of the region, through the green and blue economies. He said that Fiji was also keen to introduce its new development partners to the needs of the region as well through PIDF. Ambassador Nair also met Mr Mohamed Choucair, the Chairman of Lebanon Chamber of Commerce, Industry and Agriculture and also the President of Middle Eastern Chambers of Commerce, with its membership reaching out to Chambers from the Greater Middle Eastern Region. Mr Choucair proposed a Memorandum of Understanding between the two Countries Chambers to facilitate Trade and Investment, and enhance private sector involvement in Nation Building. He provided a template for such a MoU. Ambassador Nair added that Fiji had stationed itself within reach and within the central theatres of Trade, Investment, Industrialization, Science and Technology in the Mediterranean region as well. He also discussed with Mr Choucair Fijis desire to open a Honorary Consulate in Beirut. Ambassador Nair was accompanied by Fijis Counsellor at the UAE Embassy Aliki Salusalu.
Fiji Sends Medical Supplies To Cyclone-Hit Tonga

The Fijian Government handed over medical relief supplies worth more than $150,000 assist Tonga in its efforts to treat those that were affected by cyclone Ian. The supplies were loaded on two yachts that would carry them to Tongas northern island of Haapi. The Ministry of Healths Deputy Secretary for Hospital services Dr Metuisela Tuicakau said the Fijian Government was pleased to assist its closest neighbor. The donations will assist the Tongan health department to meet the needs of their communities and we extend our (Fijis) well wishers to Tonga in providing health care needs during this challenging period, he said. The Fijian Government will continue to assist out regional neighbours during difficult situation if we are called upon. The one tonne load of equipment left Port Vuda Marina on board two yachts belonging to Sea Mercy a charitable organisation. The gesture of the Fijian government towards its closest neighbor is very warm and encouraging said Xavier Zeitoun a captain on one of the two yachts. Your (Fijis) generous response with medicines and supplies has exceeded our expectations, Zeitoun said. I also believe it has set a new standard of giving, and example of goodwill between not only Tonga and Fiji, but for all the islands of the South Pacific when disasters strike and we (Sea Mercy) commend Fiji for its assistance. Tongas Minister for Health Lord Tuiafitu stated in a letter that the relationship between Tonga and Fiji remained intact despite the many challenges the two countries face. The generous support provided by the Ministry of Health and the Fijian
Government, have proven again and again that there is an unbreakable bond of brotherhood and friendship that ties Fiji and Tonga together, Lord Tuiafitu said in his letter.

Miss Radrole was amongst 22 other Law graduates from the University of the South Pacific (USP) who were sworn in as new Barristers and Solicitors by Chief Justice, Mr Anthony Gates at Suvas Supreme Court. Miss Radrole, who is the first barrister and solicitor from Vuinadi Village, Koroalau in Savusavu said that today is the happiest day of her life as she begins her career in Fijis legal fraternity. It is a very special day for me and I am proud to be here today with my parents, friends and relatives after all those years of study. There were a lot challenges in the beginning and at first, I thought it was never ending but I am so happy that finally this day has arrived, Miss Radrole said. My parents really supported me throughout my studies at the USP. Coming away from my family in Vuinadi village to Viti Levu for over five years of study was a big challenge. I am also glad that I got iTaukei Affairs scholarship in 2009 to complete my degree in Suva and Vanuatu, Miss Radrole said. She is currently employed as an intern at Rigsby Law in Nausori but hopes to establish a new law firm with her friends in the future. A woman who was holding a Garage sale in Suva only realised later that thieves had made away with $2,000 worth of jewelry and cash that she had locked away. Shobna Kumar of Tamavua in Suva said around midday three women came up to her home telling her they were interested in the items she was selling. But he said the matter was now under control. Besides that the shipping division and others are all doing extremely well, Tan Sri Sir Mogan said. When asked whether there may be a possibility of expanding into another division any time soon, he replied: At the moment because we cover all sectors of the economy so theres nothing to add on to it. Millions of dollars have been paid out in compensation to families of those in the military killed or wounded while serving Fiji. It came in a major campaign to help those who had been left without help. Prime Minister and Commander of the Republic of Fiji Military Forces Commodore Voreqe Bainimarama made this revelation at a farewell church service in Nadi. He said between 2000 and 3000 cases of compensation claims were with the Ministry of Labour. A military commissioned team was sent to clear the backlog. He described the exercise as an untold story where the team went in and completed the processing of the claims. He said as a result many who had waited and cried for many years finally received a payout. He said prior to that only families of

THOUSANDS of homes in southeast England are braced for flooding after the River Thames burst its banks, as a political row over the handling of devastating winter storms erupted into the open.
The Environment Agency issued 14 severe flood warnings meaning lives are at risk for the Thames in the affluent counties of Surrey and Berkshire to the west of London. Some areas are already under water, including parts of the Great Windsor Park, near the Queens castle at Windsor, which itself is built on higher ground. London itself is protected by the Thames Barrier, although a suburb to the south of the capital, Croydon, announced plans to divert rising floodwaters caused by heavy rain away from homes and businesses by pumping them into a pedestrian underpass. Parts of the southwest of England have been under water for weeks after the wettest January since 1766, with more bad weather expected over the coming days. Forecasters at the Met Office said the run of winter storms, which have brought heavy rain and strong winds and seen high waves batter the English coastline, has been exceptional in its duration. But there has been a growing tide of criticism at the official response, which has erupted into a full-blown political row. Many people in Somerset, one of the hardest-hit counties in the southwest, blame the devastating floods on the failure of the Environment Agency a government body to dredge local rivers.

A Muslim cleric has been charged in Sydney over the alleged illegal marriage of a 13-year-old girl earlier this year. The 35-year-old was arrested outside Parramatta Police Station. The cleric, from the Hunter region, has been charged with solemnisation of a marriage by an unauthorised person. He has been released on strict bail conditions and is due to appear in Parramatta Local Court in April. The marriage has no legal standing in Australia because of the girl's age. A 26-year-old Lebanese national remains in custody after being charged last week with child sex offences. Police say he met and married the 13-year-old girl in the Hunter region, where he allegedly began a sexual relationship with her. The man and girl then moved to Sydney's west earlier this year. The relationship came to light when the man tried to enrol the girl at a high school. Police also questioned the girl's parents last week and said they believed the

THE US Embassy in Guyana has warned that it has received "unconfirmed threat information" about a regional airline's flights to the United States and urged Americans to avoid using the carrier. The terse message about the Caribbean Airlines flights is unusual for being so specific about a potential threat. It was posted last Sunday on the embassy's website. It advised all US citizens in Guyana to make alternate travel arrangements up to Wednesday if they were planning on travelling home on flights with Caribbean Airlines. The airline's representative for Guyana, Carl Stuart, said the company has elevated "our level of security involving the police, the military and other agencies." "We have been on this since Friday," he told The Associated Press. "We are on top of this and flights will continue as normal, but we are taking no chances." In 2007, a former member of Guyana's parliament and a naturalised US citizen from Guyana were among four people convicted of participating in a failed plot by a small group of militant Muslims to firebomb John F. Kennedy International Airport in New York.
Double Tax Agreement In Force

A NEW double tax agreement between New Zealand and Papua New Guinea is now in force, New Zealand Revenue Minister Todd McClay announced on Monday. "Trade in the Pacific and particularly with Papua New Guinea is taking on greater importance for New Zealand. This agreement will strengthen international cross-border trade and investment partnerships for the benefit of businesses, investors and taxpayers in both countries," Mr McClay says. "The agreement recently came into effect after being signed by both countries in 2012. It will give businesses greater certainty over the tax treatment of cross-border investment income, reduce compliance costs for both New Zealand and PNG investors, and will lower withholding tax rates. "This agreement further strengthens our network of double tax agreements, and widens New Zealand's tax information exchange network, which is important in helping authorities prevent tax evasion and avoidance." Double tax agreements help encourage growth and promote cross-border trade by preventing businesses and individuals from being taxed twice on income earned in the other country. "This government wants New Zealand businesses to operate competitively on the global stage. Double tax agreements help provide the business and tax environment to support them to do that," Mr McClay says.

Kiwi Hang-Glider Pilot Jailed Over Fatal Flight

A New Zealand hang-glider pilot who failed to connect a woman on a tandem flight, causing her to fall 300 metres to her death, has been sentenced to five months in a Canadian jail. William Jon Orders, 51, entered a guilty plea last week to a charge of criminal negligence causing the death of Lenami Godinez-Avila, 28, shortly after taking off for a flight across British Columbia's Fraser Valley in April 2012, Canadian media reported. Orders did not hook Ms Godinez-Avila to the hang-glider and also failed to conduct a required safety check before taking off, despite having 18 years' experience and recently completing a re-certification course. After he landed, he swallowed a memory card containing a video of the incident, for which he was also charged with obstruction of justice, however this charge was stayed by the Crown. The contents of the video were described to the court last week, including details of how Ms GodinezAvila desperately tried in vain to cling on to the glider when she realised she was not properly secured. It also shows Orders attempting to clip her in, but she slips and plummets to her death, The Globe and Mail reported. Ms Godinez-Avila, a Mexican student at the University of British Columbia, was celebrating an anniversary with her boyfriend. Orders was sentenced to five months in jail, including three years probation, during which time he will be banned from hang-gliding and must educate others about the incident. He has since given up hang-gliding and suffers from post-traumatic stress disorder, the court heard. Apologising to Ms Godinez-Avila's family after his guilty plea, he said: "I did tandem hang-gliding to make people proud of their accomplishments, that they may overcome fear of height, or live their dream of flying like a bird. "All those previous flights mean nothing to me now.''

More than 350,000 people are reportedly without power and 3,300 US flights have been cancelled due to ice and strong winds. Nearly empty roadways were reported as many heeded warnings to stay indoors. North Carolina and Virginia are bracing for up to 1ft (30cm) of snow as the storm rolls north. Up to 1in (2.54cm) of ice combined with wind gusts of up to 30 mph (48 kph) snapped tree limbs and power lines in the South, cutting power to hundreds of thousands of residents. The storm is forecast to drop up to 8in of snow in Washington DC and up to 10in in New York. The National Weather Service said it was an event of "historical proportions", drawing comparisons with similar weather systems that struck the Atlanta area in 2000 and 1973. A tiger prowling near villages in northern India has killed its 10th person in six weeks, a day after eluding a trap set by hunters using a live calf as bait. The female tiger is believed to have strayed from Jim Corbett National Park, which was established in 1936 to provide endangered Bengal tigers with safe territory. The big cat's latest victim was a 50-year-old man who was collecting firewood in the forest outside Kalgarh village in Uttarakhand state, according to Saket Badola, deputy director of the national park. The animal ate parts of the man's leg and abdomen before being scared away by villagers waving shovels and metal rods. The tigress began its killing spree on December 29 when it pounced on a 21-year-old man who had wandered into sugar cane fields in Moradabad district for his morning ablutions. A week later, on January 5, it claimed its second victim. Two days after that, a teenage girl was mauled to death. Until then, the tigress had not eaten its victims. But over the following days it killed another two villagers, in both cases consuming body parts and apparently developing a taste for human flesh. It then disappeared back into the national park, but emerged 16 days later to kill again. Officials said the tiger had crossed several major national highways, a river and moved through villages on the prowl. Belinda Wright, one of India's leading tiger conservationists, said officials had told her the first nine victims had been confirmed as those of a single, breeding tigress which may be wounded or injured: the pawprints were identical but uneven, which suggested it may have a limp. Hunters had almost nabbed the tiger a day before the latest attack, using a bovine calf for prey. "On Saturday night the tigress almost fell in a trap and was close to the calf," Mr Badola said.
"But she did not attack the bait and left silently." Thousands of terrified villagers have been told to watch out for the animal and to avoid the forests. "The animal has started attacking humans because it is not getting its natural prey," said Rupek De, chief wildlife warden of Uttar Pradesh. He said the hunters hired to kill the animal were having trouble tracking it in dense forests. The team also was understaffed; only three of the six hunters hired for the job showed up for work, Mr De said. On Sunday, angry villagers seized a national forestry office, demanding protection and compensation for the families of the dead. India's wild tigers are considered endangered because of rampant poaching and shrinking habitat. Ms Wright said the man-eater's 10 victims made it one of the most prolific in recent years, although some of those pursued by Jim Corbett, the legendary tiger hunter turned conservationist after whom the national park is named, were said to have killed and eaten more than 400 people. She blamed the worsening "humananimal conflict" in India for the latest killings and said the spread of mobile phones has been a factor. After one of the killings a crowd of thousands of local people arrived to track down the tigress and disturbed its retreat back into the forest. "Initially we had a man-killer, maybe that can be put down to these crowds," she said. "And then she started eating people and unfortunately when that happens there is no alternative but to remove it. It can no longer be a wild tiger." Ms Wright and local officials hope the tigress, believed to be four years old, can be captured rather than killed. "There are so few breeding tigresses that every one is precious," she said. Nielsen Survey Finds 40 Per Cent Of Young US Adults Uses Social Media In The Bathroom
A SURVEY has found 40 per cent of US adults between the ages of 18 and 24 uses social media in the bathroom. while nearly half also own digital video recorders and gaming consoles. The average consumer spends about 60 hours a week viewing content across various platforms, Nielsen found. Multi-tasking is common; 84 per cent of smartphone and tablet owners say they use their devices as second screens while watching TV. Its an incredibly exciting evolution in the ways people are using devices to get media, said Megan Clarken, Nielsen executive vice president. While sports events generated the most Twitter postings last year, more than 400 million, TV series also had impressive numbers. The top three: Breaking Bad with 6 million tweets, The Walking Dead with 4.9 million and American Horror Story: Coven with 2.9 million. And TV viewers there increasingly are watching programs on their own schedule, according to a Nielsen company media study. In the past year, time-shifting of television content grew by almost two hours, averaging 13 hours per month, the study found. Viewers averaged nearly 134 hours of live TV viewing a month in 2013, down nearly three hours from 2012. Television still remains central to media consumption, the study found, despite the increase in time-shifted viewing and streaming video through a computer or smartphone. Indian-American Pharmacist Sentenced To Two Years For Fraud

An Indian-American pharmacist has been sentenced to two years in prison for paying bribes and kickbacks to physicians for patient referrals. Raghuveer Nayak, a former fundraiser and key figure in the senate seat scandal of now jailed Chicago governor Rod Blagojevich, was sentenced on Tuesday with a fine of $500,000 by US district court judge Robert Gettleman, who said the 59-year-old pharmacist had seriously "corrupted the doctorpatient relationship". He had pleaded guilty last year to federal fraud and tax charges. Nayak, who owns several surgery centres in Illinois and Indiana, turned tearful as he apologized in the court for letting down his family and community. "These mistakes are mine and mine only," he said. "I stand before you asking for forgiveness." Nayak's alleged role in Blagojevich's attempted sale of a US Senate seat nearly five years ago, however, was not taken into account by the judge while sentencing him. "When it comes to the doctorpatient relationship, we all rely on our physicians to make the best recommendation possible," said Gettleman who also ordered Nayak to pay $23,000 in restitution to the Internal Revenue Service. Nayak had been approached by federal agents on the day Blagojevich was arrested and decided to cooperate with authorities in return for leniency. He had allegedly spoken to then US Representative Jesse Jackson at an October 2008 meeting about raising campaign cash for Blagojevich in return for Jackson's appointment to succeed newly elected President Barack Obama in the Senate. While Blagojevich was convicted and sentenced to 14 years in prison Nayak was never charged in the scandal. Prosecutors said in court filings last month that the scandal should be kept in mind as it showed his "willingness to corrupt." "In both contexts, he has proved that he believes money buys influence," prosecutors said. Nayak's profits depended upon doctors bringing patients for surgery to his outpatient facilities rather than to a traditional hospital, an act for which he paid them in exchange. Prosecutors have alleged that for over 10 years, Nayak doled out more than 80,000 dollars in cash bribes and paid for more than three million dollars in advertising for doctors in return for referrals.
A central Auckland real estate agent who listed a $1 million house for tens of thousands less than the sale price has been censured and fined $1000. Harcourts Mt Eden and Epsom agent Mike Emery has been found to have engaged in unsatisfactory conduct while he and another agent were tasked with selling the property by auction at the end of 2012. The seller complained to the Real Estate Agents Authority (REAA) that the property was listed on the Harcourts website in the wrong price bracket, without proper disclosure and transparency. The property was advertised in the $700,000 to $800,000 bracket when it should have been listed in the $850,000 to $950,000 bracket. Brad Oulton bought a $25 set of speaker wire at Wal-Mart on Fort William Road last week. On his way out the door, he noticed an extra $4 charge on the receipt. "I was concerned that Wal-Mart was charging consumers fees on items that weren't supposed to be charged fees on, he told CBC News. The non-profit organization that collects environmental handling fees in Ontario said Oulton should not have been charged the fee. "The fee would apply to amplifiers and speakers, but not wires like this," Ontario Electronic Stewardship communications director Sandra Pakosh wrote in an email. "We thank him for bringing this to our attention and anticipate having the issue corrected in approximately 48 hours, after which time the customer can return to the store for a refund of the fee." Oulton said products that come with an environmental fee should be more clearly marked. "There should be some identification on the product," he said. "Then you would know before you [go] to the check-out that there was some kind of fee applied to it." A spokesperson for the provincial Ministry of the Environment said that could happen soon. Canada Bread, the country's largest bakery business, has been bought by a Mexican company in a deal valued at $1.83 billion. Bouncy castles might seem like fun, but they cause more injuries in children than amusement park rides, a new Canadian study has found. "Inflatable bounces are just big bags of air. Children can easily collide with each other, land in a bad position or even fall off the device and potentially seriously hurt themselves," researcher Kathryn Woodcock of Toronto's Ryerson University said in a release about the study. The risk of getting injured while on an
amusement park ride is very low, the study found. There are no Canadian reporting regulations for amusement park ride injuries, so Woodcock looked at American statistics collected in 2010 through the National Electronic Injury Surveillance System. She found 42% of injuries were from inflatable bounces, 20% from roller coasters, and 3% from each carousels and bumper cars. One third of injuries did not specify the ride.

Vancouver's Olympic Cauldron Finally Fired Up
Owners who fail to register a secondary suite face a $1,000 fine

The City of Surrey, B.C., is cracking down on illegal secondary suites by actively pursuing owners advertising online. Councillor Barinder Rasode says bylaw officers are combing through rental listings looking for the illegal suites. "What they are doing is also looking through ads in local papers, classifieds and Craigslist to see people who are advertising their suites and crossreferencing them with our database," said Rasode. Those who fail to register their suite face a fine of up to $1,000. Since the beginning of the month, when the bylaw took effect, about 3,000 new suites have been registered, but so far no fines have been issued. It is all good news for Surrey resident Crystal Litonjua, who says she's tired of her neighbours illegally renting out their suites. "We don't know if they're a new tenant or if they're a visitor...people smoking drugs...people throwing trash." Litonjua says because of all the tenants, parking has become problematic. "We have no place to park for guests, if we ever want to go out in the evening with our extra vehicle, it's a nightmare." In 2010 Surrey Council changed it's bylaws to permit one secondary suite in each single-family home, under certain conditions. These conditions include: A limit of one secondary suite per property. No secondary suites on properties with a coach house. No secondary suites in semi-detached or duplex buildings. A requirement to provide one additional off-street parking space. Secondary suites are also legal in several other Metro Vancouver municipalities, including Vancouver and West Vancouver.

Low-Fat Yoghurt May Reduce Diabetes Risk

Eating low-fat yoghurt can reduce the risk of developing type-2 diabetes by almost a third, a new study has shown. The Cambridge University study, published in the journal Diabetologia, analysed seven-day food diaries kept by 4000 British men and women aged 45 to 74 years, including 753 who developed type-2 diabetes over the following 11 years. Researchers divided participants into low, medium and high consumers of dairy and also analysed the type of dairy products they were consuming. They found that people who consumed the highest amount of low-fat yoghurt had a 28 per cent reduced risk of developing diabetes compared to people who did not consume low-fat yoghurt. The group consumed an average of 4.5 125 gram pots of low-fat yoghurt a week. The researchers classified products containing less than 3.9 per cent fat as low fat. High consumption of other low-fat fermented diary products including cottage cheese and fromage frais was also associated with a reduced risk of developing type-2 diabetes. The researchers did not find any association between total or high-fat dairy consumption, or consumption of any kind of milk, and the risk of developing type-2 diabetes. Austin Hospital endocrinologist Richard O'Brien said the study did not prove that eating low-fat fermented dairy products caused the reduced diabetes risk, although there was a potential scientific basis for the link. He said it was possible that chemicals called menaquinones made by the fermentation process could protect against diabetes, and that probiotic bacteria contained in yoghurt could promote a healthy environment in the gut. Associate Professor O'Brien said it was important to note that the yoghurt eaters in the study tended to be slimmer, more physically active and smoke and drink less, so were a more healthy group than average overall. "The investigators used sophisticated computer modelling to try and control for all of those other factors but this is always difficult," he said. "Nevertheless, I believe these results are really important as they build on what we know from previous studies. I already eat yoghurt regularly and I'll certainly be recommending it to my patients from now on." La Trobe University dietician Audrey Tierney said that the key message was "to look at the net effect of whole foods, dietary patterns and healthy lifestyle factors and not only isolated foods, nutrients or behaviours". Dr Tierney said people eating lowfat yoghurt should make sure the fat had not been replaced with high amounts of sugar. She said Australian dietary guidelines recommended foods containing less than 10g of sugar per 100g. About 1 million Australians have been diagnosed with type-2 diabetes, a chronic condition in which the pancreas does not produce sufficient amounts of insulin, which is needed to convert glucose into energy. A dietitian from the University of Alabama at Birmingham (UAB) has suggested adding five foods to your grocery cart to make 2013 healthier Bulgur, Chickpeas, Kale, Spaghetti squash and Sunflower seeds. According to Lindsey Lee, RD, clinical dietitian with EatRight by UAB Weight Management Services, there are numerous often-ignored foods that fit the bill for healthier eating. There are many foods that, while unfamiliar to some, are readily accessible in most grocery stores and can really expand a persons daily diet without expanding their waistlines, Lee explained. 1. Bulgur This whole-wheat product is a good substitution for rice or potatoes that has a mild, nutty flavor and chewy texture. It is packed with eight grams of fiber and six grams of protein per cup, and it clocks in at only about 150 calories. It is also a good source of vitamins and minerals; particularly B vitamins and manganese. It can typically be found in the same aisle as rice and beans. The fiber and protein in whole-wheat products like bulgur help keep us feeling full throughout the day. Bulgur has a fairly low glycemic index, so it does not dramatically raise blood sugar like refined flour products like white potatoes or white rice, Lee said. 2. Chickpeas (garbanzo beans) Chickpeas, also called garbanzo beans, are healthy, versatile and inexpensive legumes that are very easy to prepare. They can even be consumed right out of the can. One cup of chickpeas has 13 grams of fiber, 15 grams of protein and three grams of healthy fat. They also have antioxidant properties and are loaded with vitamins and minerals. They can be found in the canned foods section or with the dried beans. Lee suggested eating legumes like these three to four times per week. Most of the fiber in chickpeas is insoluble fiber, which is great for digestive health. Individuals who eat them typically have better blood sugar regulation since chickpeas are so high in fiber and protein, Lee explained. 3. Kale Kale is a leafy green vegetable that is loaded with antioxidant vitamins A, C and K, and it is a good source of essential minerals like copper, potassium, iron, manganese and phosphorus. A cup of this vegetable, which can be found in the produce department, is only about 40 calories. The vitamins in kale are associated with anti-cancer health benefits, and the fiber in kale helps bind cholesterol in the body, which improves heart health. Individuals should include cruciferous vegetables like kale in their diet at least four to five times per week, Lee said. 4. Spaghetti squash Spaghetti squash is the lowcarbohydrate alternative to spaghetti pasta; the inner flesh of this squash pulls into strands, resembling the popular pasta. A one-cup serving of spaghetti squash has 10 grams of carbohydrates as compared to about 45 grams in one cup of pasta or rice. One cup has only 42 calories and offers important health benefits. Like all vegetables, spaghetti squash provides the body with essential vitamins and minerals like vitamin A, B-vitamins and manganese. And its very versatile; you can bake or steam your spaghetti squash before adding it to recipes, or eat it as a side dish with your favorite lean meat, Lee said. 5. Sunflower seeds Sunflower seeds are generally less expensive than other nuts, and they offer many of the same health benefits as popular choices like almonds and walnuts. A quarter cup of sunflower seeds has three grams of fiber and six grams of protein. Unsalted sunflower seeds contain healthy fats, but they are high in calories at about 280 per quarter cup. Lee recommends keeping to one portion. Sunflower seeds are a good source of copper, vitamin E, selenium and manganese. Shelled, unsalted sunflower seeds can be found in the nut section, and they can be added to salads or yogurt, or eaten plain. The vitamin E in sunflower seeds offers significant anti-inflammatory effects; and it is an antioxidant, so it also plays an important role in the prevention of cardiovascular disease, Lee said.

In his statement, Satyendra has alleged Daisy Shah and 20 other people for plotting a scheme to murder him through a car accident. The other 20 people include choreographer Ganesh Acharya, director V K Singh and Actor Rajneish Duggal among others. According to the information received from police, a few days back Satyendra met with a bad accident. It was when he was traveling in a car and the car met with an accident. Satyendra was badly hurt. The accident was declared as a mere accident. But now after few months, Satyendra alleges that it was a well plotted scheme to murder him. He has mentioned the names of all 21 people and has blamed them for an attempt to murder him. The 21 people Satyendra has mentioned are part of a movie crew called Soda. The case was filed in Mainpuri district
of Utter Pradesh. Satyendra is also the president of now dissolved political party, Rashtrawadi Samajwadi Party. According to Satyendra he was removed from the movie Soda. He says, I was working on a film called 'Soda', where Daisy was playing the lead with me and Ganesh was choreographing the song. I had written the script for it. However, within two days of the films shoot at Kamalistan studio, the crew tried to throw me out of the project. I was told that Daisy wanted to work with a known star and wanted me out. About the accident Satyendra says, I met with an accident in December. Initially, I thought it was a minor accident but later on, I realized that the person in the car was trying to overtake me and push me from the bridge. When Ganesh Acharya was asked about it, he said, I am not aware of such a person or a complaint. Daisy said that she has nothing to do with the movie Soda as she has just shot a song for the movie. She said, I shot this song around 16 months ago and I have moved on since then. I have nothing to do with the films cast and crew now.
Bollywood actor Sanjay Dutt has sought further extension of his parole to nurse his wife Maanyata, who is recovering after surgery, police said. Dutt, currently out on parole since Dec 21, 2013, was due to return to jail Jan 21, but he sought and was given extension of another month (till Feb 21) in his parole. Now, he has applied for another monthlong extension.

Dutt has written to the Pune divisional commissioner, who has directed the Khar Police in Mumbai to verify the reasons for parole extension cited in the application, a police official said. Pop star Justin Bieber's wax statue will be removed from the Madame Tussauds museum as the bosses feel that the showcase "no longer does justice" to the singer or the attraction. Bret Pidgeon, general manager Madame Tussauds, said, "This is disappointing, but hopefully we can welcome a new 'grown-up' Justin back to the attraction in the near future." The 19-year-old's display at the wax museum has been groped, fondled and grabbed by fans and as a result the
exhibit organisers had to withdraw his dummy from display, reports a website. "With no ropes or barriers to stop them, thousands of fans have had their photographs taken with him since then - but it has taken its toll," said a source. Madame Tussauds New York states that the figure has been damaged over the years and, despite regular maintenance, "it no longer does justice either to the star or to the attraction", and so the museum has reluctantly decided to remove it.

Pineapple and Citrus Salsa ingredients list: 2 medium Oranges peeled and chopped. Pinch of salt. 1 cup of Fresh pineapple chopped. Instructions for Pineapple and Citrus 1 medium Jalapeno pepper seeded and Salsa: chopped. Stir together the orange pieces, 2 tablespoons of green onion thinly pineapple pieces, jalapeno pieces, sliced. onion, cilantro and lime zest. 1 tablespoon of cilantro snipped. Add salt to taste. 1 teaspoon of lime zest. Cover and refrigerate for about 4 hours.

Ingredients: 5 large russet potatoes, chopped in large chunks 1/3 cup lemon juice 1 head garlic, chopped fine 1 tablespoon oregano (dry is fine) olive oil (a good amount) salt Directions: Place all ingredients in deep baking dish with cover and mix to coat. Bake at 375 degrees, basting with oil frequently, until potatoes are crispy on the outside, soft on the inside.
Sweet And Spicy Chicken Stir-Fry Tzatziki
Ingredients 2 medium cucumbers, peeled, sliced in half, seeded and finely chopped 1/2 white onion, diced 1 Tomato, seeded and diced (optional) 2 cups plain yogurt (drained overnight in a coffee filter) 1 tablespoon olive oil 1 tablespoon lemon juice or 1 tablespoon white wine vinegar 1/2 teaspoon salt 1/2 teaspoon dill
salt and pepper 1 teaspoon oregano 1 garlic clove, minced Directions: Combine all ingredients thoroughly and store in an airtight container.
Ingredients 1 tbsp canola oil 2 chicken breast, thinly sliced 1/2 red pepper, thinly sliced 1 cup finely chopped pineapple 1/4 cup red pepper jelly 3 tbsp lemon juice 2 tbsp light soy sauce 1/2 tsp hot-red-chili flakes 1 green onion, thinly sliced Instructions Heat a large non-stick frying pan over medium-high. Add oil, then chicken. Stir-fry chicken for 3 to 4 min. Add pepper, pineapple, red pepper jelly, lemon juice, soy and chili flakes. Cook until pepper is tender-crisp, about 2 to 3 more min. Sprinkle with green onion. Serve over rice.

Nadroga Football Association have appointed former national captain Kini Tubi to be their new coach after Joseph Nand was told to step down. The association fired Nand just 17 games into his tenure as the teams head coach including four games so far in the Fiji Sun/Skipper Tuna National Football League this season. According to Nand, he was given the option on Sunday midnight by their president, Vijay Singh. On Sunday at 11.30pm I was called by president (Vijay Singh) and he told me that should I step down if not I would be fired, Nand said. I replied that I wont resign just like that just because we lost to Ba 6-0. What can you expect when players are not turning up for training and one player is leaving. I thank them for giving me that opportunity to coach the team once again, he said. This was a difficult decision for the NFA to make, but we needed to make a change, Singh said. I did not fire him but told him to step down, Joseph Nand is a qualified coach and we appreciate his hard work, but
the people of Nadroga need results and I am answerable to them, therefore this action has to be taken, Singh said. This is the same thing we did to Waisea Tale (Snr). He was given four games to prove his worth but there was no improvement so he was asked to leave. Singh said despite Nands fate, he would be given a new portfolio to look after the matters of the sports administrator for a four-year term. We have created this portfolio for him to take up and look after the administration aspect of the association from the youth upwards. He will be in charge of the schools etc. That was quick Joseph Nand lasted just four games into this season with the Stallions placed in the bottom half of the table. Despite only three points, they were better compared to winless Lautoka and Navua who are struggling with no win. They are all battling to avoid being the first team to face relegation in the inaugural top eight format after this season.

We lost in the semifinal to Lautoka on penalty kicks (5-4). Nadroga made a semifinal appearance after long time since 2002 BOG win in Labasa. They finished in overall third finish beating Labasa 1-0 in the 3 rd/ 4 th play offs. During the Courts IDC they lost to Suva (2-1), drew with Nadi (1-1), and drew with Navua (1-1), and the Fiji Sun/Skipper Tuna NFL beat Lautoka (2-1) at home after a long time, lost to Labasa (3-0), and lost to Nadi (2-0) and lost to Ba (6-0) over the weekend. I am really frustrated to be dealing with this kind of treatment. My message to other coaches is to be authoritative and be humble at the same time, he said. If I was given a lot of resources and fired, then I would accept it but if you are not given anything then that is not justifiable. Nand is a former Labasa (1994) and Suva rep (1997-98). He has been a coach since 1993. He did also face the same music as the coach of Nadroga in 2005 and after nine years was dealt the same.
